Abstract:
We present a specification and a nationwide pilot implementation of a future public safety communication system. We propose a novel approach to survivable heterogeneous emergency communication systems, merging professional and commercial off-the-shelf (COTS) equipment, communicating over state-of-the-art mobile and satellite links. We explain the architecture and functional outline of an Advanced Emergency Response Communications System (A-ERCS), which was developed and integrated with professional, commercial, and ad hoc networks to provide survivable communications services and sensor-based applications to support public safety agencies in their day-to-day operation and disaster relief missions. Further, we present the results of a real-world pilot implementation, customized for fire fighter services in Slovenia, and discuss the outcomes of performance tests, showing how the proposed solution can be applied in public safety practice and how COTS technologies can be efficiently and reliably reused in this specific domain.

Abstract:
Background and context: World Cancer Day (WCD) aims to increase awareness and empower individuals to reduce their risk of cancer. Each year in Ireland approximately 800 new cancer cases and 300 cancer deaths are due to obesity. Aim: For WCD the Irish National Cancer Control Program (NCCP) aimed to increase public awareness of the risk of cancer due to obesity and the protective link with physical activity. Behavioral action was encouraged by partnering with parkrun ( www.parkrun.ie , a national free running event) to encourage participants to bring a friend and spread the cancer prevention message. Strategy/Tactics: A single overarching message was established: bring a friend to parkrun on the 3rd February for World Cancer Day. Two target audiences were identified: - General public watching Operation Transformation a national interactive TV program supporting weight loss and encouraging health behaviors - parkrun participants. Program/Policy process: Campaign activities were planned in conjunction with parkrun and HSE communications: - Digital assets designed - Press release issued to local and national media - Partner pack with key messages, social assets, campaign activity and supporting evidence disseminated to statutory bodies, NGOs and charities - NCCP cancer expert feature on Operation Transformation - Social media campaign @HSELive and @parkrunIE - Articles in parkrun newsletter prior to WCD - Announcements at parkrun events around the country prior to WCD - Communication to health service staff. Outcomes: On the 3rd February 10,169 individuals participated in parkrun, coordinated by 1153 volunteers. Cancer prevention and survivorship articles were published in 3 parkrun newsletters. #WorldCancerDay posts reached 39,000 on parkrun Facebook and 33,700 on parkrun Twitter. HSE paid Facebook posts reached 375,861 with a high level of engagement. Unpaid posts reached 5458. Tweets issued had a total reach of over 280,000. Parkrun directors provided the following feedback: “I think it was a great success - the engagement on social media both through parkrun Ireland and through the local event social media was brilliant.” “I think all the local events had at least one post on #WorldCancerDay during that time and most had had more and the feedback was uniformly positive, a couple of the parkruns (notably Dundalk parkrun) invited local cancer support groups to the event as well and in Dundalk´s case they actually gave a little talk before the event which was well received.” What was learned: - Inclusion of digital images for partners to share on social media was an integral element of the partner pack. - Straightforward message with a call to action built on an existing initiative with a broad reach across the country. - At the time of the campaign there was a large amount of national media coverage of Operation Transformation, impacting on space for media coverage. In the future consider a more local approach.

Anyone involved in communications today is faced with a fast-paced information environment, a technologically enabled ‘audience’, and a global situation that has evolved into a state of constant competition, with state and non-state actors deliberately engaging in the cognitive domain. For Strategic Communications and Information Operations to be effective, it is imperative that we recognize the need to improve engagement and communication skills. This article looks at the changing dynamics affecting Strategic Communications, especially the impact of global networks and social media, how to increase effectiveness through better storytelling, and concludes by looking at the role and benefit of a Red Information Operations Team. We assert that, while many aspects of this situation have and continue to change, many of the fundamental principles of effective communication have been with us since the earliest days of civilization. If we focus on these essential elements of storytelling and apply them to our modern-day environment, we will be far more effective in support of our strategic and tactical objectives.

Abstract:
High Frequency (HF) communications through ionospheric reflection is a widely used technique specifically for maritime, aeronautical, and emergency services communication with remote areas due to economic and management reasons, and also as backup system. Although long distance radio links can be established beyond line-of-sight, the availability, the usable frequencies and the capacity of the channel depends on the state of the ionosphere. The main factors that affect the ionosphere are day-night, season, sunspot number, polar aurora and earth magnetic field. These effects impair the transmitted wave, which suffers attenuation, time and frequency dispersion. In order to increase the knowledge of this channel, the ionosphere has been sounded by means of narrowband and wideband waveforms by the research community all over the world in several research initiatives. This work intends to be a review of remarkable projects for vertical sounding with a world wide network and for oblique sounding for high latitude, mid latitude, and trans-equatorial latitude.

This paper examines how advanced technology and communication networks are revolutionizing the way university researchers, scientists and industrialists are communicating and working together. In collaborative projects, partners often come from different environments, backgrounds and possibly different regions and countries. Barriers such as geographical remoteness, lack of time in the working day, the cost of travel and differences in culture can seriously hinder regular communication and development work. However the Internet is fast becoming an indispensable international communications tool. It constitutes a resource that is invaluable to the knowledge and technology transfer process. It links over two-thirds of universities and is enabling industry and universities all over the world to develop in new and exciting ways – although there are both opportunities and threats associated with its explosive growth. This paper illustrates how the authors have gained advantage by exploiting current technology to form successful partnerships in this new high-speed ‘no boundaries’ information age.

Abstract:
Social media are transforming global communication and coordination and provide unprecedented opportunities for studying socio-technical domains. Here we study global dynamical patterns of communication on Twitter across many scales. Underlying the observed patterns is both the diurnal rotation of the Earth, day and night, and the synchrony required for contingency of actions between individuals. We find that urban areas show a cyclic contraction and expansion that resembles heartbeats linked to social rather than natural cycles. Different urban areas have characteristic signatures of daily collective activities. We show that the differences detected are consistent with a new emergent global synchrony that couples behaviour in distant regions across the world. Although local synchrony is the major force that shapes the collective behaviour in cities, a larger-scale synchronization is beginning to occur.

Government public relations are often viewed as propaganda. However, one’s own perspective has much to do with how the communications are perceived. One example of American propaganda is linked to World War I. While there has been research devoted to the patriotic posters and films of this era, other forms of media during this same time period have been largely overlooked. This article, therefore, presents research on the communications surrounding the “Knit Your Bit” campaign, which the American Red Cross conducted with help from the U.S. government-sponsored Committee on Public Information. The campaign persuaded knitters on the home front to knit for the troops using content in the major women’s magazine of the day: Ladies’ Home Journal. This article considers how the overlooked campaign contributed to efforts to generate patriotism during World War I and how social, political, and economic factors affected the communications.

Esta pesquisa objetiva conhecer o papel da comunicação no embate entre empresa/comunidades, observando se as práticas comunicativas de responsabilidade socioambiental empreendidas por empresas, junto a trabalhadores e comunidades, geram transformação ou manutenção do status quo e como os valores organizacionais são (re) significados fora dos muros da organização. Para tal, foi feito o estudo de caso da relação de uma empresa multinacional com seus públicos de interesse, por meio da análise de materiais públicos da corporação, disponíveis em seu site, e entrevistas com roteiros semi-estruturados junto a trabalhadores, líderes e população da cidade de Divinópolis, em Minas Gerais, onde há uma unidade da organização. A pesquisa observou que a gestão da comunicação integrada empreendida pela empresa gera resultados positivos para sua marca e estreita os laços com seus públicos, no entanto, apesar das transformações que as ações sociais e ambientais promovem, a realidade de desigualdade social e precarização do mundo do trabalho se mantém. Com base nestas considerações, observou-se que ainda são muitos os desafios, para que o profissional da comunicação exerça sua função social na mediação da relação empresa/comunidade.
This research intends to know the paper of the communication in the relationship between the company and the community, being observed the communicative practices of environmental responsibility undertaken by companies, close to workers and communities, generate transformation or maintenance of the status quo and as the organizational values they are meant out of the walls of the organization. For such, it was made the study of case of the relationship of a multinational company with their publics of interest, through the analysis of public materials of the corporation, available in its site, and interviews semi-structured with workers, leaders and population of the city of Divinópolis, in Minas Gerais, where there is an unit of the organization. The research observed that the administration of the integrated communication undertaken by the company generates positive results for its mark and it narrows the bows with their publics, however, in spite of the transformations that the social and environmental actions promote, the reality of social inequality and washout of the works world stays. Based in these considerations, it was still observed that are many the challenges, so that the communication professional exercises his/her social function in the mediation of the relationship company / community.

Este é um estudo de recepção na área de Comunicação e tem por finalidade verificar como as mediações ensejadas pelo mundo do trabalho atuam na produção de sentidos, nas representações sociais e nos processos de recepção da comunicação de um grupo de mulheres que trabalha em telemarketing. Do ponto de vista teórico, o estudo parte do aspecto trans, multi e interdisciplinar da Comunicação. E tem como instrumental teórico o binômio Comunicação e Trabalho, que assume o mundo do trabalho como mediação central na produção de sentidos. É por meio da comunicação que se dão as trocas simbólicas. Buscamos entender como esses significados são produzidos a partir do mundo do trabalho, que tomamos como principal mediação, especialmente porque nos dias atuais, o trabalho é o principal regulador da vida. Também partimos da perspectiva Ergológica, que vê o trabalho como atividade humana e como reelaboração do uso de si, o que no telemarketing tem especial importância. O estudo considera ainda as relações de gênero e a divisão sexual do trabalho. Usamos como metodologia a aplicação de questionário quantitativo para obter o mapa de consumo cultural, conhecer o contexto e para saber o meio a partir do qual faríamos o estudo de recepção: os telejornais. E realizamos entrevistas semi-estruturadas. O exame do corpus - as entrevistas das teleoperadoras e algumas matérias - foi feito por meio da Análise de Discurso. Encontramos os sentidos do trabalho e representações do feminino bastante conservadoras para um grupo de maioria jovem, encontramos alguns avanços também. No estudo de recepção, aparecem leituras preferências; negociadas e de oposição.
This is a study of reception in the area of Communication and aims to verify how the mediations occasioned by the working world act in the production of meanings, in the social representations and in the processes of reception in the communication of a group of women working in telemarketing. From a theoretical viewpoint, the study begins with a trans, multi and interdisciplinary aspect in Communication. And use the binomial Communication and Work as a theoretical tool, which considers the world of work as central mediation in the production of meaning. It is in the realm of communication that occurs the symbolic exchanges. We seek to understand how these meanings are produced starting from the world of work that we consider as the main mediation, especially because in the current days, work is the main factor regulator of life. We also consider the ergological perspective that sees the work as a human activity and as a way to reworking the use of the self, which is particularly important in telemarketing. The study observes gender relations and sexual division of labor too. The methodology used is a quantitative interview to get a map of cultural consumption, to know the context and to learn the way which would direct the study of reception: the TV news. Semi-structured interviews are used. Examination of the corpus - interviews and some of teleoperator materials - was done by Discourse Analysis. We found feelings of work. We found too feminine representations very conservative for a group of mostly young people. We found some advances as well. In the study of reception, we observed reading preferences; negotiated and oppositional.

Este trabalho promoveu um mapeamento do universo documental das Literacias de Mídia e Informação (MIL) no âmbito das Declarações Oficiais da UNESCO entre os anos de 1982 e 2014. Considerado um novo conceito, as MIL contemplam o desenvolvimento de capacidades e habilidades de cidadãos com a mídia e a informação no ambiente do Século XXI, para que sejam protagonistas de suas próprias histórias e se empoderem ao longo desse processo. Para estudo desse campo se recorreu à Teoria do Ator-Rede como aporte teórico e outros conceitos concernentes como as literacias da informação, digitais e de mídia. Da perspectiva metodológica, a pesquisa tem cunho qualitativo e transdisciplinar e contribui para a compreensão das novas morfologias epistêmicas da sociedade do conhecimento. Como resultados, foram elaborados quadros sínteses e linhas do tempo para a apreensão visual da progressão do conceito de MIL, face à sua sedimentação terminológica e temática. Ainda, se torna possível entender os vários vieses abrangidos ao longo dessa jornada, tendência que a UNESCO tem chamado de \"transliteracy\".
This work promoted a documental cartography over the Media and Information Literacies (MIL) concept under UNESCO\'s documents, between the 1982 and 2014. Considered a new concept, the MIL regards the capacity and skills development within the media and the information environment in the 21st Century, so the individuals can be protagonists of their own histories and for them to empower themselves in the process. This study refers to the Actor-Network Theory (ANT) as a theoretical basis, as well to the digital, media and information literacies concepts. Under a methodological overview, this is a qualitative and transdisciplinary research and contributes to understanding the new epistemological morphologies of the knowledge societies. As results, were elaborates synthetic boards and time lines for the visual apprehension over the MIL concept, facing its etymologic and thematic construction. Still, it is possible to comprehend the biases in this journey, a tendency that UNESCO has recently called \"transliteracy\".

Abstract:

From long ago, rivers have always sustained livelihoods of the peoples through the utilisation of different natural resources available in the basin. All over the world, many rivers have been dammed in the spirit of performing various purposes: agricultural irrigation, domestic water supply and power generation or flood control.

By the year 2001, the World Commission on Dams brought into focus the debate on damrelated impacts on local economies, societal cultures, livelihoods security and environmental conservation. The outcome of the World Commission on Dams consultation strongly recommended the governments to involve all stakeholders to address appropriately all issues associated with dams.

The overall focus of this master thesis is the projected Rusumo Falls dam in the Kagera River Basin (East Africa). Based on literature documentation completed by on-ground observations and qualitative interviews at Rusumo, various issues connected with the dam are presented.

In the first part, the Kagera River Basin background information is provided. It gives an overview of the physical and human characteristics of the Kagera watershed and subcatchments. A brief history and socio-economic indicators are given to enlighten the outsiders about the development challenges of the riparian countries of Burundi, Rwanda, Tanzania and Uganda. Regional frameworks for the development and management of Kagera Basin natural resources are presented: The Kagera Basin Organisation and the Nile Basin Initiative.

Section two analyses the likely social problems around the Rusumo Hydro Electric Project resulting from the land issue and the electricity needs and posing a dilemma for the governments committed to reverse the poverty and developing the economies. Benefits and drawbacks of the dam as perceived by the beneficiaries are thoroughly listed.

Based on the overwhelming supports from the Rusumo people, the governments of Burundi, Rwanda and Tanzania together with the international community, a public participation scenario is suggested in the last chapter. It encourages the governments to come together with all interested groups and the affected people of Rusumo and address any matters associated to the dam management process.

The conclusion of this study draws some strategies and methods to ensure full popular participation in the dam management. It provides some ways to involve all stakeholders to address the related issues. As the Rusumo people perceptions of the dam possible effects might not be realistic, the popular participation can offer them a good opportunity to handle socio-economic problems such as the land issue, the economy restructure and the nature conservation. In this case study, the government of Rwanda is therefore responsible for the establishment of platforms for a broad popular consultation.

Introduction: The evaluation of the quality of life of the deaf community is limited by the difficulties of communication in the oral and written language, thence the necessity of developing reliable instruments in sign language with methodological strictness that includes particular characteristics of the deaf people. Among the cultural lines of the deaf community, sign language is the most emphasized one: besides being a linguistical system, it is an element of constitution of the deaf person identity. In Brazil, it is legally assured the deaf the right to communicate in his natural language, that is, Brazilian Sign Language (LIBRAS), with no imposition of the usage of the majority language of the country. This doctoring thesis is part of the WHOQOL-LIBRAS project, a result of a partnership between Federal University of Goiás, World Health Organization and Brazil´s WHOQOL group in Federal University of Rio Grande Do Sul. In order to perform the WHOQOL-LIBRAS project, it was divided into two sub-projects with distinct but interdependent stages: Project 1 - Construction of the WHOQOL-BREF and WHOQOL-DIS versions in LIBRAS; Project 2 - Application/validation of the WHOQOL-BREF and WHOQOL-DIS instruments in the LIBRAS version. This thesis comprises Project 1. General Objective: Build the LIBRAS version of the WHOQOL-BREF and WHOQOL-DIS instruments to evaluate the brazilian deaf community quality of life. Methods: A transversal and exploratory study, designing based in the Methodological Research. The methodology proposed by the World Health Organization was used and adapted to the deaf community, and in accordance with the criteria established with Brazil WHOQOL group, the accomplishment of the project was divided into 13 phases: 1. creation of the QUALITY OF LIFE sign; 2. development of the answer scales in LIBRAS; 3. translation by a bilingual group; 4. recouncilling version; 5. first retrotranslation; 6. production of the version in LIBRAS to be provided to the focal groups; 7. realization of the Focal Groups; 8. review by a monolingual group; 9. revision by the bilingual group; 10. semantic/syntactic analysis and second retrotranslation; 11. re-evaluation of the retrotranslation by the bilingual group; 12. recording the final version into the software in studio; 13. software development of the WHOQOL-BREF and WHOQOL-DIS instruments into the LIBRAS version. Results: Peculiar characteristics of the deaf people culture pointed to the necessity of adaptations in the application methodology of focal groups when it is compound by deaf people. The writing conventions of the signed languages are yet not consolidated, thus, some difficulties were faced in graphically register the translation phases of Portuguese into LIBRAS. Linguistics structures that caused major problems in translation were those that included portuguese idiomatic expressions, for many of them are no equivalent concepts between Portuguese and LIBRAS. In the end, it was possible to build up a WHOQOL-BREF and WHOQOL-DIS software in LIBRAS. Conclusion: The WHOQOL-BREF and the WHOQOL-DIS in LIBRAS will allow the deaf to express about the quality of life in an autonomous way, and this will make possible to investigate more accurately the issues of deaf people quality of live. Besides, the WHOQOL-BREF and the WHOQOL-DIS in LIBRAS will be part of the World Health Organization instruments for evaluating quality of life.
Introdução: A avaliação da qualidade de vida da população surda é limitada pelas dificuldades de comunicação na língua oral e escrita, daí a necessidade de desenvolver instrumentos confiáveis em língua de sinais com rigor metodológico que inclua as características particulares do povo surdo. Dentre os traços culturais da população surda, o que mais se destaca é a língua de sinais: além de ser um sistema linguístico, é um elemento de constituição da identidade da pessoa surda. No Brasil, é garantido legalmente o direito ao surdo de se comunicar na sua língua natural, ou seja, na Língua Brasileira de Sinais (LIBRAS), sem imposição ao uso da língua majoritária do país. Essa tese de doutorado faz parte do projeto WHOQOL-LIBRAS, resultado da parceria entre a Universidade Federal de Goiás, a Organização Mundial de Saúde e o Grupo WHOQOL do Brasil na Universidade Federal do Rio Grande do Sul. Para sua execução o projeto WHOQOL-LIBRAS foi dividido em dois projetos, com etapas distintas, mas interdependentes: Projeto 1 Construção da versão em LIBRAS do WHOQOL-BREF e WHOQOL-DIS; Projeto 2 Aplicação/validação da versão em LIBRAS dos instrumentos WHOQOL-BREF e WHOQOL-DIS. A presente tese constitui o Projeto 1. Objetivo geral: Construir a versão em LIBRAS dos instrumentos WHOQOL-BREF e WHOQOL-DIS para avaliação da qualidade de vida da população surda brasileira. Métodos: Estudo transversal e exploratório, delineado com base na Pesquisa Metodológica. Utilizou-se a metodologia proposta pela Organização Mundial de Saúde (OMS), adaptada para população surda, e em acordo com os critérios estabelecidos com o Grupo WHOQOL do Brasil a execução do projeto foi dividida em 13 etapas: 1. criação do sinal QUALIDADE DE VIDA; 2. desenvolvimento das escalas de respostas em LIBRAS; 3. tradução por um grupo bilíngue; 4. versão reconciliadora; 5. primeira retrotradução; 6. produção da versão em LIBRAS a ser disponibilizada aos grupos focais; 7. realização dos grupos focais; 8. revisão por um grupo monolíngue; 9. revisão pelo grupo bilíngue; 10. análise sintática/ semântica e segunda retrotradução; 11. reavaliação da retrotradução pelo grupo bilíngue; 12. filmagem em estúdio da versão final para o software; 13. Desenvolvimento do software dos instrumentos WHOQOL-BREF e WHOQOL-DIS na versão em LIBRAS. Resultados: Características peculiares da cultura do povo surdo apontaram a necessidade de adaptações na metodologia de aplicação de grupos focais quando compostos por pessoas surdas. As convenções de escrita das línguas sinalizadas não estão consolidadas, por isso encontrou-se dificuldades em registrar graficamente as etapas de tradução do Português para LIBRAS. As estruturas linguísticas que causaram maiores problemas de tradução foram as que incluíram expressões idiomáticas do Português, muitas das quais não têm conceitos equivalentes entre o Português e a LIBRAS. Ao final foi possível construir um software do WHOQOL-BREF e WHOQOL-DIS em LIBRAS. Conclusão: O WHOQOL-BREF e o WHOQOL-DIS em LIBRAS possibilitarão que os surdos, de maneira autônoma, se expressem no que respeita a qualidade de vida, o que permitirá investigar com mais precisão questões de qualidade de vida das pessoas surdas. Além disso, o WHOQOL-BREF e o WHOQOL-DIS em LIBRAS farão parte dos instrumentos de avaliação de qualidade de vida da Organização Mundial de Saúde.

INTRODUCTION: there are several forms of expression, understanding and interpretation of the concept of disability, as well as a multitude of indicators that interfere significantly to the conceptual composition of the theme. In recent decades, the biological view of disability has been expanded due to the inclusion of socio-anthropological aspects. In the case of the deaf, the need to have their story considered through this approach is relevant to the appropriate care by the Health Professionals. OBJECTIVE: to analyze the Brazilian Sign Language (Libras) version of the WHOQOL-BREF instrument for assessing quality of life in focal groups. METHODS: transversal type descriptive and exploratory qualitative research using the technique of focal groups in three groups distributed as follows: 1) deaf people; 2) deaf people families; and 3) Libras interpreters. Two meetings were held with three focal groups. The first aimed to explain all the details of the research, delivery of a DVD, signing of the Term of Free and Informed Consent and application of a sociodemographic questionnaire. The second aimed to discuss and analyze the Libras version of the WHOQOL-BREF. Data were analyzed based on the technique of analysis of categorial and thematic content proposed by Bardin. RESULTS:100% of the participants of the three Focal Groups (GFs) understood and considered the questions relevant to the QOL of the deaf. In the category of suggestion, GF1 came with 76.94%, GF2 presented 65.39% and GF3 came with 73.08% of the questions that needed changes. CONCLUSIONS: the scarcity of scientific research on the use of focal groups with deaf people was considered a challenging factor. This study showed that the technique of focal groups with deaf people will have better success if it consists of a maximum of six members per group.
INTRODUÇÃO: há diversas formas de manifestação, compreensão e interpretação do conceito de deficiência, assim como uma multiplicidade de indicadores que interferem significativamente para a composição conceitual do tema. Nas últimas décadas, a visão biológica da deficiência vem sofrendo ampliações devido à inclusão dos aspectos socioantropológicos. No caso dos surdos, a necessidade de ter sua história analisada neste enfoque é relevante para o atendimento adequado por parte dos profissionais de Saúde. OBJETIVO: analisar a versão em Língua Brasileira de Sinais (Libras) do instrumento de avaliação de qualidade de vida WHOQOL-BREF em grupos focais. MÉTODOS: pesquisa qualitativa de tipologia transversal descritivo-exploratória utilizando a técnica de grupo focal em três grupos assim distribuídos: 1) pessoas surdas; 2) familiares de surdos; 3) intérpretes da Libras. Foram realizadas duas reuniões com três grupos focais. A primeira teve o objetivo de explicar todos os detalhes da pesquisa, entregar um DVD, obter assinatura do Termo de Livre Consentimento e aplicação do questionário sociodemográfico. A segunda objetivou discutir e analisar a versão em Libras do WHOQOL-BREF. Os dados foram analisados com fundamentação na técnica de análise de conteúdo categorial temática proposta por Bardin. RESULTADOS: 100% dos participantes dos três grupos focais compreenderam e consideraram as questões relevantes para a qualidade de vida dos surdos. Na categoria de sugestão, o GF1 apresentou sugestões em 76,94% das questões, o GF2 apresentou 65,39% e o GF3 apresentou 73,08% de sugestões para as questões que precisavam de alterações. CONCLUSÕES: a escassez de produção científica sobre a utilização de grupos focais com pessoas surdas foi considerada fator desafiador. Este estudo evidenciou que a técnica de grupos focais com pessoas surdas terá maior êxito se composta por, no máximo, seis integrantes por grupo.

This chapter focuses on ubiquitous sensing devices, enabled by Wireless Sensor Network (WSN) technologies, that cut across every area of modern day living, affecting individuals and businesses and offering the ability to measure and understand environmental indicators. The proliferation of these devices in a communicating-actuating network creates the internet of things (IoT). The IoT provides the tools to establish a major global data-driven ecosystem with its emphasis on Big Data. Currently, business models may focus on the provision of services, i.e., the internet of services (IoS). These models assume the presence and development of the necessary IoT measurement and control instruments, communications infrastructure, and easy access to the data collected and information generated. Different business models may support creating revenue and value for different types of customers. This chapter contributes to the literature by considering, innovatively, knowledge-based management practices, strategic opportunities and resulting business models for third-party data analysis services.

Abstract:
The production of wine and olive oil was a major activity within the Roman economy, and therefore innovations to the press mechanisms used are of great importance. Historical discussions have focused on the introduction of a screw, and have assumed that presses throughout the Roman Empire were transformed, with the aim of increasing efficiency, by this single ‘invention’ in the first century BC to first century AD. However, recent archaeological evidence reveals a wider range of innovations, not always involving the use of a screw, and over a much broader period, and shows that press types evolved within regional patterns, rather than uniformly. These innovations can only be understood by considering who initiated and spread them, how, and why. Factors such as the physical weight and durability of press parts, access to skills for ongoing maintenance and repairs, the absence of printed treatises and drawn diagrams, the military and communications networks of the empire, and the social context of ownership and local settlement structures all influenced innovation and its diffusion. A drive to increase production cannot fully explain the patterns of change, and some innovations served other purposes, improving safety or ease of use. Innovations seem to have been developed not by an educated ‘inventor’, but at least partly through day-to-day ‘tinkering’ by local artisans and farmers.

We are witnessing a rapidly changing communications environment dominated by digital technology. To illustrate how quickly technology is advancing, take the example of Steven Spielberg’s sci-fi thriller Minority Report. In 1999, the director convened a three-day think tank to gather insights from 23 top futurists for the making of the movie, which depicted the world of 2054. The goal was to create a realistic view of a plausible future 50 years ahead. Projecting out from the present day’s marketing and media technologies, Spielberg depicted an advertising-saturated society where billboards call out to passers-by on a first-name basis, cereal boxes broadcast animated commercials, newspapers deliver news instantly over a broadband wireless network, holographic hosts greet customers by name at retail stores, and where biometric retina scans deduct the cost of goods instantly from bank accounts (Mathieson, 2002). The technologies portrayed in the film were far from science fiction, and today many are in use or are in development – an indication of the rapid pace of technological change. Technology and the Internet have fundamentally altered the way the world interacts and communicates. Traditional approaches to branding that put emphasis on mass media techniques are less and less effective in a marketplace where customers have access to massive amounts of information about brands, product and companies and in which social networks have, in some cases, supplanted brand networks (Keller, 2009). In the new media environment, consumers are increasingly in control. Not only do they have more choices of media to use, they also have a choice about whether and how they want to receive commercial content. In response marketers are employing more varied marketing communications techniques than ever before – see the Powder Matt Snapshot above for examples. Table 1 summarizes some of the interactive marketing communication options that are now available.

Abstract:
Aim: Acute cannabis intoxication can impair motor skills and cognitive functions. Given possible impairment related to acute cannabis intoxication, we explored whether mobile phone-based sensors (e.g., GPS, text/phone logs) can detect episodes of acute cannabis intoxication (subjective “high” state) as self-reported in natural environments by young adults. Methods: Young adults (ages 18-25), who reported cannabis use at least twice per week, were recruited by research registry and Craigslist to participate in a mobile phone data collection study (up to 30 days) in Pittsburgh, PA (2017-2019). Participants responded to fixed time phone surveys (3 times/day) and self-initiated reports of cannabis use (start/stop time, rating of subjective high: 0-10, 10=very high). Our mobile AWARE app continuously collected phone sensor data, which was segmented into 5-minute windows for analysis. We built and tested multiple machine learning classifiers (e.g., Support Vector Machine, Light Gradient Boosting Machine (LGBM)) on training (60%), validation (20%), and test (20%) datasets to determine which classifier performed best in distinguishing subjective cannabis “high” (rating=1-10) vs “not high” (rating=0). To minimize the influence of imbalanced data on model performance in the training dataset, we used both over-sampling with Synthetic Minority Over-sampling Technique (SMOTE) and random under-sampling of the majority class, so that both classes (“high”, “not-high”) had the same number of training samples. We also tested the importance of time features (i.e., day of week, time of day: morning, afternoon, evening) relative to smartphone sensor data only on model performance, since time features alone might predict “routines” in cannabis use. Results: Young adults (N=57; 58% female; mean age=19.82 [SD=1.76]; 71.92% White, 15.78% Black, 12.28% Asian and other ethnicity) reported 451 episodes of cannabis use, mean subjective high rating=3.77 (SD=2.64). The sensor dataset included 1,648 datapoints representing reports of subjective ""high"" and 60,580 data points representing ""not high"" reports. For the two time-based features only model, the LGBM classifier had 91% accuracy in detecting subjective cannabis intoxication (vs “not-high”) in the test dataset (Area Under the Curve [AUC]=0.75). Combining smartphone sensor data with the two time-based features (day of week, time of day) improved model performance, with 95% accuracy (AUC=0.93), indicating that smartphone features contribute unique information, and that time features further improve model performance in detecting rating of subjective cannabis ""high"". Among the 102 phone sensor features entered into the analyses (smartphone sensors + time model), some of the most important features (the top 2 were the time features) included travel (GPS: smaller travel radius within a day when feeling ""high”), movement (e.g., smaller number of activity changes when feeling ""high”), and communication/sociability (e.g., increased phone usage interactions, greater voice and noise level around individuals). Conclusion: Results from this proof-of-concept study indicate the feasibility of using phone sensors to detect effects of cannabis intoxication in the natural environment in a population-based model among young adults. Mobile phone sensors show promise for automated and continuous detection of cannabis use in daily life in a sample of young adults, with potential implications for triggering the delivery of just-in-time interventions to minimize marijuana-related harm.

Abstract:
The performance of decentralized multi-agent systems tends to benefit from information sharing and its effective utilization. However, too much or unnecessary sharing may hinder the performance due to the delay, instability and additional overhead of communications. Aiming to a satisfiable coordination performance, one would prefer the cost of communications as less as possible. In this paper, we propose an approach for improving the sharing utilization by integrating information sharing with prediction in decentralized planning. We present a novel planning algorithm by combining decision sharing and prediction based on decentralized Monte Carlo Tree Search called Dec-MCTS-SP. Each agent grows a search tree guided by the rewards calculated by the joint actions, which can not only be sampled from the shared probability distributions over action sequences, but also be predicted by a sufficiently-accurate and computationally-cheap heuristics-based method. Besides, several policies including sparse and discounted UCT and DIY-bonus are leveraged for performance improvement. We have implemented Dec-MCTS-SP in the case study on multi-agent information gathering under threat and uncertainty, which is formulated as Decentralized Partially Observable Markov Decision Process (Dec-POMDP). The factored belief vectors are integrated into Dec-MCTS-SP to handle the uncertainty. Comparing with the random, auction-based algorithm and Dec-MCTS, the evaluation shows that Dec-MCTS-SP can reduce communication cost significantly while still achieving a surprisingly higher coordination performance.

The internet, where people spend a big chunk of their time, has become an indispensable part of life. Thanks to online e-commerce websites, being able to choose from different categories and products and procure everything needed, from clothes to technology, from major appliances to groceries, is one of the most important conveniences of our age. As the interest of consumers increased, so did the number of e-commerce websites. These websites started to make numerous special offers and marketing campaigns to differentiate themselves from their competitors. One of these campaigns, the Black Friday, has taken the shopping habits within the context of consumption culture to a whole new level the moment it was introduced in Turkey. This discount tradition that went beyond the borders of the US with globalization, has spread around the world. An example to the fact that traditional shopping has given its place to e-commerce applications thanks to the rapid development of digitalization, one of Turkey’s pioneer e-commerce applications, Trendyol has transformed Black Friday and started the “Legendary Days” campaign. The frequency of the promotion work within the process of this campaign has caused the emergence of a different range of perceptions in the target audience. Encountering Trendyol’s “Legendary Days” advertising campaign too often has created both positive and negative perception, especially during COVID-19 lockdowns where people spend most of their time watching TV, browsing the internet, or playing online games. In this study, 429 YouTube comments on Trendyol’s four commercial films on YouTube for Trendyol’s “Legendary Days” campaign that took place on 25th, 26th, and 27th of November 2020, have been examined through a content analysis of 13 items. Additionally, a text analysis was conducted on comments. According to the results of the study, it was found that being exposed to YouTube advertisements on a frequent basis, especially during a pandemic where people cannot leave their homes, had created a negative reputation for Trendyol’s “Legendary Days” campaign among YouTube users. This case causes a discrepancy between the positive reputation works Trendyol has conducted during the pandemic period.
