The paper is focused on the nature of the current crisis of the world economy from standpoint of the World-System approach. The main ideas of this school of economic thought are considered. According to them capitalism develops through unequal relations of the core (developed industrial countries) and the periphery (the developing nations). The author argues that the current structure of the world economy appeared in result of the mass transfer of production from the developed to the developing economies. This process had led to deficiency of aggregate demand in the world economy comparative i

This paper examines the relation of world-system analysis to the social sciences. The world-systems analysis is skeptical about the current state of the social sciences. In his view, disciplines as such have no place in the future. This is due to the crisis in the modern prevailing liberal ideology and the division of social sciences into an infinite number of new disciplines. In these circumstances, the world-systemists, as a way of survival, propose to combine the social sciences and create a single "historical social science". The work consists of two parts and a conclusion: the first part

Modern historical science is in crisis because it is fragmented and highly specialized. Today, knowledge, split into many disciplines not related to each other, generates a flow of poorly integrated information. Such dismemberment is a brake on the process of integrating social science disciplines into a single whole, since all of them, for the most part, explore a common object — the evolution of societies at different periods of world history. Key messages • Though access to reliable and affordable electricity does not guarantee that beneficial socioeconomic development will follow, such access is a foundation for countries to improve their economies and the wellbeing of their people in the modern world. • Promising avenues to facilitate energy-sector development are those that support multi-donor interventions to address multiple components of the energy system and target commonplace barriers, such as transmission, system integration, utility performance, and consumer behaviour. • To succeed, energy interventions must adopt a compr

The United States represents the world’s largest market for pharmaceutical drugs. It is also the only advanced economy in the world that does not regulate drug prices. There is no upper threshold for the prices of medicines in the United States. List prices are instead set by manufacturers in negotiation with supply-chain intermediaries, though some federal programs have degrees of discretion in price determinations. In practice, this deregulated system means that drug prices in the United States are generally far higher than in other advanced economies, adversely affecting patient accessibili

Abstract:
Social and emotional skills are crucial for all of us to thrive in today’s unpredictable world. Thus, social and emotional learning (SEL) has become a top priority on the agendas of education stakeholders in many countries. From an equity perspective, ensuring that every child has access to SEL requires a systemic approach and a strong commitment from those responsible for formulating educational policies. This policy report is aimed at policymakers eager to widen their understanding, address the challenges and increase the opportunities for social-emotional learning in their education system.

This study assesses the interaction between climate change and agricultural trade policies. We distinguish between two dimensions of agricultural trade policy: market insulation and subsidy levels. Building on the previous work of Tsigas, Frisvold and Kuhn (1997) we find that, in the presence of current levels of agricultural subsidies, increased price transmission --as called for under the Uruguay Round Agreement on Agriculture-- reduces global welfare in the wake of climate change. This is due to the positive correlation between productivity changes and current levels of agricultural support

Abstract:
Ontology-based data access augments classical query answering over fact bases by adopting the open-world assumption and by including domain knowledge provided by an ontology. We implemented temporal query answering w.r.t. ontologies formulated in the Description Logic DL-Lite. Focusing on temporal conjunctive queries (TCQs), which combine conjunctive queries via the operators of propositional linear temporal logic, we regard three approaches for answering them: an iterative algorithm that considers all data available; a window-based algorithm; and a rewriting approach, which translates the TCQ

Abstract:
This document is the summary report of the IDB-sponsored system of disaster risk and risk management indicators presented at the World Conference on Disaster Reduction in Kobe, Japan, 2005. The indices estimate disaster risk loss, distribution, vulnerability and management for 12 countries in Latin America and the Caribbean. The objective of this program is to facilitate access to relevant information on disaster risk and risk management by national decision-makers, thus making possible the identification and proposal of effective policies and actions. The system of indicators herein proposed
