Abstract:
The article examines the political views and practices of Russian liberals in the early twentieth century. Russia’s political destiny of this period directly depended on building constructive relations between the authorities and society. Liberal ideas had a significant impact on the educated public. At the same time, the constructive cooperation between the liberals and the government was the most important condition for the possibility of application of these ideas in domestic political practice. The article examines the political experience of the two largest liberal political parties in Russia – the Cadets and the Octobrists. The author comes to the conclusion that the Russian liberal politician of the early twentieth century could not get out of the role of an idealist oppositionist. He was incapable of recognizing the existing realities and the need for political compromises, which were often perceived as a sign of impotence or immorality. The liberals perceived themselves as the only force capable of bringing Russia to the right, «civilized» path. In the opinion of the liberals, this path was inevitable, therefore, under any circumstances, the liberal movement should have retained its leading role. In the spring of 1917, the liberal opposition was able to defeat its historical enemy (autocracy), but retained power for a very short time. The slaughter of the state machine, which the liberals themselves did not intend to preserve, led them to defeat. Thus, the state was the only guarantor of the existence of a liberal movement in Russia.

Abstract:
This article argues that the history of Russian constitutional and parliamentary reform in the early 20th century can be cast in a new light in view of the global transformation of political life under the challenge of imperial diversity and mass politics. The article points out that imperial diversity as a challenge to democratic government was not unique to the Russian Empire. The character of the Russian Empire was marked by peculiarities; it was shaped by composite and hybrid imperial space, which placed the challenge of imperial diversity at the center of political practices and imaginaries. The article traces the history of political reform in the Russian Empire in the early 20th century focusing on the reform of the Sejm of the Grand Duchy of Finland and the novel practices and political imaginaries of imperial diversity in the first and second State Duma. The exploration of the history of the constitutional reform in the Russian Empire of early 20th century demonstrates that rather than being absolute antagonists to representative government, Russian imperial politics and traditions of imperial sovereignty nested possibilities of compromise and redefinition of political solidarity in the space of diversity.

Abstract:
This article brings the state into constitutional theory by presenting a theory of the development of the American state from the late 19th century to the present. The focus of the theory is the ability of the national state to exercise sovereignty or public authority over civil society. The main thesis is that the Constitution did not establish a government with a level of public authority adequate to the requirements of a modem democratic state. The result was a mismatch between the demands of civil society and the competence of state institutions, causing a reorganization of the political institutions of civil society in the early 20th century and a crisis of public authority in the 1960s. The United States continues to experience the consequences of an imbalance between the state institutions established by an 18th-century constitution and 20th-century democratic politics.

The 20th-century has been the century of mass politics, and the mass parties that emerged at the beginning of this century became deeply rooted within wider society. The passing of this golden age of the party has now been marked by two distinct processes of change. On the one hand, parties have become more distant from society and more closely linked to government and the state. On the other hand, there has been a decline in the political identities of the parties, such that voters now find it increasingly difficult to distinguish between them. These changes, and the related transformation of politics into administration, have led to a growth in popular indifference to parties and to politics in general, as well as to a declining sense of engagement. Should this trend continue, it is mass spectacle rather than mass involvement that is likely to characterize the future of mass politics.

Abstract Despite the massive research carried out on Egyptian nationalism and its ideological premises in the first half of the 20th century, little is known on the copious political memoirs composed and published in the same period and on their contribution to the development of a nationalist discourse in its strict sense. Among these “political autobiographies”, the Muḏakkirāt fī l-siyāsah al-miṣriyyah (Memoirs on Egyptian Politics) by Muḥammad Ḥusayn Haykal played a crucial role in the dissemination of a shared sense of identity based on the nation-state. By performing the act of remembering, Haykal continually reshapes the boundaries of his community and questions the inner meaning and the long-term impact of concepts drawn from the liberal-democratic ideology, such as “freedom”, “justice”, “equality”, on the Egyptian system of government and socio-cultural context. This study will therefore attempt to unveil the ‘sense of community’ conveyed by Haykal’s political memoirs by following the theory of Benedict Anderson on the nation defined as an imagined community.

In this article we will make a comparison between the political regimes and the diplomacy of Brazil in two periods of the 20th century: the final years of the period of the Liberal Republic, in the Goulart Government (1961-1964) and under the Military Dictatorship, with a special focus on the distension under the Geisel Government (1974-1979). We focus on the political organization of these periods, which can be considered crisis or transition periods, and in the same way, the continuities in their diplomatic contributions. Looking at the internal crises, it will discuss legal aspects of the two periods, such as the defective construction of parliamentarism and the Institutional Acts of the dictatorship. The comparison of internal and external politics will seek to demonstrate the similarities between the external objectives of the two governments despite their differences in regime and ideological orientation, addressing the Independent External Policy of parliamentarism under Goulart and Responsible and Ecumenical Pragmatism under Geisel dictatorial rule.

The previous studies of Islamization in Java follow a clear distinction of Priyayi-Abangan-Santri thesis, which was gradually developed and incompatible to capture the changing of political preferences of Javanese Muslims. This paper examines what kind of patterns formed on the dynamics of the Islamization process in Java under the influence of socio-political changes. The output of this paper is to show the pattern of Islamization process in Java under the political dynamic changes of Indonesian politics in the early twentieth century. The pattern of Islamization in Java was influenced by ethical policy, the transmission of Middle East Islam, and caused by the politization of Islam by the Colonial government. The ethical policy encouraged the creation of a public space for political contestations that determined the new identity of Indonesian elite. The transmission of Middle Eastern Islam triggered the polarization of Javanese Muslims into two patterns: the modernist Muslim strengthened the pattern of Priyayi-Santri in urban communities with Islamization through modern institutions. In this, the traditionalist Muslim also developed an intellectual genealogy through Pesantren networks scattered in the rural areas created the pattern of Santri-Abangan. Meanwhile the politization of Islam by Colonial government created a benefit to the unification of Islamic institutions.

Islamization of Java becomes an actual topic of religious social research because the phenomena not only relate to religious discourse but also other aspects. This research focuses on the Islamization of the government center of Salatiga Central Java. The aims of this study are: to find the academic answer to why Islamization occurred in the government center of Salatiga in Central Java, to find out the Islamization process underway, to describe the dominant factors affecting Islamization, and to describe the impact of Islamization on religious life around the central government. The benefit of this research is to contribute the theories of Islamization of Government center of Java in the late of 20th century. This study is a descriptive research and causality analysis. The events were limited to those of 1985 to 2018. The data were sourced from the archives, inscription, news, interviews, and literature. The results of the study found that the Islamization of the Salatiga government center was carried out because the infrastructure was still European patterned. The actualization of Muslim religiosity was not well supported by this infrastructure. The symbol of Islamization is the transformation of the villa on the west of the city square into a mosque. The Islamization was successful because of the symbiotic factors between political parties, rulers, scholars, Islamic universities, and religious organizations. There was no significant impact yet on the improvement of spiritual and social lives around the government center. This study enriches theories about the symbiotic relations of religions, politics, and social changes in Java in the late 20th century.

The article discusses the forming of ethnic identity among Batak and Malay people in Tapanuli during colonial period. The colonial government that desired to expand its hegemony among these ethnic groups had led them to create policies and boundaries for the groups in Tapanuli. This study uses historical method (heuristic) that begins from sources collection, sources critique,interpretation and explanation. Constructive approach is used to analyze the sources that considers ethnic identity is a result of construction process of a particular group. This article shows that in pre-colonial period it was difficult to determine ethnical boundaries in Tapanuli, particularly the Malay, Minangkabau, and Batak. However, after the Dutch government expanded its expansion to this region, the ethnical boundaries began to form and the differences among them became apparent. Ethnic segregation policy implemented by the Dutch and its support to the Batak ethnic group and the Christian obviously had formed and changed the awareness of ethnic identity among Batak and Malay people. In the early 20th century, the colonial government featured and strengthened the ethnic identity awareness in Batak community.

ABSTRACTWhat are the driving forces behind large scale natural resource exploitation in the polar regions and how should we understand the relations between these forces? New historical-archaeological research performed during the International Polar Year (IPY) 2007–2009 on whaling, hunting and mining in Spitsbergen (1600–present) show both economic and geopolitical factors driving the development of those industries, both the whaling industries in the 17th century and 1900’s, and the mining industry of the early 20th century. However, the relation between these driving forces has differed, both between time periods and between actors. In most cases economic motives provided the main rationale for utilising resources and for government support for resource exploiters, but in some instances governments would support even unprofitable ventures in order to maintain a foothold on Spitsbergen.

Abstract An enduring theme in US politics is tension between people on the right who favour limited government that serves individual and elite interests and people on the left who prefer active government with emphasis on a broader public interest. Recently, the political landscape has shifted from the dominant ideology of neoliberalism toward a far-right authoritarian populism with parallels to mid-20th century fascism. This shift appears in regressive societal characteristics - such as xenophobia, racism, homophobia, and misogyny - that were thought to have diminished in an increasingly progressive 21 st century. An argument can be made that authoritarian populism is a continuation of longstanding patterns of elite influence, in which regressive elements serve as techniques to distract the public from the governing economic agenda. The essay examines this phenomenon and explores potential future effects on US society.

In January 1906, in the turbulent period of 1905–1907, the poet, artist, and socialactivist Antoni Lange published in the Warsaw weekly Świat an essay called“Marzenia warszawskie” (“The Warsaw Dreams”). A several page text, illustratedwith woodcuts by the painter Andrzej Zarzycki, included a spectacular vision of metropolitanWarsaw of the future: a capital city with many public buildings and moderninfrastructure, a genuine center of Polish national and cultural life. The present essayanalyzes unexamined ideas of Lange in terms of the history of architecture, andin a double political and social context. “The Warsaw Dreams” was deeply rooted inthe political reality of the former Kingdom of Poland, addressing the issue of liberalizationof the Russian rule during the 1905 revolution. Using the vocabulary of urbanplanning and making a list of changes in the city’s architecture, Lange articulateda vision of the future space of Warsaw as a Polish metropolis of modernity, administeredindependently of Russia. In his essays he proposed to extend the city limits andremove its fortifications as well as introduce local government with significant prerogativesas an instrument of Warsaw’s great transformation – its aestheticization and construction of public buildings, such as national government edifices, schools,and cultural centers. The authors argue that by describing public architecture of thefuture Warsaw as a “dream” full of copies of well-known European architectural monumentsfrom Venice, Prague, and Cracow, Lange created a comprehensive politicalproject of autonomy of the Kingdom of Poland in the Russian empire. “The WarsawDreams” originally combined together architecture and politics, urban space and theproblems of Polish modernization, and the discourses of nationalism and socialism.Lange’s visionary proposal from 1906 is of the most imaginative responses to thechallenges of the development of Warsaw at the turn of the 20th century in the contextof Polish political and social problems of those times.

One has to mention here their (i.e. Csangos) strictly defined frames by the two known totalitarian regimes of the 20th century. In the early 20th Century Canada saw the rise of a prominent socialist movement led by the Co-operative Commonwealth Federation (CCF). The CCF's influence on Canadian politics was essential to the creation of Canada's modern political ideology, which can be described as reform liberal. This ideology took hold due to the pressure that the CCF exerted on the two major federal parties, which could both be characterized as classical liberal. Due to the settlement pattern of the prairies and the actions of the federal government in response to the Great Depression, the CCF was able to secure a strong support base that propelled it to federal politics and allowed it to form a provincial government in Saskatchewan. Though it never formed a federal government, the CCF pushed for old age pension, reforms of corporate taxation, and Medicare. As a provincial actor and a "third force" upon the two ruling federal parties, the CCF and its successor the New Democratic Party’s contributions to Canadian identity and policy are beyond dispute.

Abstract:
This study is aimed at retracing the Dutch colonial government in South Middle Timor or Zuid Midden Timor in the beginning of 20th century. Intending to expand its controlled territories, to exploit the sandalwood trade and introduce Christianity, the colonial government then domiclied in Kupang entered the inland parts of Timor island, to be prescisely in Molo in 1905. The Ducth colonial government defeated the local meos (soldiers), the Molo meo, Amabuan meo and the Amanatun meo. These three regions were later formed as a governmental administration zone by the East Indies, equivalent to a landschaap and were later combined in an onderafdelling-level administration unit called Zuid Midden Timor, with Molo as its capital city. As the capital city, Molo housed all public administration affairs, markets and shops, which were all centered in Molo. Until the end of the Dutch control in 1942, the Dutch colonial government had left its influences in culture, education, social aspects and governmental politics.

Feminist movements had been pervasive in the 20th century. It helped women to earn civil rights globally, welcomed by most civilized citizens. Then in the 21st century, it seems to have no reason to exist since there are no apparently observable and unpleasant unequal treatments towards women. Feminism, hence, is regarded as a word of the past by some people. Nevertheless, it is not the fact. By studying the situation in Australia, women in this nation have become the study object. Working opportunities in politics and business have been counted, combined with the study of relevant government policies towards different gender. The male’s changing attitude towards female in gender role has also exposed the socialization process in Australia. Through close scrutiny, it is found that feminism is still very much relevant in Australia.

There exist different elements that contribute to the idea of the political system as such in the context of the Mexican experience, but also that serve as referents that characterize the recent past. For that reason, we present a scheme of analysis – with political trends that are being built and that differentiate the new Mexican political system compared to that of the 20th century. Based on a model of the political system as the methodology of the analysis, we will track the trends of the changing Mexican politics during the 21st century. The destruction of the institutions of the old political system is associated with a long process of political struggle, which has provided for the creation of new institutions, but in very specific political spaces. The article traces the changes in the political system of Mexico in the 21st century in its various spheres and manifestations: public authority, party system, electoral complex, civil society, the process of democratization. We consider the evolution of the three branches of government and analyze their current balance.

Great astonishment has been expressed at the recent vitality of the Hindu religion at Ajudhia [sic], and it was to test the extent of this chiefly that … this statement has been prepared. As the information it contains may be permanently useful, I have considered it well to give it a place here. This information is as correct as it can now be made and that is all that I can say CARNEGY(1870: appendix A)After the destruction of Ayodhya's Babri mosque in 1992 by supporters of the Vishva Hindu Parishad (VHP), the statement above seems laden with premonition of the events to come (Rao 1994). More importantly, Carnegy’s comments highlight that the mosque’s destruction was not simply the result of 20th-century politics. The events surrounding and following the outbreak of violence in 1992 have resulted in more ‘spilt ink’ than Carnegy could ever have imagined. This literature can be divided into two main categories; firstly, the initial documentation submitted to the government by a group of VHP aligned historians, which presented the ‘archaeological proof’ that the Babri mosque had occupied the site of a Hindu temple dating to the 10th and 11th century AD (VHP1990; New Delhi Historical Forum 1992). This was believed to have marked the birthplace of the Hindu god Rama (hence the name Rama Janmabhumi — literally ‘birthplace of Rama’), and been demolished at the orders of the Mughal emperor Babur during the 16th century. As a response, a second group of ‘progressive’ Indian historians began a counter-argument, based on the same ‘archaeological proof’ that no such temple had ever existed (Gopal et al. 1992; Mandal 1993). The second category is a growing body of literature which has filled many pages of international publications (Rao 1994; Navlakha 1994). Especially following the World Archaeology Congress (WAC) in Delhi (1994), and subsequently in Brač, Croatia (1998), this has been preoccupied with finding an acceptable route through the battlefield which arises as a result of the problematic, but recurrent, marriage between archaeology, folklore and politics (Kitchen 1998; Hassan 1995).

This article aims to explain the politics activities by the villagers in Surabaya at the early of 20th century. The villagers was always considered as the passive people who refused to be involved in a conflict, therefore didn’t do the politic. The historic methodology is taken in this research by referring to the documents from the same century, the newspaper in Surabaya, and also referring to other tertiary resources. The approach chosen is the politic history, a history to describe the struggle of the people to achieve their will. The villagers had various strategy and tactic. As for the villagers who already had the experience of education, even though it was only a basic education, they wrote so many protests in the newspaper related to the decisions of the colonial government which were not in their favour. There was a newspaper in Surabaya managed by the indigenous people at that time, middle scale, and eager to gather all the complaint from the low class society. They also protested directly to the government by using the politic organisation. The formal gathering held by the member of the gemeenteraad, known as “begandring”, was used by the villagers to speak up their aspiration.

About a century ago New Zealand was a predominantly white Anglo-Saxon Christian nation, flavoured only by diversities of Christianity. A declining indigenous population (Maori) for the most part had been successfully converted as a result of 19th century missionary endeavour. In 2007, in response to increased presence of diverse religions, a national Statement on Religious Diversity was launched. During the last quarter of the 20th century the rise of immigrant communities, with their various cultures and religions, had contributed significantly to the changing demographic profile of religious affiliation. By early in the 21st century this diversity, together with issues of inter-communal and interreligious relations, all in the context of New Zealand being a secular society, needed to be addressed in some authoritative way. Being a secular country, the government keeps well clear of religion and expects religions to keep well clear of politics. Summary This article investigates the ways local mission and national politics shaped linguistic research work in mid-20th century Australia through examining the case of the Church Missionary Society’s Angurugu Mission on Groote Eylandt in the Northern Territory and research into the Anindilyakwa language. The paper places missionary linguistics in the context of broader policies of assimilation and national visions for Aboriginal people. It reveals how this social and political climate made linguistic research, largely neglected in the 1950s (apart from some notable exceptions), not only possible, but necessary by the 1970s. Finally, it comments on the state of research into Aboriginal languages and the political climate of today. Until the 1950s, the demands of funding and commitment to a government policy of assimilation into white Australia meant that the CMS could not support linguistic research and opportunities for academic linguists to conduct research into Anindilyakwa were limited. By the 1960s, however, national consensus about the future of Aboriginal people and their place in the Australian nation shifted and governments reconsidered the nature of their support for Christian missions. As the ‘industrial mission’ model of the 1950s was no longer politically or economically viable, the CMS looked to reinvent itself, to find new ways of maintaining its evangelical influence on Groote Eylandt. Linguistics and research into Aboriginal cultures – including in partnership with secular academic agents – were a core component of this reinvention of mission, not only for the CMS but more broadly across missions to Aboriginal people. The resulting collaboration across organisations proved remarkably productive from a research perspective and enabled the continuance of a missionary presence and relevance. The political and financial limitations faced by missions shaped, therefore, not only their own practice with regards to linguistic research, but also the opportunities for linguists beyond the missionary fold. The article concludes that, in Australia, the two bodies of linguists – academic and missionary – have a shared history, dependent on similar political, social and financial forces.

This article traces the terms and practices underwriting emergent forms of urban government to technical efforts to simulate markets after the Second World War. With an eye toward contemporary techno-utopian schemes and city-building initiatives, I argue that the basis of technological approaches to urban rule today—a conception of cities as complex socio-economic systems amenable to market-driven optimization—was forged by postwar administrators and technicians in response to the vicissitudes of uneven development. To advance this claim, I examine the history of San Francisco’s Community Renewal Program, an early modeling initiative sponsored in the US by the federal government. After situating it in the context of racialized housing markets and policies, I probe the Community Renewal Program’s attempt to build a computer model capable of forecasting the effects of redevelopment on housing markets. Though the Community Renewal Program model ultimately proved unviable as a planning tool, expert appraisals of it at the time simultaneously confirmed the characterization of cities as systems of market signals and affirmed in principle the ability to model and thus manage them given an appropriate technological infrastructure. In this light, current municipal design and development projects premised on interactive and remote-sensing technologies express something of the technocratic politics and optimism of the mid-20th century.

This article analyses stockpiling as a security device that hoards time, stores power and buffers disruptions. The stockpile is a temporal matter of security by virtue of its ability to freeze time and to prepare for future emergencies. Stockpiling is informed by anticipations of threats but also materially underpins expectations. After unpacking the temporal ontology of stockpiling, the article traces its history as a security device and technology of power. Stockpiling enabled the emergence of the earliest states by establishing the means to store surpluses and centralize power. In modernity, stores became more dispersed as money, commodity exchange and new infrastructures made it possible to procure resources through circulation. In the 20th century, stockpiling became a reflexive security device reactive to risks associated with the disruption of these circulations. Finally, the article illuminates the role of reserves in contemporary German catastrophe preparedness to show that stockpiling remains an important security technique. Yet fiscal austerity and budgetary constraints limit security stockpiling. To compensate for the absence of public security stores, the government is prompting citizens to establish emergency stockpiles. The article offers a theoretical, historical and empirical engagement with stockpiling and thereby further elucidates the material politics of anticipation.

The author identifies the amount of Crimean Tatars who served as officials in Taurida Governorate in the first half of the 20th century. The article is based on archival data, address-calendars and mesyatseslovs of the Russian Empire. Russian politics in the region after the Crimean annexation was characterized by an active interaction with the local population. The imperial authorities gave the Crimean Tatars broad rights and involved them in civil and military service. Tatar murzas and beys who entered service closely interacted with Russian officials and thus got acquainted with the Russian language and culture as well as with the new legal system. While the largest number of Crimean Tatars were in service during the reign of Catherine II, their number began to decline under her successors. The author argues that the Russian authorities interaction with the Crimean Tatar nobility was based on mutually beneficial conditions. The state received the loyalty of local leaders, which provided stability and allowed for communication with the ordinary population. In turn, the murzas and beys received titles and ranks, which allowed them to increase their property and keep their social status. However, the number of Crimean Tatars in local government functions during the first half of the 19th century was low. They served in the governing bodies only by election from the nobility. This was a result of central policy but also of the low level of training among Tatar officials. Many of them were not familiar with legal procedures laws and could not read and write in Russian. Consequently, they preferred service in military formations, which was more prestigious and did not require special training.

On some peculiarities of evolution of the contemporary Russian political system The article deals with the problem of Russian political system evolution at the turn of the 20th and 21th centuries. The author attempts to answer the following question: if contemporary Russian state system does not fit a classical model of liberal democracy, is it reasonable to talk about hopeless stagnation of political system in Russia, generated by the process of new bureaucratic deformation, or is it possible to outline some tendencies of Russian state system evolution that fit the process of global degradation of democratic institutions in every region all over the world without any exceptions? The answer implies a quite important verification and statement concerning the situation: does the level of political government in Russian „imperial center” meet that contemporary criteria, obeyed in the development of civilized states. At the beginning of the 21st century, after long period of chaotic decentralization, Russia has entered the stage, when the federal center attempts to „establish order” in the country by means of tough administrative decisions. New stage of Russian politics connected with the Ukrainian crisis and the referendum in the Crimea signifies the explicit tendency of political elite to start a new page of national history.

In the 1980s and 1990s West European welfare states were exposed to strong pressures to ‘renovate’, to retrench. However, the European social policy landscape today looks as varied as it did at any time during the 20th century. ‘New institutionalism’ seems particularly helpful to account for the divergent outcomes observed, and it explains the resistance of different structures to change through past commitments, the political weight of welfare constituencies and the inertia of institutional arrangements – in short, through ‘path dependency’. Welfare state institutions play a special role in framing the politics of social reform and can explain trajectories and forms of policy change. The institutional shape of the existing social policy landscape poses a significant constraint on the degree and the direction of change. This approach is applied to welfare state developments in the UK and France, comparing reforms of unemployment compensation, old-age pensions and health care. Both countries have developed welfare states, although with extremely different institutional features. Two institutional effects in particular emerge: schemes that mainly redistribute horizontally and protect the middle classes well are likely to be more resistant against cuts. Their support base is larger and more influential compared with schemes that are targeted on the poor or are so parsimonious as to be insignificant for most of the electorate. The contrast between the overall resistance of French social insurance against cuts and the withering away of its British counterpart is telling. In addition, the involvement of the social partners, and particularly of the labour movement in managing the schemes, seems to provide an obstacle for government sponsored retrenchment exercises.

The purpose of the article is the analysis of the main parts of the state protecting politics over the process of the coins and banknotes counterfeiting in Russian Empire. Research methods: analytical, synthetic, logical, retrospective, mathematical and illustrative. Main results. The article reveals the processes of coins and banknote counterfeiting in the Russian Empire referred to the material from state historical archives, official government laws and pre-Soviet periodicals (newspapers). The authors paid main attention to the question of state policy against money counterfeiting that includes legislative analyses of that time, in particular Conclusion of Criminal Punishment and Penitentiary, issues of 1845s and 1866s, Monetary Statute, issue of 1857 as well as nominal imperial edicts, regulations and manifestos of Senate as to forgery counteractions and coins protection, published in Complete Edition of Collected Laws in the Russian Empire. Practical significance. The material presented in the article will allow a thorough analysis of the aspect of counterfeiting money in Ukraine in the imperial period. Originality. The corpus of analyzed sources allowed us to form conclusions as to efficiency state in fighting politics against money forgery in Russian Empire in the 19th and the beginning of 20th century. The perspective of the further research we see in the widening of sources base that will help us to conduct deeper aspect analyses on money forgery in Ukraine as part of Russian Empire. Scientific novelty. The basic constituents of public policy are considered in relation to a fight against forgery counteractions, which is population informing of imitations appearance with the list of their signs; implementation of investigation features based upon population encouragement to the malefactors’ exposure; state expert assessment implementation of suspicious and forged money extracted during the investigation; legal procedure and punishment for committed crimes in money and banknotes counterfeiting; in investigation cases of State Archives Fund some unknown before facts within state fight against money counterfeiting have been found and a new stamp on physical evidence has been implemented into the scientific circulation, the absence reasons for money and loan-bills forgery in the Fund of State Museums have been estimated. The research is based upon unknown sources, most of which have been implemented into the scientific circulation for the first time. Analyses of legislative system of that time against money forgery, peculiarities of investigation, trial and sentence helped us to find out some misconceptions in factual decisions from those, fixed in laws and layouts. This paper will discuss the history of Islamic development in Saudi Arabia which is now as an Islamic State. Saudi Arabia is now dominated by the kingdom of al-Sa'ūdiyah which is influenced by Wahabiyah religious beliefs. From the beginning of the nineteenth century the Wahabiyah movement received support from Muhammad Ibn Sa'ud. They began expansion which culminated in the conquest of most of the Arabian peninsula and made social, religious and political set agendas in Saudi Arabia. Wahabiyah continues to expand and exist in Saudi Arabia, especially in the mid-19th to the 20th century, and its development pattern is based on top down. Thus, the development of Islam in Saudi Arabia can not be separated from Wahabiyah influence. In the midst of social change, Saudi authorities continue to maintain Wahabiyah as a royal religious ideology. In fact, Wahabiyah ulama also play a role in giving religious approval to the policies of the royal government. However, other factors that also make Islam flourish in Saudi Arabia are the historic impact as the main influence of Muslims since the Prophet era and Saudi Arabia's strategic position for various information reforms in the Islamic world as it controls Mecca and Medina as the sacred city (Haramain). This article looks at the main findings of current historiographic and scientific-social production on the management of different types of water in Chile. Understanding water as a political and biopolitical material, this paper looks at how it has been subject to three state policies orchestrated in parallel by different bodies of the Chilean Government: a constant zigzag movement between conservation, deregulation and technification. It defends the proposal that at the intersection of the environment and politics is the key to a historical inquiry into water management as a deciding factor for a number of problems directly related to the construction of contemporary Chile, and not relegated to other classical problems like the Agrarian Reform of the second half of the 20th century or agribusiness at the end of the 20th century, without fully disregarding the role that these processes have played in the country’s water management.Keywords: Water management, statehoods, neo-liberalization, contemporaryChile.

The last 15 years have witnessed a small flood of books on the physical, political, social and cultural transformation of the modern Chinese city covering paved streets and sewers, rickshaws and streetcars, public parks and meeting halls, monuments and museums, theatres and markets, police and gangsters, municipal government and public hygiene, bankers and businessmen, factories and publishing houses, newspapers and movies, law suits and protests, workers, students and prostitutes. Most of this literature has focused on the coastal cities (especially Shanghai), and the approach has usually been top–down: how the state and urban elites have constructed a new Chinese version of modernity.Wang's book stands out as a careful historical ethnography of a provincial capital in the Chinese interior, Chengdu, at the turn of the 20th century. Abstract:
The article studies republican ideas as reflected in the Russian public consciousness of the early 20th century. The material for the research is documents identified in the fond of the Council of Ministers of the Russian Empire of the Russian State Historical Archive (RGIA). In recent decades, the problem field of intellectual history, the methods of which have been used in this research, has expanded dramatically: from studying the “great ideas” of outstanding thinkers of the past to researching such ideas that were accepted by a significant number of educated people. In their study of political thought, historians are increasingly turning not just to statesman who held power and were directly involved in decision-making, but to officials and public figures whose influence was indirect. At the height of the revolutionary crisis of 1905 brought about by the Russo-Japanese war, the representatives of the Russian public, together with the government, strove to overcome it as soon as possible. According to the Imperial Edict to the Governing Senate of February 18, 1905, their notes, letters,and suggestions on issues of improving state order were to be sent for consideration of the Council of Ministers; from October 19, 1905 they were directed to its chairman S. Yu. Witte. These documents represent a unique public opinion survey, mostly of representatives of the Zemstvo, urban milieu, and nobility; they have not yet been considered in Russian historiography. Although republican ideas were firmly associated in the Russian public consciousness with revolutionary ideas, as early as in 1905 some fundamental principles underlying modern republican theory were reflected in the political thought of the Russian public loyal to the government. The research shows that many public figures who addressed to the power their proposals for resolving national political crisis, defended ideals of political freedom, preponderance of law over the “human factor” in politics; they saw the main task of the existing and planned political institutions in protecting rights and freedoms of imperial citizens and in realizing interests of the society and proposed to expand the independence of local government.

Introduction. The article is dedicated to the analysis of some basic characteristics of Russian political culture, in particular in the post October 1917 Revolution’ period. At the same time it was underlined that these characteristics were not a simple “print” of “October Revolution” but have their roots far in the past, including some ontologi­cal components. The basic elements of Russian po­litical culture (far from being fully described in this article) are presented with reference to the practice of Russian government’s activities. The controversial nature of correlation between Russian political cul­ture and radical changes in Russian politics in the 20th century was also put forward. Materials and methods. Methods of scientific cognition, abstraction, generalization, analysis, syn­thesis, and comparative methods were used in the course of research and presentation of the theoretical approaches of Russian and foreign researchers re­lated to “political culture”. Russian political history of XX century, and beyond, provided large scope of necessary materials for this article. Results of the study. The analysis of Russian political culture has as its outcome the presentation of a hierarchy of “elements” including the basic ones and many additional which are also present and acting in social and political practices in mod­ern Russia. Discussion and conclusions. The study shows that “political culture” is not only an abstract con­cept within a political science and theory, but also a very important “operational tool” for decision-making process and practice of government. The lack of an adequate perception of acting politi­cal culture by a political elite might create an im­portant distortion especially during radical social changes. In conclusion the author announced the topic of his further research on the “culture of Rus­sian foreign policy” based on the findings of this article.

The study of Capoeira through the interpretation of images is characterized by being practically non-existent, and contains superficial and scarcely informed interpretations of its presence in Brazil. This study is based on the historical method and also is supported by the principles of the Historical Archaeology (Orser Jr., 1992) and those developed by Panofsky (1986) on the interpretation of images. For this study, we selected an <em>iconography</em>- "Silhouette" - by Pederneiras (1926). From this artist’s work and the accompanying text it is highlighted the apology of Brazilian's fight and its supremacy over other self-defense expressions known at the time in Brazil, the recognition of the potential of Capoeira as a physical exercise, and Pederneira’s comments on some contextual facts, highlighting the interference of its practitioners in Brazilian politics and their role as bodyguards recruited by politicians. He also referred its most famous practitioners, the gangs of Capoeira and their typical language and costumes in the Carioca society of the late 19th and early 20th century. This information, and specially the strokes depicted in the image, allows us to reconstruct the history of Capoeira movements, given the scarcity of historical sources in this field. Through this silhouette, Pederneiras sought to raise awareness among government authorities to adopt the Brazilian fight as a national identity element and recognize it as the National Gymnastics.<p> </p>

To demonstrate this, in the first section the analysis delves into the Spanish nation-state and describes how the centre-periphery cleavage determined Francoist nationalism. The second section then sheds light on the ways in which Real Madrid’s identity shifted between monarchist, aristocratic, bourgeois and republican throughout the first half of the 20th century and yet always remained a fundamentally Spanish one. The focus here lies on the 1950s and early 1960s, when Real Madrid became the most successful football club in the world, and one of the most respected Spanish entities abroad. Thirdly, in order to achieve a more differentiated picture of the club’s own identity and self-perception (how the club perceived itself), for one, and external perceptions of it (how the club was perceived by others) for another, four groups or places, which comprise the entity Real Madrid, are analysed in greater detail: (1) club functionaries, (2) the players, (3) club outsiders, the press and politicians in particular, and finally (4) spectators especially those who tend to assign a certain significance to the club. Particularly notable was the behaviour of the functionaries who voluntarily carried out tasks on behalf of the Spanish government. Thus, the article cautions against the widespread assumption that sport is unilaterally instrumentalised by politics and calls for always viewing the role of a football club in context of dictatorship in relation to other clubs and institutions.

Pesantren is an educational institution after the recitation of the Qur'an in the entire territory of Indonesia. Pesantren distinctive shape and varied makes its presence continues to grow, but a significant development came after an intercourse with the school system or also known as the madrasa system. The growth of Islamic madrasah education is a response to the school system that has been the policy of the Dutch government within the framework of ethical politics. Growth and development of madrasas in the early 20th century is part of the Islamic reform movement in Indonesia, which has a fairly intensive contacts with the reform movement in the Middle East. One form of the dynamics and development of the earliest schools is the mixing between the boarding school system with madrasa system. Both institutions, initially stood alone. Model of teaching at a boarding school in the classical delivered in the mosque or surau with sorogan method, while teaching models delivered modern madrassa in the class room with a varied methods. Marriages between boarding school with this madrasah, has brought a lot of progress in the world of boarding schools. Model Integration madrasah/boarding school is divided into four, namely: Full Integration, Integration Selective, Instrumental Integration, and Integration Minimal. In different historical periods, famous people have sacrificed themselves on behalf of their substantial beliefs in the function of promoting scientific knowledge. Likewise, many of them, with an uncompromising piety have contributed to the establishment of institutions to ensure its advancement. Not long ago, by the end of the 20th century, in a Macedonian town – now North Macedonia, in Tetovo - the first Albanian-language university was founded as a product of citizens’ collective willpower for ethnic and cultural identity actualization in the field of education. It is fairly said that its founding history is hurtful and atypical for a higher education institution. Therefore, through this article we will tend to elaborate the specificities of its evolution by describing two development stories based on the collected data using the archival study method. In the first one, we will give light to some of events of essential importance of its establishment, in a time and context of communist regime that led an ethnic groups marginalization politics in a multiethnic society. Our focus will be the police actions by the government of the time in order to brutally crush the pro-University civic movement, which led to murder and imprisoning of Albanian intellectuals, professors and youngsters, but with unsuccessful epilogue. Subsequently, we will present the second story of this major national project: from the moment if its institutional legalization in 2004 to the present. Today, this university represents the nucleus of the Albanian emancipation in RNM, by promoting social, multicultural and especially scientific and academic values. At the end we will emphasize the vision, strengths of this University, such are women empowering, intercultural dialogue and its internationalization.

By the case of the economic development of Great Britain, the hypothesis was verified that innovations at the macroeconomic level should accelerate economic growth and at the same time reduce development risks, stabilizing this growth, reducing its fluctuations under the influence of market factors. The economic development of Great Britain is investigated in 25 economic cycles for the period from 1830-2020. Economic development was investigated according to the parameters of economic growth and development risk in each of the considered cycles. Four types of economic development policy are theoretically described in terms of the dynamics of changes in growth and risk between the previous and subsequent cycles including progressive, regressive, aggressive and conservative. In relation to the identified periods of progressive development policy in Great Britain, the institutional innovations that led to this type of development were investigated. Among them was the great economic reform of the early Victorian era, the course of social or new liberalism and the popular budget before the First World War, the activities of the first Labor government immediately after this war, economic recovery after World War II in combination with the Marshall plan and nationalization, the era of the Conservatives and the politics of New Labor at the end of the 20th century. The study showed that the implementation of authentic national culture and institutions complementary to the existing authentic culture institutions of institutional innovations leads to a simultaneous decrease in the risk of development and acceleration of economic growth, which can be considered the most favorable policy of macroeconomic management of entrepreneurial activity in order to accelerate the application of technical and commercial innovations.

The Venezuelan crisis is filling the headlines and truly deserves the world’s attention. It is a wake-up call to all as it holds relevant lessons for both developing and developed countries. The country suffers a severe humanitarian crisis. Its economy has declined at a faster pace than any other peacetime economy worldwide. Hardship and repression have led millions to flee the country creating a refugee crisis in Colombia and other neighboring countries, and millions more are expected to flee unless conditions improve. It raises serious security concerns in the whole Western Hemisphere. The country of Venezuela sits on and owns the largest oil reserves in the world. Oil helps explain the “rent-seeking” behavior that is at the root of this crisis. (“Rent-seeking” is simply getting money from the government for the oil it sells and giving little or nothing back to the government in return. -EEd) However, oil cannot be blamed for this crisis – it helped Venezuela get out of the poverty trap and become a modern democratic society in the 20th century. This crisis comes from the perverse combination of bad politics, bad policy, and corruption that besieged the country over the last 20 years. Since he was elected in 1998, Hugo Chávez paved the way to authoritarianism while making the economy more vulnerable to the ups and downs of oil prices. Chávez died in early 2013. When Nicolás Maduro, his anointed heir, was elected to succeed him, the economy was in bad shape and institutions were already weak, but problems had been papered over thanks to high oil prices and the money the government made from its sale. When oil prices were high worldwide, Venezuelan governments did not save money for possible future economic losses. When oil prices began falling in 2014 and threatened the money from “rent-seeking” by many Venezuelans, Maduro chose the road to overt authoritarianism instead of seeking to restore the basics of an open society and a prosperous economy: the rule of law, property rights, transparency, prudent fiscal and monetary policy, and essential public goods such as education, health, housing, transportation, and infrastructure. This paper is a brief history of how the present Crisis in Venezuela developed and how it can be reasonably resolved. The Venezuelan people are suffering. There are lessons here for everyone in the world (A Venezuelan and James Ausman).

Abstract The subject of unification is as vibrant as national movement even after 58 years of a fractured verdict. More than to achieve a physical conjugation it was an attempt for cultural fusion. The aspiration for linguistic unification was a part of the national discourse. The movement, which began with mystic originations, later on turned out to become communal. Political changes during 1799 A.D. and 1857 A.D. changed the fortunes of Mysore state and ultimately led to its disintegration and became the reason for this movement. The concept of unification is akin to the spirit of nationalism, against the background of colonial regime assigning parts of land to different administrative units without taking into consideration the historical or cultural aspects of that place. Kannadigas marooned in multi lingual states experient an orphaned situation got aroused with the turn of nineteenth century. The problem precipitated by the company was diluted by British when they introduced English education. Though the positive aspect like emergence of middle class is pragmatic, rise of communalism on the other hand is not idealistic. This research paper is designed to examine the polarization of castes during unification movement of Mysore State (Presently called as State of Karnataka, since 1973, which was termed Mysore when integrated) which came into being in 1956 A.D. Most of the previous studies concentrate on two aspects viz ideological discourse and organizational strategies adopted to gain Unification. The course of the unifi cation movement and role of Congress party dominates such studies while some of them concentrate on the leaders of the movement. Other studies are ethnographical in nature. ‘Community Dominance and Political Modernisation: The Lingayats’ written by Shankaragouda Hanamantagouda Patil is a classic example. Mention may be made here of an recent attempt by Harish Ramaswamy in his ‘Karnataka Government and Politics’ which has covered almost all aspects of emergence of Karnataka as a state but communal politics during unification movement has found no place. ‘Rethinking State Politics in India: Regions within Regions’ is an edited book by Ashutosh Kumar which has articles on ‘Castes and Politics of Marginality’ where a reference is made to caste associations and identity politics of Lingayats, but the area of study is neighboring Maharashtra and not Karnataka. Though it contains two articles on Karnataka its subject matter doesn’t pertain to this topic. One more important effort is by ‘Imagining Unimaginable Communities: Political and Social Discourse in Modern Karnataka’ where the author Raghavendra Rao thinks Karnataka and India as two unimaginable communities and discuss primarily the founding moments of negotiation between the discourses of Indian nationalism and Kannada linguistic nationalism. It is more an intellectual history and throws light on nationalism in a colonial context. Mostly studies concentrate on either the course or the leaders of the movement. Invariably congress as an organization finds place in all studies. But the blemish of such studies is a lesser concentration on activities of major socio cultural groups. The role of socio cultural groups assumes importance because of the milieu at the beginning of 20th century which annunciated a wave of social changes in the state. It is a known fact that the movement for linguistic state was successful in bringing a political integration of five separate sub regions but failed to unite people culturally. This concept of unification which is akin to the spirit of nationalism got expressed at the regional level in the sense of respect for once own culture, language and people. In case of Karnataka this expression had political overtones too which is expressed by some who fought for it (Srinivas & Narayan, 1946 ). Most of the early leaders of unification movement (and for that matter even movement for independence too can be cited here) belonged to one particular caste, and with passing of time has led to the notion of domination of that caste over the movement. This paper tries to give justice in a limited way by giving legitimate and adequate recognition for those castes which deserves it and do away with misconceptions. Two concepts political modernization and social mobility are used. The later derives its existence from the former in this case. The data used here is primarily gained from news papers and secondary sources like books and interviews given by participants. No hypothesis is tested nor any theory is developed in this attempt but historical materials are examined in the light of modernity. The key problem discussed here is emergence of communal politics and the role of social groups in unification. Biases of regionalism, caste and class have been overcome by rational thinking.

History, nation and nationalism: The evolution of the mission of Chinese museums in the context of the contemporary museum “fever” in the People’s Republic of ChinaThe peculiar “museum boom” in the People’s Republic of China PRC attracts much attention from Western researchers. This phenomenon is undoubtedly linked to the cultural shift towards national and cultural heritage promoted by the authorities, which in turn is an important element of the nationalist political ideology. This policy is becoming more and more important in the last three decades of the reform and opening-up period. Museums, like the concept of a “nation” and the nationalist ideology, came to China from the West at about the same time and in a similar political and intellectual context, which meant that the museums quickly became entangled in politics and propaganda. This situation, strengthened even further in the communist period, led to the creation of a very specific form of state-controlled museology. Nowadays, museums and associated thematic parks play a key role in the strategy of developing the culture of the Chinese government, the project of “management and social order.” In this context, these institutions form part of an important mission entrusted to them by the party — the mission of building a new cultural and historical narrative serving the needs of the “new China.” The mission of various types of museums in contemporary China is shaped by overlapping political, economic, ideological and even moral dimensions. It is an important element of the soft power of modern China, which is also an important global symbol of China, attracting millions of foreign tourists a year. In this dimension, the museum’s mission is significantly expanded, it becomes a tool for building an international position and prestige. The aim of the article was to look at the history of Chinese museums in the 20th century in the context of continuity and changeability of the missionary dimension of their functioning, and to conduct a critical analysis of this missionary dimension in the unique conditions of “capitalism with Chinese characteristics” in the contemporary PRC.

The article highlights the main life milestones of Symon Petliura, a Ukrainian statesman, one of the founders of the UPR army and a public figure, reveals his contribution to the development of spirituality and scientific heritage of our society. National idea always took centre stage in his life and work. Symon Petliura had a pen-chant for art, writing, and theatre. Being fond of Ukrainian antiquity and song creativity, he thoroughly investigated the history of Ukrainian culture. In the critical period of the Ukrainian revolution, he was destined to become the head of state and fight for freedom and independence of the people. The personality of Symon Petliura is inseparable from the history of the Ukrainian army, to which he contributed a lot of effort and energy. His contribution at the time of stormy military activities is especially striking, given that Symon Petliura had no special military education. Still, it was he who was able to understand the importance of Ukraine’s own armed forces and their role in the struggle for statehood. In his capacity as Head of State and Supreme Commander of the UPR Army, Symon Petliura served as a model for his contemporaries and successors and a prominent example of ardent struggle for his country. This struggle was not successful due to the prevailing forces of the external fronts and the Ukrainian forces were too fragmented altogether. Ukraine was faced with an array of complex problems and unforeseen circumstances, which could not be dealt with even by the most brilliant masters of the then world politics. Nonetheless, he did not lose faith in the revival of Ukraine as an independent state. Even in exile, Symon Petliura continued to be a guide for his people through his diplomatic services trying to maintain the international legal status of the government of the UPR in exile. Symon Petliura is an undisputed and uncompromising leader of the national liberation struggle. His name went down in Ukrainian history as one of the outstanding figures of the 20th century. Abstract:
The article seeks to study a new period in the typological characteristics of language situations related to the functions of the Ukrainian language. The purpose of the article is to analyze the changes in the language situation and the causal interaction of social functions of languages used by the indigenous Ukrainian population on the outskirts of ethnically Ukrainian territory of Kholmshchyna and Pidliashshia in 1815–1915. In order to reach this goal, the author reveals the political factors that led to a variety of language situations, communicative practices, and assimilation processes. The analysis is based on the results of interdisciplinary research on the history, politics, and culture of Kholmshchyna and Pidliashshia, as well as the works on historical sociolinguistics. The sources of analysis include travel records, memoirs, and documents, to which the method of sociolinguistic interpretation and reinterpretation is applied, as well as comparative and biographical methods, elements of discourse analysis. The results testify to three geopolitical influences that changed the directions of development of the language situation: the transition of territories within the Kingdom of Poland to the Russian Empire in 1815; military actions on the territory of Kholmshchyna and Pidliashshia during the First World War in 1914– 1915; the arrival of the new occupation authorities in 1915. In early 20th century, there was a decrease in the number of native speakers of the Ukrainian language: after the permitted conversion from Orthodoxy to the Roman Catholic faith under the tsarist law of 1905 and in connection with the deportation in 1915. Communicative practices of Ukrainians in different spheres of life included a combination of languages: colloquial Ukrainian and Polish, literary Polish, Russian and occasionally Ukrainian, Church Slavonic with Ukrainian and Russian pronunciations, and the German language. Based on the assimilative interaction of the languages, it might be suggested that the life of Ukrainians took place in the face of Polonization. This was particularly a manifestation of the resistance of the Polish and non-Polish population to the tsarist government as an occupation after the uprisings of 1831 and 1863–64, and after 1875, and Russification as a result of the planned conversion of Greek Catholics to Orthodoxy, the creation of new educational institutions and separation on the basis of Lublin and Siedlce Voivodeships

In recent years, the history of World War II has transformed into a battlefield in its own right in the ‘war of memory’. Besides the clear fact that the current attempts to revise the results of this war reflect the contemporary international tensions, yet another factor should be noted. The ‘shadow’ of the Second World War appears to be very long. It manifests itself not only in the contemporary system of international relations, but also in the fact that we still view the world around through the prism of concepts that appeared during the state of war and still bear its mark. Particularly, the concept of national security. This paper examines the emergence and development of this concept in the United States. The author notes that although the concept of national security existed throughout the 20th century, before World War II it was identified primarily with the defense of the state. The paper examines how lessons of the Second World War led to a rethinking of this concept, and how approaches to national security evolved during the war and immediately after it. Special attention is given to discussions that preceded the adoption of the National Security Act of 1947, as well as to its initial results. The author demonstrates that the national security concept was based on a fundamental recognition of the existence of a special state between peace and war. For successful functioning within this state, the government needs to rely on a wide range of tools of both economic and military-political and ideological nature. Based on the lessons from the war, national security was viewed as an ‘overarching structure’, aimed not only at integrating various components of the state’s policy, but also at eliminating any contradictions that may arise between them. On the other hand, the author emphasizes that from the very beginning the national security concept had a pronounced proactive, offensive and expansionist character. Being considered as an antipode to the concept of collective security, this concept reflected the will of the US elites not only to get integrated in the existing system of international relations, but to create a new one, which would be based on the American values and would ensure the stable functioning of the US economy. The author concludes that it is precisely the multidimensionality of the national security concept caused by the multidimensional nature of the challenges of World War II that explains its continued relevance for the study of world politics.

The purpose of the article: to consider the process of strengthening of political requirements, the radicalization of the student movement at universities in the under Russian Ukraine. In modern literature, in our opinion, such questions as the level of schism among students, in particular, the role of the so-called “Academics”, excessive radicalism in assessing professions, the negative impact on the left of radical left parties. Methods: historical-structural, paradigmal, etc. Main results. This article is devoted to the scientific analysis of student disorders in the universities of pre-revolutionary under Russian Ukraine (St. Vladimir University in Kyiv, Novorossiysk University in Odessa, Kharkov University) during the critical period of the 90’s of the 19th and the beginning of the 20th centuries. Using the historical comparative system-structural research methods, an analysis of the evolution of student disorders was conducted during this period; the reasons for substantial changes were revealed. Comparing the students’ requirements of the 60’s when their demands were mostly connected with the academic points, protest movements even of such content became more catastrophic. For example, the Student Judicial Commission stated that it was illegal to award a scientific degree of Doctor of Chemistry to Professor I. P. Osipov, a well-known specialist of Kharkiv University on theoretical inorganic and organic chemistry (in particular, the thermo-chemistry of solution chemistry) in analytical chemistry and pharmacology, the expert on forensic expertise in cases of arsons and fakes. Similarly, the injustice a part of the students shown to Professor O. O. Einhelman (St. Vladimir University) petitioning in courts protecting rights of regular citizens, orphans and a future author of Ukraine Constitution project 1918. The third students’ congress in the beginning of 1896 firstly appeared the slogan of support for the working class. Events of February 1899 when security guards bitten students of Saint-Petersburg University became a kind of watershed after which the opportunity for effective dialogue between the authorities and students narrowed to the limit. Reasons for the rise of radicalism today are known domination of atheistic worldview of the most part of student youth, promotion of left parties, belief in socialism, as a panacea youth minimalism and intolerance to evolutionary politics falling family influence lack of an effective education system in universities. The Rules for students of 1895 forbidden student reading houses, kitchenettes, holding theatrical performances, balls. There were illegal public speeches, fraternity, cash fees, lithographic content of lectures without the permission of professors, etc. It was allowed to create a student’s family as an exception since May 18, 1898, but only with the consent of the director of educational establishment or rector. On the other hand system of material assistance to a poor student was operating; scholarship funds; practice; exemption from payment for studies; dormitories were built. These benefits were denied to Jew students that often made them the most active protesters. The Academic Council of Kharkiv University believed that the students’ disorders were due to the lack of a university professorial disciplinary court, which had disconnected from professors. Mention that after the assassination by student Karpovich the Minister of Education Bogolepov the government made concessions by adopting on December 22, 1901, “Provisional rules for the organization of student institutions in higher educational institutions”. Then on August 24, 1902, the provisional rules were approved for the activities of the professorial disciplinary court, which worked closely. Well, the influence of radical parties of students’ disbelief in the evolutionary principle of the development of disunity of “academics”, so called students who did not want to participate in disorders led to a new round of rebels. Thus, by the beginning of 1905, the students became a “flammable material” that took an active part in the revolutionary events of the beginning of the XX century. The practical significance of the article lies in the possibility of its use in the preparation of historical and pedagogical manuals. A certain originality is the widespread use of archival sources. Scientific novelty. For the first time, concrete examples show the mosaic complexity of student speeches, including those overly radical and largely deeply erroneous decisions that can be explained not only by the inexperience of young people, but also by the peculiarities of the then social and political situation. Is the Second Amendment immutable amid post-1791 realities? Has morality lost its place in American politics? Was the rights prescribed under 2nd Amendment vested on the individuals as construed impliedly or on the people as expressly stipulated in the constitution? And why has America with the most sophisticated military and intelligence architecture in the world failed to demonstrate the capability to contain sectarian killings in the land? The paper submits that the Gun Control Debate lays bare, one of the internal cleavages within the American political and social system, a nation so admired not just by her military, economic and diplomatic clout but also by the valued she stresses and defend world over: freedom, justice, equality and global peace, ideals for which the United States supplanted pax-Britanica for Pax-Americana. The appalling antecedents of gun killings in America knows no rank with 11 presidential assassination attempts for which four American presidents died: Abraham Lincoln (1865), James Garfield (1881); William McKinley (1901) John F Kennedy (1963) with Theodore Roosevelt and Ronald Reagan seriously injured in the 1912 and 1981 assassination attempts. The quartet presidential assassins: John Wilkes Booth; Charles J. Guiteau; Leon Czolgosz and Lee Harvey Oswald were all some of the first high profile abusers of the 2nd Amendment and the gun rights it granted. The death of Dr. Martin Luther King, Malcolm X among many also resonates one of the foundational flaws of a nation globally reputed as the policeman of the earth. When will this trend ever end?.Millions have gone yet there seems to be hyper-partisanship about the Gun Control Question. This political cleavage represents a failure of the present generation of the political elites, the people and the American institutions to rise above and repeal the frailty of the 2nd Amendment, couched in one of the most nebulous languages in constitutional framings since the first ten Amendment to the world’s first-ever written constitution was ratified on 15 December 1791.The lessons from the government response to the Gun Question never placed America as a society developing societies should aspire to become, it is totally antithetical to the admirable values known about the greatest nation since the collapse of Nazism, Fascism and in the last decade of the 20th Century Communism for which in the submissions of Francis Fukuyama, Liberal Democracy became the Last Man metaphorically outlasting all other contending ideological contemporaries thus: “The End History”. The moral, spiritual, political leaders of America must converge on one front on the Gun Question, the Republicans must not hide under conservative garb and watch the blood of innocent generation of Americans been wasted by abusers of the Second Amendment. The appropriate measures to put a permanent lid on the mindless gun-related deaths must be carried out. The Democrats must forge a bipartisan consensus to arrest the moral drift in the land under the guise of the 2nd Amendment’s immutability clause: “shall not be infringed upon”. American political leaders must not under whatever guise send the wrong signal to the international community that will characterize the state as a policeman that cannot police his home, Charity begins at home, it is contradictory, antithetical and undermined every value upon which America prides herself under the rubric Pax-Americana. Historical antecedents show that the National Rifle Association is a shadow of itself, haven being skewed from its original goal to promote martial qualities and marksmanship to a lobbyist group without conscience for humanity. The American Institutions must live up to their mandate to tame the sinister and overbearing influence of the group. To the political leaders of the land the patriots of the 1775 Revolution fought for a land of the free it is your bounden duty to ensure their labor never be in vain: Lincoln was conscious of this during the heady days as was Andrew John who put their differences aside to restore national psyche, President Trump must not trade the blood of the children of America with his 2020 presidential re-election ambition as the NRA pro-Trump for 2020 billboards suggests. The Gun-Control debates further lays bare one of the antinomies of American Conservatism “being pro-life, anti-abortion and at the same time, pro-gun” as the abuses and defense of the 2nd Amendment represent one of the Ideological conspiracies against under the garb of Classical Liberalism propagated by contemporary votaries of American conservatism.

Abstract:
Social innovations are activities aiming at implementation of social objectives, including mainly the improvement of life of individuals and social groups, together with public policy and management objectives. The essay indicates and discusses the most important contemporary problems, solving of which requires social innovations. Social innovations precondition the progress of civilisation. The world needs not only new technologies, but also new solutions of social and institutional nature that would be conducive to achieving social goals. Social innovations are experimental social actions of organisational and institutional nature that aim at improving the quality of life of individuals, communities, nations, companies, circles, or social groups. Their experimental nature stems from the fact of introducing unique and one-time solutions on a large scale, the end results of which are often difficult to be fully predicted. For example, it was difficult to believe that opening new labour markets for foreigners in the countries of the European Union, which can be treated as a social innovation aiming at development of the international labour market, will result in the rapid development of the low-cost airlines, the offer of which will be available to a larger group of recipients. In other words, social innovations differ from economic innovations, as they are not about implementation of new types of production or gaining new markets, but about satisfying new needs, which are not provided by the market. Therefore, the most important distinction consists in that social innovations are concerned with improving the well-being of individuals and communities by additional employment, or increased consumption, as well as participation in solving the problems of individuals and social groups [CSTP, 2011]. In general, social innovations are activities aiming at implementation of social objectives, including mainly the improvement of life of individuals and social groups together with the objectives of public policy and management [Kowalczyk, Sobiecki, 2017]. Their implementation requires global, national, and individual actions. This requires joint operations, both at the scale of the entire globe, as well as in particular interest groups. Why are social innovations a key point for the progress of civilisation? This is the effect of the clear domination of economic aspects and discrimination of social aspects of this progress. Until the 19th century, the economy was a part of a social structure. As described by K. Polanyi, it was submerged in social relations [Polanyi, 2010, p. 56]. In traditional societies, the economic system was in fact derived from the organisation of the society itself. The economy, consisting of small and dispersed craft businesses, was a part of the social, family, and neighbourhood structure. In the 20th century the situation reversed – the economy started to be the force shaping social structures, positions of individual groups, areas of wealth and poverty. The economy and the market mechanism have become independent from the world of politics and society. Today, the corporations control our lives. They decide what we eat, what we watch, what we wear, where we work and what we do [Bakan, 2006, p. 13]. The corporations started this spectacular “march to rule the world” in the late 19th century. After about a hundred years, at the end of the 20th century, the state under the pressure of corporations and globalisation, started a gradual, but systematic withdrawal from the economy, market and many other functions traditionally belonging to it. As a result, at the end of the last century, a corporation has become a dominant institution in the world. A characteristic feature of this condition is that it gives a complete priority to the interests of corporations. They make decisions of often adverse consequences for the entire social groups, regions, or local communities. They lead to social tensions, political breakdowns, and most often to repeated market turbulences. Thus, a substantial minority (corporations) obtain inconceivable benefits at the expense of the vast majority, that is broad professional and social groups. The lack of relative balance between the economy and society is a barrier to the progress of civilisation. A growing global concern is the problem of migration. The present crisis, left unresolved, in the long term will return multiplied. Today, there are about 500 million people living in Europe, 1.5 billion in Africa and the Middle East, but in 2100, the population of Europe will be about 400 million and of the Middle East and Africa approximately 4.5 billion. Solving this problem, mainly through social and political innovations, can take place only by a joint operation of highly developed and developing countries. Is it an easy task? It’s very difficult. Unfortunately, today, the world is going in the opposite direction. Instead of pursuing the community, empathic thinking, it aims towards nationalism and chauvinism. An example might be a part of the inaugural address of President Donald Trump, who said that the right of all nations is to put their own interests first. Of course, the United States of America will think about their own interests. As we go in the opposite direction, those who deal with global issues say – nothing will change, unless there is some great crisis, a major disaster that would cause that the great of this world will come to senses. J.E. Stiglitz [2004], contrary to the current thinking and practice, believes that a different and better world is possible. Globalisation contains the potential of countless benefits from which people both in developing and highly developed countries can benefit. But the practice so far proves that still it is not grown up enough to use its potential in a fair manner. What is needed are new solutions, most of all social and political innovations (political, because they involve a violation of the previous arrangement of interests). Failure to search for breakthrough innovations of social and political nature that would meet the modern challenges, can lead the world to a disaster. Social innovation, and not economic, because the contemporary civilisation problems have their roots in this dimension. A global problem, solution of which requires innovations of social and political nature, is the disruption of the balance between work and capital. In 2010, 400 richest people had assets such as the half of the poorer population of the world. In 2016, such part was in the possession of only 8 people. This shows the dramatic collapse of the balance between work and capital. The world cannot develop creating the technological progress while increasing unjustified inequalities, which inevitably lead to an outbreak of civil disturbances. This outbreak can have various organisation forms. In the days of the Internet and social media, it is easier to communicate with people. Therefore, paradoxically, some modern technologies create the conditions facilitating social protests. There is one more important and dangerous effect of implementing technological innovations without simultaneous creation and implementation of social innovations limiting the sky-rocketing increase of economic (followed by social) diversification. Sooner or later, technological progress will become so widespread that, due to the relatively low prices, it will make it possible for the weapons of mass destruction, especially biological and chemical weapons, to reach small terrorist groups. Then, a total, individualized war of global reach can develop. The individualisation of war will follow, as described by the famous German sociologist Ulrich Beck. To avoid this, it is worth looking at the achievements of the Polish scientist Michał Kalecki, who 75 years ago argued that capitalism alone is not able to develop. It is because it aggressively seeks profit growth, but cannot turn profit into some profitable investments. Therefore, when uncertainty grows, capitalism cannot develop itself, and it must be accompanied by external factors, named by Kalecki – external development factors. These factors include state expenses, finances and, in accordance with the nomenclature of Kalecki – epochal innovations. And what are the current possibilities of activation of the external factors? In short – modest. The countries are indebted, and the basis for the development in the last 20 years were loans, which contributed to the growth of debt of economic entities. What, then, should we do? It is necessary to look for cheaper solutions, but such that are effective, that is breakthrough innovations. These undoubtedly include social and political innovations. Contemporary social innovation is not about investing big money and expensive resources in production, e.g. of a very expensive vaccine, which would be available for a small group of recipients. Today’s social innovation should stimulate the use of lower amounts of resources to produce more products available to larger groups of recipients. The progress of civilisation happens only as a result of a sustainable development in economic, social, and now also ecological terms. Economic (business) innovations, which help accelerate the growth rate of production and services, contribute to economic development. Profits of corporations increase and, at the same time, the economic objectives of the corporations are realised. But are the objectives of the society as a whole and its members individually realised equally, in parallel? In the chain of social reproduction there are four repeated phases: production – distribution – exchange – consumption. The key point from the social point of view is the phase of distribution. But what are the rules of distribution, how much and who gets from this “cake” produced in the social process of production? In the today’s increasingly global economy, the most important mechanism of distribution is the market mechanism. However, in the long run, this mechanism leads to growing income and welfare disparities of various social groups. Although, the income and welfare diversity in itself is nothing wrong, as it is the result of the diversification of effectiveness of factors of production, including work, the growing disparities to a large extent cannot be justified. Economic situation of the society members increasingly depends not on the contribution of work, but on the size of the capital invested, and the market position of the economic entity, and on the “governing power of capital” on the market. It should also be noted that this diversification is also related to speculative activities. Disparities between the implemented economic and social innovations can lead to the collapse of the progress of civilisation. Nowadays, economic crises are often justified by, indeed, social and political considerations, such as marginalisation of nation states, imbalance of power (or imbalance of fear), religious conflicts, nationalism, chauvinism, etc. It is also considered that the first global financial crisis of the 21st century originated from the wrong social policy pursued by the US Government, which led to the creation of a gigantic public debt, which consequently led to an economic breakdown. This resulted in the financial crisis, but also in deepening of the social imbalances and widening of the circles of poverty and social exclusion. It can even be stated that it was a crisis in public confidence. Therefore, the causes of crises are the conflicts between the economic dimension of the development and its social dimension. Contemporary world is filled with various innovations of economic or business nature (including technological, product, marketing, and in part – organisational). The existing solutions can be a source of economic progress, which is a component of the progress of civilisation. However, economic innovations do not complete the entire progress of civilisation moreover, the saturation, and often supersaturation with implementations and economic innovations leads to an excessive use of material factors of production. As a consequence, it results in lowering of the efficiency of their use, unnecessary extra burden to the planet, and passing of the negative effects on the society and future generations (of consumers). On the other hand, it leads to forcing the consumption of durable consumer goods, and gathering them “just in case”, and also to the low degree of their use (e.g. more cars in a household than its members results in the additional load on traffic routes, which results in an increase in the inconvenience of movement of people, thus to the reduction of the quality of life). Introduction of yet another economic innovation will not solve this problem. It can be solved only by social innovations that are in a permanent shortage. A social innovation which fosters solving the issue of excessive accumulation of tangible production goods is a developing phenomenon called sharing economy. It is based on the principle: “the use of a service provided by some welfare does not require being its owner”. This principle allows for an economic use of resources located in households, but which have been “latent” so far. In this way, increasing of the scope of services provided (transport, residential and tourist accommodation) does not require any growth of additional tangible resources of factors of production. So, it contributes to the growth of household incomes, and inhibition of loading the planet with material goods processed by man [see Poniatowska-Jaksch, Sobiecki, 2016]. Another example: we live in times, in which, contrary to the law of T. Malthus, the planet is able to feed all people, that is to guarantee their minimum required nutrients. But still, millions of people die of starvation and malnutrition, but also due to obesity. Can this problem be solved with another economic innovation? Certainly not! Economic innovations will certainly help to partially solve the problem of nutrition, at least by the new methods of storing and preservation of foods, to reduce its waste in the phase of storage and transport. However, a key condition to solve this problem is to create and implement an innovation of a social nature (in many cases also political). We will not be able to speak about the progress of civilisation in a situation, where there are people dying of starvation and malnutrition. A growing global social concern, resulting from implementation of an economic (technological) innovation will be robotisation, and more specifically – the effects arising from its dissemination on a large scale. So far, the issue has been postponed due to globalisation of the labour market, which led to cheapening of the work factor by more than ten times in the countries of Asia or South America. But it ends slowly. Labour becomes more and more expensive, which means that the robots become relatively cheap. The mechanism leading to low prices of the labour factor expires. Wages increase, and this changes the relationship of the prices of capital and labour. Capital becomes relatively cheaper and cheaper, and this leads to reducing of the demand for work, at the same time increasing the demand for capital (in the form of robots). The introduction of robots will be an effect of the phenomenon of substitution of the factors of production. A cheaper factor (in this case capital in the form of robots) will be cheaper than the same activities performed by man. According to W. Szymański [2017], such change is a dysfunction of capitalism. A great challenge, because capitalism is based on the market-driven shaping of income. The market-driven shaping of income means that the income is derived from the sale of the factors of production. Most people have income from employment. Robots change this mechanism. It is estimated that scientific progress allows to create such number of robots that will replace billion people in the world. What will happen to those “superseded”, what will replace the income from human labour? Capitalism will face an institutional challenge, and must replace the market-driven shaping of income with another, new one. The introduction of robots means microeconomic battle with the barrier of demand. To sell more, one needs to cut costs. The costs are lowered by the introduction of robots, but the use of robots reduces the demand for human labour. Lowering the demand for human labour results in the reduction of employment, and lower wages. Lower wages result in the reduction of the demand for goods and services. To increase the demand for goods and services, the companies must lower their costs, so they increase the involvement of robots, etc. A mechanism of the vicious circle appears If such a mass substitution of the factors of production is unfavourable from the point of view of stimulating the development of the economy, then something must be done to improve the adverse price relations for labour. How can the conditions of competition between a robot and a man be made equal, at least partially? Robots should be taxed. Bill Gates, among others, is a supporter of such a solution. However, this is only one of the tools that can be used. The solution of the problem requires a change in the mechanism, so a breakthrough innovation of a social and political nature. We can say that technological and product innovations force the creation of social and political innovations (maybe institutional changes). Product innovations solve some problems (e.g. they contribute to the reduction of production costs), but at the same time, give rise to others. Progress of civilisation for centuries and even millennia was primarily an intellectual progress. It was difficult to discuss economic progress at that time. Then we had to deal with the imbalance between the economic and the social element. The insufficiency of the economic factor (otherwise than it is today) was the reason for the tensions and crises. Estimates of growth indicate that the increase in industrial production from ancient times to the first industrial revolution, that is until about 1700, was 0.1-0.2 per year on average. Only the next centuries brought about systematically increasing pace of economic growth. During 1700- 1820, it was 0.5% on an annual average, and between 1820-1913 – 1.5%, and between 1913-2012 – 3.0% [Piketty, 2015, p. 97]. So, the significant pace of the economic growth is found only at the turn of the 19th and 20th century. Additionally, the growth in this period refers predominantly to Europe and North America. The countries on other continents were either stuck in colonialism, structurally similar to the medieval period, or “lived” on the history of their former glory, as, for example, China and Japan, or to a lesser extent some countries of the Middle East and South America. The growth, having then the signs of the modern growth, that is the growth based on technological progress, was attributed mainly to Europe and the United States. The progress of civilisation requires the creation of new social initiatives. Social innovations are indeed an additional capital to keep the social structure in balance. The social capital is seen as a means and purpose and as a primary source of new values for the members of the society. Social innovations also motivate every citizen to actively participate in this process. It is necessary, because traditional ways of solving social problems, even those known for a long time as unemployment, ageing of the society, or exclusion of considerable social and professional groups from the social and economic development, simply fail. “Old” problems are joined by new ones, such as the increase of social inequalities, climate change, or rapidly growing environmental pollution. New phenomena and problems require new solutions, changes to existing procedures, programmes, and often a completely different approach and instruments [Kowalczyk, Sobiecki, 2017].

Since the late 20th century, Germany’s federal science policy has shifted towards an emphasis on commercialization and/or applicability of academic research. University researchers working within such strategic funding schemes then have to balance commitments to their government commission, their research, and their academic careers, which can often be at odds with each other. Drawing on an ethnographic study of the development of a ‘smart’ video surveillance system, I analyze some of the strategies which have helped a government-funded, transdisciplinary group of researchers to navigate conflicting expectations from their government, academia, and the wider public in their everyday work. To varying degrees, they managed to align conflicting expectations from the government and their departments by tailoring research problems which were able to travel across different social worlds. By drawing attention to work practices ‘on the ground’, this article contributes ethnographic detail to the question of how researchers construct scientific problems under pressures to make their work relevant for societal and commercial purposes.

This development was a consequence of the further technical development of money from coins to paper money and book money together with changes in the monetary regime or constitution ruling supply and control of money. Sustained inflation has always been a mone-tary phenomenon in the sense that the increase of the money supply is a necessary condition for its occurrence. Moreover, if an increase of the money supply is permanently outstripping the growth of real gross domestic product it is also a sufficient condi-tion for inflation. But that is not the whole story. For it has still to be asked which are the factors and institutional settings that allow the excessive growth of the money supply. And here historical evidence provides a clear answer (Figure 1). During the rule of the gold and silver standards until the outbreak of the World War I or after the restoration of it until the Great Depression of the 1930s no upward trend of the price level, but only long-term swings can be observed. But after the demise of the convertibility of banknotes into gold at a fixed parity and thus the introduction on a discretionary paper money standard the price level rises dramatically even in the respective developed countries.
