Abstract:
Jeux d'argent, jeux de vilain : crisis in Zaïre. The author presents a study of the crisis generated in 1991 in Zaire by a frenzy of pyramid-type gambling. The originality of the article is the way in which it demonstrates how such gambling is largely the result of the disintegration of society which resulted from the collapse of the economy in Zaire.

Abstract:
The Urban Growth in Zaire The present paper retraces the hierarchy of the most important centers of Zaïre on the dates of 1956, 1970 and 1984. The distribution of the “rank and size rule” is log-normal in the colonial period and primate in the post-colonial period. The primacy of Kinshasa is growing in the last decennia, shown by the calculation of the “two-city and the five-city primacy index”. In all the cities with the exception of Kolwezi, the strong demographic growth during the sixties and the early seventies has been slowed at present. Even in some cities the early famous rural versus urban migration became a mere story.

Gerein, Nancy M. "An evaluation of growth monitoring in Zaire." Thesis, London School of Hygiene and Tropical Medicine (University of London), 1988. http://researchonline.lshtm.ac.uk/682449/.

Full text
Abstract:
Growth monitoring has become a major component of most child health programmes in developing countries over the past two decades. The rationale for this activity is discussed and examined critically in the light of the evidence from previous studies and from a detailed evaluation of three child health care programmes in rural Zaire which included growth monitoring. The monthly sessions to which mothers brought their children were observed, the health workers were interviewed, and information was obtained on programme costs, supervision, and health records in all three programmes. A survey of the knowledge and practices of 547 mothers of children under five years of age was carried out in one programme's catchment population. A total of 497 consultations were observed in the three programmes as part of the evaluation. The consultations lasted between 30 seconds and five minutes each, with a mean of two minutes. Mothers and children spent three to eight hours at the clinic in order to receive these brief consultations, ten minutes of group health education, and if necessary, immunizations. Whilst staff measured and recorded weights accurately, they failed to take any specific actions in one-third of children who had growth faltering. Similarly, no counselling was given to one-third of mothers whose children were ill and/or had growth faltering, called "at-risk" children. Generally, the quality of advice and referral for illness was more satisfactory than the nutritional advice given mothers, which consisted of brief, standard directives. The at-risk children did not always receive special consultations by better-qualified staff. A household interview survey of 547 mothers of children under five assessed their understanding of the growth charts and their knowledge and reported practices with regard to child feeding and diarrhoea. Results showed that knowledge and practices improved with increased attendance at growth monitoring sessions, after controlling for the mother's educational level, tribe, socio-economic level and parity. Since nearly two-thirds of children attending the sessions were classified as at-risk, the value of individual screening by weighing is questionable. Not all at-risk children received interventions; of those who did, the quality of the interventions was frequently inadequate. Policy and programme recommendations for growth monitoring in child health programmes are described, and research needs identified.

Kodondi, K. K. "Chenilles d'attacidae du zaire : composition et valeur nutritionnelle." Paris 6, 1989. http://www.theses.fr/1989PA066276.

Full text
Abstract:

Moro, Leben, and Alice Robinson. Key Considerations: Cross-Border Dynamics between Uganda and South Sudan in the Context of the Outbreak of Ebola, 2022. Institute of Development Studies, December 2022. http://dx.doi.org/10.19088/sshap.2022.045.

Full text
Abstract:
This brief summarises key considerations concerning cross-border dynamics between South Sudan and Uganda in the context of the 2022 outbreak of Ebola in Uganda, and the risk of the spread of the virus into South Sudan. It is one of four briefs exploring cross-border dynamics in the context of the outbreak, alongside Kenya, Rwanda and Tanzania. The outbreak is of the Sudan strain of Ebola (Sudan Virus Disease, SVD). SVD is used in this paper to refer to the current outbreak in East Africa, whereas outbreaks of Zaire Ebolavirus disease or general references to Ebola are referred to as EVD. The outbreak of SVD began in Mubende, Uganda, on 19 September 2022. At the time of writing (25 November), there had been 141 confirmed cases and 55 deaths, including seven health workers. Infections had been confirmed in nine districts in Uganda, including in Kampala – a major transport hub. Vaccines used in previous Ebola outbreaks are effective against the Zaire strain of Ebola, and vaccines that could work against the Sudan strain remain under investigation. As of November 2022, there have been no confirmed cases of SVD imported into South Sudan, although several alerts have been investigated. However, the fear that travellers from Uganda might bring the disease into South Sudan has spurred preparations by government institutions and partner organisations, building on the experiences acquired during past outbreaks, particularly Ebola and COVID-19. An EVD High Level Taskforce has been formed, chaired by the Minister for Cabinet Affairs and co-chaired by the Minister of Health. The South Sudan Ministry of Health (MoH) has activated the Public Health Emergency Operation Centre (PHEOC) and Incident Management System (IMS). A national EVD Readiness Plan has been developed and endorsed by the government. A free hotline (number 6666) is in place, which can be used either to report suspected cases or for information on Ebola. Training of staff at border entry points has started. This brief is based on a rapid review of published and grey literature, and informal discussions with the South Sudan Red Cross, IOM, academics from University of Juba, and the PHEOC. It was requested by the Collective Service and was written by Leben Nelson Moro (University of Juba) and Alice Robinson (London School of Economics). It was reviewed by colleagues at the University of Bath, the PHEOC, Internews, Anthrologica, the Institute of Development Studies and the Collective Service. The brief is the responsibility of the Social Science in Humanitarian Action Platform (SSHAP).

Kelly, Luke. Evidence on Measures to Address Security in Camp Settings. Institute of Development Studies, March 2021. http://dx.doi.org/10.19088/k4d.2021.052.

Full text
Abstract:
This rapid literature review finds that authorities use a range of methods to reduce insecurity in camps. Security in camps can be addressed through better planning of services by camp management, by more involvement of refugees, and through the use of outside security support. However, the militarisation of camps is a broader problem that requires political support from a number of stakeholders. The review focuses on insecurity arising from conflict (militarisation) and from crime and disputes within and around camps. It starts from the position that camps for refugees or internally displaced persons (IDPs) should be ‘civilian and humanitarian in character’, and thus, they should not host active combatants or fighters or support conflict. The rights of camp residents - e.g. non-refoulment of refugees - should be respected. In the case of insecurity arising from crime and disputes within and around camps, security measures should be proportionate and consider refugee protection. This review surveys evaluations and academic papers on camp security management. There is a significant body of evidence on the problem of camp militarisation in settings including Zaire/DRC, Thailand, Lebanon and the former Yugoslavia. However, the review has found relatively little evidence on successful efforts to counter militarisation in cases of conflict. It has found case studies and evaluations of a number of programmes to improve lower-level camp security, or in cases where conflict has abated. There are several reviews of UNHCR ’security packages’ involving support to host state police in African countries. These lessons are focused on how to engage with refugee and host populations, as well as host states, and how to manage security services. Guidance on camp management is also surveyed. There is very little evidence discussing liaison arrangements beyond stating the need to provide protection training and oversight for security forces; and the need for principled engagement with states and non-state conflict parties.

Lees, Shelley, and Mark Marchant. Key Considerations: Cross-Border Dynamics Between Uganda and Tanzania in the Context of the Outbreak of Ebola, 2022. Institute of Development Studies, December 2022. http://dx.doi.org/10.19088/sshap.2022.046.

Full text
Abstract:
This brief summarises key considerations concerning cross-border dynamics between Tanzania and Uganda in the context of the outbreak of Ebola (Sudan Virus Disease, SVD) in Uganda. It is part of a series focusing on at-risk border areas between Uganda and four high priority neighbouring countries: Rwanda; Tanzania; Kenya and South Sudan. The current outbreak is of the Sudan strain of Ebola (SVD). SVD is used in this paper to refer to the current outbreak in East Africa, whereas outbreaks of Zaire Ebolavirus disease or general references to Ebola are referred to as EVD. The current outbreak began in Mubende, Uganda, on 19 September 2022, approximately 240km from the Uganda-Tanzania border. It has since spread to nine Ugandan districts, including two in the Kampala metropolitan area. Kampala is a transport hub, with a population over 3.6 million. While the global risk from SVD remains low according to the World Health Organization, its presence in the Ugandan capital has significantly heightened the risk to regional neighbours. At the time of writing, there had been no cases of Ebola imported from Uganda into Tanzania. This brief provides details about cross-border relations, the political and economic dynamics likely to influence these, and specific areas and actors most at risk. It is based on a rapid review of existing published and grey literature, previous ethnographic research in Tanzania, and informal discussions with colleagues from the Tanzania’s Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), Tanzania National Institute for Medical Research (NIMR), Uganda Red Cross Society, Tanzania Red Cross Society (TRCS), International Organization for Migration (IOM), IFRC, US CDC and CDC Tanzania.
