Abstract:
<p><em>The World Bank Group (WBG) has provided grant and credits to support projects related to aviation and air transport including capacity building, policy and regulation, safety and security, infrastructure rehabilitation, and institutional strengthening for over 60 years. Today, the WBG remains actively engaged on aviation related project in every region of the world including the Pacific Island Countries. The purpose of this paper is to investigate the economic impact of WBG investments in aviation infrastructures in Pacific Island Countries.</em></p><p><em>The preliminary results of this study show a serious deficiency in the areas of aviation infrastructure, safety and security, management efficiency, and airport environmental sustainability in the Pacific Island countries. Without a dynamic aviation industry, most developing countries would see a drastic reduction in tourism, resulting in an economic slowdown. In Pacific Island countries, if these aviation infrastructure deficiency continued to go unaddressed, they would likely lead to the end of international flight operations to the airports in this region. Therefore, the WBG investments in aviation infrastructure is necessary in this region to support tourism, economic development, job creation, and higher standard of living in for Pacific Islanders.</em></p>

Toady poverty is a challenge for the World and a lot of individuals living below the poverty line. According to World Bank billions of individuals live in extreme poverty i.e. below 1.9$ per day. Around one billion people around the World live in extreme poverty, The World Bank vision 2030, that to eradicate poverty across the globe and that’s why they set SDGs with UN for the betterment of the community and individuals live equally and have access to their basic necessities of life. The United nation’s 17 SDGs are a joint venture for the better and more sustainable future of our planet and its inhabitants. The UN & World Bank placed poverty eradication is goal number one among 17 sustainable development goals and we can see the importance of the poverty eradication among SDGs goals. Towards achieving of SDGs number I, this study takes the Khushal Garh village of the Malakand District of Khyber Pakhtunkhwa Pakistan as a case study, and sees that how the efforts are made for the attainment of SDGs of WBG and UN, and the people are getting better from their previous life style. This paper also highlights some factors which cause poverty in the country. This model can also be used by other countries in their respective context and will lead the eradication of poverty in terms of health care and educational facilities, which results the socioeconomic development of a community.

Abstract. Every year, World Bank Group (WBG) is conducting assessment for 190 countries and produces a ranking report based on Doing Business performance – an initiative to measure benchmark efficiency on business regulation and their enforcement by a sample study (e.g. for Malaysia is Kuala Lumpur City Hall - DBKL). One of the ranking categories is based on Dealing with Construction Permits (DCP) which made us proud as announce Malaysia ranks for 2019 is #3 (based on 2018 assessment). This achievement was based on continues efforts and studies from the last bottom of #137 (since, 2007), #113 (2012) and continues with positive results (straight improvement) respectively till this year. Maintaining the top three ranks is not an easy task; however, is not impossible either. Lots of study in innovations, suggestions and implementation should be carried out to maintain and improve Malaysian DCP ranks. As per DCP of this year assessment, Work Bank has suggested all countries with 5 new suggestions (new additional marking schema). One of them is to engage Geographic Information System (GIS) for land use, cadastre, water, electricity and sewage related datasets. This paper propose an initial study (concept paper) towards engaging GIS in DCP activity as a response (first action) suggested by World Bank Group; crucial in maintaining DCP rank for 2020 as well as to provide better business regulations and enforcements for DBKL or other local authority. Later, an impact study will be conducted, utilizing new integrated GIS system publishing service (GeoMap) and the output of the study will indicate whether Malaysia Productive Corporation (MPC) should engage or ignore the 5th suggestion by World Bank Group, or to enhance with other initiatives.

Abstract:
This paper analyzes the repercussions of some international organization’s recommendations for São Paulo’s current educational policy. The prioritized discourses were those of: The World Bank Group (WBG); the United Nations Educational, Scientific and Cultural Organization (UNESCO); and the Organization for Economic Co-operation and Development (OCDE). The hypothesis is that throughout more than two decades, and under the aegis of a single political party - The Brazilian Social Democracy Party (PSDB), the educational policy in São Paulo has been aligned with international recommendations and orientations in regards to educational policies, specifically those related to school teachers, reinforcing discourses that are aimed at disqualifying them, their formation and the work they carry out. From the analysis made on documents issued by international organizations and also those issued by the State’s Department of Education (SEE/SP), it was possible to conclude that such a process to disqualify both socially and professionally the status of these teachers has been engendered for over two decades. This has made fragile the profession’s public image and strengthened control and regulatory strategies over the work of teachers, as well as accountability mechanisms on the state’s behalf aiming at the implementation of managerial and performative policies.

Abstract:
Introduction: Tuberculosis (TB) remains a global emergency and is one of the major threats to human and public health, more than 60 years of its medical treatment, as well as the economic and social development of societies. More than 2 billion individuals are infected with mycobacterium, causing the morbidity and mortality of 10 and 2 million individuals, respectively. The current study was accomplished aiming to investigate the TB disease status and indicators of achieving the goal of ending the TB epidemics by 2035. Methods: This was a comparative study conducted in a library and the main source of information used included the reports published by the World Health Organization (WHO) and its regional organizations profile, the United Nations Development Program (UNDP), World Bank Group (WBG), and studies. Results: The highest incidence rate was in Africa and South-East Asia, with the lowest incidence in the Americas and Europe regions. In the Eastern Mediterranean region, the incidence of extrapulmonary TB (EPTB) was about 10% higher than in other areas. The highest success rate of TB treatment was in the Western Pacific region and the lowest in the United States and Europe. Conclusion: Over 1 billion US dollars have been spent in funding for the fight against TB. Health policymakers, especially in the Middle Eastern region, should pay particular attention to allocating national and local resources to this disease and rely less on international and humanitarian resources. In order to achieve the goal of ending the TB epidemic END-TB 2035, in addition to addressing the economic and social well-being of citizens, it is essential to focus on early detection and diagnosis of disease and effective treatment with strategy implementation [Directly Observed Treatment Short course (DOTS)].

Email: vali-pour@hotmail.com 1 ABSTRACT The goal of this paper is estimation of area equipped for irrigation in Americas in 2035 and 2060 using study of agricultural water management during 1962 to 2011. For this purpose, all necessary information was gathered from Food and Agriculture Organization of the United Nations (FAO) and was checked using The World Bank Group (WBG). Among all presented data in the FAO database, 10 indexes were selected (due to more importance and more availability for all the regions in Americas). These indexes are permanent crops per cultivated area (%), rural population per total population (%), total economically active population in agriculture per total economically active population (%), human development index (HDI), national rainfall index (NRI) (mm/yr), value added to gross domestic product (GDP) by agriculture (%), irrigation water requirement (mm/yr), percent of total cultivated area drained (%), difference between NIR and irrigation water requirement (mm/yr), and area equipped for irrigation per cultivated area (%). These indexes were analyzed for all 5 regions in the study area and amount of area equipped for irrigation per cultivated area (10th index) was estimated by three different scenarios and using the other 9 indexes. Para isso, todas as informações necessárias foram obtidas da Organização das Nações Unidas para Agricultura e Alimentação (FAO) e foram verificado através do Grupo Banco Mundial (WBG). Entre todos os dados apresentados na base de dados da FAO, foram selecionados 10 índices (devido à maior importância e maior disponibilidade para todas as regiões das Américas). Estes índices correspondem a culturas permanentes por área cultivada (%), população rural com relação à população total (%), população economicamente ativa na agricultura com relação à população economicamente ativa total (%), índice de desenvolvimento humano (IDH), índice nacional de pluviosidade (NRI) (mm/ano), valor agregado ao Produto Interno Bruto (PIB) pela agricultura (%), necessidade de água de irrigação (mm/ano), porcentagem da área cultivada drenada total (%) diferença entre NRI e necessidade de água de irrigação e área equipada para irrigação por área cultivada (%). Estes índices foram analisados para todas as 5 regiões da área de estudo e a quantidade de área equipada para irrigação por área cultivada (10º índice) foi estimada através de três cenários diferentes, utilizando os outros 9 índices. Os resultados mostram que as mudanças da área equipada para irrigação são de 9,1% a 26,3% e de 17,6% a 51,3% em 2035 e 2060, respectivamente. Abstract:
Purpose – This paper aims to analyse sanctions regimes of multilateral development banks and to examine some of the topical issues surrounding sanctioning practices of these institutions. Under the Agreement for Mutual Enforcement of Debarment Decisions (the “Mutual Enforcement Agreement”), sanctions covering the sanctionable practices that are imposed and made publicly available by any participating MDB may be enforced by other participating MDBs. This dramatically amplifies the impact of debarment decisions taken by any one of the participating MDBs, while affirming the MDBs’ commitment to combating the sanctionable practices. Consequently, companies will need to invigorate their procedures with a view to managing their risks not only in relation to national legislation, but also in relation to the MDBs’ sanctioning frameworks, which have much broader geographic scope than that of national legislation. This paper first provides an overview of the tenets established by the Mutual Enforcement Agreement. Further, as all MDBs maintain their own sanctions mechanisms, the paper analyses individual sanctions regimes of the WBG, EBRD and ADB. The paper then describes the types of sanctions that may be imposed by MDBs and examines some of the challenging issues surrounding the banks’ sanctions practices. Design/methodology/approach – This paper draws on the experience of senior lawyers who were intimately involved in the set-up of the sanctions regimes at the World Bank, the International Finance Corporation, the EBRD and the ADB and are currently involved in the work of sanctions boards at their respective institutions. Findings – Companies and individuals dealing with MDBs should be aware of the fact that, as a result of the Mutual Enforcement Agreement, the profile of MDBs’ fraud and corruption cases has been raised significantly and could result in global sanctions for prohibited practices in a single country. Consequently, a company engaging in a prohibited practice in its business dealings with one MDB might find itself unable to obtain financing from the four other MDBs participating in the Mutual Enforcement Agreement, and furthermore its debarment would be published by all five participating MDBs (subject to the above-described limitations of ADB’s publication regime). As MDBs continue to develop their sanctions regimes, greater harmonisation among sanctions processes is to be expected and companies doing business with MDBs should, at the very minimum, ensure that their compliance and ethics programmes are up to date, both as a preventative measure or, if wrongful actions have already taken place, as a means of mitigating the severity of possible sanctions. Originality/value – A lot has been written about the consequences of criminal convictions for bribery and other corrupt practices. However, much less attention has been paid to the evolution of anti-corruption policies and procedures which have been developed by a group of leading MDBs. In fact, for many corporates, sanctions regimes of MDBs remain unchartered territory, even though these sanctions proceedings can have far-reaching business consequences. This paper will, therefore, be of interest to all companies directly or indirectly involved with MDB-financed projects, as they need to be alert to the scope of MDB sanctions proceedings and the wide-ranging adverse business consequences that may result from any enforcement action.

Political Science<br>Ph.D.<br>This study examines variations in the lending strategies of the four main agencies of the World Bank. Countries with similar basic development and demographic attributes often receive very different amounts of financial support from the different agencies of the World Bank. Utilizing regression analysis of panel-data covering the years between 1990 through 2011, the study finds that variation in the allocation of development aid both within and between the different World Bank agencies (IBRD, IDA, IFC, and MIGA) do not generally reflect patterns in objective indicators of economic need or institutional quality among recipients. Rather, statistical analysis shows that World Bank aid is positively correlated with several measures of donor influence. Utilizing a multi-donor model of political influence, the study finds evidence that the Bank’s top donors, countries such as the United States, United Kingdom, and Japan disproportionately influence the Bank to lend in ways that support their foreign policy interests. Countries with close economic, political, and geostrategic ties to powerful donors tend to receive more aid on average than their less well-connected peers. The data show that the Bank often lends in ways that contradict its own lending criteria. Despite the Bank’s explicit emphasis on economic need and institutional quality, the agencies of the World Bank often provide greater amounts of assistance to those with less need and poor quality governance. The study has implications for the study of international organizations, institutional design, and how donor influence at the World Bank is mediated by variations in internal agency structures.<br>Temple University--Theses

La promoción del desarrollo sostenible es uno de los objetivos corporativos del Grupo Banco Mundial (GBM) en el contexto de la Agenda de Desarrollo 2030. Esta tesis doctoral pretende analizar el éxito del GBM en la consecución de este objetivo. Inicialmente, se evalúa el impacto global del GBM, comparando a continuación la influencia lograda mediante sus operaciones con el sector público y privado. Este análisis se desarrolla mediante dos modelos de inferencia basados en la lógica difusa, que toman en consideración el volumen de financiación concedida por el GBM y la calidad de los proyectos. Por último, se profundiza en las características del impacto logrado con las operaciones de la Corporación Financiera Internacional y el sector privado mediante un modelo econométrico estimado con el método de los momentos generalizados. En todos los casos, se realizan propuestas operativas para incrementar el impacto del GBM sobre el desarrollo sostenible.<br>Promoting sustainable development is one of the corporate goals of the World Bank Group (WBG) in the context of the Development Agenda 2030. This thesis aims to assess the success of the WBG in achieving this goal. Initially, the overall impact of the WBG is evaluated, following by a comparative evaluation of the influence achieved by WBG's operations through the public and private sector. This analysis is developed applying two models of fuzzy logic inference that take into consideration the amount of funding provided by the WBG and quality of projects. Finally, the thesis explores the specifics of the impact achieved by the WBG with the International Finance Corporation's (IFC) projects and the private sector by implementing an econometric model of generalized method of moments. In all cases, operational proposals are made to increase the impact of GBM on sustainable development.

Abstract:
This thesis draws on David Harvey’s concept of “accumulation by dispossession” and an international political economy (IPE) approach centred on the institutional arrangements and power structures that privilege certain actors and values, in order to critique current capitalist practices of primitive accumulation by the global corporate extractive industry. The thesis examines how accumulation by dispossession by the global extractive industry is facilitated by the “free entry” or “free mining” principle. It does so by focusing on Canada as a leader in the global extractive industry and the spread of this country’s mining laws to other countries – in other words, the transnationalisation of norms in the global extractive industry – so as to maintain a consistent and familiar operating environment for Canadian extractive companies. The transnationalisation of norms is further promoted by key international institutions such as the World Bank, which is also the world’s largest development lender and also plays a key role in shaping the regulations that govern natural resource extraction. The thesis briefly investigates some Canadian examples of resource extraction projects, in order to demonstrate the weaknesses of Canadian mining laws, particularly the lack of protection of landowners’ rights under the free entry system and the subsequent need for “free, prior and informed consent” (FPIC). The thesis also considers some of the challenges to the adoption and implementation of the right to FPIC. These challenges include embedded institutional structures like the free entry mining system, international political economy (IPE) as shaped by international institutions and powerful corporations, as well as concerns regarding ‘local’ power structures or the legitimacy of representatives of communities affected by extractive projects. The thesis concludes that in order for Canada to be truly recognized as a leader in the global extractive industry, it must establish legal norms domestically to ensure that Canadian mining companies and residents can be held accountable when there is evidence of environmental and/or human rights violations associated with the activities of Canadian mining companies abroad. The thesis also concludes that Canada needs to address underlying structural issues such as the free entry mining system and implement FPIC, in order to curb “accumulation by dispossession” by the extractive industry, both domestically and abroad.

Yet I have become convinced in my time at the World Bank of the importance of understanding the social context of the Bank’s work, and the social impact of Bank lending, especially because of the UK ODA’s experience in this field. As an Executive Director at the IMF too, I have gained important insights into how that institution uses its Board more effectively, with more cooperation, and much greater partnership between the Board and management.

Abstract:
Since 2007 long staying in the middle income group or especially unable to state a higher category, has begun to be considered as middle-income trap (MIT). According to World Bank (WB) classification, in 1955, Turkey reached to lower-middle income countries category from low-income category and staying there about 50 years. In 2004 Turkey has been reached constantly to upper-middle income countries category. However, last three years’ low growth figures and reaching 20% of the US income per capita have created many discussions whether Turkey entered in MIT. Besides, in parallel the integration of Turkish Economy to the world economy and to be exposed financial flows because of the world expansionary policies may result to have excessive appreciation of the national currency and to seem overvalued than real level of GDP in dollars. In emerging artificial bloating in income per capita is a result of undervaluation on the exchange rate. Therefore, in this study; the correct exchange rate is calculated with using base year determined depending on current account deficit’s minimum valued year or years which is assumed correct value of the exchange rate. By using calculated exchange rate, examined new GDP per capita series shows that Turkish economy could not reach the threshold 10000-12000 dollars despite being included in upper-middle income group in the WB classification. Furthermore, according to other classifications which are investigating MIT, it is also reached that Turkey has been placed in MIT long time period due to exchange rate pressures in terms of Turkey reached upper middle income position.

Abstract:
The uncertainty of pyranometer measurements should be traced back to the World Radiation Reference (WRR), a standard that is specified by the mean sensitivity of the World Standard Group (WSG). The WSG is build up by 7 primary standard pyrheliometers, operated at Davos, Switzerland. Analyzing the complete calibration chain for an individual field pyranometer, usually the uncertainty of its calibration constant is extracted as a unique figure depending on the calibration method. The common representation of the expanded uncertainty, specified by the manufacturer is global information on the accuracy of daily averages. For the use of pyranometers for e.g. test of solar energy components as solar collectors, this information on the global daily accuracy of the pyranometer is not sufficient. As the response of a solar collector to the irradiance shows nonlinearities, a more detailed analysis of the pyranometer uncertainties is necessary. This will be demonstrated for the analysis of the uncertainties of the test results — i.e. the collector coefficients and their uncertainties — and the resulting predictions of the energy gain by these devices. Ancillary information by the manufacturers will be used to discuss the uncertainty of individual measurements depending on e.g. ranges of those parameters that originate the uncertainties, depending on the geometry (incidence angle), ambient temperature and the sky conditions. Based on this information the inter-comparability of test performed at different times or with different instruments will be discussed.

Abstract:
The relevance of micro-lending in battling poverty and encouraging sustainability of the poor is more vividly seen after the emergence of Bangladesh-based Grameen Bank as a successful microfinance institution in 2006. Creating a sustainable microfinance institution largely depends on the two important factors; cost and risk. This paper examines the common risks and costs associated with micro lending, vis-à-vis the trade-off that results into higher costs the more risks are well managed, and higher risks the more costs are highly reduced. As the popular ‘group lending’ model is patronised by the majority MFIs around the world, this paper has gone beyond to suggest the adoption of a new concept in group lending management; the Transmittal Lending model. This new model is theoretically described to optimise the two conflicting variables of risk and costs, so as to enhance an MFI’s profitability and sustainability, simultaneously. The general methodology applied is a review on relevant literature so as to find previously established research opinions that will support the new group lending model. Nevertheless, this new model needs to be quantitatively tested by researchers in the field to deeply understand the dynamics of its applicability in the industry.

This study examines the hypothesis of the Export-Led Growth in the seven selected Middle East and North Africa countries, the hypothesis state that export growth driven by export promotion policies enhances overall economic growth. Empirical investigations have tended to focus attention on the direction of causality between exports and economic growth using Granger causality tests. However, the empirical results based on these tests are, at best, mixed and often contradictory.&#x0D; The paper employs panel data analysis by utilizing the Pedroni panel cointegration, Pedroni Dynamic Ordinary Least Squares and Fully Modify Ordinary Least Squares, and Canning-Pedroni causality methods, a recent development in panel data econometrics, properties of integration and cointegration and consistency of parameters. The study considers the following three variables; Real Gross Domestic Product (GDP), Real exports (EXP) and Real import (IMP). Annual secondary data are obtained from the World Bank Development Indicator for seven MENA countries, Namely, Algeria, Egypt, Sudan, Jordan, Saudi Arabia, UAE, and Qatar.&#x0D; The empirical results emphasize the existence of a positive relationship between Export and GDP. Results of waled and Z-bar Group statistics indicate the long-run unidirectional causality between Export and GDP, operates from Export to the GDP. It confirms the validity of Export-led growth hypothesis of the seven selected MENA countries. Empirical evidence suggests significant policy prescriptions; these countries should focus more on supporting export orientated industries through aid-for-trade, trade-capacity building schemes and other types of policies in order to promote economic growth.

Abstract:
The Zanzibar Ministry of Education and Vocational Training (MoEVT) and the World Bank (the Bank) approached the EdTech Hub (the Hub) in April 2020 to explore the feasibility of implementing a Virtual Learning Environment (VLE). The Hub was requested to focus primarily on the deployment of a VLE in lower secondary education, and this report consequently focuses primarily on this group. The report is structured in four sections: An introduction to provide the background and guiding principles for the engagement with a short overview of the methodology applied. An analysis of the Zanzibar education system with a particular focus on elements relevant to deploying a VLE. This includes the status of ICT infrastructure, and a summary of the stakeholders who will play a role in using or implementing a VLE. A third section that discusses types of VLEs and content organisation, and their applicability to the Zanzibar ecosystem. A conclusion with recommendations for Zanzibar, including short- and long-term steps. In this collaboration with Zanzibar’s MoEVT, the Hub team sought to understand the purpose of the proposed VLE. Based on discussions and user scenarios, we identified two main education challenges a VLE may help to resolve. In the short term, students cannot go to school during the COVID-19 crisis, but need access to educational content. There is content, but no flexible and versatile platform to disseminate content to all students. In the long term, a mechanism to provide students with access to quality, curriculum-aligned content in school, or remotely, is required.
