In Zadig, published in 1748, Voltaire wrote of “the great principle that it is better to run the risk of sparing the guilty than to condemn the innocent.” At about the same time, Blackstone noted approvingly that “the law holds that it is better that ten guilty persons escape, than that one innocent suffer.” In 1824, Thomas Fielding cited the principle as an Italian proverb and a maxim of English law. John Stuart Mill endorsed it in an address to Parliament in 1868. General acceptance of this maxim continues into our own period, yet it is difficult (and for us so far, impossible) to find systematic attempts to defend the maxim. It is treated as a truism in no need of defense. But the principle within it is not at all obvious; and since it undergirds many of our criminal justice policies, we should be sure that it is justifiable. First, however, we must clarify what the principle means.

Abstract:
In Gabon, the situation of Human African Trypanosomosis (HAT) remains unclear. In addition, several historical foci existing in many provinces have not been explored for over 15 years. Yet many studies have shown that this country has to offer favorable ecosystems for the development of tsetse major vectors of HAT. To verify a risk of transmission of sleeping sickness, a tsetse inventory was conducted in the province of Ogooué Ivindo historic home of HAT. Vavoua and Nzi traps were placed in four characteristic habitats of the province: National Park Ivindo, Zadié Village, Forest of Zadié and baï (clearing) of Momba. A total of 2383 flies were captured: 1680 flies in the clearing of Momba, 437 flies in the primary forest Zadié, 139 in the National Park Ivindo and 12 in Zadié village. Moreover, these flies were divided into 7 species Glossina frezili, Glossina fusca congolensis, Glossina nashi, Glossina palpalis palpalis, Glossina tabaniformis, Glossina fuscipes fuscipes and Glossina tachinoides. Glossina palpalis palpalis (46%) was the most abundant species followed by Glossina fusca congolensis (21%) and Glossina nashi (16%). Glossina fuscipes fuscipes (6%), Glossina frezili (4%), Glossina tabaniformis (4%) and Glossina tachinoides (3%) were the least caught species. These results have shown that the province of Ogooué Ivindo still remains infested by tsetse flies. Also, further study monitoring these insects is essential to clarify the epidemiological importance of these vectors on human health in this province.

The study investigates how multicultural society of Britain drawn through the role of each character in the novel; therefore, it shows the complex construction of identity created by Smith to illustrate the relationship built by difference of race, language, and religion. The paper also examines how Zadie Smith in her use of language integrates the linguistic process existed in the intercultural experiences of both the characters and the author herself. Isu ini sengaja dilakukan agar dapat mempengaruhi perilaku politik masyarakat mayoritas yang memiliki kesamaan identitas dengan sang kandidat, baik itu agama maupun etnis. Adapun penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Penulis menggunakan metode kualitatif dengan tujuan untuk mengetahui bagaimana Hendrata Thes dan Zulfahri Abdullah (selanjutnya HT-Zadi) bisa tampil sebagai pemenang, padahal agama dan etnisitas Hendrata Thes merupakan minoritas di kabupaten Kepulauan Sula. Tujuan dari penelitian ini adalah untuk mengungkap faktor-faktor yang mempengaruhi kemenangan HT-Zadi. Hasil penelitian menyimpulkan bahwa terpilihnya Hendrata Thes dan Zulfahri Abdullah karena terdapat beberapa strategi yang digunakan mulai dari membentuk tim yang solid dan kuat di setiap desa, door to door dan kampanye melalui media sosial. Faktor lain yang juga mempengaruhi karena efek dari pemerintahan masa lalu yang belum bisa memenuhi janji politiknya. Untuk menangkal isu politik identitas yang sangat masif yang digunakan oleh lawan politiknya, para tim sukses beserta kandidat meyakinkan para pemilih dengan program-program unggulan HT-Zadi baik di bidang ekonomi, pendidikan, kesehatan dan lain sebagainya yang akan diimplementasikan jika mereka terpilih.

 Spatial Positioning of Subjects in Zadie Smith’s White Teeth
 The aim of this article is to scrutinize how space a ects and shapes construction of gender and ethnicity in Zadie Smith’s (b.1975) novel White Teeth (2000). Smith’s debut novel has been highly acclaimed not only for its portrayal of contemporary British multicultural society but also for its deep and multileveled narration. Today the novel is an important part of Black British Literature and it has gained a lot of academic attention – especially from postcolonial critics – since its publication.
 This article is built around three di erent kinds of ”you know” expressions found in the novel. All these expressions concern knowledge of intersectional categories of gender and ethnicity. e intersectional identity categories are always constructed in a space, thus positioning subjects and constructing an identity is always a spatial phenomenon. Space is not an empty container or a simple background but a socially produced entity.
 Thematic meanings of ”you know” expressions vary. First reveals racialized and gendered subject positions into which subjects are discursively positioned. However, it also denotes a break in such kind of thinking.
 Second expression of knowledge is linked to nationality and Englishness. e relation of ethnicity and nationality are analysed by using Michel Foucault’s concepts of utopia and heterotopia. e idea of homogenous and unitary nation is questioned by a metaphor of a mirror but also by revealing the image of an ”English Rose” to be nothing but an often enough repeated illusion, a cultural image without a real reference point.
 Third and last knowledge phrase analysed in the article is presented in a form of a question. Question form allows de nitions considering subjectivity and identity to be left open. Even though occupying empty space i.e. to be wholly disconnected from various kind of discursive positionings is not possible, White Teeth nevertheless illustra­ tes that subject positions are always only partial. e question mark suggests that there truly are spaces for questioning xed, normative constructions of gender and ethnicity.

The present article is a study of the novels the Nature of Blood by Caryl Phillips and White Teeth by Zadie Smith as paradigmatic examples of postmodern writing as well as of two different responses that the movement has elicited in our times. While The Nature of Blood deals tragically with the postmodern condition, White Teeth laughs at the contradictions and celebrates the achievements of postmodernism.

Abstract:
In 2017, Polyanskiy showed that the trade-off between power and bandwidth efficiency for massive Gaussian random access is governed by two fundamentally different regimes: low power and high power. For both regimes, tight performance bounds were found by Zadik et al., in 2019. This work utilizes recent results on the exact block error probability of Gaussian random codes in additive white Gaussian noise to propose practical methods based on iterative soft decoding to closely approach these bounds. In the low power regime, this work finds that orthogonal random codes can be applied directly. In the high power regime, a more sophisticated effort is needed. This work shows that power-profile optimization by means of linear programming, as pioneered by Caire et al. in 2001, is a promising strategy to apply. The proposed combination of orthogonal random coding and iterative soft decoding even outperforms the existence bounds of Zadik et al. in the low power regime and is very close to the non-existence bounds for message lengths around 100 and above. Finally, the approach of power optimization by linear programming proposed for the high power regime is found to benefit from power imbalances due to fading which makes it even more attractive for typical mobile radio channels.

Abstract:
This study examined the power relationships between male and female characters, between the white female character and women of color, and women of color’s power relationship to each other in White Teeth through analyzing sequential moves in dialogues.The exchange structure reveals that male characters are in dominance in their relationship with female characters, and female characters suffer sexual discrimination. It is also found that in their relationship to the white female character, women of color experience the discriminations of racism and classism, but they tried hard to battle against these discriminations. In addition, even within the community of women of color, women had to fight against oppressive stereotypes.
