Abstract:
In 2013, El Paso, TX, was selected for the third time in a row by the Congressional Quarterly Press as the number one safest city with a population over 500,000 people (Borunda, 2013). Just across its border though, sits Ciudad Juarez, considered one of the most dangerous cities in the world. There is a unique social ecosystem between the two cities, a product of many years of shared history and traditions. The El Paso-Juarez area also happens to be one of the most valuable plazas for the Mexican Drug Cartels. According to BBC Mundo, the Sinaloa Cartel has won the El Paso-Juarez territory over the Juarez Cartel and the Zetas (Najar, 2012). Consequently, now that the territory is dominated by one cartel, drug trafficking through the area will likely increase and smuggling through border crossing check points will continue to be more prevalent. The purpose of this research effort is to assist the Border Patrol in allocating its resources towards improved interdiction of illicit trafficking. Whether it is manpower, money, technology, or any other resource, the Border Patrol desires to efficiently allocate to maximize interdiction. This analysis is intended to suggest a tool that will assist in allocating resources and aid the extremely important effort to maintain El Paso, TX, as the safest city in the U.S. by keeping drugs away from the streets. This research presents a network flow model of the complex illicit trafficking network operating in the El Paso-Juarez area, and provides insight that will aid such agencies as the Border Patrol in allocating its resources.

Abstract:
INTRODUCTION: Curcuminoids and Oleic acid, reported in the literature as antioxidant and antitumor agents, were combined in nanoemulsion, using Pluronic F127 as a stabilizer. METHODS: The main objective is to investigate its cytotoxic activity against cancer cells. RESULTS AND DISCUSSION: The nanoemulsion show values of the particle size (251.4 ± 4.6 nm), zeta potential (-34.8 ± 1.0 mV), and pH (4.8) classifying it as stable and non-irritating for pharmacological applications. The main results indicate that, in the toxicity test in fish (Zebrafish), the nanoformulation proved to be biosafe and the evaluation of the antioxidant action (by DPPH) showed excellent antioxidant activity. Furthermore, in the vitro cytotoxicity studies, the nanoemulsions showed good cytotoxic activity, ideal for fighting Colorectal, Glioblastoma, and Leukemia cancers and more effectively in Prostate cancer.

Abstract:
Nanoemulsions have small droplet size and are kinetically stable colloidal systems. These are the thermodynamically stable isotropic system in which two immiscible liquids are mixed to form a single phase by means of appropriate surfactant and cosurfactant. Nanoemulsion droplet sizes fall typically in the range of 20–200 nm and shows narrow size distribution. They have enhanced functional properties in comparison to conventional emulsions. The composition and structure of the nanoemulsions can be controlled for the encapsulation and effective delivery of bioactive lipophilic compounds. Nanoemulsions have potential application in the food industry for the delivery of nutraceuticals, coloring and flavoring agents, and antimicrobials. This review aims to provide consolidated information regarding various formulation and characterization techniques developed for nanoemulsions. Various characterization techniques for nanoemulsions include determination of entrapment efficiency, particle size, polydispersity index, zeta potential as well as characterization through differential scanning calorimetry, Fourier-transform infrared spectroscopy and transmission electron microscopy.

Abstract:
Introduction: The development of antioxidant cosmetic products based on natural products added to nanotechnology is gaining more and more prominence. However, some of these actives are hydrophobic, which makes their placement in aqueous systems impossible. As a strategy to deliver hydrophobic actives in hydrophilic gels, nanoemulgels have been presented. Materials and Methods: The present study aimed to prepare an aqueous nanoemulgel based on guar gum and Pluronic® F127 as a strategy for the delivery of hesperidin, a hydrophobic flavonoid. A nanoemulsion was prepared and characterized to be incorporated into the gel. The formed nanoemulgel was evaluated for rheology and antioxidant activity. Results and Discussion: The nanoemulsion had a particle size of 192 ± 4 nm, a polydispersity index of 0.11 ± 0.01 and a zeta potential of -32.1 ± 0.9 mV. The encapsulation efficiency obtained was 99.35% and the rheological study of the nanoemulgel showed satisfactory gel characteristics for topical use. The antioxidant potential of nanoemulsions by the DPPH method presented an IC50 value of 14.4 ±1.3 μg mL-1 expressed in hesperidin equivalent to 17.4 mg mL-1 of the nanoemulgel. The formulated nanoemulgel delivered hesperidinsuccessfully without affecting its antioxidant properties, showing promise as a cosmetic for topical anti-aging use.

Abstract:
Las organizaciones transnacionales dedicadas al tráfico ilícito de drogas han usado la violencia como un elemento subsidiario y poco profesionalizado. En el inicio de este nuevo siglo, en México, en el contexto de cambios políticos – el tránsito del PRI al PAN- surgió una nueva agrupación dedicada al tráfico ilícito de drogas: Los Zetas. Este cártel contó, entre sus miembros fundadores, a ex fuerzas especiales entrenados en la escuela contrasubversiva francesa. A su vez, su estrategia de expansión ha incluido el entrenamiento a sus nuevos miembros en la misma doctrina. La difusión de este nuevo y particular modus operandi, para un cártel, ha afectado plenamente la dinámica del tráfico ilícito de drogas en la región. La respuesta del Estado mexicano, a través de sus políticas de seguridad para hacer frente al tráfico ilícito de drogas se ha visto influenciada por la aparición y empoderamiento del cartel de los Zetas. La decisión del expresidente Felipe Calderón de usar las fuerzas armadas contra el narcotráfico generó una espiral de violencia inesperada. Todo este argumento presentado, líneas arriba, busca responder a la pregunta: ¿cómo se explica la dinámica de las políticas de seguridad pública antidrogas del Estado mexicano a partir de la aparición de un cartel militarizado, los Zetas, en el período 2006 – 2012? Este estudio brinda un enfoque novedoso del abordaje en investigaciones relacionadas al tema, pues aborda el fenómeno desde la aparición de un actor y su modus operandi no convencional, el mismo que fue recibido, previamente, de parte del Estado. El estudio propone un análisis descriptivo de la manera en que se ha desarrollado este fenómeno. Con ese propósito de ha consultado fuentes secundarias: literatura especializada, reportes oficiales de Naciones Unidas, informes institucionales, entre otros.

Abstract:
This chapter analyzes the violence, conflict, and number of dead in Juárez. It argues that drug trafficking organizations in Mexico generally continue to compete for market presence and dominance. For most drug trafficking organizations, protection against outside threats, including the state and especially the organizations' competitors, remains a problem. The chapter then reviews the two solutions employed in Mexico: to recruit military and law enforcement personnel to deploy military tactics, and to recruit the gangs that developed throughout the 1990s following the deportation of prison gang members from the United States to Mexico. The chapter assesses how drug trafficking organizations throughout Mexico and their armed branches, or gang enforcers, employed violent tactics to establish dominance over their smuggling routes to fend off competition and to ensure that the state cannot reestablish control over security and protection in these spaces. The chapter elaborates on the emergence of the armed branch Zetas and its war with their former masters, the Gulf Cartel. It then reviews how gangs with extensive transnational connections or connections to large Mexican drug trafficking organizations differed from traditional street gangs in significant ways.

Abstract:
This chapter focuses on the Chicano writer and lawyer Oscar Zeta Acosta, whose novels, Autobiography of a Brown Buffalo and Revolt of the Cockroach People, chart his transformation into a radical lawyer for Los Angeles’s Brown Power Movement. Acosta began his career with Legal Services, a network of War on Poverty–funded Legal Aid offices. When he turned to movement activism, he radicalized Legal Services’ demand that lawyers use their expertise to challenge laws that work against the interest of their lower-class clients. This demand became central to Acosta’s version of process art. At the same time, Acosta’s work replicates gender biases that ran throughout the War on Poverty. His political turn entailed his rejection of welfare mothers as clients in favor of militant young men—a turn that paralleled the War on Poverty’s focus on male delinquents.
