Abstract:
The research and training works of the XIII Congress of the International Association for Training and Research in Family Education (AIFREF) were guided by the term 'Service'; more specifically, of setting oneself at the service of childhood. Devoting oneself to the service of those pursuing the path towards independence is an aspect that is given great prominence in the modern world. We now find ourselves facing a profound transformation: entering the postmodern age, we realise that the concept of service has a completely different connotation. In order to offer an enhanced service to childhood, we have to be aware of what could be useful. What allows the child to grow up and become free? And, consequently what services do we need to create for children? How relevant, efficient, effective and sustainable are these services, consciously designed and rendered operational? These are some of the issues addressed within the framework of the works of the XIII AIFREF Congress.

For nearly eight hundred years, the writ of habeas corpus has limited the executive in the Anglo-American legal tradition from imprisoning persons with impunity. Writing in the eighteenth century, William Blackstone declared the writ a “bulwark” of personal liberty. Across the Atlantic, in the lead up to the American Revolution, the Continental Congress declared that the habeas privilege and the right to jury trial were among the most important rights in a free society. This Very Short Introduction chronicles the storied writ of habeas corpus and how it spread from England throughout the British Empire and beyond, witnessing its use today all around the world. Beginning with the English origins of the writ, the book traces its historical development as a part of the common law and as grounded in the English Habeas Corpus Act of 1679, a statute that dramatically limited the executive's power to detain and that Blackstone called no less than a “second Magna Carta.” The book then takes the story forward to explore how the writ has functioned in the centuries since, including its controversial suspension by President Abraham Lincoln during the Civil War. It also explores the role of habeas corpus during World War II and the War on Terror. The story told in these pages reveals the immense challenges that the habeas privilege faces today and suggests that in confronting them, we would do well to remember how the habeas privilege brought even the king of England to his knees before the law.

Abstract:
The flaws in the American electoral process have become increasingly apparent in recent years. The contemporary tipping point in public awareness occurred during the 2000 election count, and concern deepened due to several major problems observed in the 2016 campaign, worsening party polarization, and corroding public trust in the legitimacy of the outcome. To gather evidence about the quality of elections around the world, in 2012 the Electoral Integrity Project was established as an independent research project based at Harvard and Sydney universities. The results show that experts rated American elections as the worst among all Western democracies. Without reform, these problems risk damaging the legitimacy of American elections—further weakening public confidence in political parties, Congress, and the U.S. government, depressing voter turnout, and exacerbating the risks of mass protests. This book describes several major challenges observed during the 2016 U.S. elections arising from deepening party polarization over basic voting procedures, the serious risks of hacking and weak cyber-security, the consequences of deregulating campaign spending, and lack of professional and impartial electoral management. This book outlines the core concept and measure of electoral integrity, the key yardstick used to evaluate free and fair elections. Evidence from expert and mass surveys demonstrate the extent of problems in American elections. The book shows how these challenges could be addressed through several practical steps designed to improve electoral procedures and practices. If implemented, the reforms will advance free and fair elections, and liberal democracy, at home and abroad.
