Abstract:
Employee absenteeism is a global management problem that affects organizational productivity, profits, justice, and employee motivation. A Zambian government agency has little knowledge about absenteeism and the lived experiences of clients regarding staff absenteeism and service delivery. The purpose of this qualitative phenomenological study was to explore employee absenteeism and service delivery through the lens of McGregor's theory x. The research question was about the lived experiences of the agency's clients regarding absenteeism and service delivery. The data were collected through semistructured interviews of 22 purposefully selected clients of the Zambian government agency and were analyzed using the van Kaam method. Findings indicated that health issues of staff and relatives, funerals, alcoholism, demotivation, lack of staff transport, chronic fatigue, staff shortages, poor working conditions and salaries, poor supervision, school runs, laziness and indiscipline, and the transfer of staff affected absenteeism. Absenteeism caused organizational financial losses, inefficiency, reduced productivity, delayed service delivery, damaged the organization's reputation, and created client stress, frustration, and hopelessness. Absenteeism can be significantly reduced by close collaboration between the managers and their subordinates through increased employee engagement, improved incentive rewards programs, and a better understanding of the effects of work-€related stress. Positive social change through the reduction of absenteeism in government agencies can enhance the quality of public services in critical public sectors such as education, health, social welfare, labor, and agriculture.

Abstract:
This thesis explores the delegitimation concept in an electoral authoritarian context by studying how religious institutions seek to delegitimise the autocratic tendencies of the government. The thesis conducts a case study of the main religious institutions in Zambia, where the response to the authoritarian practices by the government is analysed and reviewed through a qualitative textual analysis. Newspaper articles and written statements by the churches are the central material for the study. The results of the analysis show that during the period of 2016-2020, the main religious institutions have been highly critical of the actions by the government and openly criticised them through public progressive statements as well as rejected to join activities that were hosted or organised by the government. However, the results also show that the response has been divided among the otherwise unified religious actors, where some churches have been less bold in their criticism and rejection of the government. While still regarded as a strong response to authoritarian practices, this split in response does denote that the main religious institutions’ efforts to delegitimise the government is in some sense weakened.

Resumo: De acordo com (CSO-LFS 2012), o governo da República da Zâmbia formula políticas empregatícias para melhorar as relações e condições de trabalho. Essas políticas também têm como objetivo reduzir a pobreza através da criação de empregos decentes para os cidadãos (CSO-LFS 2012). Para que as políticas sejam relevantes, o governo realiza avaliações econômicas através de diversos meios, como a condução de pesquisas sobre a força de trabalho (LFS), monitoramento das condições de vida (LCMS), monitoramento da performance econômica e outras iniciativas socioeconômicas relacionadas. Além disso, o governo também promove a educação para seus cidadãos uma vez que está consciente de que uma força de trabalho instruída e essencial para o desenvolvimento econômico (CSO-LFS, 2012). O fomento ao investimento local e estrangeiro em vários setores é também uma importante política que qualquer governo deveria implementar tendo em vista a criação de empregos decentes e redução da pobreza. Como argumenta Amartya Sem, o crescimento econômico se dá através do desenvolvimento das capacidades. De acordo com (Layard 2004; Offer 2006; Wilkinson and Picket 2010), o crescimento do PIB tem se mostrado uma referência inadequada do progresso social a parece exercer pouco ou nenhum impacto no bem-estar social. Essa visão é amparada pela noção de "desenvolvimento como liberdade" de Sem, que implica que as pessoas só desfrutam de liberdade genuína quando ela é baseada na segurança econômica e social. De acordo com o painel de especialistas na Comissão de Mensuração do Desempenho Econômico e Progresso social nomeado por Nicolas Sarkozy, ex-presidente da França, os termos de referência não aceitam que os cidadãos se adaptem às exigências da economia, mas sim que a economia seja remodelada para servir aos interesses dos cidadãos. De acordo com `Failure of a Model¿ de Ron Blackwell e David Coates, um estado democrático deve permanecer como um agente econômico indispensável, fornecendo serviços públicos de qualidade, desempenhando o papel de regulador, preparando o palco para os agentes econômicos e intervindo (através de políticas fiscais ou monetárias) de modo a acalmar os impulsos especulativos ou controlar uma recessão (ILO - IJLR, 2012). Também existe, como Tim Page coloca em seu trabalho, um forte argumento a favor da implementação e desenvolvimento por parte do governo de políticas industriais ativas, através da criação de marcos regulatórios claros, que forneçam capital que não venha diretamente do mercado aberto para o investimento. Por exemplo, US$ 750 milhões foram captados no mercado de capitais em 2012 para a realização de programas governamentais que visavam melhorias nas estradas públicas e na infraestrutura ferroviária, com o objetivo de alavancar o desenvolvimento social e econômico na Zâmbia
Abstract: According to (CSO-LFS 2012), the Government of the Republic of Zambia formulates employment and labour policies to improve workers¿ and employers¿ labour relations and employment conditions. These policies are also aimed at reducing poverty by the creation of decent jobs for the citizens (CSO-LFS 2012). In order to make relevant policies, the Government carries out assessments on the economy through various means such as conducting the Labour Force Surveys (LFS), Living Conditions Monitoring Surveys (LCMS), economic performance monitoring programs and other related socioeconomic initiatives. In addition, the Government also promotes education for its citizens as it realizes that an educated labour force is essential for economic development (CSO-LFS, 2012). The promotion of both local and foreign investment in various sectors is also an important policy any government should implement with a view to creating decent jobs and reduce poverty. As Amartya Sen has opined, economic growth has to be for the purpose and the most straightforward way of characterizing that goal is to say that citizens must be able to acquire the capabilities and that they need to choose lives that they have reasons to value (Sen, 1999). According to (Layard 2004; Offer 2006; Wilkinson and Picket 2010), measured increase in DGP has been seen to be inadequate benchmark of social progress and appears to have little or no impact on either happiness or life satisfaction. This view is supported by Sen¿s notion of `development as freedom¿, which entails that people can enjoy genuine liberty only insofar as it is based on economic and social security. According to the panel of experts on the Commission for Measurement of Economic Performance and Social Progress appointed by Nicolas Sarkozy, the former president of France, the terms of references for the committee of experts was that the objective is not to accept the world as it is and adapt citizens to the demands of the economy, but to reshape the economy to ensure that it serves the interest of the citizens. According to the `Failure of a Model¿ by Ron Blackwell and David Coates, as part of policy activism, a democratic state must remain as an indispensable actor in the economy, playing a role of providing quality public services and as a regulator, setting the stage for market actors and intervening (either through fiscal or monetary policy) in order to cool a speculative boom or halt a recession (ILO - IJLR, 2012). There is also, as Tim Page makes in his paper, a strong case for government to develop active industrial policies by setting clear regulatory frameworks, providing capital for investments that will not be funded on the open market. For instance, the 2012 Zambia¿s US$ 750 million Euro Bond" which was sourced from `Wall Street¿ capital market for public works programmes (PWP), is meant to improve inter alia; public roads and railway infrastructure in order to help stimulate economic and social development in Zambia

Abstract:
This paper discusses reasons why democratic governance cannot be attained by the Zambian government without deliberate commitment to the maintenance of values and principles of democracy, good governance and the rule of law. Zambia prides itself to be a democratic and peaceful country. However, accountability, openness and responsiveness to the needs of citizens has been a challenge despite this great record, which has come as a result of free, fair and peaceful elections recorded consecutively since Zambia became a multi-party democracy. The partial fusion of the Executive and Legislative organs of government ably qualified by provisions of the current Constitution, makes it difficult to hold government accountable by the governed. Consequently, presidential appointment of Cabinet Ministers from Parliament equally weakens legislative ability of checking and balancing powers of the Executive. Moreover, appointment of judges by the President is another factor that punches holes in judicial independence and injures the last line of defence. It is as such imperative that the colossal presidential powers are reduced to allow a flourishing democratic society. In the view that the current Constitution does not have adequate provisions to prevent abuse of power by the Executive; this thesis has made recommendations for the Constitution to be amended to provide effective ways of balancing power between the three arms of government. This will inevitably create an environment of mutual accountability in government and construct a platform where the electorate could question irregular administrative actions.

Abstract:
Even though the West, or Global North, initiates extensive development policymaking and project activity on the African continent, this study argues that one source of major frustration between different parties entrusted to do the work arises from cognitive differences in their worldviews. These differences affect people's actions and have theological ramifications involving how we all understand meaning and reality. The study employs a case method analyzed through the lens of Alfred Schutz's sociology of knowledge theories and augmented by insights from African scholars to look at basic perceptual differences between Zambians and expatriates working on the Copperbelt Province's mines. After exploring how participants in the study interpreted various experiences, this study concludes that Zambians and expatriates were essentially living in "parallel universes" of meaning regardless of their apparently shared activities and objectives. The study further argues that viewpoints expressed by Zambian participants can be extrapolated into powerful lessons for members of civil society who are concerned about international development and the environment. Such teaching elements could especially help reshape how Americans and other Westerners understand ourselves in relation to physical creation and the cosmos as well as to those from radically different cultures. Lessons learned from the Zambian perspective could also help reinvigorate Western theological thinking, providing much needed critiques of discourses that currently dominate international development policymaking and planning and that determine value principally according to economic strategies and fulfillment of efficient, measurable objectives.

Foreign direct investment (FDI) continues to be made into Africa, as an important means of strengthening the national economies of the various countries in which it is undertaken. However, while FDI inflows continue into these economies, there has been a relative decline in FDI attractiveness into Africa as shown by Africa’s share of global FDI inflows which stood at only 4.4 per cent in 2010. One of the factors that deter FDI is political instability caused by government actions. It is noted that in some instances following a regime change, there is a repudiation of former contracts with foreign firms, increasing the risk of expropriation and thereby reducing the volume of FDI. An example of a regime change that resulted in the cancellation of contracts with foreign firms and the expropriation of property rights that had been acquired as a result of those contracts, is that which occurred in Zambia in 2012 with the [repossession] by the government of Zamtel Limited, a telecommunications company, and the termination of a concession agreement entered into by the government with Zambia Railways Limited. While the right to expropriate property of citizens is the sovereign preserve of every state (provided that such expropriation is in the public interest and is accompanied by adequate compensation for the person from whom the property is expropriated) there remain instances where states abuse this sovereign right and carry out unlawful expropriations. Although most states have legislation which regulates expropriations, there remain some gaps in domestic legislation that do not adequately safeguard the rights of persons whose property is expropriated. Unlawful and arbitrary expropriations carried out by states without impunity, are a major deterrent to FDI. It is therefore necessary to consider whether the current international law framework relating to expropriations, provides an effective means for safeguarding the interests of property owners whose property is expropriated, where domestic legislation falls short of the required standard. These considerations will in this paper be examined in the context of international commercial contracts entered into by foreign entities with governments. These considerations are further necessary in order to offer solutions to foreign investors who may find their property unlawfully expropriated as a result of political action, and who may be unable to seek proper or meaningful redress under the domestic laws of the expropriating states. Establishing the extent of the remedies that are provided by international law may seek to encourage FDI inflows into developing economies, even in the face of the real risk of political instability resulting in arbitrary or unlawful expropriations.

Abstract:
HIV/AIDS is widely spread in Zambia. Numerous organizations work to disseminate information about how individuals can prevent themselves and others from infection. Youth Vision Zambia (YVZ) is a non- governmental organization that works from Lusaka, Zambia to increase knowledge about sexual reproductive health and rights among young people aged 10-24. This qualitative case study explores which means of communication strategies YVZ uses to reach and inform their target group about Sexual Reproductive Health and Rights (SRHR) by interviewing staff working for the organization. A qualitative survey was also conducted where 29 respondents belonging to the target group answered questions regarding the information about SRHR they have received from YVZ, how they were reached and if they find the work of YVZ of importance. In order to also get a perception about the interpersonal communication channels YVZ use I attended four meetings arranged for young people where the purpose was to discuss sexual health related issues conducting participant observations. In addition, YVZ put an extensive effort on providing an SMS-short code system which allows people to send questions related to SRHR and in turn get answers from a YVZ councilor. The aim was to seek answers to whether the users had found the SMS service useful or not. The results show a variety of different communication tools that YVZ uses in their daily work and in the light of previous research on communication for development and social change and health communication an analysis was carried out.
HIV/AIDS har stor spridning I Zambia. Ett flertal organisationer jobbar med att sprida information om hur individer kan förhindra sig själva och andra att bli smittade. Youth Vision Zambia (YVZ) är en icke- statlig organisation som verkar i Lusaka, Zambia och jobbar för att öka kunskapen om sexuell reproduktiv hälsa och rättigheter (SRHR) bland unga människor i åldrarna 10-24 år. Denna kvalitativa fallstudie utforskar vilka typer av kommunikationsstrategier YVZ använder sig av för att nå ut till samt informera deras målgrupp om dessa områden. För att göra detta intervjuades personal som jobbar på organisationen. Studien ämnar också undersöka hur ungdomar som tagit del av YVZ’s information uppfattar den, om de anser den värdefull samt hur de fick kännedom om deras arbete, detta gjordes genom att utforma en kvalitativ enkät. 29 enkäter var det som i slutändan användes till sammanställningen av resultat och genomförandet av analys. YVZ jobbar även till stor grad med interaktiv kommunikation i deras arbete i att informera och engagera ungdomar vilket styrde intresset till att även genomföra deltagarobservationer. Vid fyra tillfällen blev således dessa observationer genomförda. Vidare lägger YVZ stor vikt vid att kommunicera via mobiltelefoni vilket visar sig genom deras short message system (SMS) där de erbjuder tjänsten att genom att skicka ett SMS till ett kortnummer innehållande frågor rörande SRHR och genom att göra det få svar och råd från personal från YVZ. Detta resulterade i att en SMS-enkät skickades ut innehållande endast en fråga med syfte att ta reda på om användare av tjänsten har funnit den värdefull eller ej. Resultaten som framkommit genom att tillämpa dessa metoder visar på en variation av kommunikationskanaler som YVZ använder sig av i deras dagliga arbete och i ljuset av litteratur som belyser kommunikation för utveckling och social förändring and hälsokommunikation så lägger denna studie fram en analys angående dessa.

Abstract:
The government sector forms a significant part of the economy. As such, it is important to examine the impact of government activities on the economy. This study investigates the impact of several components of government expenditure on economic growth between 2001Q1 and 2014Q4 using the vector error correction model. The study found that only expenditure on transport and gross fixed capital formation had a significant positive impact on economic growth in the short-run. In the long-run, only expenditures on transport and education had a significant impact on economic growth. However, expenditure on health has a negative, although insignificant, impact on economic growth. This result may be due to the heavy concentration of health expenditure on disease treatment rather than disease preventive measures. Spending on defense has no significant impact on economic growth. Expenditure on agriculture was found to have no significant impact on economic growth both in the short- and long-run, partly due to a heavy concentration of expenditure on price-distorting agriculture input- and output-price support programs. The findings of the study suggest that there is need to focus expenditure on increasing agricultural productivity, improving the quality of education, improving road infrastructure and expanding disease prevention measures.

When Zambia got its independence in 1964, there was neither a constitutional reference to local government nor constitutional provisions for local government finance. However, the new Zambian government inherited a relatively stable local government finance system. One year after Independence, councils operated under a new effected Local Government Act of 1965. The period 1965 to 1973 was a period of great success for local government, as it continued to enjoy stable and strong fiscal resources. Councils raised adequate own revenues from sources such as local electricity, water, housing and motor vehicle licensing. Local government also received adequate grants from the central government which were targeted for the development of each Council.

Abstract:

Communal land tenure reform in Zambia is the overarching subject of study in this thesis. It is an important issue across southern Africa, raising questions of governance, livelihood security and conservation. WIldlife is a 'fugitive' and 'mobile' resource that traverses the spatially fixed tenure of communal lands, national parks and public forest reserves. The management of wildlife therefore requires that spatially defined proprietorial rights accommodate wildlife's temporal forage use. Land may bebounded in tenure, but if bounded by fences its utility as wildlife habitat is undermined. If land is unfenced, but its landholder cannot use wildlife then it is more a liability than an asset. Africa's terrestrial wildlife has enormous biodiversity value but its mobility requires management collaboration throughout its range, and the resolution of conflicting ecological and economic management scales. The paper does not aim to describe and explain the internal communal system of tenure over land and natural resources but rather how the communal system interacts with the state and the private sector.

Abstract:
The press is credited with playing a central role in the consolidation of democracy by informing citizens, engaging them in the process of public decision making and governance and stimulating wide and inclusive debate on public matters. In emergent democracies like Zambia, the extent of the media's role as a public sphere, not to mention its impact, is not known. The study set out to investigate the extent of the press' public sphere role, particularly how Zambian newspapers report Parliament and how such coverage informs public opinion. It found that though the press covers Parliament, the nature of coverage does not empower newspaper readers with the kind of context, background and interpretation they would otherwise need to engage in public discourses on matters that affect them from an informed perspective. In the main, the role of the press in informing citizens is not fully realised, not only because uninformative character of coverage, but partly because of low literacy levels and the limited reach of local newspapers. It was against this background that the study recommended ways in which the Zambian press could re-focus its approach to parliamentary news coverage to make it more informational and more inclined towards playing a public sphere role, at least to the newspaper-reading public. Making parliamentary coverage an integrated newsroom function was the main recommendation. It provided the basis for suggesting a practical editorial option for the coverage of the legislature that accommodates the integration of context, background and interpretation into parliamentary news.

Zambia has had a system of local government whose origin can be traced back to the colonial era. This system of local government, which is comprised by local authorities, did not have constitutional recognition. The 1996 Constitution of Zambia was the first to recognise the institution of local government. Nevertheless, the only aspect of local government which was entrenched was the provision that councils were to be democratically elected by universal adult suffrage. Other key principles of local democracy, such as citizen participation, local accountability and transparency, that are necessary pillars to an effective system of local government, were not recognised in this Constitution. It was not a surprise that most Zambians experienced challenges in accessing basic public and social services such as water supply, sanitation, housing and health care, which are a responsibility of local government. The absence of sufficient democratic content in the 1996 Constitution and in the enabling legislative and policy framework partly contributed to the ineffectiveness of local authorities.

Abstract:
Between 1990 and 2010 sub-Saharan Africa experienced some of the highest levels of deforestation anywhere in the world. The problem has been particularly acute in what are known as the miombo woodlands of southern Africa. These occupy a unique ecological niche and are crucial to the livelihoods of millions of people in the region, yet are disappearing rapidly. The aim of this thesis is to identify the structural causes of this phenomenon in two of the miombo countries, Zambia and Mozambique. Standard ‘resource based’ explanations for deforestation in both countries tend to focus primarily on demographic and economic factors, emphasising the impact of economic reforms, population growth, rural migration, poverty, minimal access to electricty and a lack of institutional resources. However I argue that these explanations do not account for Mozambique’s relatively better record on deforestation during the period in question, and that a more convincing account is offered by a ‘governance based’ explanation, which emphasises different forms of forest governance and institutional arrangements affecting the forest sector in each country. Specifically, Mozambique has fared better than Zambia thanks to its more secure system of traditional land tenure, the implementation of more progressive legislation and a sustained commitment to community based natural resource management. The implication is that future initiatives to curb deforestation in these countries should concentrate on addressing institutional and policy based shortcomings before implementing market based mechanisms designed to encourage conservation.

Abstract:
This study begins with a statistical survey setting out the parameters of Zambia's socio-economic decline in the 1980s. In order to unravel the complex reasons for the crisis, the study develops and employs an historical structural framework which emphasises the interconnectedness of historical, political, economic and social processes . Thereafter, an explanation of Zambia's political and economic development is presented as a background for understanding how and why the IMF came to play an increasingly decisive role in the management of the economic crisis in the 1980s. It is argued that patron-client politics in conjunction with a 'coincidence of interests' between local elite and international capital, entrenched the distorted mono-export dependent economy which, in turn, accelerated the economic decline and debt crisis of the 1980s. After presenting an overview of the Fund's philosophy and objectives, close attention is paid to the impact of SAPs on Zambia, especially in terms of how such policies as subsidy withdrawal, de-regulation and devaluation affected the economy, debt-reduction, health and education. While there is no incontrovertible evidence that adjustment policies caused the crisis, they have been largely ineffective in reversing Zambia's economic decline. In fact, due to the IMF's ahistorical and apolitical approach, any gains have been ephemeral and, in many instances, served to exacerbate the suffering of the population. Finally, Zambia's political structures have proved unable and unwilling to implement IMF reforms consistently and this underlies the central point that SAPs, as a strategy, cannot ensure long-term sustainable development.

ENGLISH ABSTRACT: This study focused on the social protection of vulnerable children in Zambia. The aim was to find out how social protection had evolved and how it was conceptualised – its functions and types, policies and programmes, the benefits and services, and the risks and vulnerabilities that it addresses. A descriptive study design was used with qualitative methods of collecting and analysing data. The sample of 24 participants from government and nongovernmental organisations involved in social protection delivery as well as carers of children was drawn from the Central, Lusaka and Southern provinces of Zambia respectively. A semi-structured interview schedule was used, and all the recorded interviews were transcribed by the researcher and sent back to the participants for proofreading or corrections, where necessary, before analysis. The basic needs, the empowerment, the risk management, the rights-based, and the capability approaches have been used to further the conceptualization, design features and implementation modalities of social protection. Additionally, given that a theoretical basis for social protection is still lacking, the study drew on representational, explanatory, normative, human capital, social construction, social contractual, and structural social work theories in order to complement, extend and verify the findings. Ethical clearance (number Desc_Moonga2012) was obtained from Stellenbosch University’s Research Ethics Committee. The ethical clearance certificate was used to apply for and obtain permission from the Zambian Ministry of Community Development Mother and Child Health and nongovernmental organisations involved in the study. Empirically, the study found that social protection was an old activity under a new name and was being scaled up rapidly but biased towards cash transfers. By and large, social protection in Zambia is provided as unconditional transfers, mainly as social assistance. No existing legislative or policy framework specifically focused on social protection was found, although the latter had been drafted at the time of the study. The Zambian government and a number of partners such as CARE, Child Fund, World Vision and the World Food Programme, to mention only a few, were found to be involved, but their efforts were fragmented and interventions for children were limited, fragmented and less responsive to the current risks and vulnerabilities of children. The study also established that if 2–3% of the country’s gross domestic product as recommended by the International Labour Organization were used, Zambia could afford to provide extensive social protection coverage (beyond its current offering) by using local resources. However, this would require putting in place appropriate and sustainable resource mobilisation measures and decentralization of the processes and interventions. Based on these and other concluding findings, it is recommended that in order for social protection for vulnerable children in Zambia to be effective, among other requirements, political will is needed in the provision of social protection for vulnerable groups, especially children, through legislative and policy frameworks. Additionally, there is a need for sustainable resource mobilisation, especially through progressive taxation such as taxation of undeserved income and taxation of big businesses, especially mining companies. However, due to limitations in qualitative methods and descriptive designs and the small sample of the data used, the conclusions and recommendations of the study are but conjectural.
AFRIKAANSE OPSOMMING: Hierdie studie het op die maatskaplike beskerming van kwesbare kinders in Zambië gekonsentreer. Die doel was om te bepaal hoe maatskaplike beskerming ontwikkel het en gekonseptualiseer is – die soorte en funksies van maatskaplike beskerming, die beleide en programme daaroor, die voordele en dienste wat daarmee verband hou, en die gepaardgaande risiko’s en kwesbaarhede. ʼn Beskrywende navorsingsontwerp met kwalitatiewe metodes vir data-insameling en -ontleding is gebruik. Die steekproef van 24 deelnemers uit die staatsektor en nieregeringsorganisasies wat met die lewering van maatskaplike beskerming gemoeid is, sowel as kinderversorgers, het uit die Lusaka-, sentrale en suidelike provinsies van Zambië gekom. ’n Semigestruktureerde onderhoudskedule is gebruik. Die navorser het alle opnames van onderhoude getranskribeer en dit voor ontleding aan die deelnemers gestuur om te proeflees en enige nodige regstellings te maak. Die basiese behoefte-, bemagtiging-, risikobestuur-, regsgebaseerde en vermoëns benaderings is gebruik om die konseptualisering, ontwerp kenmerke en implementering van modaliteite van maatskaplike beskerming te bevorder. Decentralisation is the transfer of power, responsibilities, capacities and resources from the centre to the sub-units of the government. The main objective is to foster the capacity of local government to deliver services to the local communities in an effective manner.1 In a multilevel system of government, various institutions are established at different levels of government to deliver goods and services to the people. In delivering goods and services, these institutions usually combine efforts within the same and different levels of government. As a mechanism for improved service delivery, decentralisation has become increasingly important in the recent past together with the enhanced citizen participation in decision making process in the matters that affect the people. However, for decentralisation to be effective in achieving its intended objectives, it should be supported by intergovernmental relations and cooperative governance. Intergovernmental relations exist between and across various institutions and actors.2 They are relationships which develop or exist between governmental units of all types and levels in a multilevel system of government.3 These relations are significant in a multilevel system of government because it is impossible to distribute powers and functions among governments within a nation state into watertight compartments.4 The IGRs help in dispute resolution that may emerge from the overlap of powers and functions across tiers of government consequently hampering the smooth functioning of the government system.

This study explores how land and natural resources in rural communities are accessed, used, and managed in livelihoods. In particular it examines first, crop field tenure, and livelihoods in natural resources. Second it explores factors that mediate access, use and control of land and natural resources within village communities. Empirical data are explored from two rural village communities of Kamena and St. Joseph located in the Northern and Copperbelt provinces of Zambia respectively. The study argues first that land and natural resource rights underpin land based livelihood activities of rural people, the most important of which are subsistence and cash crop farming, and the gathering and processing of common property resources. Second the thesis argues that land tenure reform impacts on the rural population as a whole and not just on cash crop farmers, and should thus situate the needs of farmers for secure tenure within the wider context of diverse rural household livelihood strategies. The study concludes that social differences (along the axes of wealth, gender and descent), traditional institutions (uxorilocal or virilocal marriage, polygamy, inheritance and succession) and government policy are central in determining access, use and control of land and natural resources in rural livelihoods. It is submitted that, rather than being replaced, customary land tenure, and traditional land administration structures in rural Zambia should be adapted to current social and economic realities in which individuals and households create their multiple livelihoods. Further, it is concluded that land tenure reform is not a sufficient condition for rural livelihood sustainability. Thus complementary agrarian measures to address the vulnerability context of rural households are recommended.

Since gaining independence in 1964, Zambia has embarked on a number of reforms, including legislative, aimed at improving the effectiveness of its decentralised system of government. Local government received constitutional recognition in 1996. In 2002, the national government adopted the National Decentralisation Policy (NDP) which was reviewed in 2013. The NDP established Ward Development Committees (WDCs) as the lowest tier of government. It also defined the roles and responsibilities of local authorities, provinces, and national government. The NDP aimed to address, among other things, the problem of poor service delivery in Zambia that was partially attributed to a high concentration of power at the centre. Despite these various legislative and policy reforms, service delivery remained largely poor in many parts of Zambia. Local government still failed to supply potable water, maintain roads, provide proper sanitation and collect refuse on time, among other service delivery failures.

Zambia has, since independence in 1964, endeavoured to build an effective local government system anchored on decentralisation in an effort to attain the values and principles of democracy, autonomy and transparency. These values and principles are essential in enhancing service delivery and development. Within the South African context, De Visser and May argue, in keeping with the developmental imperatives for decentralisation, that local governments should be entrusted with fundamental powers and functions related to basic service delivery. A local government entrusted with fundamental powers is said to be the best foundation for building democracy, social and economic development. Therefore, the desire to build a strong foundation for an effective local government system is what motivates the design of local government administrations in many countries. One of the essential aspects in the design of a local government system is administrative autonomy. Administrative autonomy is important because it plays a complementary role to the realisation of political and fiscal autonomy. Administrative autonomy refers to the discretion to appoint, remunerate, discipline and dismiss staff as well as determining internal administrative procedures. It further ensures that the implementation of local policies is locally directed and driven by promoting accountability of local administrative officials to sub-national governments. In an effort to have a local government system that promotes accountability of local administrative officials to sub-national governments, Zambia has over the years employed three systems of local government administrations from 1964 to 2016 namely, the separate, unified and integrated systems.

At independence in 1964, the United National Independence Party (UNIP)-led government in Zambia was, among other things, confronted with the challenge of transforming an inherited dual, undemocratic, racist and exploitative system of local government. Local government was a creature of national legislation, and thus did not have direct constitutional authority. Between 1964 and 1995, the government adopted several reforms aimed at democratising and improving the efficiency, effectiveness and responsiveness of the system of local government. However, local government remained a creature of national legislation. In 1996, local government was for the first time recognised in the Constitution as a tier of government. Article 109 of the 1996 Constitution of Zambia required the establishment of a system of local government whose details were to be prescribed by an Act of Parliament. The provision further provided that such a system shall be based on democratically-elected councils. Thus, the 1996 Constitution transformed local government from being a mere creature of central government into a tier of government. While the institutional integrity of local government in Zambia was enhanced, service delivery by local authorities remained poor.

This study investigates the impact of the Times of Zambia gender policy on journalistic practices. The policy was formulated to address issues of representation of women both in news coverage and at an institutional level. In spite of the implementation of the editorial gender policy, no change in gendered representation is evident. As a media practitioner and a Zambian woman concerned with social justice, I set out to investigate the impact of this policy on journalistic practices. The study is informed by a Cultural Studies approach to media studies, specifically drawing on the 'circuit of culture' (du Guy et ai, 1997) and focused on two specific 'moments', namely representation and production. Data was collected using two qualitative methods, namely document analysis and semi-structured in-depth interviews. The document analysis established that this policy is informed by a liberal feminist approach to media and identified the weaknesses in its formulation. The subsequent semi-structured in-depth interviews probed the practices and perceptions of male and female journalists and editors in relation to the degree of change in gendered representation in the news. This study finds that the editorial gender policy at the Times of Zambia has not had any significant impact on the journalistic practices and it probed the reason for this lack of effectiveness. It argues that this can be partially attributed to the orientation of the policy within a liberal feminist paradigm which neglects the internal and external factors that influence the representation of women and men in news production. Further, this position ignores the societal structures and power relations which impact, albeit unintentional, on the treatment of news. Inter-organisational factors such as profit maximisation, political interference, the use of news values and news beats are identified as leading to the exclusion of representations of women in hard news. At an intra-organisational level, lack of importance attached to the policy by senior staff and their attitudes to news production in general have meant that the policy was not enacted or ensured in any meaningful way. The study also established that the patriarchal values that characterise Zambian society influence journalists ' and editors' treatment of news, thus making the implementation of the policy ineffective.

Through an exploration and analysis of the roles of Non-Government Organisations (NGOs) in education policy reform particularly at the Basic Education level in Zambia, this thesis argues that over the past few decades, NGOs have become increasingly visible. Indeed, since the 1990s, many NGOs supporting education have entered the arena of advocacy and policy dialogue with government; yet the success of internationally recognised goals - such as Education For All (EFA) – seem as remote as ever. To address the concern regarding the role of NGOs in education policy, qualitative methodological approaches were utilised. These included interviews, participant observation, focus group discussions and documentary analysis. This research finds that the participation of NGOs in Basic Education Policy Reform in Zambia needs to be “reformulated” to end problems concerning access, inequity and quality in education. Although NGOs are involved in policy through their roles as service providers and policy advocates, the majority depend on foreign donor funding which creates tensions between government strategies and donor priorities. Due to their dependence on international funding NGOs in Lusaka province appear to have made a limited contribution to educational developments. The government of Zambia, because of its indebtness, has accepted neo-liberal policies in education which are frequently tied to conditionalities in aid packages. Therefore, it has been found that NGOs have helped the neo-liberal agenda of donors rather than the needs of local communities and schools. The conclusion one must draw, is that if NGOs are to contribute to minimising educational problems, they need to support policies that are indigenous that put educational needs of all children, especially the marginalised and vulnerable, first.

ENGLISH ABSTRACT: This assignment seeks to explore the role of privatisation in attracting foreign direct investment (FDI) to South Africa and Zambia. In doing this, literature review method based on primary and secondary documentary sources have been utilised. In order to attract FDI, the study revealed that it is necessary to get the policy environment right. Creating an investor-friendly environment which promises good return on investment in line with the international "regulatory" framework - the World Bank's International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA) and the World Association of Investment Promotion Agencies (WAIPA) requirements - is therefore significantly important. The World Bank regards Zambia's privatisation programme as the model for Africa. South Africa finds itself in a contradictory position. On the one hand it is the leading economic power in Africa, while on the other hand it still lags behind in terms of restructuring its parastatals. Privatisation programme in South Africa has been very slow. However, the government and other stakeholders, particularly in 1997, have been trying to get privatisation off the ground. The conclusion is that both South Africa and Zambia succeeded in attracting FDI through their processes of privatisation. In both countries major FDI inflows have been an outcome of privatisation. FDI is important for creating employment, debt reduction, empowerment, transfer of technology and managerial skills. However, these countries follow different approaches to privatisation. Due to the slow privatisation pace in South Africa, it is recommended that South Africa learn from Zambia's approach and experience. This would enable South Africa to fully explore some of the benefits of privatisation.

This study assesses the impact on agricultural productivity of the Farmer Input Support Programme (FISP) as well as the impact of credit provided to small-scale farmers by commercial banks. It compares the two strategies by government (i.e. FISP which is a government subsidy programme and government grants to commercial banks for on-ward lending to small-scale farmers). This is to determine which policy intervention is promoting agricultural growth among the targeted farmers. The study hypothesises that subsidies through FISP and credit from private lending institutions allow farmers to have access to production inputs and reduces production costs. This enables farmers to maximise output leading to an increase in productivity and growth. This study was done by conducting a survey and data was collected using a structured questionnaire. Descriptive statistics and Ordinary Least Square (OLS) criterion are the methods used and the tool for analysis was the Statistical Package for Social Scientist (SPSS). Simple random multistage stratified purposive sampling was used in selecting household respondents. Multistage in the sense that the farm settlements were not defined in a particular pattern with house numbers. Stratified purposive sampling in the sense that farmers had to be separated according to the kind of institution they benefited from. The sample size for the study was 140 individual household for small-scale farmers. Major findings of the study showed that loan beneficiary farmers were investing more in productive assets compared to FISP beneficiary farmers. They had even showed elements of diversification as they were investing more in small livestock such as chickens, goats and pigs unlike the FISP beneficiaries. They had also spent a total of Zambian Kwacha (ZMW) 48, 100 compared to ZMW 28, 462 spent by FISP beneficiaries on productive assets. In terms of investments for assets used in the home, we concluded that both groups had a similar lifestyle but FISP farmers had a higher standard of living compared to loan beneficiary farmers as they had spent 10.6% more in terms of expenditure. The field plots under cultivation were grouped into three categories, i.e. farmers who cultivated plots below 2.5 hectares, 2.6 hectares to 5.0 hectares and above 5.1 hectares to assess which category of farmers was showing growth in terms of land under cultivation. For the 11% FISP beneficiaries who had graduated from the below 2.5 hectares of land being ploughed to the middle bracket, only 1% of the farmers managed to sustain their increase in ploughed land. There were no farmers who managed to plough above 5.1 hectares of land under the FISP category. As for the loan beneficiary group, we see movement in all three categories indicating growth in terms of productivity. We noticed that from the 4% farmers who managed to graduate from the below 2.5 hectares category to the 2.6 hectares to 5.0 hectares category, a further 3% of the beneficiaries managed to graduate to the above 5.1 hectares of area ploughed. We determined variability in output by examining its relationship with independent variables such as educational level attained, fertiliser quantity used, maize seed quantity used and access to assets (oxen) ceteris paribus. Only fertiliser and hybrid maize seed use were found to be statistically significant with p-values below 5% and 10% significant levels respectively in both cases. A 1 kilogram (kg) increase in fertiliser and hybrid maize seed use would result in a 0.69% and 0.26% increase respectively in the quantity of 50 kg bags harvested for FISP beneficiary farmers. A 1 kg increase in fertiliser and hybrid maize seed use would result in a 0.83% and 0.11% increase in the quantity of 50 kg bags of maize harvested by the loan beneficiary farmers. Comparing the two beneficiary groups in terms of productivity and income earned through the sale of maize on the market, the loan beneficiary group was found to be doing far much better compared to the FISP group. In the 2009/10 farming season, the loan group sold a total of 6754 bags of maize compared to 3428 bags sold by the FISP group. In the 2010/11 farming season, the loan group sold 7769 bags as opposed to the 4606 bags sold by the FISP group while in the 2011/12 farming season, the loan group sold a total of 9151 bags of maize on both markets compared to 4822 bags of maize that was sold by the FISP group. Though it may be difficult to distinguish the real effects of both the FISP and loan programme on its beneficiaries due to lack of baseline information based on regression results alone, and claim that it has made either group better than the other, it is clear that the fertiliser support policy is working better for loan beneficiaries when compared to FISP beneficiaries. This gives them an edge in income over FISP beneficiaries and graduates them into higher brackets of productivity and asset possession leading to higher yields, more income and increased growth in agricultural productivity in general. It is recommended that educational level attained should be one of the major criteria for farmer selection when introducing new advanced technologies to increase productivity. The other recommendation is that, to invest in improved ploughing methods such as use of oxen, the area under cultivation should not be less than 2.5 hectares. It is also recommended that government should increase service delivery in an efficient manner as it has positive externalities on farmers dealing with the private sector as well other than just those targeted farmers they are servicing under the FISP programme.

Sport is increasingly being recognised for the contribution it can make to the Millennium Development Goals and, in particular, the response to the HIV/AIDS pandemic. This study is based on Zambia, a low-income country, heavily affected by the HIV/AIDS pandemic in sub-Saharan Africa. The study focuses on National Sports Associations (NSAs), which are quasi- autonomous organisations at meso level of policy analysis. Centring on three NSAs: Football Association of Zambia (FAZ), Zambia Basketball Association (ZBA) and Netball Association of Zambia (NAZ), this study critically analysed the organisational responses of each of the selected cases towards the HIV/AIDS multisectoral approach. The study adopted a case study approach which utilised semi-structured (face-to-face and telephone), interviews, focus group discussions and documentary analysis for data collection. Comparative analysis of all three cases revealed differences in how each case mainstreamed HIV/AIDS based on power, resources and forms of collaboration. Meso-level analysis was utilised to examine workplace HIV/AIDS policy formulation and implementation. In addition, meso-level analysis also helped reveal forms of health-related collaborations with both internal and external agencies. Macro-level theories of the state were useful in examining power relations between the Zambian state and civil society. The application of policy network theory, global health governance, multiple streams framework, and the top-down and bottom-up approaches to policy implementation proved useful in drawing attention to how each NSA case responded differently to the mainstreaming of HIV/AIDS. The political power of football as a national sport and the Association s access to foreign resources enabled FAZ to influence HIV/AIDS policy implementation and build of strong collaborative relationships with government than the ZBA and NAZ. The study concludes that lack of political steer from the top has re-introduced a new foreign top-down approach as those with resources from the Global North influenced policy formulation and implementation within all three cases. The conclusion also found useful the application of post-colonialism and development theories when examining international sport-for-development practices. This finding revealed the power imbalances between Global South practitioners and Global North funding partners.

The Constituency Development Fund (CDF) is a type of decentralised government funding that is supposed to deliver goods and services directly to constituents by providing additional funds for local community development, outside line ministries. It is predominantly a developing country policy that is intended to meet the immediate social needs of local communities. In countries where it is operational, CDF is appropriated by Parliament within a country’s national budget. CDF in Zambia was introduced in 1995 for the implementation of community based projects which would in the long term improve the socio-economic wellbeing of the constituents. The stated objective of the CDF in Zambia is to provide Members of Parliament and their constituent communities with the opportunity to make choices and implement (MPs) projects that maximise their welfare in line with their needs and preferences. However, questions have been raised over whether CDF actually represents efforts to spur local development and consequently national development, or whether it is primarily a political project aimed at benefitting MPs by providing them with the resources to help them gain popularity with the electorate. The study aims to assess the effectiveness of CDF as a tool for community development. This has been done through a case study of Katuba Constituency in the Central Province of Zambia, using qualitative research methods. The study seeks to gain insight into of the impact of CDF projects in relation to the goals espoused by the CDF as laid down in Zambia’s Guidelines for the Utilisation and Management of the Constituency Development Fund.

This study is about marketing of Uapaca kirkiana fruit in Zambia, a fruit that has great economic value especially among the rural and urban poor. It contributes to general food security. In southern Africa, farmers and other stakeholders have identified Uapaca as a priority species for domestication. Current agroforestry initiatives are promoting integration of indigenous trees into farming systems to provide marketable products for income generation. Domestication of trees however, depends on expanding the market demand for tree products. There is considerable evidence that expanding market opportunities is critical for the success of domestication innovations but farmers have been introduced to domestication with little consideration for marketing. The existing market potential can be achieved through sound knowledge on markets and marketing. Information on the marketing of Uapaca fruit is inadequate. This study, therefore, aimed at generating information on the marketing of Uapaca kirkiana fruit, including the basic conditions of demand and supply of the fruit. The main study was conducted in Chipata and Ndola districts in the Eastern and Copperbelt provinces respectively, while fruit pricing was conducted in Lusaka district in Lusaka Province. Questionnaires and participatory research methods were used to collect the data. A total of 37 markets involving 49 collectors, 59 retailers, 189 consumers and 20 government forest workers are included in the study. The study reveals that there is demand for the fresh and secondary products of the fruit and hence substantial fruit trading exists in Zambia. However, the marketing system is characterised by underdevelopment. There is insufficient capacity to satisfy the demand for the fruit and institutional /policy support to Uapaca fruit market expansion. Currently, only basic technology for product development exists. The results suggest a need to address policy and capacity development for expansion of Uapaca kirkiana fruit industry. To improve the Uapaca trade industry, the study proposes developing and scaling up policy strategies, fruit processing sector, research-extension-trader-agribusiness linkages, infrastructure development and knowledge generation for improved understanding of the Uapaca fruit markets.

Do technical solutions override or fast track institutional reforms? This study interrogates the extent to which Zambia’s newly introduced Electronic Government Procurement (e-GP) is addressing the procurement challenges [for essential drugs and medical supplies] in the Ministry of Health (MoH). A brain child of the Zambia Public Procurement Authority (ZPPA), the e-GP is but one of the components of the wider procurement reform agenda. The e-GP was introduced with the intention of enhancing efficiency, effectiveness and Value for Money (VfM) in public procurement. Since 2016, ZPPA has been piloting the approach in selected Procurement Entities (PEs), a combination of sector ministries and state parastatals. Based on review of project documentation, publicly available data, and interviews from key stakeholders; the study explores and interrogates the contextual and institutional challenges characterising the e-GP design and pilot implementation phases, and the extent to which these realities impact the achievement of the intended outcomes. A fair amount of information from interviewees was provided under conditions of confidentiality, thus individuals are not often identified. It is perhaps too early to ascertain the extent to which the e-GP is realising the intended objectives. This is partly explained by the project’s slow start, occasioned by delayed procurement which had knock - on effects on the overall project’s pace. An interrogation of the history and political economy of Zambia suggests however that it is the opaque challenges bordering on the political economy which is the single most binding constraint to reforms; defining the process, the pace and outcomes. The design of the e-GP was generic and non-participatory. There is no evidence to suggest that the process had provided opportunity for PE’s to define and customize the problems that mattered for them to be addressed by the e-GP. Instead, the e-GP seems to have been sold to PEs as a best practice solution. Because of the deep incentive fabric at both organizational and individual levels, the project seems to have some traction. Effort of various actors does not appear to be supportive of each, often latently contradicting each other. Project progress is held constant by the relative ability of the ZPPA to push some strands of work within some pilot PEs. This relative ability of the ZPPA shields the low levels of acceptance and questionable authority within PEs and among actors. Progress on the e-GP appears like a façade of success; suggestive of isomorphic mimicry.

This thesis examines how and why social protection policy reforms happened after changes of government in Zambia and Malawi. It provides four case studies that account for the process of reforms to promote or constrain social cash transfer programmes (SCTs) by government administrations within and across the two countries over time. Recent research on social protection in Africa shows that politics matters for the expansion of programmes, but the literature discussing the specific forms of politics that drive or limit support for reforms is still emerging. There is also a paucity of evidence accounting for variation in reforms within and between countries on the continent over time. This thesis contributes to these knowledge gaps. The study argues that while donors introduced pilot SCTs in Zambia and Malawi and continue to promote reforms, domestic politics is important for understanding when, how and why national governments expanded donor supported pilots into national programmes. Therefore, the purpose of this study was to understand variation in political support for reforms within countries and to bring attention to the relative importance of partisanship. The study uses a process tracing method to understand the reform process from the mid-2000s until 2017. It draws on qualitative interviews with policy makers such as political elites, government technocrats and donor officials, and a review of policy documents. It also includes a statistical analysis of reforms in 10 East and Southern African countries to understand how Zambia and Malawi fit into a broader set of cases. The thesis demonstrates that in Zambia and Malawi, there was a greater incentive for political parties and the leaders within them to promote programmatic social protection when it had not already been seized as a mechanism for poverty reduction by the preceding government. Moreover, in cases where state support for social protection was limited, changes of government provided opportunities for international donors and government technocrats to persuade political elites in new ruling coalitions to push for faster reforms. This thesis accounts for the causal mechanisms that link changes of government and reforms and shows that the influence of international donors on political elites and the ideological, electoral and factional interests of elites and parties are crucial for understanding support for either clientelist or programmatic redistribution. Where the interests of donors and elites converge, there is a greater incentive for reforms to promote the provision of social protection. While the quantitative analysis does not provide evidence of a statistical relationship between changes of government and social policy reforms across the region, it demonstrates that democratization was associated with more social protection and shows that the interests of political elites and donor influence (controlling for other independent variables) were significant predictors of reform in the region. Furthermore, the trajectories of reform in Zambia and Malawi were similar to other low and lower middle-income democracies in the region but distinct from both upper middle-income democracies and weakly democratic low and lower middle-income countries.

The study analyses the role of NGOs in rural community development in Africa, with a focus on Gwembe district in Zambia. The 1990s were a turning point in the development practices in Africa. This era saw the emergence of NGOs as a preferred mode of channeling development assistance by the donor community. NGOs were efficient, accountable, and closer to the people. They were able to make the communities own the development process. The state and its bureaucracy was vilified, demonised and condemned as incapable of service delivery to the rural poor. The study used World Vision International Zambia operations and interventions in the Gwembe District. It endeavored to assess the extent to which NGOs have lived up to the development promises of the 1990s. Key to the study was the investigation into whether the communities own the development projects. The study reviewed literature on the emergence of NGOs as important player in development in third world countries. In this review the study learned that the strengths of the NGOs was in that they were community focused, participatory, democratic, community oriented, cost effective and better at reaching the poorest. The major weaknesses of NGOs in Africa come from the fact they are dependent on donor money for their survival. They are a parasite to the poor. They do not care about the causes they champion. They produce low quality returns; they are engulfed in self-obfuscation, spin control and outright lying to justify their works. The NGOs are elite driven and do not care about the poor.

Does banning opposition candidates from ballots increase the risk that they will turn to bullets instead? Globally, since the end of the Cold War, blatant election rigging tactics (such as ballot box stuffing) are being replaced by 'strategic rigging': subtler procedural manipulations aimed at winning while maintaining the guise of legitimacy in the eyes of international observers. In particular, incumbents (in regimes stuck between democracy and authoritarianism) are turning to 'electoral exclusion', neutralizing key rivals by illegitimately banning certain candidates, in turn reducing the need for cruder forms of election day rigging. I used mixed methods - combining insights from an original global dataset with extensive elite interviews conducted in five countries (Madagascar, Thailand, Tunisia, Zambia, and Côte d'Ivoire) - to establish that electoral exclusion is an attractive short-term election strategy for vulnerable incumbents that produces a much higher chance of victory but comes with high costs in the longer-term. Global probit modeling (using electoral exclusion as an independent variable and coups d'état and civil wars as separate dependent variables) suggests that, since the end of the Cold War, excluding opposition candidates from the ballot roughly doubles the risk of a coup d'état or quadruples the risk of civil war onset. In spite of these risks, incumbents fall into this 'exclusion trap' because of the shortened time horizon that frequently accompanies competitive multi-party elections. Vulnerable incumbents worry more about the short-term risk of losing an election than the long-term but ultimately unknown risk that political violence will ensue after the election. Finally, the inverse corollary of these findings is that inclusion of opposition candidates during multi-party elections can be a stabilizing factor. Though it may seem counterintuitive, fragile 'counterfeit democracies' - and so-called 'transitional' regimes - may be able to stave off existential threats to regime survival by extending an olive branch to their fiercest opponents. These findings combine to form the overarching argument of this dissertation: when opposition candidates are excluded from the ballot, they become more likely to turn to bullets by launching coups d'état and civil wars.

Abstract:

If development is to mean anything, it should ultimately translate into positive change in people’s lives. This is because development should not merely be of things but that of things through which people’s lives will be made better. Over time this realisation has taken centre stage in development discourse within most developing countries. While most of these countries were, in the 1950s and early 1960s, motivated by the advancements of the now developed Western countries and sought to westernise as well, their peculiar circumstances made it difficult to achieve this dream. This plunged most of these countries into national economy constraints and passing down the benefits of Independence which most of them had recently attained became difficult. However, although some countries recorded some economic progress, such were interim and marginal as to yield the kind of advancement of the West. Over time this led to state borrowing and implementation of liberalised markets with the hope of resuscitating the dwindling economies. Unfortunately these efforts did not match with the kind and magnitude of problems these countries were facing. They further fell into balance of payment problems and into less and less public spending. Poverty set in and big questions of what had gone wrong with development took the agenda of development discourse.

At the helm of all this was the realisation that development should not be about a homogenous path for catching up with the West but rather endogenous and meant for the satisfaction of local people’s needs. This entailed heterogeneity informed by local culture, nature and geopolitics. It hence called for a development approach that would come from below and a multi-sectoral approach requiring concerted efforts from many stakeholders. It is then that National States allowed the existence of Non Governmental Organizations (NGOs) among other stakeholders in the development process. NGOs became popular among rural communities, known for grassroots based development using bottom-up approaches.

In Zambia, World Vision International is one such NGO, undertaking child focussed and community based development in all nine provinces of the country. Based on a regional approach and emphasising devolution of power to the poor, the organization reaches about one fifth of the country’s ten million people and targets those that need development the most; the poorest. Its development interventions are said to be directed at the poor’s basic needs and are empowering because they involve the poor in providing for their own needs. Through this process, the community is further said to be capacitated not only to meet their needs now but even beyond NGO support.

With this strand of development; emphasising involvement of civil society, NGOs in particular, there is a great deal of evidence that development is now more directed at people’s needs than before. However, there are also concerns that NGO based development tend to be more of charitable efforts to the poor than those meant to build their capacities to handle their own development affairs. There is tendency to view the poor as mere recipients of charity from broad based and pre-packaged poverty reduction interventions.

The contention in this thesis is, however, that while development is a global project, its implementation needs to be particularistic; a local phenomenon that adapts its interventions on the needs of the poor as seen by them and not as perceived by development experts. Only then will development truly change the lives of the people, be locally owned and sustained by those it is intended to save.

This research study aimed to investigate and provide a comprehensive analysis of Zambia’s whole-of-government monitoring and evaluation system (WoGM&ES) in the context of national development plans (NDPs) within the broader agenda of good governance and poverty reduction. The study considered the period 1964 to 2021—a period covering all the seven (7) NDPs for Zambia since independence. The study focused on monitoring and evaluation (M&E) arrangements in the public sector as articulated in these NDPs and other government policies as well as structural operations. The research was centred on five (5) secondary objectives, namely a) justifying the theoretical significance of Zambia's WoGM&ES to improve public-sector good governance and poverty reduction agenda through the theory of change; b) presenting Zambia as a case study in terms of the results-based WoGM&ES; c) identifying gaps inhibiting the implementation of a results-focused WoGM&ES for Zambia’s public sector; d) establishing cornerstones necessary for building a results-based WoGM&ES for Zambia’s public sector; and e) proposing a new model for the enhanced WoGM&ES for Zambia’s public sector. Striving for functional M&E systems is a global phenomenon that requires commitment by all stakeholders and M&E of development interventions has become a vehicle that assists development agencies globally to demonstrate results to show to their stakeholders and beneficiaries. Thus, the starting point was to contend that M&E had increasingly become a useful tool towards good governance and that more institutions and governments had adopted it. The study then demonstrates how an M&E system, and, more so, a WoGM&ES, was crucial to implementing a thriving M&E culture for any country or organisation. In terms of scope, the study drew respondents from across government functionaries at national, line ministry, province and district level. Respondents from non-state institutions and M&E practitioners were also part of the study. The research was exploratory and investigatory and used the qualitative research approach to guide its design, data collection, collation and analysis, conclusion, recommendations and presentation. Further, purposive sampling was used to select respondents from these various institutions. Data collection benefited through the use of closed and open-ended questions from both secondary and primary sources. Nvivo software, text analysis as well as the analytical tool called LEADS comprised of a 5-point scoring scale were adopted and used for discussion and analysis of field data and information. The analytical instrument adopted to guide the research comprises of six components, namely: i) policy, ii) methodology, iii) organisation, iv) capacity, v) participation of actors outside government, and vi) the use of information from M&E. These components form the diagnostic checklist (analytical framework) used to assess the current status of Zambia’s WoGM&ES. In many ways, Zambia’s public sector system for M&E was found to be weak. At all levels—national, line ministry, provincial and district, M&E arrangements and practice were found to be poor. Both the supply side and the demand side of Zambia’s country level M&E system were unable to provide stakeholders with required and adequate information to inform critical development processes, such as policy-making, decision-making, planning, budgeting, resource allocation and advocacy. Gaps were identified in all the six components of the diagnostic checklist and improvements will be necessary as suggested and recommended under each one of them to make the WoGM&ES viable to meet the expectations of stakeholders. While the supply side of the system was relatively found to be well developed, the demand side was worse off. On the supply side, the study found that the policy and methodology components were fairly well developed. However, the component on the use of information by stakeholders, on the demand side, was found to be poorly developed. Further, various capacities in M&E were acknowledged as lacking across the WoGM&ES. The participation of actors outside government in strengthening the country system for M&E was also found to be weak, in many cases presented with lots of parallel and fragmented stand-alone systems. The policy environment in support of M&E strengthening and expansion was equally reported as one of the key areas that required attention from both political and technical powers that be. Although Zambia’s WoGM&ES was found to be weak in many aspects, it is noteworthy to mention that it has the necessary features for success. The study established that at national level, there were currently efforts to make M&E work in government. Such activities as creating a structure responsible for coordinating M&E across government, automating data management and information flows as well as developing a national M&E policy were reported to be ongoing efforts. To improve and enhance Zambia’s WoGM&ES, this study has proposed a model. Firstly, the new model recommends a structural shift in the manner M&E is coordinated at national level. The presidency was identified as the most appropriate location or entity to hold the responsibility of overseeing the WoGM&ES and in constantly as well as dedicatedly demanding for development results. The model is proposed as a transformational and long term strife and commitment by the current and successive governments. It was established that the current arrangement where the Ministry of National Development Planning (MNDP) was overseeing the WoGM&ES had led to operational gaps related to weak funding to M&E activities and high level policy clout. Generally, there is lack of influence (both political and technical) to spur an M&E transformational agenda for the country, let alone within the public sector. Therefore, the proposed model advances that the presidency will have the motivation and capacity to resolve these weaknesses a great deal. Specifically, the model suggests the establishment of an evaluation structure under the presidency to work as an apex institution to drive and champion the cause for a robust results-based WoGM&ES for the Zambian public sector. To formalise this arrangement, a well-defined M&E legislation will be needed. In addition, the proposed model has made salient recommendations on how to build and strengthen both the supply side and demand side of Zambia’s WoGM&ES. These two sides are considered vital for success of the country system for M&E and government and its stakeholders and partners will do well to invest in building and sustaining the supply and demand sides. In proposing a new architecture for Zambia’s WoGM&ES, the proposed model has acknowledged and incorporated the current positive practices and arrangements. Finally, the study has among others recommended that all government levels should create formal structures mandated to undertake M&E functions. These entities should be equipped with skilled staff in M&E, funding, technologies and relevant equipment. This research has also enriched literature on M&E and its relationship with good governance. Equally, a number of M&E issues such as political, technical and international best practices have been raised to prompt future research and development.

Electronic government (e-Government), implemented towards transformation of public service delivery, aims to contribute to effective information management practices between the government and citizens and/or businesses. E-Government is not a panacea to problems associated with government service delivery and issues such as corruption, but it may go a long way in mitigating its existence in the public service delivery value chains. Many studies have documented the benefits associated with successful implementation of e-Government initiatives: it facilitates interactive, vertical, collaborative and participatory engagement of citizens, businesses and other governments, reducing the cost of service delivery; encourages global participation of citizens in the decision-making processes; provides an opportunity for governments to rethink and reformulate their administrative praxis and provides a framework where governments continuously re-engineer their business processes to retain currency and relevance to best practice. E-Government may further be utilised to mitigate corruption levels in the public sector. For example, the introduction of e-Procurement and e-Tendering can greatly reduce corruption in tendering processes. Zambia has started putting in place initiatives to aid e-Government implementation in the public delivery frameworks. Despite this being the case, there are no strategic initiatives to propagate e-Government. The motivation for this study stems from the fact that, apart from the United Nations Department of Economic and Social Affairs (UNDESA) global e- Government assessments (at macro or global levels), little has been done to assess e- Government interventions and development in Zambia at the community, household, and individual level (that is, at micro levels). This being the case, factors to embed into the development of strategic initiatives for e-Government development in Zambia may not come from the present state of affairs on the ground. The UNDESA and other generic e- Government assessment models mostly assess e-Government readiness considering global metrics; in general, assessment is approached at a national level rather than at the micro level (such as a public organisation, community or individual level). With such generic e- Government assessment frameworks, the role of the private sector and other potential consumers of e-Government (such as citizens) is sometimes overlooked.

In the last three decades Zambia's relations with neighboring states in southern Africa have undergone many changes and have fluctuated from one extreme to the other. From having been in a "state of war" with some of her neighbors, and then having moved away from this to a state where co-operation has taken place, illustrates the extremities of the two poles between which Zambia's foreign relations function. The factors which have influenced this ever changing foreign policy are extremely complex and are intricately interwoven. No single factor can be identified as the most important, although the geographical constraints of Zambia's position, and the many factors which are linked to them, tend to dominate the making of foreign policy. The main dilemma facing Zambia is that she is economically dependent on the countries with which she has had poor relations. While having had to criticize, condemn and be actively involved in attempting to bring an end to the racial policies followed by some of her southern African neighbors, she has also had to, at times, back down on her criticisms when economic or military reprisals from these neighboring states hate detrimentally affected her own position too much. However, when having backed down, or modified her aggressive attitude to these minority governments, she has, as a FrontIine State incurred the wrath of certain independent African states. Because of this fluctuating foreign policy, President Kenneth Kaunda of Zambia, has been accused of following a policy of "gross duplicity," as well as of backing down when the price of principles has become too high.

Many low-income countries desire to implement and adopt digital government as a springboard for economic and social development but face many challenges. The United Nations identifies that Africa has especially lagged consistently in digital government development and adoption. Most scholars largely attribute the challenges to infrastructure and skills, and often rhetorically cite culture as playing a strong role. This study specifically examined the role of indigenous African culture (‘spirituality’, ‘communalism’ and ‘respect for authority and elders’) and internet access on the adoption of digital government services (e-filing and e-payment of taxes) by Small and Micro Enterprises (SMEs) in Zambia, with the Unified Theory of Acceptance and Use of Technologies (UTAUT) as the underpinning theoretical lens. Data analysis was done using Structural Equation Modelling with principal attention given to the moderating and mediating influence of indigenous African culture. The influence of internet access on the intention to adopt digital government was also examined. The findings from the cross sectional study of 401 tax registered SMEs suggests that ‘spirituality’, ‘African communalism’ and ‘respect for authority and elders’ have significant negative moderating effects on the adoption of e-filing but not on e-payment; and ‘spirituality’, ‘African communalism’ and ‘respect for authority and elders’ are all significant mediators of the intention to adopt both e-filing and e-payment. This means that indigenous African culture plays a significant role in explaining Africa’s position in digital government development and adoption. The findings also showed a negative influence of internet access on the intention to adopt digital government services despite the measures that government has put in place. These results make a novel contribution to Information Systems (IS) theory in identifying a critical yet often overlooked indigenous cultural influence on the adoption of digital innovations in low-income countries. The findings also calls for finding new or adapted IS theories that take into account such unique cultural constructs. The thesis recommends that the research is extended to other low-income countries as well as other contexts that exhibit strong indigenous cultural values.

The last decade has seen a shift in the discourse on the role of Non-Governmental Organisations (NGOs) in the education sector in Africa including Zambia. The discourse is no longer ‘what’ role should NGOs play, but ‘how’ NGOs could play an effective role in the education sector so that they can equally be held accountable to the beneficiaries and partners who support their work (Granvaux, et la, 2002:1). According to Jamies (2010:1), NGOs have assumed a big role in education, particularly the provision of non-formal education to the youths and adults. In the field of evaluation, non-formal education has received much attention, but little attention has been paid to management of non-formal education programmes run by NGOs. This study is an attempt to evaluate the management of non-formal education programmes, taking the case of NGOs engaged in non-formal education in the City of Kitwe, Zambia. Mulwa (2008:45) observes that evaluation has gained much influence in projects and organisations since the end of World War Two. This is because people, organisations and governments want to have evidence of the causes and effects of what is working or not working in policies and programmes.

A study entitled `Phenomenological study of ageing amongst the older persons in Zambia' was undertaken with the purpose of gaining an understanding of the ageing phenomenon within the Zambian context and provide frameworks that could be used by policy-makers and health professionals to formulate guidelines or interventions relevant to the lived experiences of older persons and the meaning attached to ageing or being old, and consequently maintain or improve the quality of life of older persons of Zambia. The objectives of the study were to describe (1) the lived experiences of the older persons of Zambia, and (2) the meaning they attached to ageing or being old within the Zambian context. A transcendental phenomenological design within the qualitative naturalistic approach was used to guide the research process and to assist the researcher to reach the purpose and objectives of the study. Focus group and in-depth individual interviews were conducted to generate data from twenty-seven (27) informants. Fifteen (15) informants participated in the focus group interviews and twelve (12) in in-depth individual interviews. In total, 24 in-depth individual interviews were conducted in term of two interviews per informants, and two focus group interviews. Data collection covered a period of three months. Coliazzi (1978) and Giorgi (1985) techniques for qualitative data analysis were used and verbatim excerpts form the transcribed interviews were used to support the themes that emerged from data and to provide a richer picture of the situation. Three frameworks derived from the findings of this study: (1) framework of the lived experiences of older persons of Zambia, (2) framework of the meaning of ageing or being old and (3) framework for understanding ageing within the Zambian context. The researcher believed that these frameworks would make a meaningful contribution toward the understanding and the development of policies and interventions that would assist in enhancing or maintaining the quality of life of older people of Zambia. The main findings of the results of this study indicated three most significant dimensions of the lived experiences of the older persons (health, socio-economic and psychosocial) that need to be taken into account when planning for any programs or interventions aimed at maintaining or improving the quality of life of older persons of Zambia. These interventions and programs should also address the negative feelings or meanings attached to the above experiences. The main findings of the results of this study also showed that the meaning of being old or ageing in Zambia does not depend on the health, socio-economic and psychosocial living experiences of the older person but it depends largely on the inner values of the older persons, such as spiritual, emotional and cultural beliefs. This means that maintaining or improving the quality of life of older persons in Zambia would require comprehensive programs or interventions that should take into account the health, socio-economic, psychosocial, spiritual, emotional and cultural needs of the older people.

Abstract:
This thesis investigates policy formulation and implementation processes in Zambia. A number of issues emerge with respect to the weaknesses of the system and how policy decisions worsened Zambia's economic performance instead of improving it. The Kaunda era policies of nationalization had an adverse impact on productivity of industries as well as affecting the resource flow from donors and business houses. On the other hand President Chiluba's reforms in the 1990s have had both positive and negative impacts on the people of Zambia. The rapid privatization and liberalization affected employment levels thereby worsening the poverty levels. Further, the liberalization brought in stiff competition from other countries forcing most manufacturing companies to close down. The policy environment based on the Bretton Woods Institutions seems not to be working as result of not taking into account the local Zambian situation. On the other hand, there were positive macroeconomic developments such as growth in GDP, lowering of inflation and stabilizing of exchange rates as from 1996. This has however not improved the living standards of the people. In Zambia, the shifts back and forth between strong and weak planning institutions have negatively affected policy development and implementation. There has been uncoordinated policy development; as a result, some policies in the major sectors are contradictory while in other cases policies are not linked to the resource envelope, making them un-implementable. Secondly, the institutional framework for policy development is not effective. There is generally lack of coordination among ministries, provinces and other stakeholders in planning, implementation and monitoring and evaluation of development programmes. This thesis urges that the improving planning capacities at the national, provincial and district levels should improve the processes of policy development and implementation in Zambia, which will in turn help to reduce poverty. Further, the districts should be the centre for the bottom-up process. In order to carryout this responsibility, efforts should be made to improve their capacities. As for the top-down process, the Sector Advisory Groups should continue to participate in the planning, monitoring and evaluation so as to contribute to policy formulation and implementation. These should be coordinated by the National Development Coordinating Committee (NDCC) through a Planning Bureau.

Abstract:
The phenomenon of orphans and vulnerable children (OVC) in Zambia is a consequence of the HIV and AIDS epidemic. Many of these children are orphaned at a critical developmental stage of their lives when parental care and nurture is most needed. In the African world view, children’s opinions in matters concerning them including care are rarely sort or heard. The main aim of this research was to gain a holistic understanding of the silent voices of children affected and/or infected by the HIV and AIDS, and specifically about their experiences of care and/or lack of it. The other aims were: 1) to research alternative means of getting the silent stories of the marginalized children heard by the Zambian society; and 2) to disseminate the research findings to policy makers. Ten children orphaned by AIDS and vulnerable children, who are the core-searchers, drawn from three Lusaka urban based NGOs participated in the study. The research process and experience was reflected upon by the researcher, co-researchers and the care givers. The research was carried out from a Practical Theology perspective and the narrative approach within the postmodern social-constructionist paradigm. The ABDCE model for fiction writing as a metaphor for doing narrative research was used. This approach enabled the researcher to carry out the research in a systematic manner. It also allowed the researcher and the co-researchers to begin and work together throughout the research process, as the researcher listened to the co-researchers’ stories and experiences of care and/or lack of it and was drawn into them.
