Abstract:
This study analyzed data from Dallas Public Schools and Dallas Youth and Family Centers (YFCs) to explore variables associated with referrals to and utilization of Youth and Family Centers. Data from students enrolled in third, eighth or tenth grade during the 1996-1997, 1997-1998 and 1998-1999 school years were analyzed to determine the reasons for YFC referral and utilization, and to compare standardized test scores and attendance. Of the 6956 students in third, eighth and tenth grades initially referred to YFCs during those three school years, 5173 (74.3%) made at least one YFC visit. The 5173 students made an average of 2.69 visits and accessed an average of 1.18 services per year. Medical visits accounted for 42.5% of YFC visits, and mental health visits accounted for 46% of YFC visits. Results of logistic regression analyses indicate a significant difference for utilization upon referral and continued use of the YFC when the constant is compared to a set of predictor variables. For both analyses, the predictor variables were Chapter I status, LEP status, reason for referral, gender, special education status, ethnicity, distance from home school to referral YFC, food stamp eligibility and referral source. While outcome data regarding attendance and scores on standardized tests was limited to records available, results suggest that mean reading scores for eighth graders were significantly higher during Year 1 for the group that accessed YFC services. School attendance was better for eighth graders who made continued use of a YFC. Use of medical services by third graders was associated with a gain in attendance rather than a slight loss for the third graders who did not access medical services upon referral. Results of this study were limited by missing data for several records. The competitive atmosphere of health care service delivery and the practical need to know about service delivery at the sites should make data management a priority.

Abstract:
This qualitative study examines the current barriers of services to transition age youth (TAY) who are newly emancipated from foster care. Data collection was derived from eight in depth interviews with local administrators within San Bernardino County with experience with youth and services within the TAY population. Study themes focused on how professionals suggested to engage TAY, tactics to instilling hope, highlighting successful services, and providing professional insight on working with the unique population. Present day research emphasizes the importance of the emotional capacity of TAY, which is a key theme within the present study. As current rates of homelessness, the dependency of government assistance programs, and mental health services increase for the TAY population, the need for improved services is apparent. Study results indicated five distinct themes pertaining to youth impediments and the need for foster system adjustments, and include: unmet mental health needs, available housing facilities, mistrust from the youth, the integration from Peer and Family Assistant’s, and systemic barriers.

Abstract:
This research study utilised the grounded theory method as developed by Glaser and Strauss (1967) in order to construct a theoretical framework for understanding the functioning of staffed group homes for children and youth. Ten residential settings in five governmental regions of British Columbia were studied over a period of fourteen months using the techniques of on-site participant observation, transcribed interviews and document analysis. The core theme that emerged from the constant comparative analysis was "congruence". The notions of the "struggle for congruence" and "the flow of congruence" in service of the children's best interests were seen to play a pivotal role in the functioning of group home life and work, and three properties of congruence were identified: consistency, reciprocity and coherence. Three major psychosocial processes also emerged as sub-categories, including: "creating an extrafamilial living environment", the overall task of a home; "responding to pain and pain-based behaviour", the major challenge for staff; and "developing a sense of normality", the primary goal for residents. Completing the framework matrix were eleven key interactional dynamics that were evident across all five levels of operation of the group homes, namely: extra-agency, management, supervision, carework/teamwork, and youth and families. Ten selected residential child and youth care studies published in Canada, the United Kingdom, and the United States are analysed through the lens of the framework. While seen to be complementary to the related texts, this study brings forward several previously neglected aspects of group home life and work together with more commonly explored notions into an integrated and accessible framework. Implications for residential child and youth care policy development, education, practice and research are proposed.

The purpose of this project was to locate a potential funding source and write a grant to provide support and services to emancipated foster youth that will enable youth to obtain self-sufficiency and a healthy lifestyle. Emancipated foster youth experience many challenges once they exit the foster care system. The proposed program will give them an opportunity to increase their ability to live independently. An extensive literature review was performed to investigate the best ways to assist emancipated foster youth with addressing their needs such as housing, employment, education, social support, safe sex practices and mental health concerns. A search was conducted to locate an appropriate funder for this program.

California Community Foundation is the funder that was chosen to fund this program. This foundation is committed to assisting transition aged youth attain self-sufficiency. The program will provide support and services to emancipated foster youth in the city of Los Angeles, California.

Abstract:
This study aimed to evaluate the effectiveness of the Independent Living (IL) program targeting foster youths to prepare them for effective adulthood. The study employed a pre-post, two-group comparative research design. The IL group was composed of 49 young adults who participated in the IL or SIL (subsidized IL) program prior to their emancipation from foster care (mean age, 20.6 years). The comparison was made up of 18 young adults who experienced foster care but never participated in the IL or SIL programs (mean age, 20.2 years). Data were collected via a mailed survey that included the Daniel Memorial Independent Living Assessment (DMILA) and an additional questionnaire developed by the researcher. The study also examined: 1) why youth in foster care do not participate in IL programs, 2) how participating youth evaluate IL services and what recommendations they make to improve services, and 3) the internal consistency of the DMILA. Results suggest that the DMILA assessment has mediocre reliability. IL program participation is associated with better educational, employment, income, housing, early parenting-prevention, transportation, anger control, criminal-prevention, and self-evaluation outcomes. However, IL participation is not associated with better social support, perceived parenting competence, substance abuse-prevention, sexual risk-prevention outcomes, increased knowledge in money management skills, job seeking and job maintenance skills, interpersonal skills, or lower depression. Results also suggest that the outreach activities of the IL program may be flawed. IL participants reported the IL program was doing best in educational preparation, criminal involvement prevention, and money management preparation and least well in parenting preparation, housing preparation, employment preparation, and substance abuse prevention. To improve services, youths recommended primarily that IL counselors develop closer relationships with youths, that IL training better address organizational skills, and that monthly subsidy be raised and SIL eligibility requirements softened. The study's political context and limitations are also discussed and implications are derived regarding prevention, intervention, outreach, mentorship, empowerment, cross-systems collaboration, and future research.

Abstract:
This study examines whether participation in Extended Foster Care (EFC) or the Aftercare Program increase perceptions of independence in former and current foster dependents ages eighteen and older. Foster youth have historically experienced worse outcomes than the general population after reaching age 18. This study surveyed 72 young adults, 36 were in Extended Foster Care (EFC) and 36 were in the Aftercare Program in San Bernardino County. The areas examined were demographics, health care, employment, transportation, education, housing, mental health, pregnancy/parenting status, social support, services received in Independent Living Program (ILP), EFC, and/or the Aftercare Program and the young adults’ perception of the helpfulness of the programs, from whom they received information about these services, duration of participation in services, as well as, their confidence in their independence skills. The study found that overall young adults felt prepared for independence and they agreed that EFC or the Aftercare Program contributed to their feelings. The study also found that their outcomes in the aforementioned areas were more positive than previous research indicates. These findings were evaluated through quantitative data analysis of a questionnaire. The significance of this study is that it will determine the programs’ abilities to fit the needs of foster youth in overcoming their obstacles to independence. The implications for social work practice, policy and research are discussed.

Abstract:
This study examined former foster youth’s perceptions of the skills and services they received while they were in the foster care system. More specifically the efficacy of these services, and what services and skills they believed would have been helpful to assist them in their transition into independent living. A qualitative design was used, and semi-structured face-to-face and telephone interviews were conducted with ten former foster youth who aged out of foster care at age eighteen through twenty-one. Two males and eight females from diverse backgrounds participated in this study. Participants were recruited through availability and snowball sampling at community agencies, college campuses, and the community. This study found that participants experienced a difficult time transitioning from foster care to independent living, felt unprepared after leaving foster care, needing additional services, and expressed wanting to have received more in depth financial management skills. This study recommends providing additional independent living skills, social support, and participation in the Independent Living Program as part of foster youth’s case plan when preparing to transition out of foster care into independent living.

Abstract:
This exploratory study of child and youth care services in Nigeria first examines theoretical concepts associated with the causation of youth problems in developed countries with particular reference to Britain and North America. From an historical and comparative perspective, the application and limitations of Western theories of delinquency causation in developing countries are analysed. An historical analysis of traditional Nigerian culture serves to highlight the problems associated with socio-economic change and the impact of change on traditional child and youth care practices. The impact of urban development on migrant youths is then analysed to establish the theoretical relationship between urbanisation and delinquency. Traditional roles maintained in extended families and traditional patterns of child and youth care practices are analysed to Identify the relationship between family disorganisation and delinquent behaviour among contemporary Nigerian young people. Family structure is identified as a core variable in explaining differences between rural and urban delinquency. Two case studies are presented to illuminate the degree of delinquent behaviour found amongst children and young people from disorganised families and to highlight differences between delinquency found in an urban area and a rural culture. Religious differences are identified as central to sequences in the development and definition of delinquency in the two major cultures in Nigeria. A social policy ideal, based on the notion of an integrated "continuum of care" for children and families, is used to analyse and evaluate child welfare services found in Nigeria at the present time. Prospects for the future development of services are also considered.

Abstract:
A prominent need in the youth psychotherapy literature includes the examination of mechanisms of change within the context of "real world" clinical settings, where the practice of psychotherapy differs significantly from that in controlled clinical trials. In examining mechanisms of change in youth psychotherapy, variables related to parent functioning may be among the most important factors to consider in predicting and promoting good child outcomes. The purpose of the present study was to evaluate three important aspects of parent functioning—psychological symptom distress, interpersonal relations, and social role performance—as potential predictors of successful treatment outcomes in a traditional community outpatient treatment setting for children and adolescents. Further, this study examined whether parents indirectly benefited from their children receiving services, expanding our view on the scope and benefits inherent in youth psychotherapy. Parent Symptom Distress, Interpersonal Relations, and Social Role performance were measured using the domains of the Outcome Questionnaire 45 (OQ-45; Lambert et al., 2004), and youth treatment outcomes were measured using the parent and self-report versions of the Youth-Outcome Questionnaire (Y-OQ; Burlingame, Wells, Lambert, & Cox, 2004; Y-OQ-SR; Wells, Burlingame & Rose, 2003). Using Hierarchical Linear Modeling with this sample of 339 youth, aged 4-17 and their parents, this study examined the relationship between these parent domains and youth progress in therapy. Results revealed that parent Symptom Distress and Social Role performance improved significantly over the course of youth treatment. Further, Social Role performance at intake significantly predicted the rate of change in parent-reported youth outcome; and Interpersonal Relations at intake significantly predicted rate of change in youth-reported outcome. Finally, changes in parent Social Role performance were associated with changes in youth symptoms over the course of treatment. Examining the associations between these variables is an important step toward identifying potential mechanisms of change in youth mental health treatment. The results of this study provide valuable information on the importance of attending to parent functioning in the assessment and treatment of youth mental health issues.

Background: In the Democratic Republic of Congo, 22.2% of the total population is in the age group of 15 to 24 years. In this country, this population group faces a large number of reproductive health problems. Even though the concerned health officials have implemented several health care programs, the youth particularly girls still have many problems particularly lack of sexual health information, poor health care, inability to avoid early and unprotected sexual relationships, early marriage, early pregnancies, early childbearing, etc. Objectives: The aim of this study is to examine reproductive health issues among young women and to understand how they utilise the health care systems in their respective socio-economic and demographic characteristic. Data and Methods: Descriptive and multivariate analyses were used. Cross tabulation, Chi-square, Phi coefficient and Cramer‘s V were applied to test for association between independents and outcome variables. At multivariate level of analysis, binary logistic regression was performed. All analyses were performed using the Statistical Package for Social Sciences (SPSS) version 23.0. Results: The study found that young women who faced early sexual intercourse (OR=73.5) and those who experienced it at 16-17 (OR= 42.3) are more at risk of early marriage than those who initiated at the age 18-24. Meanwhile, young women with no education (OR=14.1), primary and secondary education (OR=10.7 and OR=8.6 respectively) have a higher risk of early union than their higher educated counterparts. Furthermore, respondents who married in their early adolescence (OR=38.3) and middle (OR=20.0) adolescence are more at risk of early childbearing than those who married in their emerging adulthood. Moreover, young women from Maniema, Equateur and Bas Congo provinces are 95%, 62% and 58% (respectively) less likely to have had at least four ANC visits than those from Kinshasa. Conclusion: There is an urgent need for formal sex education before first sexual initiation to give better options than early marriage to adolescent girls. Also, the disparities in the antenatal care services utilization between provinces should be addressed. The concerned authorities should balance the distribution of health facilities and qualified personal among provinces.

Abstract:
Assembly Bill 12 was passed into law for the purpose of preparing foster youth for the transition into adulthood and provided extended support services and transitional support up to the age of 21. This qualitative study focuses on the experiences and outcome of foster youth who are participating in extended care services. Key findings were identified in the areas of education, social and emotional support, and living arrangements. These key findings provide the social workers with a better understanding of the difficulties associated with the complexity involving the transition to young adulthood. The implications of key findings have resulted in potential contributions to social work at the micro level. Suggestions include: Social worker’s increase their knowledge of the supportive resources that are appropriate for the young adult foster youth and to be well versed in the requirements of AB 12. It is further suggested, at the macro level, curriculums be developed that will connect the traditional role of social work to characteristics involving coaching and mentoring.

Direct-care workers can provide an array of service types to children, adolescents, and their families in behavioral health treatment. They may also work in a variety of settings (e.g., group homes, inpatient units/hospitals, residential treatment, treatment foster care, day treatment, in-home treatment, etc.). Direct-care workers typically are involved in the supervision of youth and in the implementation of a treatment plan developed by the youth’s treatment team. For youth who are lesbian, gay, bisexual, transgender, and queer or questioning (LGBTQ) and are receiving behavioral health services, such workers form a critical part of their therapeutic experience. However, little is known about these workers’ competencies related to working with LGBTQ youth. This study begins to fill that gap by developing and testing a measure that assessed LGBTQ cultural competencies related to behavioral health practice with youth and a measure that was relevant to the roles and responsibilities of direct-care (e.g., paraprofessional, front-line) workers. In order for direct-care workers to use LGBTQ cultural competency in their practice, more understanding is needed about their current level of LGBTQ-related cultural competency. The LGBTQ Youth Cultural Competency scale (abbreviated as LGBTQY-CC) provides a means to measure those competencies. An exploratory factor analysis found that the new scale consists of one primary factor which represents knowledge, attitudes, skill, and awareness of LGBTQ cultural competency. Cronbach’s alpha, correlations with other measures for concurrent validity, and correlation with a measure of social desirability all resulted in evidence that the LGBTQY-CC has good validity. Analyses examined how the new measure was related to constructs associated with training and competency in direct-care workers. Multiple regression analyses showed that higher levels of LGBTQ cultural competency (as measured by the LGBTQY-CC) were significantly related to age (younger), political ideology (more liberal), more social contact with LGBTQ individuals, and degree of religious belief about LGBTQ being a sin. A model including these factors explained 60% of the variance in LGBTQY-CC scores. The LGBTQY-CC was created with the long-term goal of creating training interventions for direct-care workers to improve their practice with LGBTQ youth. The measure could be used to assess training participants’ knowledge, attitudes, skills, and awareness and to evaluate the effectiveness of varying types and styles of training programs. Federal and state regulatory bodies have begun to require service providers to identify how they will address disparities faced by LGBTQ individuals, so service providers need to demonstrate how they are improving access to and quality of care for LGBTQ individuals. Therefore, the LGBTQY-CC may provide a means to gather data on efforts made by service providers to improve their behavioral health workforce’s capacity to serve LGBTQ youth.

ENGLISH ABSTRACT: The changes in child and youth care policies over the last fifteen years have had profound consequences for the staff at Youth Care and Education Centres (hereafter referred to as YCECs). These changes included systemic changes, philosophical changes, and changes in the way services are rendered to children and youth in their care. It was thus expected of team members to not only change their behaviours but to also make mind shifts. The mandates were that they move from working in silos (educators, residential educators and support team) to working in teams; from rendering generic services to developing individualised plans for children and youth; from following a medical (deficit) approach in service delivery to following a strength based- and developmental approach. Whereas a punitive approach to discipline was followed in the past staff members now have to follow a restorative approach. In addition, the emphasis on children’s rights, in general, and the abolishment of corporal punishment, in particular, brought about changes in the nature of the adultchild relationship. It was required of the team members to learn to use alternatives to this form of punishment. The study explored how the members of the institutional level teams at the four YCECs in the Western Cape were experiencing the implementation of changed child and youth policies. A combined quantitative and qualitative research methodology was followed in obtaining the data from the residential educators, as well as the educators and the support team members comprising of psychologists, school social workers, occupational therapists, and school nurses. The points of departure were the organisational learning model and the phases of team development. Findings derived from the empirical study were that the difference between the way the participants embraced and implemented changed policies and legislation had much to do with the guidance that the principal and senior management provided for them. Where the principal set the tone and conveyed the message that the implementation of the policies were not negotiable and gave staff members the opportunity to thoroughly discuss these changes, they eventually shared the underlying principles of the changed policies. Where the principal provided direction, support and encouragement for the implementation of the changed policies the participants felt secure and empowered. Where this support was not present participants felt uncertain and to some extent let down. When a shared vision was articulated to them the participants were able to align their personal visions thereto, which further led to a greater understanding of their roles within the team. Where participants, however, were not clear on the shared vision they seemed to struggle with role division and status and power issues. When team members were left to their own devices a measure of personal mastery still took place due to the commitment of individuals but team learning was either limited or virtually nonexistent. Systems thinking remained a challenge due to the forming of subgroups within the YCEC and the limited or nonexistent services rendered by external social workers to the families of the children and youth. The most important recommendations resulting from the study indicate that provision must be made for frameworks for the implementation of changes in policy and guidelines for team processes. To ensure that new staff is informed about the policies that guide their services an orientation programme must be in place. Training for principals in effective introduction and implementation of change should also be provided. To ascertain what the staff complement should be to effectively implement changes in the policies, a work-study and a fast track pilot project should be conducted. From this, job descriptions should be developed that make provision for the incumbent’s role within the team. Consideration should also be given to the incentive system that currently only makes provision for individual performance and could hamper teamwork.

Die mandate vervat in die beleide is dat personeel skuif van werk in silos (opvoeders, residensiële opvoeders en ondersteuningspan) na werk in spanne; van die lewer van generiese dienste tot die ontwikkeling van individuale planne vir kinders en jeug; van die volg van ‘n mediese benadering aangaande dienslewering tot ‘n sterkte-gebaseerde- en ontwikkelingsbenadering. Waar daar in die verlede ‘n strafgerigte benadering gevolg is moet daar nou beweeg word na ‘n helende benadering. Verder het die klem op kinderregte in die algemeen, en die afskaf van lyfstraf in besonder, veranderings meegebring in die aard van die volwasse-kind verhouding. Dit was verwag van die spanlede om te leer om alternatiewes tot die vorm van straf aan te leer. Die studie het ondersoek ingestel na hoe lede van die inrigtingsgebaseerde span by die vier JSOS in die Weskaap die implementering van veranderde kinder- en jeugbeleid ervaar. ‘n Gekombineerde kwantitatiewe en kwalitatiwe navorsing metodologie was gevolg in die insamel van data van die residensiële opvoeders, die opvoeders en die lede van die ondersteuningspan (sielkundiges, skool maatskaplike werkers, arbeidsterapeute en skool verpleegkundiges). Die vertrekpunt was the organisasieleer model en die fases van spanontwikkeling. Bevindings wat gemaak is uit die empiriese studie was dat die verskille tussen die wyse waarop die deelnemers die veranderde beleid aanvaar en implementeer het baie te doen gehad het met die mate van leiding wat die prinsipaal en senior bestuur vir hul gegee het. Waar die prinsipaal die toon aangegee het en die boodskap oorgedra het dat die implementering van die beleide nie onderhandelbaar was nie en personeellede die geleentheid gebied is om die veranderings deeglik te bespreek, het hul geleidelik ingekoop in die veranderde werkswyses. Waar die prinsipaal rigting en ondersteuning vir die implementering van die veranderde beleid gebied het, het die deelnemers veilig en bemagtig gevoel. Waar die ondersteuning egter ontbreek het, het die deelnemers onseker en, tot ’n mate, in die steek gelaat gevoel. Wanneer ‘n gedeelde visie oorgedra is aan hulle was die deelnemers in staat om hul persoonlike visies in lyn te bring daarmee. Dit het verder aanleiding gegee tot beter begrip vir hul rolle binne die span. Waar deelnemers egter nie duidelik was oor die gedeelde visie nie, het dit geblyk dat hulle probleme gehad het met rolverdeling, status en magaangeleenthede in die span. Wanneer spanlede oorgelaat is aan hul eie lot het ‘n mate van persoonlike bemeestering nog plaasgevind as gevolg van die persoonlike toewyding van individue, maar spanleer was óf beperk óf feitlik afwesig. Sisteem denke was steeds ‘n struikelblok as gevolg van die vorming van subgroepe binne die JSOS en die beperkte of afwesige dienslewering deur eksterne maatskaplike wekers aan gesinne van die kinders en jong mense. Die belangrikste aanbevelings, wat voortspruit uit die studie, dui aan dat voorsiening gemaak moet word vir raamwerke vir die implementering van beleidsveranderings en riglyne vir spanprosesse. Om te verseker dat nuwe personeel ingelig is omtrent die beleide wat hul dienslewering rig moet ‘n oriënteringsprogram in plek wees. Opleiding van prinsipale in die effektiewe bekendstelling en implementering van veranderings moet ook voorsien word. Om vas te stel wat die aanvulling vir personeel moet wees om die veranderings in die beleid te implementeer, behoort ‘n werkstudie en ‘n snel loodsprojek onderneem word. Hieruit kan pligstate opgestel word wat voorsiening maak vir die ampsdraer se rol in spanverband. Oorweging moet geskenk word aan die aansporingstelsel wat tans net voorsiening maak vir individuele werksverrigting en wat spanwerk kan strem.

Primary health care (PHC) is a frontline health care approach. It is the point of contact where people are kept well and where their quality of life is improved. All people diagnosed as HIV- positive are retested prior to antiretroviral therapy (ART) initiation to verify their serostatus. ART initiation is seen as a non-emergency treatment that provides many benefits if its initiation is accelerated, for example following up pregnant women after being diagnosed with HIV. However, accelerated initiation may lead clients to start treatment before they are ready to adhere to treatment outcomes. The purpose of this study was to describe the nurse support for young adults during a first antiretroviral therapy visit at an urban primary health care clinic in Malawi. A descriptive phenomenological design was followed at an urban setup in Zomba city, Malawi. The sample was selected through purposive sampling until data saturation was obtained. Individual semi- structured interviews were conducted with young adults aged 19 25 who have visited the clinic for their first ART according to an interview schedule and field notes for around 30 minutes in a private room. The data was analysed using distinctive process and a consensus meeting was held between the researcher and independent coder. The findings of the study could help the PHC services to retain and re-engage the young adults in HIV care and aid the Government of Malawi in achieving its Sustainable Development Goal (SDG) 3. Principles of trustworthiness and ethics were adhered to throughout the research process. Six themes, each with separate categories, emerged from the data analysis on the experience of young adults during their first visit for ART at an urban PHC clinic in Malawi. The results indicated the need for an environment that enhances a client-orientated approach with a focus on holistic well-being. Knowledge management should be used to provide relevant and sufficient information to a newcomer while maintaining ethics under difficult circumstances. The legal environment should have a focus on supporting clients that need comprehensive ART treatment. Motivation of the patient regarding taking antiretroviral treatment (ART) is thus essential. Young adults express the need to be supported by nurses with relevant information, privacy and confidentiality and the trusting client/nurse relationship which could help them to retain in ART care. Recommendations of this study was that nurses should be offered in-service training on youthfriendly programmes which focuses on the health care of young adults during their HIV/ART services. Nurses need to create trusting relationship for the young adults and providing in door game at the waiting area to keep them busy as they are waiting for the services. Nursing managers to lobby for funding to extend the clinic and be role models in providing relevant information to young adults. It was concluded that a first visit was both positive and challenging to the participant s; however, they experienced the health providers on the first visit to be caring and supportive.

Many older youth in foster care lack adequate resources and ongoing support in their social networks as they transition into young adulthood, while other youth in these circumstances experience stable social networks providing comprehensive support. Systematically measuring the supportive personal and service-oriented relationships in youth networks expands the scope of inquiry in this area by identifying patterns of social network structure, member composition, and relational qualities that are associated with more or less support provision through formal and informal relationships. These can also be measured over time to observe changes in network form and content and assess network stability. This exploratory study (1) describes the support networks for a small sample of youth with foster care experience who are enrolled in post-secondary education and training programs, (2) assesses changes in these networks over time, and (3) demonstrates the reliability and validity of this methodology for broader use with populations of transition-age foster youth. Findings show that family (biological and foster) and friends are the most prevalent informal supports, relationship ties to parent figures are strongest and provide the most stable and multi-dimensional support, and ties with formal service providers are not as strong, but provide more informational support. The stability of a network ties over time is associated with the breadth of support provided, and network-based social support is associated with post-secondary enrollment at follow-up. Support network profiles are described and interpreted in terms of bonding and bridging social capital. Discussion includes implications for future support network research and guidelines for pre-transition assessment of youth networks in practice.

Introduction: On any given night, thousands of Canadian youth face homelessness in either absolute (living on the street) or relative (couch surfing) terms. Youth experiencing homelessness report disproportionately high rates of illness and unique influences on their access to health care as compared to their stably housed peers. Method: I conducted a mixed methods study to examine influences on homeless youth access to health care. First, I interviewed eight homeless youth about their experiences accessing health care. Next, I conducted a focused analysis of the 2014 Homeless and Street-Involved Youth Survey which was conducted in 13 communities across British Columbia with 671 youth. Finally, I facilitated a solutions-focused dialogue with a panel of 4 health care and allied service providers who work with homeless youth. Data analysis was informed by procedures consistent with interpretive description as the methodological orientation. Results: I identified three themes from the interviews: youth experiencing homelessness feel powerless when interacting with health care providers; health care systems exist as ‘rule-based’ bureaucracies; and homeless youth are in ‘survival mode’ when it comes to their health. At the same time, findings from the focused survey analysis suggest that the effect of individual factors (e.g., age) on access to health care is confounded by more systemic factors, such as discrimination and access to stable shelter, which are themselves associated with foregone care. The expert panel supported these findings and further suggested that hurtful interactions may damage not only a youth’s relationship with the health care system but also their overall trust in others. The panel also suggested that before health care providers can ‘do health stuff’ with a youth they need to have had several opportunities to cross paths and connect in more informal ways first. Discussion and Implications: A multi-pronged intersectoral approach founded on communication, collaboration and coordination of care is needed to facilitate access to health care for homeless youth. Additionally, specialized training is needed for people who work with these youth. More work is also needed across health care and social service sectors to empower youth in relation to their health and seeking health care.

Nearly 23,000 youth age out of the foster care system between the ages of 18 and 21 each year in a transition fraught with challenges and barriers. These young people often lack developmentally appropriate experiences and exposure to necessary knowledge, role modeling, skill building, and long-term social support to promote positive transitions to adulthood while in foster care. As a result, young people who exit care face an array of poor adult outcomes. Nearly 60% of transition-aged foster youth experience a disability, and as such, face compounded challenges exiting foster care. While the examination of young adult outcomes for youth with disabilities has been largely missing from the literature, available research documents that young adults with disabilities who had exited foster care were significantly behind their peers without disabilities in several key areas. Literature examining the experiences of transition-aged youth with disabilities in the general population also highlights gaps in young adult outcomes for young people with disabilities compared to their peers. Compounding the issue for youth in foster care, those who experience disabilities often reside in restrictive placement settings such as developmental disability (DD) certified homes, group homes, or residential treatment centers. Though limited, there is some evidence to suggest that these types of placements negatively impact young adult outcomes for those aging out of foster care. The rules and regulations in place to promote safety in these types of placements could further restrict youth from engaging in meaningful transition preparation engagement while in foster care. Therefore, youth with disabilities, whose needs necessitate a higher level of support towards transition preparation engagement, may actually receive fewer opportunities than their peers in non-relative foster care and kinship care as they prepare to exit care into adulthood. The work in this dissertation provides knowledge to address gaps in the literature around transition preparation engagement during foster care for youth with disabilities, youth residing in restrictive foster care placements, and youth who report high levels of perceived restrictiveness as they prepare to enter into adulthood. This dissertation is a secondary analysis of transition preparation engagement data collected at baseline for 294 transition-aged youth in foster care who participated in an evaluation of an intervention to promote self-determination and enhance young adult outcomes, called My Life. Transition preparation engagement in this study was represented by eight domains: youth perceptions of preparedness for adult life, post-secondary education preparation engagement, career preparation engagement, employment, daily life preparation engagement, Independent Living Program (ILP) participation, transition planning engagement, and self-determination. Transition preparation engagement domains were examined using hierarchical multiple regression analysis to explore differences by disability status, placement setting, and youth self-report of perceptions of restrictiveness. In alignment with the literature, 58.8% of youth in this sample experienced a disability. Additional key demographics, including age, gender, and race, and foster care experiences, including length of time in care and placement instability, were entered into the regression models as covariates. Results indicated significantly less transition preparation engagement for 1) youth with disabilities compared to youth without disabilities, 2) youth residing in restrictive placements compared to youth in non-relative foster care and kinship care, and 3) youth who reported higher levels of perceived restrictiveness compared to youth who reported lower levels of perceived restrictiveness. Program, policy, and research recommendations are discussed that highlight the need to promote transition preparation engagement for this particularly vulnerable group of young people in foster care who experience disabilities, are residing in restrictive placement settings and who report high levels of perceived restrictiveness.

The aim of this study was to evaluate the role played by CYCCs to provide support and protection to children who have been found to be in need of care, according to the criteria given in the Children’s Act No. 38/2005 as amended. The study made use of a qualitative approach and the research design was provided by the case study. Data was gathered by means of semi-structured interviews and focus group discussions. The most important findings to emerge from the study were that the factors which affect the operation of CYCCs are either institutional, or else challenges arising from issues pertaining to infrastructure and human resources. However, it was also acknowledged that, despite the challenges which affect their ability to provide their services to young people, the CYCCs had also made progressive steps to halt the suppression of the fundamental rights of children. It has been recommended that the government should apply comprehensive funding to the objectives of the Children’s Act, which would entail increasing the subsidies to CYCCs. It has also been recommended that the Policy on Financial Rewards should call for the same benefits and salary scales to apply for professional staff working in the government and to those working in the CYCCs. The repercussions from failing to adjust to these recommendations will inevitably lead to the employment of a remedial model of care.

Abstract:
This thesis describes and analyses in three substudies how home-based measures for children are expanding and why an open care idea are established as part of the Swedish child welfare. The first substudy describes the national increment of what today can be considered as a treatment policy – non-institutional care in child welfare. The results are analysed with Kingdon's agenda setting theory and shows that the factors of what Kingdon describes as problems-, politics- and policyflow influenced the national increment. Significant mechanisms have primarily been, the profession, the society's concerns for socially disadvantaged children, negative experiences of institutionalisation and a political position to deinstitutionalise all care. The second substudy focuses on how knowledge and research contributes to ideological, professional, and organizational change in child welfare by analysis of Research & Developments reports and articles from the professional journal Socionomen. Based on the neo-institutional concepts of organisational fields and isoformism the study's results shows that a consequence of adaptation strategies and "rationalized myths" are a number of similarities in how home-based measures are organized and which measures that are used. The third substudy, a case study, analyses how we can understand a local development of ideas in social services for children with concepts from neo institutional theory. Interviews and municipal documents are analysed and shows that the local translation of an open care idea is characterized by discretion, personal preferences and action and affects the choice of method and organization. The study also shows a political mistrust of institutional care while there is at the same time political confidence in the individual social worker's ability to find solutions that allow non-institutional measures to be an alternative to institutional care. An overall conclusion of the thesis is that there is now a treatment policy in social services for the children, which involves extensive efforts at home and it has led to that more children receive support from social services. One result of non-institutional care increment is that it led to increased costs for municipalities for intervention for children and young people when out-of-home care has not decreased. Another general conclusion is that translation and adaptation of ideas to local contexts is something that generally fits street-level bureaucrats need for discretion.

This study employed qualitative research methodology informed by the grounded theory tradition to explore good practice and optimal services for young people presenting with complex care needs associated with challenging or high risk behaviour. In-depth interviews were conducted in three waves of data collection and analysis with fourteen experienced practitioners whose careers have included sustained periods of work with this group in a number of selected Victorian service systems. The principal vantage point was the interface between the supported accommodation and assistance programs for homeless young people, statutory child protection and care, placement and support programs for young people at risk and juvenile justice programs for young offenders. The nature of the problem necessarily included some consideration of mental health and services dealing with substance abuse. The findings propose a view of good practice giving emphasis to the accessible and assertive presence of a responsible adult to �be there� fostering relationships and skilled purposive intervention. Intervention should be planned, holistic, sensitive and responsive to particular needs. It provides active unconditional care. It attends to attachment and trauma concerns and works with short run goals and a long term perspective. Intervention is sustained until constructive disengagement can occur. The complexity and challenge in the task of helping hurt youth warrants the support, strength and guidance of a multi-skilled team. Ideally the team will be described using normative terms. Optimal services are timely, congruent, seamless and robust in capacity to nurture, establish boundaries and meet developmental and therapeutic requirements. They should be connected to a community and there for as long as it takes, with ready access to suitable accommodation, purchasing power and flexibility of operation. To the greatest extent possible solutions are generated in the place where help is sought. Voluntary service commitment lasts till personal capacity and natural networks take over.

In 1992,Virginia created a system of care that was designed to address the needs of troubled youth and their families. Known as the Comprehensive Services Act, the legislation mandated that family and service system interactions were intended to be child-centered, family-focused, and collaborative in nature. Whether at the assessment, planning, implementation, or evaluation phase of a family's individualized service plan unfolding, strong collaborative linkages between families and professionals were encouraged. The present study focuses on determining perceptions of collaborative experiences from the point of view of parents of emotionally disturbed children who have been served by the system of care's Family Assessment and Planning Team, and the perceptions of experiences of professionals who comprise that team. In addition, the study will attempt to show a relationship between a parent's collaborative experiences and a child's treatment outcome. Data suggest that differences exist between parents and professionals in their perceptions of collaborative experiences during the FAPT process, and that the group to which one belongs is a determining factor in shaping those perceptions. Secondly, no statistically significant relationship was found between parent perceptions of collaborative experiences and treatment outcomes of their children. This is a descriptive study of DeKaib County Department of Family and Children Services’ (DFCS) educational program and academic performance of foster children in their care. This study specifically examines the relationship between placement instability, school mobility, and interagency communication on the academic performance of these children as measured by their Grade Point Average (GPA). The results of the study suggest that there is a significant statistical relationship between school mobility and academic performance and interagency communication and academic performance based on a 0.05 level of probability between the variables. However, a statistically significant relationship between placement instability and academic performance was not found. This study and similar studies can assist DeKaib DFCS and other DFCS agencies in Georgia in developing effective programs that better target educational services for children entering foster care.

1. This research study examines aspects of the effectiveness of the Every ChildlYouth Matters (ECMIYM) programme with regard to its implementation in 2006. Part 1 of the study explores the practical implications of ECM/YM for professional practice across the different welfare agencies, through a series of loosely structured interviews with managers, case workers and young offenders (aged up to 16 years). From an analysis of the data, using grounded theory approaches, three key findings were inducted. These findings suggested the following: I. A lack of consistency in the quality of targeted support provided by integrated services for the most vulnerable children and young people and their families; II. A lack of fine tuning in: a) the identification of vulnerability across different cohorts of children and young people, according to their changing circumstances; b) the ways in which information (about vulnerable children and young people) is shared and used across the different welfare agencies. 2. Reflection on these findings led to a further review of the literature that focuses on critiques of social policy. The analyses of research data within this domain suggest the limitations of social policy making that conforms to a linear, mechanistic approach, because it does not respond to individualised, local need. This suggests further that it is the policies themselves that account for the perceived lack of fine tuning identified in the above findings in part one of this research thesis. Therefore it was important, next, to capture data which drew on respondents' personal perceptions of welfare provision, which might endorse, or otherwise, those aspects in which part 1 of the study suggested that the ECM/YM agenda is failing, in some localities, to meet the needs of the most vulnerable children, young people and their families. 3. In part two of this study, further research was conducted through a series , of extended conversations with: male offenders (aged between 16 and 24 years); parents/partners of prisoners; managers from voluntary/not for profit organisations and senior multi-agency professionals. The data were analysed using a phenomenological approach. Overall, the findings suggest that a purely mechanistic, evidenced-based approach to providing welfare support for vulnerable children, young people and their families can result in negative outcomes when compared with a more contextualised, holistic approach.

Abstract:
The aim of this study was to examine how social services work with home-based solution which aim to replace residential care for children and youth. Furthermore, our intention was to see how social services argue for the interventions through policy documents and interviews. The data consisted of policy documents from eleven municipalities and two interviewees with three professionals. The result of the study was processed through a qualitative content analysis and was analysed in relation to previous research, systems theory and institutional theory. The study presented that social services strive to replace placements with other alternatives at home. Interventions, such as home-based solutions and qualified home-based care and family-oriented methods was central in the study. The analysis of the collected material resulted in three approaches to the case “alterative to placements”: home care, efficiency and eclecticism. Furthermore, it showed that home-based solutions develop in order to receive more financial gains. On the other hand, there is also an uncertainty in the way the interventions should be implemented since they are under process. One conclusion is that it is ambiguous whether home-based solutions aim to replace institutional care or if they apply as supplementary intervention for children and youth. Regardless, the municipalities described that they want to develop comprehensive home-based solutions that enable the child to grow up in his or her home environment, if not for the rights of the child and for the parents, for a sustainable social service.
Syftet med fallstudien var att undersöka hur socialtjänsten i Sveriges kommuner argumenterar för öppenvårdsinsatser som ett alternativ till placeringar av barn och unga. Vidare har intentionen varit att undersöka hur socialtjänsten genom måldokument och intervjuer argumenterar för sina insatser. Som datainsamlingsmetod användes elva måldokument följt av två intervjuer med tre informanter. Studiens resultat bearbetades genom en kvalitativ innehållsanalys och analyserades i relation till tidigare forskning, systemteori samt institutionell teori. Resultatet utgörs av en fallbeskrivning bestående av tre förhållningssätt till ”alternativ till placering”: vård på hemmaplan, kostnadseffektivisering och eklektism. Studien visade att socialtjänsten har ett flertal insatser att tillgå för att minska placeringar men att insatserna varierar mellan kommunerna. Det framgick att kommuner framförallt vill tillämpa omfattande öppna insatser på hemmaplan för att ersätta placering utanför det egna hemmet. Begrepp som hemmaplanslösningar och kvalificerad vård på hemmaplan återfinns i måldokumenten där kommunerna skriver att de vill utveckla och implementera familjeorienterade metoder. Vidare beskriver kommunerna att utvecklingen av insatser på hemmaplan är kopplade till mindre kostnader för kommunerna. Dessutom framgick det att öppenvårdsinsatser är under en pågående process och att det finns en otydlighet kring hur insatserna ska genomföras. Slutsatsen är att det är tvetydigt om öppenvårdsinsatser används i syfte att ersätta institutionsvård eller om de tillämpas som kompletterande insatser till barn och unga. Oavsett fanns det i det insamlade materialet en beskrivning av att utveckla omfattande öppenvårdsinsatser som möjliggör att barnet kan växa upp i sin hemmiljö, om inte för barnets bästa, för att resurserna ska räcka till.

Bakgrund: Enligt WHO har en tredjedel av alla unga kvinnor rapporterat att deras första sexuella möte skett genom tvång. Under 2018 var det 22 500 sexualbrott som anmäldes i Sverige. Sexuellt våld mot unga kvinnor kan få långvariga konsekvenser i form av försämrad fysisk- och mental hälsa. MeToo-rörelsen startade 2017 och beskrivs som ett globalt upprop mot sexuella trakasserier och övergrepp mot kvinnor. Syfte: Var att beskriva unga kvinnors uppfattningar om sexuellt våld efter MeToo. Metod: Studien var en tvärsnittsstudie med kvantitativ ansats. Datainsamling gjordes via enkäter som delades ut på en ungdomsmottagning. Enkäten bestod av frågor/påståenden om sexuellt våld och MeToo. Data beskrevs med deskriptiv statistik och analyserades med Chi2 test. Resultat: Totalt svarade 103 unga kvinnor. En majoritet av deltagarna ansåg att sexuellt våld var allt ifrån sexuell förnedring till att någon tar på ditt könsorgan mot din vilja. Det sågs ingen signifikant skillnad mellan bakgrundsfaktorer och uppfattning av sexuellt våld. Majoriteten av deltagarna hade hört talas om MeToo, 97.1% (n=99). Endas ett fåtal av deltagarna (2.1%) ansåg att MeToo förändrat deras sätt att se på sexuellt våld. Av deltagarna var det 35.1% (n=34) som ansåg att det blivit lättare att prata om sexuellt våld efter MeToo. Endast 14.6% (n=14) skulle berätta för ungdomsmottagningen om de blivit utsatta för sexuellt våld. Konklusion: Studien ger en ökad förståelse för unga kvinnors sätt att prata om sexuellt våld samt deras uppfattning om sexuellt våld efter MeToo. Genom att uppmärksamma och prata om sexuellt våld kan det bidra till att tabustämpeln på lång sikt försvinner och att den som blivit utsatt inte ska känna skam eller skuld.
Background: According to WHO a third of all young women has reported that their first sexual encounter happened under duress. In 2018 more than 22 500 sexual offences were registered in Sweden. Sexual violence towards young women may have long-lasting effects such as impaired physical- and mental health. The MeToo movement saw the light of day in 2017 and has been described as a global uprising against sexual harassment and assault on women. Aim: The purpose of this paper was to describe young women’s views on sexual violence after the emergence of the MeToo movement. Method: In this paper a cross-sectional study with a quantitative approach. Data collection was made through questionnaires which was handed out at a youth guidance centre. The questionnaire consisted of questions/assumptions regarding sexual violence and the MeToo movement. The data was then described with descriptive statistics and analysed through a Chi2 test. Result: 103 women in total answered the questionnaire. Everything, from sexual humiliation to someone touching your genitals against you will, was considered an act of sexual violence by a majority of the participants. There were no significant differences when regarding factors, such as, age, lifestyle factors and conception of sexual violence. A majority of the participants had heard about the MeToo movement, 97.1% (n=99). However, only a few of the participants (2.1%) answered that the MeToo movement had changed their views on sexual violence. 35.1% (n=34) of the participating women answered that it has become easier to talk about sexual violence after the emergence of the MeToo movement. Only 14.6% (n=14) of the participants would report an act of sexual violence to the youth guidance centre. Conclusion: This study provides us with a greater understanding on how young women talk about and view sexual violence in the wake of the MeToo movement. In order to break the taboo regarding sexual violence through speaking about it and bringing it to light we might also be able to eliminate the feelings of shame that many victims feel.

Every year, thousands of children end in foster care. It is estimated that approximately 24,000 foster youths age-out of the system each year. The improvement of outcomes of foster youths when they age-out of the system has been a concern among government agencies, policy makers, and advocates. Although research in the foster care area has studied the outcomes of foster youths when they age-out of the system, the role of the foster parents in improving these outcomes, especially in the area of career development, has not received the same attention. The purpose of this study was to explore the perception of foster parents of youths with and without disabilities about their foster youth's career self-efficacy beliefs. A total of 157 foster parents registered in the Iowa Foster and Adoptive Parents Association (IFAPA) and Nebraska Foster and Adoptive Parent Association (NFAPA) email databases responded to an online survey. The survey included a demographic questionnaire which presented questions about the extent of their role as foster parents and the Career Decision Making Self-Efficacy Scale - Short Form (CDMSE-SF) that measured the foster parents' perception of the career self-efficacy of their foster youth. After conducting a MANOVA and ANOVA analyses, a highly perceived self-efficacy belief was found among the foster parents in general. However, when the group of foster parents who reported having a youth with disability and those who do not have a youth with disability were compared, the perceived career self-efficacy beliefs were higher among the foster parents of youths without disabilities. Additionally, the foster parents identified services and/or training they understand are important for them and the foster youth such as more orientation about disabilities, the parent's role in Individual Educational Plan (IPE) meetings, and the opportunity for the foster youth of having employment experience before they leave the foster care system. Considering the important role of the family in the career development of youths and the development of expectations, these findings are important not only to the rehabilitation counseling professionals, but to many individuals in the helping professions, educators, researchers, and policy makers.

Retailers (including food retailers) are facing challenging times due to the dynamic business environment. Increasing competition, uncertain economic environment. The sophistication of consumers has prompted retailers to improve not only their product offering but service quality too. Some food retailers, however, have gained a reputation for poor service quality. On the other hand, those food retailers providing high levels of service quality, warrant customer satisfaction and customer loyalty, and minimise customer defection, ultimately affecting positive profitability. The youth is a significant market to target for any retailer. Retailers that can attract and muster support from the youth can build long term relationships that result in strong customer loyalty. For this study, second and third year retail students enrolled at a university of technology were deemed as the target population following the rationale that these students would be familiar with retail concepts and be conscious of service quality issues. The study aimed to measure youth perceptions of service quality of large food retailers in line with the dimensions of the Retail Service Quality Scale (RSQS). An online survey was employed via the university’s intranet to where the youth customers were requested to rate their service quality perceptions of a large food retailer they frequented the most and to highlight areas of service quality that required attention. The results were generally neutral, large food retailers were generally perceived as fairly providing quality service in some areas, though in other areas not so successful. The findings reveal that youth significantly felt personal interaction and physical aspects of the retailer was the most important service quality determinant. In particular, convenient shopping was paramount; and thereafter quality goods and services offered by the retailer. The study further showed that youth favoured service quality offered by retailers over the price of goods and services. Therefore, youth would remain loyal to their food retailers that provide satisfactory levels of service quality even if their prices were higher than their competitors’ prices. Retailers that want to attract youth would need to improve the reliability dimension, which includes stock availability, and the service process relating to paying. The literature and the data collected provided the researcher with the opportunity to explore youth perceptions of service quality of food retailers in the Cape Metropolis.

There is renewed interest in the role that direct work and relationship-based practice does, should, or could play, in social work practice with children and young people. This study used a qualitative approach to explore day-to-day direct work with children and young people who are ‘looked after’ at home, from the perspectives of children, social workers and those supervising practice. The thesis explores the meanings ascribed to direct work, and identifies factors which enable direct work, and those which act as barriers. The research was undertaken in Scotland, and although the legislation, policy, and guidance underpinning practice differ from other jurisdictions, the messages to emerge are relevant across the UK and beyond. The study found that despite the existence of barriers, direct work which is characterised as meaningful by children, young people and professionals does happen; and that the relationships formed between children and social workers are both a precursor to and an outcome of direct work. A core theme is that although individual relationships are central, the everyday encounters between children and their social workers need to be understood and situated within the personal, professional and structural contexts in which they take place.

The objective of this research is to establish how non-adherence of Amathole District development projects to the Department of Social Development’s Community Development Systems and Operational Manual has contributed to failure of these projects. The background to this research lies in the deliberate policy efforts of the post 1994 democratic dispensation in South Africa to drive development through community-based development approaches. Explicitly pro-poor public policies, development plans and fiscal frameworks were anchored on the concept of community empowerment. The Reconstruction and Development Programme was the first such policy and strategy framework that sought to enshrine the principles of community empowerment and participation. As such, Provincial and Local government are often seen as key strategic drivers of community empowerment initiatives and interventions. South Africa’s governance model is still evolving, but it is clearly committed to local development and service delivery through a decentralised system of government that espouses community involvement. Government strategy has been heavily focused on speed and delivery in order to deal with the historical socio-economic backlogs it inherited. In the focus area of youth development projects, one recognises that poor management has dramatically reduced the effectiveness of many interventions. This research explores how non-adherence of these projects to policy guidelines set out in the Community Development Systems and Operations Manual has contributed to their failure. The research does this by looking at the various management procedures that are supposed to be undertaken during both the initial planning phases and during the subsequent implementation phases of youth development projects. Actual methodologies are compared against this standard. The research is undoubtedly a contribution to the field of strategic management of youth development initiatives which have as their primary intention the reduction of youth unemployment. Research surveys on this topic are limited, and the objective is to enrich the discourse on effective youth projects management practices.

HIV-positive adolescents are an increasingly numerous and challenging population in the South African HIV/AIDS epidemic. Their access to, and retention in, ART care has become a pressing public health concern. Comprised of four journal articles, this thesis explores the practice of antiretroviral treatment (ART) among a cohort of HIV-positive adolescents (age 10-19) in South Africa's Eastern Cape. By 'practice', I mean the volatile, situated and relational 'work' that goes into young people's everyday achievement of ART - into consuming daily medication, regularly attending health appointments, and participating in HIV programmes. Through an exploration of the ways in which some HIV-positive adolescents use, appropriate, or reject ART care; this thesis contributes to a much-needed evidence-base on the needs and survival strategies of adolescent ART users. Data for this study was gathered through eight months of multi-method ethnographic fieldwork with 23 HIV-positive youth, their families, and local health workers. The findings elucidate adolescent ART as a complex (and often volatile) form of social incorporation, through which young people negotiate survival, care and moral connection in contemporary South Africa. Enrolling in ART meant being encompassed into a (often hierarchical) set of social relationships, through which adolescents sought belonging, recognition and protection, amid profound insecurity. Through ART and its associated programmes, adolescents and their families attempted to strengthen familial ties, appeal to powerful patrons, petition for care, and access basic resources. Yet these pursuits were often deeply ambivalent, as discipline, blame, and resentment often came encased in the terms of care. At the crux of each article is an attempt to understand how adolescents, often alongside their families, negotiated both the social stakes and possibilities of ART. Through these discussions, we might better be able to grasp the fragility and complexity of young people's retention in ART.

Abstract:
The study was carried out at the Mogale Child and Youth Care Centre (MCYCC) a privately run institution by Bosasa Operations in partnership with the Gauteng Provincial Departments of Social Development and Health and Social Welfare Department. The facility caters for boys in conflict with law aged 14–18 years, who have been legally placed in the facility as a place of safety by court order. It is expected that the findings and recommendations from this study will be useful in improving the food service standards for such institutions. At the time of this study there were 200 adolescents, 137 were awaiting trial, 55 on the diversion programmes and 8 were serving court sentence at the centre. The cross sectional study evaluated the food service offered at the MCYCC to establish the nutritional adequacy of the food served. Both qualitative and quantitative research methods were used to collect and analyse data. Out of the 200, 144 answered the customer satisfaction questionnaire and 167 took the BMI test. Observations were done in the kitchen to determine the compliance level to the food and safety regulations. The analytical results of the responses from the self-administered questionnaire on the customer service satisfaction generated by the SAS software revealed reliable results. The probability, (p-value) from the Chi-square (χ2) test showed that there was a significant difference in response the parameters tested including the overall satisfaction. Body Mass Index (BMI) calculations established different anthropometric patterns of which 1.3% adolescents were found to be obese, 28.2% were overweight, 57% had normal weight while 13.5% were found to be underweight. The Foodfinder 3 software used to evaluate the nutrient composition in a 2-week cycle menu revealed that in most cases both the macronutrients and micronutrients in the menus exceeded the recommended daily allowance (RDA) for the adolescent boys. Food safety and hygiene standards results showed that the unit is compliant with the required standards as it scored 86%; it was colour coded Silver and rated as very good. All the parameters evaluated scored above average percentage rating the customer satisfaction level for the services offered at the MCYCC are as good. Both underweight and overweight adolescents exist among the adolescents at the centre. The weights from the sample food plates exceeded the RDA of the adolescent boys. The centre’s compliance to health and safety regulations was rated as very good. The authorities in the Gauteng Provincial Departments of Social Development and Health and Social Welfare and Bosasa operation management should make use of this evident information to further improve the food service standards for other such institutions.

ENGLISH ABSTRACT: Swartland Municipality is situated in the West Coast of the Western Cape Province as one of the thirty municipalities in the province. Swartland Municipality, like other municipalities, is faced with socio-economic challenges such as crime, unemployment and low levels of education. although the unemployment rate is not so high when compared with some of the municipalities in the province, Swartland amongst other challenges is faced with the problem of access to tertiary education. As a result the agricultural sector dominates as the main economic activity. As part of the effort to address some of its socio-economic challenges, Swartland Municipality’s Youth Development programme was established in partnership with Umsobomvu Youth Fund and named Youth Advisory Centre (YAC). It was established mainly to uplift the living conditions of youth in Swartland by assisting them with career guidance advice, CV writing, and to start own businesses. To achieve this two officials were employed, one as Career Guidance Advisor, and the other one as an Outreach Officer. These two officials had the same duties but the Outreach Officer was appointed mainly to bring services to Swartland areas which are far from where the Youth Advisory Centre is located. However, to ensure that the programme achieves its goals, programme evaluation has to be carried out. Programme evaluation assists in determining the programme’s shortcomings and the areas that need improvement. In this study programme evaluation has been carried out to determine if what is planned gets implemented, and the extent to which programme plans are achieved. In doing so, the researcher used the YAC’s plans, reports, Swartland Municipality annual reports and held semistructured interviews with two senior officials of Swartland Municipality who are involved in the YAC and with the two appointed YAC officials mentioned above. These data collection instruments provided the researcher with the information on what the YAC planned and what it achieved from July 2006 to April 2009. The researcher analysed this data and found that not all YAC plans and reports were available and some contradictions existed in targets between YAC plans, the Memorandum of Agreement (MOA) between Swartland Municipality and Umsobomvu, and Swartland Municipality’s Annual reports. Despite these findings, it was found that the YAC plans correspond with the YAC results reported; therefore the YAC has been implementing its plans. Although the YAC did not meet all of its targets, the difference between the planned outputs and achieve outputs was not big. On the basis of these findings, the researcher recommended that there should be an integrated planning process to set up YAC’s performance standards and the YAC has to improve its performance in most of its key outputs, especially in supporting the youth in business development and opportunities.
AFRIKAANSE OPSOMMING: Swartland Munisipaliteit is aan die Weskus van die Wes-Kaap Provinsie as een van die dertig munisipaliteite in die provinsie. Soos ander munisipaliteite, staar Swartland Munisipaliteit sosio-ekonomiese uitdagings soos misdaad, werkloosheid en lae vlakke van opvoeding in die gesig. Swartland staar, onder andere, die uitdaging van toegang tot tersiêre opvoeding in die gesig, alhoewel die werkloosheidsyfer nie so hoog is as dit met dié van ander munisipaliteite in die provinsie vergelyk word nie. Gebrek aan toegang tot tersiêre opvoeding veroorsaak dat die landbousektor oorheers as die hoof ekonomiese aktiwiteit wat die meeste van die mense in die Swartland gebied in diens neem. Swartland munisipaliteit se Jeugontwikkelingsprogram is in samewerking met die Umsobomvu Jeugfonds as deel van die inisiatief om van die sosio-ekonomiese uitdagings aan te spreek gestig en die Jeug Raadgewende Sentrum (JRS) het tot stand gekom. Dit is hoofsaaklike gestig om die lewensomstandighede van die jeug in Swartland te verbeter deur hulle by te staan met loopbaanvoorligting, die skryf van CV’s en om hul eie besighede op die been te bring. Twee beamptes is aangestel om hierdie doelwit te bereik, een as Loopbaan Voorligting Raadgewer en die ander as Uitreikbeampte. Daar was ook teenstrydighede in doelwitte tussen JRS planne, die Oorenkoms Memorandum tussen Swartland Munisipaliteit en Umsobomvu en Swartland Munisipaliteit se Jaarverslae. Ten spyte van hierdie bevindings is daar bevind dat die JRS planne met die JRS resultate soos gerapporteer in die verslae ooreenstem, dus het die JRS hul planne geïmplementeer. Die JRS het egter nie al die doelwitte bereik nie, maar die verskil tussne die beplande en werklike uitsette was nie groot nie. In die lig van hierdie bevindings stel die navorser voor dat daar geïntegreerde beplanning moet wees om die JRS se prestasie standaarde op te trek, en die JRS moet hul prestasie in die meeste van die sleutel uitsette verbeter, veral in die ondersteuning van die jeug in besigheidsontwikkeling en geleenthede.

Abstract:
Black youth in South Africa has for decades, been marginalized in development programmes and many young blacks are experiencing poverty. With the advent of the new South Africa in 1994, the government initiated poverty alleviation projects for youth development. These projects offered black youth an opportunity to participate in their own development. The current study aimed at critically analyzing the contribution of a „Poverty Alleviation‟ programme for youth development. The study was conducted at Cala in the Sakhisizwe local municipality in the Chris Hani District of the Eastern Cape. The study utilized qualitative and quantitative research methods and took the form of exploratory research. The study revealed factors that appear to contribute to the ineffectiveness of youth development projects. The identified factors include the lack of participation of project members, lack of a sense of ownership and commitment, insufficient skills and non-use of policy and guiding documents by project members during the implementation stage. Stakeholder participation and sharing of expertise was identified as another important factor in determining the contribution of poverty alleviation projects to youth development. Lastly, the study shows that monitoring and evaluation of the project functions are necessary to ensure that a project like this achieves the desired outcome. A key recommendation made is that project members must be involved and participate fully in all project phases to enhance a sense of ownership and commitment to fellow project members.

Abstract:

This qualitative study was conducted from June to November 2009, using designed questionnaires for sixty three (63) registered students and five (5) HIV program staff .The main reason for this study was to understand the underlying factors for why students may utilize or may not utilize the available HIV services on campus. The willingness of students to express their views was a positive finding in this study. Majority students who answered the questionnaires were quite aware of these HIV services. They also agreed that services provided are good. The study also found out that females utilized these services more than males and majority of students learnt of the HIV services from the HIV programs pamphlets and website thus indicating that the HIV program at UWC is function. However the research study also found out that the though students are aware of these services few utilize them and majority are females thus leaves a question why males do not utilize.

There is a growing sense of apathy and lack of focus amongst the youth, which contributes to the threat of social integration. Constructive alternatives are therefore needed to curb gangsterism, drug abuse and other criminal activities among youth at risk. It has become imperative to challenge the present situation in which crime has become one of the most attractive options facing our youth. Through a programme of contructive engagement, a substantial difference can be made in their rehabilitation and ultimately their active participation in building a safer society. A strong emphasis should be placed on the development and implementation of effective restorative justice principles, alternative sentencing and community-based rehabilitation programmes, particularly for young people in marginalised communities.

Human Immunodeficiency Virus (HIV) prevalence and new infections rate among young people in Southern Africa is high despite various programmes implemented to address general population prevention and treatment. The youth has a low HIV testing uptake even though there seems to be high HIV prevalence among this age population group. Youth focused interventions have proven to be a success in encouraging young people to have an HIV test done as part of improved health-seeking behaviours. In South Africa, such an intervention was initially implemented by LoveLife and later adopted in 2006 by the government as Adolescent and Youth Friendly Services (AYFS) for a larger-scale implementation in Primary Health Care facilities as a strategy to improve youth Sexual and Reproductive Health.
