Abstract:
The anchor of this research was to analyze the implementation process of Zimbabwe’s IEEP. Implementation of policy has been the Achilles heel of most African countries it has been proven that it is a disease of the continents. In this research the focus is on analyzing what happened between the tabled idea and the implemented policy, this is because the implemented policy had a tremendous contradictory impact to the world as it disempowered the investors in an attempt to economically empower its citizens. The tabled idea was great it had its own flows because it lacked clarity in some of its definition and the goals, objectives and how the policy were to be implemented are not clear there is basically lack of clarity pertaining to the policy. This study made use of two theories the Top- down approach and the politics and administration dichotomy, these two theories are in favour of an autocratic way of policy implementation which follows a chain of command. These two theories highlighted that administrators are being covered be politicians and that administration as a practice and discipline are dead. This has lead to policies being made implemented first before they are formulated because there are no administrators. This study reviewed that the implementation process of the IEEP is not clear or rather it does not exist; there is little or no transparency on the events that took place between the tabled idea and the implemented policy.

Abstract:

The food security crisis which gripped the sub Sahara Africa after the drought in 1999/2000 threatened development initiatives in these countries. Zimbabwe&rsquo
s situation has since worsened and the country has failed to recuperate from the food problems, even after an improvement in the climatic conditions. International and local food aid activities then became a priority in the fight to sustain the right to food for the affected regions. It is argued in this research that if food aid is distributed on the basis of need it will enable the vulnerable populations recuperate form food insecurity problems. It is also postulated that if well implemented, food aid programmes are also able to play the dual role of averting starvation and leading to long term development. This thesis departs from the allegations of food aid politicisation in Zimbabwe.


Using the rational choice and neopatrimonial theories of individual behaviour, this research endeavored to ascertain whether political decisions influenced the government food aid distributions which were conducted through the Grain Marketing Board. In line with these theories, it is argued in this study that politicians behave in a manner that maximizes the fulfillment of their individual needs rather than the needs of the people who vote them in positions of power.


A qualitative approach was adopted in this study and data was gathered through household interviews in the Seke and Goromonzi districts of the Mashonaland East province in Zimbabwe. Furthermore, interviews were conducted with food aid experts from the governmental and non governmental organisations dealing with food security issues in Zimbabwe.

Abstract:
In recent years the ownership of public organisations has been transferred from government to the private sector through privatisation owing to the poor performance of parastatals. In Zimbabwe, the privatisation of parastatals has been criticised as a result of the approach which has been adopted to privatise them, the transparency and the paceof the privatisation, the factors pushing for privatisation at the expense of local demand as well as the lack of an institutional framework for privatisation. The main objective of this study was to explore management perceptions regarding the privatisation of parastatals in Zimbabwe. This study is based on a combination of theories of privatisation and preceding results of studies looking at privatisation of parastatals in developing and developed countries. The secondary sources were the backbone in the formulation of a theoretical model on the management perceptions of privatisation which was used to guide this study. The extensive literature which was analysed revealed that independent factors such as stakeholder consultation, business conditions, government considerations, institutional framework and management of the privatisation process could influence management perceptions regarding privatisation. Perceptions of privatisation were identified as influencing two dependent variables, economic benefits and organisational performance. The variables of the study were operationalised and the hypotheses which identified relationships between the independent variables and perceptions of privatisation were formulated. Hypotheses in respect of perceptions of privatisation and the dependent variables were also formulated. In this study, a quantitative research approach was adopted as the study sought to investigate the relationships between variables. This study collected data through the use of a structured self-administered survey questionnaire which was distributed to 700 managers of parastatals in Zimbabwe. The parastatals which were used in this study were selected using the simple random sampling method whilst convenience sampling technique was used to select the managers. The survey yielded 301 usable questionnaires which were analysed using several statistical analysis techniques. The major findings of this study show that managers, employees and customers participate during privatisation and that privatisation in Zimbabwe is guided by a formal action plan. The study also showed that parastatals in Zimbabwe operate under stable macroeconomic conditions and that information regarding the bidding process is accessible to all parties. However, the results also showed that, in Zimbabwe privatisation is poorly implemented as a result of lack of structural capacity to enhance privatisation, lack of an autonomous institution to manage and lead the privatisation process. The results also show that privatisation in Zimbabwe lacks credibility as the valuation of organisations and assets is poorly done resulting in organisations being acquired at rates which are below market value. In addition, the results indicate that privatisation has failed to improve organisational performance and to change the management style from being reactive to being proactive. The study also found that privatisation brings about economic benefits such as effective governance and economic empowerment. The study recommends that government should ensure that managers, employees and customers participate in the privatisation process and that privatisation is implemented in a transparent manner so as to have a credible programme and achieve the intended objectives. The study also recommends that government should engage people and institutions which have the capacity to efficiently value the organisations and assets identified for privatisation. In addition, the study recommends that the government should appoint board members who possess the requisite skills and competencies, encourage partnerships between local and foreign investors so as to produce quality products and services as well as economic growth. This study has contributed to the existing body of knowledge by developing a theoretical model which can be utilised in other developing countries to test perceptions regarding the privatisation of parastatals. This study could assist the government, parastatals and other stakeholders by providing feedback regarding the privatisation of parastatals in Zimbabwe, so that remedial action can be implemented where deviations are recorded. The findings of this study could also assist the government of Zimbabwe and also other governments, by providing guidelines which can be adopted to implement a successful privatisation programme. This study provides useful and very practical guidelines to parastatals so as to ensure successful privatisation.

Abstract:
This thesis analyses the influence of monetary policy on the general price level in Zimbabwe during periods of hyperinflation and dollarisation. The first part of the analysis covers the period January 2006 to July 2008 when the country experienced high inflation and ultimately hyperinflation. The second part covers the period 2009 to 2012, when the country adopted the multi-currency system and became fully dollarised. In terms of motivation, the study firstly sought to empirically examine the factors that led to hyperinflation in Zimbabwe, paying particular attention to the influence of monetary policy. Secondly, the thesis sought to determine the major factors that influenced price formation in a dollarised Zimbabwean economy; a completely new macro-economic environment. A significant development in this new macro-economic environment was the loss of monetary policy autonomy of the central bank, which also contributed to the relevance of the study. This thesis makes two contributions. The first contribution is the finding that hyperinflation in Zimbabwe was caused by expansionary monetary policy as a result of the activities of an unrestrained and unaccountable central bank. The second contribution was the empirical finding that in the fully dollarised economy inflation is largely determined by external factors. This implies that the domestic economy has no control over domestic inflation developments and as such, Zimbabwean authorities should formulate appropriate economic policies to respond to the impact of external shocks on domestic price formation when the need arises. The role of monetary policy in Zimbabwe’s hyperinflation episode is assessed using the Autoregressive Distributed Lag (ARDL) and the Error Correction Model (ECM) approaches with monthly data from January 2006 to July 2008. The impact of monetary policy on hyperinflation is captured by the coefficient of broad money supply and the interest rate. Results indicate that hyperinflation was caused by expansionary monetary policy, the exchange rate premium and inflation expectations for both the short and long term. Zimbabwe’s hyperinflation episode which peaked during the period 2007 to 2008 brings to the fore the importance of ensuring that the central bank is independent in executing its mandate of influencing the monetary policy process in a manner that ensures price stability. The ARDL and ECM approaches are also used to explore the dynamics of inflation in the dollarised Zimbabwean economy, with monthly data from January 2009 to December 2012. The main drivers of inflation under the multi-currency system were found to be the United States of America dollar/South African rand exchange rate, international oil prices, inflation expectations and the South African inflation rate. The findings contrast with the hyperinflationary era, where empirical studies have cited excessive money supply growth as the major driver of inflation dynamics in Zimbabwe. The results also suggest a higher exchange rate pass-through to domestic prices, consistent with empirical literature which postulates that inflation in dollarised economies is largely explained by movements in the exchange rate of major trading partners and international prices. The policy implication from the analysis is the need for policy makers to aggressively promote policies that ensure increased productivity of the economy. An improvement in productivity would influence the relative prices of tradable and non-tradable goods and ultimately the general price level in the economy. The study also quantified the independence of the Reserve Bank of Zimbabwe (RBZ) using the Mathew (2006), “new index for institutional quality” and the results showed that the RBZ is not an independent central bank. The central bank is found to have a low index of central bank independence (CBI), against a high level of inflation. While this relationship does not imply causality it can be inferred that the lack of independence of the RBZ could have influenced inflation dynamics in Zimbabwe. Only a subordinated central bank can be compelled to engage in inflationary deficit financing and also fund quasi-fiscal activities. The provisions of the RBZ Act [Chapter 22:15] in their current form make the central bank an appendage of the Ministry of Finance and Economic Development and this has, to a large extent, resulted in conflict between the political goals of government and the central bank’s primary objective of achieving price stability. In the event that Zimbabwe reintroduces its own currency in future, the achievement of the primary goal of price stability by the central bank will only be realised if the apex bank is given more autonomy.

Fiscal deficits, which are the end result of fiscal indiscipline and lack of fiscal space, have been the focus of fiscal and macroeconomic adjustment in developed and developing countries. Developments in the euro zone between 2007 and 2011, have reminded policy makers about the macro-economic dangers posed by government debt. The nasty experiences of Portugal, Italy, Greece and Spain forced policy makers in Europe to introduce painful austerity measures. Up to this day, the eurozone debt crisis threatens the survival of the European Union. Although most African countries were not directly affected by the contagion of the euro zone debt crisis, they too had their own structural problems of unsustainable fiscal deficits and bad governance which caused macroeconomic imbalances. This study examines the macroeconomic effects of fiscal deficits and the contribution of bad governance to macroeconomic instability in Zimbabwe. In chapter one the problem and methodology of the study are introduced. The key questions are basically whether deficits are harmful or neutral? Linked to this is of course, the political economy of these deficits, especially the method of financing them and how this affects the macro-economic equilibrium. In order to investigate these issues, this study uses a qualitative and comparative methodology which juxtaposes Zimbabwe’s experiences with those of other developing countries, namely Ghana, Morocco, Zambia and Botswana. These countries are chosen as they collectively depict both cases of good fiscal management (Botswana and Morocco) on the one hand, and bad fiscal management (Ghana and Zambia), on the other. This methodology adequately captures political economy issues which are not capable of being estimated without running the risk of lack of validity and spurious inferences given the softness of data under hyperinflationary conditions that occurred in Zimbabwe prior to 2009. In chapter two the study examines various theoretical propositions on the relationship between the fiscal deficit and selected macroeconomic variables. The traditional theory postulates that the fiscal deficit has a negative impact on macroeconomic performance whereas the Ricardian Equivalence Theorem posits that the impact of the deficit is neutral. Keynesians argue that deficits arising from public expenditure on investment as opposed to consumption actually crowd-in rather than crowd out private sector investment. In theory, there is a close connection between a monetized deficit and inflation. A positive theoretical relationship is also found between the twin deficits (that is, the trade and fiscal deficits). However, the relationship between the budget deficit, interest rates and exchange rate is ambiguous. In chapter three we find that the majority of empirical studies support the view that budget deficits are generally inflationary when they are financed by printing money. A causal link is also found between the budget deficit and trade deficit. However, empirical evidence on the relationship between the deficit, exchange rate and interest rates is largely ambiguous. The comparative politico-economic and fiscal experiences of Ghana, Zambia, Morocco and Botswana in chapter four are used to provide the trajectory for the Zimbabwean case study in chapter 5. The review of the experiences of Ghana and Zambia showed that fiscal indiscipline resulted in high fiscal deficits which led to the deterioration of macroeconomic performance whereas in Morocco and Botswana, fiscal discipline resulted in low fiscal deficits and improved macro-economic performance. But central to the politico-economic performance of these countries, was the issue of bad governance and how this worsened the impact of fiscal deficits. In chapter five the experiences of Zimbabwe confirm the view that fiscal deficits are harmful to the economy. Many years of fiscal indiscipline and bad governance, led to macro-economic instability that resulted in record hyperinflation levels in 2008. Finally, the study concludes that, cumulative fiscal deficits in Zimbabwe since 1980, precipitated macroeconomic instability and fiscal unsustainability. Prolonged fiscal and quasi-fiscal deficits, which were largely financed by printing money, triggered hyperinflation and macroeconomic disequilibria. The lack of fiscal probity and the profligacy of the state, corruption, macroeconomic mismanagement and dirigistic policies, all rolled into one, caused the unprecedented economic meltdown and eventual economic collapse in Zimbabwe. The study finds that fiscal indiscipline in Zimbabwe, other than causing macroeconomic instability, also contributed to an unprecedented humanitarian crisis, never witnessed in a country not waging a war. Going forward, the study recommends a battery of policy measures in the area of institutional, fiscal and macro-economic adjustment in order to control and manage the deficit in Zimbabwe.

Abstract:
This thesis is a detailed account of Zimbabwe's controversial fast-track land reform programme. Zimbabwe's land reform history has been discussed extensively, with a focus on land redistribution. The fast-track land reform programme transferred eleven million hectares of land from 4 000 white commercial farmers to 51 543 landless peasant families. The thesis begins by offering some land reform theories and gives an overview of the land question in Southern Africa. This is followed by a discussion of Zimbabwe's land question from a historical perspective. Next is a periodised account of the successes and failures of land reform attempts made by the Zimbabwean government from independence in 1980 to 1998 when the fast-track land reform programme was conceived. Zimbabwe's political and economic situation at this time is significant. The context for fast-track land reform includes a discussion about the national question in Zimbabwe and the deteriorating status of white citizenship; the rise of Zimbabwe's liberation war veterans as a formidable force and the formation of the Movement for Democratic Change as a strong political party that was challenging, among others, the dominance of the ruling Zanu-PF party and its policies. The blueprint for fast-track land reform is discussed in order to contrast it to how the reform unfolded in practice. In this regard, the response of the international community to the violence and lawlessness that characterised fast-track land reform is worth mentioning, especially since it has bearing on how Zimbabweans are trying to cope with life in a radically altered physical and social environment, following the land reform exercise. The consequences of fast-track land reform are analysed in terms of development and the plight of Zimbabwe's farm workers; the internal displacement of hundreds of thousands of farm workers, white commercial farmers and others in Zimbabwe's countryside and whether or not fast-track land reform beneficiaries can successfully engage in agriculture to improve their standard of living. The Vumba and Burma Valley case study is illustrative of how fasttrack land reform was implemented and its socio-economic impact on Zimbabwe's poor and marginalised groups, for instance, female farm workers. The case study offers valuable insights about the survival strategies that ordinary people affected by the land reform exercise are adopting in order to cope with their new circumstances. Data was gathered from a focus group discussion (pilot study), in-depth semi-structured interviews and observation on three farms, as well as interviews with a few government officials, government documents and newspaper reports. The study is useful to countries that are planning or already implementing land reform, for example, South Africa.

Abstract:
This research appraises the impact of the Fast Track Land Reform Programme at three resettled communities in Kadoma District, Zimbabwe. In particular it assesses the livelihood practices of land recipients and their effects on the natural environment. Two of the communities, Lanteglos and CC Molina were resettled under the A1 villagised and self-contained settlement scheme and are found in the Natural Farming Region III. Pamene, the third community, was resettled under the A2 small-scale commercial settlement scheme and is found in the Natural Farming Region IIb. Multiple research methods including household surveys, interviews, observations, reviews of literature and map construction through the use of Geographic Information Systems, allowed for the collection of empirical, descriptive, and spatial data to provide for the appraisal. The land use practices included dry land crop production, livestock rearing, vegetable gardening and exploitation of the natural environment for a variety of purposes. Farming was mostly subsistence with the use of traditional equipment by all three communities. Tenure was perceived to be insecure by beneficiaries and although a variety of papers to show ownership were held, none provided for leasing or freehold tenure. Despite acquiring natural capital from the resettlement process, the findings of this research show low levels of financial, physical and social capital amongst beneficiaries. Moreover climatic variability, the declining macro-economic and unstable political environment and little support from government have adversely affected the livelihoods of beneficiaries. The implication of all this has been a reduction in livelihoods that are based solely on agricultural production, leading to off-farm practices primarily exploiting the natural environment. The long term effect would be increased degradation of the environment, leading to reduced arable and grazing land, and thereby hindering sustainable livelihoods from farming. Recommendations are proposed based on this research’s findings being typical in Zimbabwe. Central to this is the need for government to revise its present land policy and, provide for a comprehensive and holistic land policy that should be based on the vision of how agriculture should evolve in Zimbabwe

ENGLISH ABSTRACT: Land has been the revolutionary metaphor for wealth and power in the world and even more so in Africa. Ideally, land reform in Africa should therefore, contribute to social and economic progress and ultimately result in social equity as well as increased agricultural productivity. This study was devoted to the history of colonialism and the meaning and birth of land reform policies after colonialism. Moreover, to familiarise the reader with the various meanings and issues concerning land reform particularly in Kenya and Zimbabwe. The outcome of the study was to provoke further discussion on the need for land reform in other developing countries, especially South Africa, as well as to investigate whether colonialism created certain land ownership patterns that had harmful effects on the political and economic climate after independence in Kenya and Zimbabwe. Kenya has been unable to establish a sustainable land reform programme since independence. Ethnic clashes in the early 1990's were seen as a continuation of a battle to recognise the existence of property rights. The contributing factor to the conflict was the fact that the political leadership in Kenya was the direct beneficiary of land reform policies. Furthermore, the uncontrolled privatisation of public land only resulted in economic and agricultural decay. The Kenyan experience provides no evidence of increase in agricultural production, but inevitably resulted in social and economic inequalities and the emergence of significant landlessness, which was a result of the inadequacy of government, to provide credit as was initially proposed. Zimbabwe faces the painful reality that its political revolutions have only brought them halfway to true independence. The objective for Zimbabwe was to establish a functional socialist economy where decision making would be under political control in order to bring about the drastic redistribution of wealth from whites to blacks and to become independent form capitalists. The importance of land in Zimbabwe did not so much lie in the social and economic inequalities, but rather the inability to access land, accompanied by a growing overpopulation, landlessness, land deterioration and escalating poverty in the black areas parallel with severe under-utilisation of land in the white farming areas. This study concludes that African governmental land reform programmes have had mixed success. The complex nature of the liberation struggles in Africa, created diverse post-independence governmental systems. However, some former colonies illustrate certain common underlying issues such as the fact that years after independence, land remains one of the key unresolved issues in both Kenya and Zimbabwe, as well as in South Africa.

Hierdie studie was toegewy aan die geskiedenis van kolonialisme en die betekenis en oorsprong van grondhervormingsbeleide na kolonialisme, asook om die leser in te lig oor menings en uitgangspunte rakende grondhervorming, spesifiek in Kenya en Zimbabwe. Die doel van die studie was om verdere besprekings oor die behoefte vir grondhervorming in ander ontwikkelende lande, veral Suid-Afrika, uit te lok. Verder om te ondersoek of kolonialisme sekere grondeienaarskappatrone veroorsaak het wat negatiewe effekte op die politieke en ekonomiese klimaat in Kenya en Zimbabwe, na onafhanklikheidswording, veroorsaak het. Die bydraende faktor tot die konflik was die feit dat die politieke leierskap in Kenya direkte begunstigdes van die grondhervormingsbeleide was. Verder het onbeheerde privatisering van openbare grond ekonomiese en landbou verval tot gevolg gehad. Zimbabwe staar die pynlike realiteit in die oë dat hul politieke revolusies hulle slegs halfpad tot ware onafhanklikheid gebring het. Die doel vir Zimbabwe was om 'n funksionele sosialistiese ekonomie daar te stel waar besluitneming onder politieke beheer sou wees om sodanig drastiese herverdeling van rykdom vanaf blankes na swartes, asook onafhanklikheid van kapitaliste, te bewerkstellig. Die belangrikheid van grond het nie soveel in die sosiale en ekonomiese ongelykhede gelê nie, maar liewer in die onvermoë om grond te bekom tesame met 'n toenemende oorbevolking, grondloosheid, grondverarming en toenemende armoede in swart gebiede. 'n Bydraende faktor was die uiterse onderbenutting van grond in blanke boerdery gebiede. In samevatting wys hierdie studie dat grondhervormingsprogramme van regerings in Afrika gemengde sukses behaal het. Die kompleksiteit van die bevrydingstryde in Afrika het uiteenlopende post-onafhanklike regeringstelsels tot stand gebring. Nietemin, illustreer somige voormalige kolonies sekere algemene onderliggende uitgangspunte, onder andere die feit dat grond, jare na onafhanklikheid, steeds een van die belangrikste onopgeloste vraagstukke in beide Kenya en Zimbabwe, sowel as Suid-Afrika is.

The land reform that has unfolded in Zimbabwe since 1980 used different models and had diverse consequences. Since the implementation of the fast tract land reform programme in 2000, Zimbabwe experienced heavy reduction in yield and output at farm level that led to a 70% shortfall in production to meet annual food requirements (Richardson, 2005). The economic crisis in Zimbabwe has been characterized by worsening food insecurity especially in the rural areas where harvests continue to be poor. In the beef sector, Zimbabwe has failed to meet its export quota to the EU. The shortfall in production to meet annual food requirements shows a very grim situation but do not tell us about the performance of resettled farmers who now occupy much of the productive land. The broad objective of the study was to determine and compare the production efficiency of resettled farmers in Zimbabwe across land reform models. In addition, the study determined land use intensity. The study was conducted in the Mashonaland Central Province of Zimbabwe mainly because a wide variety of field crops were grown by resettled farmers. The respondents were stratified into three groups. These were: beneficiaries of land reform before 2000 (resettle scheme), fast track A1 model and fast track A2 model. The three models differ on how they were implemented and supported and this might result in different efficiencies of the models. A total of 245 copies structured questionnaire were administered on the resettled farmers from June to September 2010. Descriptive statistics was applied to the basic characteristics of the sampled households. The effect of model of land reform, gender of the household head, marital status, age of the household head, education, household size, religion, dependence ratio, whether the farmer was fulltime or part-time in farming, experience of the farmers in farming at that environment, total land size owned by the farmers and soil type on revenue per hectare and land use rate were determined using the GLM procedure of SAS (2003). Significance differences between least-square group means were compared using the PDIFF test of SAS (2003). The relationship between Revenue and land utilization was examined using the Pearson‟s correlations analysis. Dependance between response variables that had an effect on either revenue per hectare or land utilization with all the other response variables was tested using the Chi-square test for dependance. To find the effect of arable land used and herd size on revenue per hectare and land use the RSREG Procedure of SAS (2003) was used. Input oriented DEA model under the assumption of constant return to scale was used to estimate efficiency in this study. To identify factors that influence efficiency, a Tobit model censored at zero was selected. The mean land use rate varied significantly (p<0.05) with the land reform model with A2 having highest land use rate of 67%. The A1 and old resettlement households had land use rates of 53% and 46%, respectively. Sex, marital status, age of the household head, education and household size significantly affected land use (P<0.05). Revenue per hectare was not affected by any the factors that were inputted in the model. Results from the DEA approach showed that A2 farmers (large land owners) had an average technical efficiency score of 0.839, while the lowest ranking model (A1) had an average score of 0.618. Small land holders (A1 and the old resettled farmers) are on average less cost-efficient than large land owners, with a score of 0.29 for the former compared with 0.45 for the latter. From the factors that were entered in the Tobit model, age of household head, excellent production knowledge and farmer status affected technical efficiency whereas allocative efficiency was only affected by good production knowledge, farm size, arable land owned and area under cultivation. Factors which affected economic efficiency of the resettled farmers are secondary education, household size, farm size, cultivated area and arable land owned. None of the included socio-economic variables has significant effects on the allocative and economic efficiency of the resettled farmers. Thus, the allocative and economic inefficiencies of the farmers might be accounted for by other natural and environmental factors which were not captured in the model.

In recent years, proponents of 'green and clean fuel' have argued that the costs of overreliance on fossil fuels could be reduced through transition to biofuels such as bio-ethanol. Global biofuel discourses suggest that any transition to biofuel invariably results in significant benefits, including energy independence, job creation, development of agro-industrial centres at local level and high revenue generations for the state with minimum negative impacts on the environment. With many risks and costs associated with traditional 'dirty' fuels, it is likely that many countries, particularly African countries, will move towards the 'green and clean fuel' alternative. However, until recently research has arguably paid limited attention to the local livelihood impacts related to land acquisition for biofuel development or the policy frameworks required to maximise biofuel benefits. With regards to biofuel benefits, some recent studies suggest that the much bandied potential for greater tax revenue, lowered fuel costs and wealth distribution from biofuel production have all been perverted with relatively little payoff in wage labour opportunities in return (e.g. Richardson, 2010; Wilkinson and Herrera, 2010). Based on work done in Chisumbanje communal lands of Zimbabwe (Thondhlana, 2015), this policy brief highlights the local livelihood impacts of biofuel development and discusses policy implications of the findings. By highlighting the justifications of biofuel development at any cost by the state, the study sheds some light on the conflicts between state interests and local livelihood needs.

ENGLISH ABSTRACT: The downward spiral of Zimbabwe under President Robert Gabriel Mugabe and the slide into lawlessness has excited international opinion. Perhaps even more controversial, has been South African President Thabo Mbeki's obvious reticence to condemn Mugabe's increasing authoritarianism and breach of human rights and democratic standards. South Africa's foreign policy of 'quiet diplomacy' towards Zimbabwean President Robert Mugabe has received strong criticism. Whilst both domestic and international audiences expected South Africa to take a stronger stance towards Mugabe because of his increasing violation of human rights and democratic standards, President Mbeki has been notably reticent to publicly criticise Mugabe. Consequently, the South African government has been criticised for condoning Mugabe's behaviour, which in turn has raised questions as to South Africa's commitment to the advocacy of human rights and its attempts to establish a leadership position in Africa. Although both internal and external pressures have given rise to South Africa's strong commitment to the international norm of human rights in 1994, this commitment seemed to weaken as the years passed. The commitment to human rights, that was especially prominent during the Nelson Mandela presidency, has given rise to foreign policy tensions and contradictions within the South African government. South Africa's turn to multilateral mechanisms as the main vehicle for South Africa's principled commitment to human rights has been accompanied by a decline in the priority placed on this principle. This loss of ardour in the commitment to the human rights advocacy, moreover, has seemed to increase during the Mbeki presidency. President Mbeki's desire to playa leadership role in Africa and his vision for African renewal and rebirth have been accompanied by a stronger emphasis on African solidarity as a foreign policy principle. South Africa's commitment to the norm of human rights, however, has thwarted South Africa's attempts to strengthen African solidarity since it required a rejection of the norms of 'state sovereignty' and 'not to speak out against each other'. Since high priority is attached to these norms in Africa, contradictions arose between the norms of human rights advocacy and African solidarity. This study argues that South Africa's policy of 'quiet diplomacy' towards Zimbabwe can only be understood by focusing on the role of norms and identity on South Africa's policy. It aims to illustrate how South Africa's aspiration for continental leadership has constrained its commitment to human rights advocacy, as accentuated by the Zimbabwean crisis. This study explores the role of norms and identity in South Africa's foreign policy decisions towards Zimbabwe by drawing on constructivism as a theoretical framework. The international relations theory of constructivism provides a framework for analysing the potential influence of norms in international relations. Constructivism illustrates that South Africa's freedom of action has been determined by the interplay between policy actors and social forces with very different ideological convictions about the country in the world, the pressures incumbent upon it and the extent to which it can influence world affairs.
AFRIKAANSE OPSOMMING: Zimbabwe se toenemende ekonomiese en politieke agteruitgang onder die presidentskap van Robert Gabriel Mugabe, asook die geleidelike oorgang na wetteloosheid, het internasionale veroordeling voortgebring. President Thabo Mbeki van Suid-Afrika se ooglopende teensinnigheid om Mugabe se toenemende outoriteit en skending van menseregte en demokratiese standaarde te veroordeel, was selfs meer omstrede. Suid-Afrika se buitelandse beleid van 'stille diplomasie' teenoor President Mugabe van Zimbabwe het dus sterk kritiek uitgelok. Terwyl beide binnelandse en internasionale sfere van Suid-Afrika verwag het om 'n sterker standpunt teenoor Mugabe in te neem in die lig van Mugabe se toenemende skending van menseregte en demokratiese standaarde, was President Mbeki merkbaar teensinnig om Mugabe openlik te kritiseer. Die Suid-Afrikaanse regering is gevolglik daarvan beskuldig dat dit Mugabe se gedrag verskoon, wat weer aanleiding gegee het tot die bevraagtekening van Suid-Afrika se verbintenis tot die bevordering van menseregte en pogings om 'n leierskapsposisie in Afrika te vestig. Two of the main challenges facing communities and governments in developing countries are the reduction of risks of hydro-meteorological hazards and adaptation to climate change. As climate variability and change impacts are becoming more visible in the form of disasters, and are negatively affecting climate sensitive livelihoods and eroding communities' ability to fully recover, leading to increased vulnerability to subsequent climate risks. The unpredictability of current weather systems, therefore, makes it very difficult for poor governments and households to deal with adverse impacts of climate change. Furthermore, the fragmented approach to DRR and CCA with regards to practice, policy and organisational frameworks for dealing with climate risks is resulting in coordination challenges for the government departments. This study aimed to explore how local households and communities perceive and are experiencing and coping with climate change and drought, and what that means for integrating hydro-meteorological disaster risk reduction and climate change adaptation. The study was carried out in Chirumhanzu district and the methods used for data collection included: 217 household surveys; six focus group discussions; participatory learning actions methods; key informant's interviews and document review. The majority of households owned low value material assets and had low levels of livelihood capitals and this exposed them to the impacts of climate variability and successive droughts. This low adaptive capacity largely affected their ability to engage effective drought risk reduction and adaptation strategies for their livelihood activities in small-scale farming and livestock rearing. Vulnerability to climate risks was exacerbated by seasonal weather forecasts, which were deemed by some households to be unreliable, inaccurate and not easily understood, while others used of indigenous knowledge. Successive droughts affected households' access to food and cash income for other household demands. Other non-climatic factors that contributed to adverse drought impacts at the household level were an emphasis on reactive humanitarian aid approach and the poor economy in Zimbabwe. Additionally, the policy framework for dealing with climate change and drought hazards is fragmented and weak; and is housed in different government departments making it difficult to coordinate and implement. To improve climate risk management, there is need for the government to appreciate that drought risk reduction and climate change adaptation are all about reducing vulnerability. Understanding this, might assist in improving government focus on addressing the underlying causes of vulnerability and mainstreaming DRR and CCA into development processes through addressing specific and generic adaptive capacities. The thesis argues that as long as rural households are involved in climate sensitive livelihood activities and not getting meaningful intervention to diversity and/or better intensify their livelihood activities, they will continue to be vulnerable to successive climate risks. This fragmented approach to dealing with climate risks, is not yielding any successful results with regards to building resilience, risk reduction or adaptation of rural households.

In many countries in Africa, the delivery of animal health services, especially in rural areas, is far from adequate. These services therefore need restructuring. An analysis of these systems indicates that the development of an appropriate analytical framework for evaluating them would prove to be extremely valuable. Such a framework should be able to identify, qualify and quantify, the various segments of the population, their spatial distribution, and specific health care needs, as well as permit the prediction and evaluation of the socio-economic impact of policies and interventions on the delivery system. In order to develop such a framework, a project was undertaken using the concept of Precision Service Delivery (PSD), with the objective of developing a robust analytical framework which is universally applicable to all health care delivery systems. PSD is aimed at adjusting and "fine-tuning" the delivery of services, so as to meet the specific health care needs of the different segments of the population, in the context of their geographical location. The animal health care delivery system in Zimbabwe was used as a case study. The PSD framework was used in this study, to analyse the economic and social impact of different scenarios of the current privatisation oriented policy reforms. This involved the use of statistical techniques, a geo-spatial modelling technique and Linear Programming mathematical models. A questionnaire survey of 145 livestock producers was conducted with representation from all four livestock production systems in Zimbabwe. The objective was to evaluate the socio-economic and health care variables that characterise the production systems. From fourteen putative variables identified, eight were extracted using Principal Component Analysis, as a bases for characterising the existing livestock production systems. Using Multiple Discriminant Analysis, the validity of the different production systems as distinct classes was confirmed.

This study is primarily aimed at examining the impact of World Bank / IMF, structural adjustment programmes in the SADC region. However, the main focus of the study was on Zimbabwe and Zambia. These World Bank / IMF-influenced perestroikas, are believed to be viable panacea, for the state of economic malaise prevalent in the SADC region. In undertaking this research, various methods were utilised to acquire data. A case study approach was used. However, the main method of data collection which was heavily relied upon was document study. The collected data was analysed and presented in both graphical and tabular form. This study, inter alia, established that the implementation of IMF / WB structural adjustment programmes in the SADC region has precipitated a plethora of insurmountable socio-economic problems for the citizenry of both Zimbabwe and Zambia. Furthermore, the research has revealed that IMF / WB influenced structural adjustment programmes have culminated in large-scale unemployment, retrenchments, an acute decline in educational and health standards, ever-skyrocketing food prices, rents, taxes, mass exodus of qualified human resources to greener pastures, big debts, inflation and labour strikes in Zimbabwe and Zambia.

The recent political conflict in Zimbabwe has attracted the attention of policymakers, academics and the media alike in the neighbouring countries of the region, across the African continent and internationally. While the story of an ageing African liberation hero turned dictator who, through autocratic rule, has governed his country and his people to the ground in order to maintain power is captivating, a key element of the fascination is the critical diplomatic role played by South Africa from 2000 onward. Foreign policy in post-apartheid South Africa on paper is driven by human rights and democracy, conflict prevention and conflict resolution through peaceful means, and the promotion of African interests in world affairs. However, after observing South Africa’s involvement in the Zimbabwe conflict between 2000 and 2009, South Africa’s foreign policy appears to be propelled more by African solidarity and sovereignty, anti-imperialism, and a softer interpretation of preventive diplomacy than its international counterparts. Thabo Mbeki’s preventive diplomacy toward Zimbabwe during his presidency was slow to produce results, lacked transparency and frustrated many, yet, when examined under a preventive diplomacy theoretical lens, Mbeki’s policy did eventually garner success through the signing of the Global Political Agreement (GPA) and the formation of an inclusive government in Zimbabwe. This dissertation examines the role of preventive diplomacy in South Africa’s foreign policy toward Zimbabwe under Mbeki’s leadership and determines the point at which South Africa switched from an approach of preventive diplomacy to one of conflict resolution and conflict management. The concept of ‘preventive diplomacy’ is often focused on government-to-government relations or the high level diplomacy of intergovernmental organizations such as the United Nations (UN). Multi-track diplomacy expands on this traditional interpretation and considers the preventive diplomacy contributions of a variety of non-state actors to the practice of conflict prevention. This dissertation uniquely moulds the preventive diplomacy theoretical framework of Michael Lund with Kumar Rupesinghe’s concept of multi-track diplomacy to form a more comprehensive illustration of the role of preventive diplomacy in the approach of multiple actors towards the Zimbabwe conflict. The more inclusive preventive diplomacy theoretical framework is then applied to the conflict in Zimbabwe between 2000 and 2009. Through the application of a preventive diplomacy framework which incorporates the concept of multi-track diplomacy it is then possible to observe the South African government’s preventive diplomacy approach toward Zimbabwe first between 2000 and 2007 and then as mandated by SADC between 2007 and 2009 and finally compare it with the diplomacy of multi-track actors such as the UN, Zimbabwe-based and South African-based civil society organizations, the Zimbabwean Diaspora, religious groups, and financial institutions. The examination of the larger role of preventive diplomacy in the Zimbabwe conflict situation leads to the understanding that each diplomatic effort is interlinked. Therefore the culminating event of the South African government’s preventive diplomacy approach in the Global Political Agreement could not have been achieved without the preventive diplomacy efforts of a multitude of actors who were also committed to preventing violence and finding a lasting solution to the conflict in Zimbabwe.

Specifically, it examines the legal framework governing trade, investment and financial services. The thesis focuses on Zimbabwe as a case study and draws lessons from South Africa. It proceeds from the premise that despite the numerous attempts made at international, regional and domestic levels to increase economic development (such as through liberalisation of markets and access to international development finance), Zimbabwe has failed to attain 'developed country' status. The purpose of the thesis is to examine the causes of poor economic performance in Zimbabwe postindependence (post-1980).

Wetlands are stocks of natural resources limited in supply, in the middle of unlimited human wants with multiple uses to society, presenting an economic problem in as far as their rational and sustainable use is concerned. To that end, conflicting recommendations have been forwarded regarding wetland cultivation as a possible land use across the globe and from within the same regions. On one extreme, wetland cultivation has been linked to degradation of wetlands with pure wetland conservation as the prescribed viable and sustainable land use option to society. Closer to reality, partial wetland conversion to crop land has been found compatible with wetland bio-diversity; implying that partial wetland cultivation is the prescribed wetland use option viable and sustainable to societies, a dictum mainly claimed by rural communities. With that conflicting background and based on the “Safe Minimum Standard” approach, a ban on wetland cultivation was maintained in several early environmental policies in Zimbabwe as a basis for legislative protection of wetlands, a position that is still legally binding in current statutes. Contrary to that, rural communities have responded by invading wetlands as a coping strategy in pursuit of the claimed values of wetland cultivation, further conflicting with standing policies. This scenario has managed to “lock” and is currently locking the claimed 1,28 million hectares of wetlands in Zimbabwe in a “legal-operational impasse”, at a cost to the entire nation since no meaningful investment is possible in wetlands when there is a legal conflict.

Abstract:
The study examines and analyses the Government of Zimbabwe's investment policy in water and irrigation agriculture between 1980 and 1985 from an economic and policy approach. The approach emphasises both the economic and policy implications that result from such public investment. The major objective of the study is to assess whether or not public investment in water and irrigation has satisfied Government economic and policy objectives of 'growth and equity'. The cost-benefit framework has been adopted in the assessment of the performance of the commercial irrigation sector. Using this framework, the study seeks to show whether chosen policies have optimized such economic benefits as economic growth, profitability, foreign exchange earnings, and employment creation, for the costs incurred. Small-scale peasant schemes are assessed using cost-effective analysis framework. On the basis of this method, the study examines the extent to which chosen policy strategies and projects have maximized equity objectives such as the increase in food production, improvement in standard of living, and increase in income earnings etc, at least cost of production. Throughout the analysis of the two sectors, the role played by public subsidies in all the cost structures is examined. In the case of peasant schemes the costs are compared with those of the rain-fed peasant agriculture in order to assess the incremental equity, or lack of it, due to irrigation. Social and environmental effects of these policies and their impact on costs and benefits are also discussed both qualitatively and quantitatively. The whole analysis takes place against the background of national economic decline, rising investment costs and rising public debt. The question of the economy's ability to support a subsidy-based investment policy is central in the whole study as this raises serious implications for future investment. Alternative investment strategies and future research areas are suggested.

The aim of the investigation is to assess the extent to which various initiatives aimed at improving the status of a technical subject like Home Economics (H/E), have helped to transform the attitudes and perceptions of teachers and students in a school in Zimbabwe. The study was carried out at Rusununguko Secondary School in Zimbabwe, where H/E was one of the technical subjects within a curriculum mainly dominated by academic subjects. Students and teachers' attitudes and perceptions towards H/E were assessed along the following dimensions: 1. The extent to which H/E is subjected to gender stereotyping; 2. The extent to which H/E is viewed as suitable for slow learners and low-achieving students; 3. The extent to which the subject suffers from subject choice constraints; 4. The extent to which H/E is viewed in terms of low academic and occupational expectations; 5. The extent to which the subject is perceived as offering low-status knowledge when compared to other subjects.

ABSTRACT: This thesis examines policing within the context of security and development, with particular reference to ways in which the Zimbabwe Republic Police (ZRP) operates in the wider political economy of Zimbabwean state in response to decades of financial crisis. Guided by the social constructionist philosophy and structural political economy analysis, the case study demonstrates that, through a range of commercial activities, the ZRP has been able to shift police preoccupation from ‘what is routinely important’ to ‘what works’ as part of resilience and adaptability in one of the world’s distorted economies. In cases where the police lack sufficient budget support from the government they recalibrate into self-organized systems and devise ways in which they raise the much needed revenue for policing. Using interpretive content analysis for secondary data and thematic analysis for in-depth interviews, the other finding relates to the ways in which the ZRP deploys neoliberal registers of ‘sustainable development’ and economic nationalist discourses to legitimise its involvement in commercial activities in farms, mines, tourism and social welfare businesses. Commercial activities involve distribution of wealth, power and interests. As such, what started off as productive entrepreneurship to ‘make ends meet’ slipped into unproductive and destructive entrepreneurship. The latter has made the police institution gets to a breakdown as different categories of officers split into different commercial units as they compete for access and control. To date, there is little literature that foregrounds the experiences and views of the police officers on the political economy of policing and it is to this literature this thesis primarily contributes. Inadvertently, as the ZRP responds to the economic crisis, it sometimes uses violence against citizens. The violence is sometimes quite targeted and deliberate as the police use metal spiked bars to clampdown motorists in demand of bribe money. The findings suggest that the police operating in a context of budget cuts are highly unlikely to be people-oriented.

The predatory state has received considerably less attention than the developmental state in the development literature. In this thesis I probe three understudied questions on the characteristics of the predatory state and its construction. First, what are the underlying class forces and power dynamics of a predatory state and how does it function? Second, what are the modes of accumulation that characterise the predatory state? Finally, what are the implications for development outcomes? This thesis answers these questions by examining Zimbabwe’s power elite (state, military and business) anti-developmental accumulation patterns across key economic sectors: land and agriculture, mining, transport and energy, and banking and finance. I adopt an historical approach beginning in the colonial period to understand the key choices made to explain the changing role of the state in mediating accumulation patterns and implications for development in both pre- and post-independence periods. Based on my empirical research, I suggest that the predatory state is a ruling class anti-developmental accumulation and reproduction project characterised by: (1) party and military dominance in the state; (2) state-business relations shaped by domination and capture; and (3) state-society relations shaped by violence and patronage. I differentiate the notion of predation from most political economy approaches on post-colonial Africa that emphasise the absence of central authority. I challenge the developmental state concept that views the predatory state as simply the opposite of a developmental state. Finally, I also show that contrary to suggestions that the predatory state is autonomous from society, the predatory state is also in fact deeply embedded with business albeit in a different way.

It has been the objective of the Zimbabwean government since 2009 to arrest deindustrialisation, embody reindustrialisation as the essence for development and structural transformation from production of primary goods to manufacturing of value added goods for the domestic and export market. The President of Zimbabwe traversed that “industrialization is the essence of development, industrial production creates job opportunities at higher skill levels, facilitates more useful links across the agricultural, mining and service sectors, between rural and urban economies, and across consumer, intermediate and capital goods industries” (Ministry of Industry and Commerce, 2012: v). As such one of the economic components, through which re-industrialisation is envisioned is the value-addition of cotton through supporting downstream industries in textiles and clothing. This objective has been seen gradually through all of its policies post crisis or since dollarization. This is illustrated for example in the in the Short Term Emergency Recovery Programme (STERP) of 2009 were textiles and ginning are identified under strategically targeted industries. In the Industrial Development Policy of 2012 -2016, it is also stated that “whilst in Zimbabwe it might appear that the industrial value chain is complete; in sectors such as cotton, iron and steel and sugar, the level of transformation beyond primary processing still needs to be enhanced” [and so] “the Government has identified four (4) priority sectors as the pillars and engine for this IDP 2012–2016, namely Agri-business (Food and beverages, Clothing and Textiles, Leather & Footwear and Wood and Furniture)….”, (Ministry of Industry and Commerce, 2012: 11,17). With this background in mind, the broader problem this research is trying to solve is how the government through its objectives has sort to address de-industrialisation and re-industrialize through support of value addition and upgrading processes. Therefore, my research will focus on the evolution of cotton to textiles value chain and investigate how much value-addition has been employed to cotton products locally and for exports but only up to the point of textiles; what market conditions, forces and industry initiatives/strategies influenced the attempts to increase value added, and how successful or not these have been ; what policies both broader industrial and macroeconomic and sector-specific policies are in place or have been implemented to support the growth of cotton to textiles value added or shifting into higher value added production and what the impact of the cotton to textile industry has been towards industrial development.

Although contemporary analysis of foreign policy now incorporate diverse issues originating from diverse subject areas, it has neglected the issue of change in foreign policy in favour of foreign policy continuity. This paper investigates the subtle changes that China has instituted in its foreign policy towards Africa. It argues that, these subtle foreign policy changes, although beneficial to China, have inherent negative implications on African states and signifies a manifestation of an active, assertive and confrontational Chinese foreign policy in future. In this investigation, China through the implementation of its moralistic five principles of peaceful development, the open door policy and its strategy of instituting policies that target states that it seeks to do business with, has managed to attract and solicit partnership from most African states. Sub-national institutions like the Forum on China Africa Cooperation, the Chinese military, think tanks, Exim Bank and individual Chinese provinces have been tasked to carry out and implement China’s Africa foreign policy. The FOCAC meetings have emerged to be the most important platform through which the notion of change and the main objectives of China’s Africa policy are expressed. There, exists numerous models which can be used to analyse foreign policy change but the paper adopts Eidenfalk’s extent of foreign policy change model to analyse the various issues, both domestic and international, that influence changes in foreign policy. For China, international more than domestic factors wield greater influence on foreign policy. As a result three strands of foreign policy change can be identified in China’s Africa policy i.e. from single aid to aid provided on a win-win basis, from ideological focus during the colonial period to pragmatic considerations and from non-interference to active engagement on the continent. Given the close relationship that had formed between China and most African states, changes identified above, will have negative political and economic consequences for African states. For instance, African states will no longer enjoy Beijing’s cushion against UN sanctions, weakening of African economies and identity crisis are all possible consequences of China’s evolving policy. Zimbabwe is dependent both economically and politically on China. It would follow that any form of change in China’s foreign policy will leave Zimbabwe exposed to the above effects.

This study focuses on the role of Zimbabwe‘s indigenisation and economic empowerment policy in community development. In particular, it investigates the contribution of community ownership of mineral resource wealth to community development with particular reference to the Zvishavane Community Share Ownership Trust (ZCSOT) in Zvishavane District, Zimbabwe. The study is situated within the framework of participatory community development and seeks to explore whether the ZCSOT stimulate broad-based participation at community level in the ownership and utilisation of natural resource wealth as envisioned in the indigenisation policy. The research utilised methodological triangulation, using a questionnaire and in-depth interviews for data collection. The findings of this study suggest that the community ownership of mineral resource wealth through community share ownership trusts (CSOTs) is capable of bringing positive social and economic transformation in resource-rich communities much better than state-centred and/or corporate-led development. However, the study also highlights that because of certain irregularities in the indigenisation policy and the subsequent operational imperfections evident in the operation of the ZCSOT, community engagement in the process of development is quite marginal. Instead, what we see is political manipulation of the CSOT, lack of transparency and corruption due to the non-representation of ordinary community members in the CSOT, thus impeding their full participation. The involvement of traditional leaders in CSOTs has promoted the entrenchment of relations of domination, paternalism and stifling of democracy, thereby contradicting with the principles of participatory community development. In the end, the study establishes that the success of community ownership of mineral resource wealth in the socio-economic transformation of mineral-rich communities needs need to be anchored on the full participation of local communities.

The motive behind this dissertation involved the scholastic empirical testing of the impacts of development policy, pursued at macro-economic level in housing and construction industry in Zimbabwe during Economic Structural Adjustment Programme (ESAP) between 1990-1995. It further explores the understanding of the variety of interconnections between macro-economic in light of structural adjustment and Shelter development Strategy. The introductory focuses on conceptualisation of the dissertation in relation to contemporary policy and academic debates. A historical review of both macroeconomic and shelter industry management policies experienced in Zimbabwe prior to ESAP are examined. Architecture structure of the adjustment programe specifically in the in creating an enabling environment in respect to the overall macro-economic reforms in relation to the shelter industry is sketched. Party Two deals with housing and Zimbabwean construction finance both prior and after ESAP, comparison with other African countries is reviewed-positive impacts of liberalizing a sophisticated financial sector, limited impact in attracting foreign investment and negative impact of reduced government investment on the housing construction industry. The final section deals with the impact of adjustment and shelter strategy on job creation and income levels. Also focuses on the responsiveness of the construction supply to adjustment and enablement policies. The development of ideas surrounding this research and methodology of fieldwork are also discussed. Conclusion and recommendations are drawn to fulfill the dissertation-Scholarly.

Zimbabwe as a country went through severe economic crisis between the years 2000 and 2008. Hyperinflation, ill conception of policies by a desperate government that was in panic because of the shock that the crisis had on the economy, a declining exchange rate were among the serious challenges that were facing the economy. As investors and ordinary citizens scrambled for ways to store the value of their wealth, they all trooped to the Zimbabwe Stock Exchange (ZSE) to buy shares. As the demand of shares increased, so did share prices. Share prices had stopped to reflect economic fundamentals as the stock exchange became a mere market place of raising money. Stock markets have several functions which are crucial to an economy among them giving support to and facilitation of the growth of key sectors as well as provide accurate signals for resource allocation (Aurangzeb, 2012). Darskuviene (2010) says stock markets act as barometers of economies; in particular stock market movements tend to be leading indicators which means that they provide indications of likely future changes in the level of activity in the economy as a whole. Contrary to these crucial functions, the Zimbabwe Sock Exchange had become a repository of trapped local savings as Zimbabwean citizens scrambled for shares. The scrambling for shares was either for speculative purposes, store of wealth or just a place of raising fast cash as hyperinflation became a daily phenomenon. The prices of shares are supposed to reflect economic fundamentals, all things being equal but for the case of Zimbabwe, the stock prices were now reflecting activities of the ‘black market”. Money has several characteristics that it carries among them durability, hard to counterfeit, and stability in value and one of its major function is to act as a store of value. The Zimbabwean dollar had seized to serve any of the above mentioned functions as hyperinflation corroded the value of the currency. In 2009 Zimbabwean government adopted full dollarization as the Zimbabwean dollar had become useless as a medium of exchange. This saw the Zimbabwe Stock Exchange start to quote prices of shares in the United States Dollar (USD). This research examined the effect of dollarization on the performance of the Zimbabwe Stock Exchange. It attempts to measure and iv assess using empirical models the extent to which the adoption of dollarization enhanced the performance of the bourse. The study uses two sample periods namely the pre-dollarization era and the post dollarization era representing the years 2003 to 2008 and 2009 to 2014 respectively. The sample is made up of sixty two listed companies that make up the Zimbabwe stock Exchange industrial index, which is used as the benchmark index. Two soft wares have been used in carry out this research namely Eviews 8 and SPSS. These were used to in trend analysis, mean difference analysis and regression or correlation analysis. The analysis was carried out using these three techniques in order to assess the effect of dollarization on the performance of the ZSE. The results gathered from this research shows that dollarization has enhanced the performance of the ZSE. Shares prices have stabilized as compared to the pre-dollarization era where they would change a number of times in one day. This stability in share prices was brought about by the use of the US dollar to quote shares because the dollar is a more stable currency. It was found that market capitalization has significantly improved in the dollarization era. There is also strong evidence showing that Price Earnings ratio has decreased significantly which is a good for the Zimbabwean stock market. Turnover ratio did not show any statistical significance in terms of performance. Its correlation with dollarization was negative. This is due to the liquidity challenges that the country is experiencing as well as political uncertainty which is making the stock market unattractive to foreign investors. Therefore, I recommend further research on alternative ways of solving the problems that the country is facing for example de-dollarization and strategies that bring about monetary policy freedom.

This study concerns the contribution that the church can make to small businesses in Zimbabwe through the development of an appropriate holistic training programme for entrepreneurs. Through a case study on the situation in Masvingo undertaken through participant observation and interviews with various role players, this thesis first identifies the fundamental reasons that lead to the lack of viability of the small businesses in Zimbabwe. To develop a response for the church, this study adopts a three pronged approach. Firstly, the theological basis for freedom is laid through a reading of four biblical stories: the creation story, the Exodus story, the prophets' story and the Messianic story. It is argued that these stories can influence and challenge the church to be meaningfully engaged in a freedom centred development process that can foster the freedoms and values that small businesses need in order to grow and flourish. Secondly, Amartya Sen's theory of freedom as development was engaged in a bid to find an interface between economic and development theory and the theological vision of freedom for socio-economic freedom in Zimbabwe. Thirdly, having established a linkage between a theoretical and a theological essence for freedom the research then examined the role the church can play in enhancing the freedoms for the operators of small businesses in Zimbabwe. The study suggests a freedom-centred entrepreneurial training model that is based on Paulo Freire's dialogical education model. A formal proposal of the key elements of such a training programme is explored. The study recognises that the socio-economic situation in Zimbabwe continues to deteriorate so rapidly that all research seems out of date; but it has proceeded with the hope that when the economic situation improves this study would become an important tool through which the church can begin to contribute to development and the revival of small businesses in Zimbabwe.

The governance of natural resources plays an important role in the distribution of resources in any state. The failure of a government to effectively administer natural resources will result in a country failing to benefit from the resources economically. This research paper explores how from 2006 to 2013 the Zimbabwean government handled the discovery of diamonds in the Marange area which is situated just outside Zimbabwe’s third largest city, Mutare. Zimbabwe has had a tumultuous millennium which has seen farm invasions, controversial elections and a crippled economy. The discovery of the diamonds was expected to aid the country’s faltering economy, but instead the diamonds only benefitted a close knit group of individuals who were aligned to the ruling party, ZANU PF. The ruling party in Zimbabwe has enjoyed a stranglehold on the Zimbabwean political landscape and the discovery of the Marange diamonds solidified this stranglehold. The diamonds helped ZANU PF revive its waning political fortunes after the party had joined a coalition government with MDC T after the controversial elections in 2008. The diamonds in Marange are an example of how ZANU PF has been able to use the country’s resources to prop up its waning influence on the Zimbabwean political landscape. The discovery of the diamonds in Zimbabwe mirrors other African countries where rather than being a blessing to local communities natural resources become a curse.

The study assesses the impact of trade and economic liberalisation policy reforms on the operations of selected manufacturing small to medium enterprises (SMEs) in Zimbabwe, and then compares the findings with experiences from South Africa’s SMEs. Motivation for the study was premised on two fronts. Zimbabwe and South Africa are currently faced with high unemployment rates (80% for Zimbabwe and 25% for South Africa). It therefore follows that job creation and poverty alleviation are the two pressing challenges facing the governments of Zimbabwe and South Africa. Secondly, the governments of Zimbabwe and South Africa have identified SMEs as the engines of economic growth with a special focus on addressing the twin challenges of unemployment and poverty alleviation. The roles and hopes bestowed on SMEs calls for a thriving and vibrant SME sector. On the other hand the adoption of trade liberalisation policies in the two countries has led some analysts to cast doubts on the ability of SMEs to withstand the fierce competition from established Multi-National Corporations and cheap imports. Employing a combined qualitative-quantitative approach, the study finds that trade and economic liberalisation policy had a negative impact on the operations of manufacturing small to medium enterprises in both Zimbabwe and South Africa. Cash-strapped SMEs have been strangled by resource-rich Multi-National Corporations. So dire is the situation that in the absence of significant government intervention, SMEs face an uncertain future. Compounding the matter is the fact that most SMEs in two countries are not involved in exports due to lack of knowledge and resources. The innovativeness ability of most SMEs remains very low. The study does not find significant differences on the impact of trade liberalisation policy reforms between SMEs in Zimbabwe and those in South Africa. It is recommended that the governments of Zimbabwe and South Africa need to introduce incentives to encourage SMEs to export and thus employ more people. Governments in Zimbabwe and South Africa need to factor in the transfer of technology to SMEs as one of the clauses when they negotiate the entry conditions of MNCs. In addition, the governments in Zimbabwe and South Africa must reintroduce tariffs in certain critical sectors of the economy to curtail cheap imports. It is cautioned that failure to protect SMEs could jeopardise the survival of most SMEs in Zimbabwe and South Africa, translating into increased unemployment, poverty and unequal wealth distribution.

The study sought to explore possibilities of using African languages and their literature to enhance socio-cultural and economic development in Zimbabwe. In broad terms the study considered empowerment through language. Basically the research was an exploration of the different linguistic patterns and attitudes that prevail in the African continent in general and Zimbabwe in particular. The descriptive survey research design was employed for its usefulness in exploratory studies. A total of 600 people participated in the research. Respondents were from across the breath of linguistic divides in the country. Questionnaires, interviews, observations and documentary reviews were used to gather data. Data gathered was subjected to both quantitative and qualitative analysis resulting in data triangulation for validation. Major findings of the research indicated a disparity in the roles and functions allocated to languages in Zimbabwe. English is preferred and over valued in administration, education and wider communication as a carrier of modern knowledge in science and technology Zimbabwe’s dependence on English provides selective access to socio-cultural and economic services that results in the exclusion of a majority of indigenous people. Zimbabwe’s dependence on English therefore limits adequate exploitation of potential in socio-cultural and economic development. The linguistic landscape of Zimbabwe is not adequately exploited. Zimbabwe is a multi-lingual and multi-cultural country without a clear defining instrument for the status and use of indigenous languages, (Gatawa, 1998; NLPAP, 1998 and Nziramasanga et al, 1999). A clear language policy that recognises that language is a resource is likely to be linguistically all-inclusive and facilitate socio-cultural and economic participation by all Zimbabweans Implementation of proposals for inclusion of African languages is retarded by centuries of linguistic marginalisation and fossilised attitudes in the belief that English carries modern knowledge, coupled with the lack of resources theory. Zimbabwe’s pursuance in the use of English is mainly for nationistic reasons.Proposals and recommendations to avoid reverse discrimination and come up with an all-inclusive multi-lingual policy that uplifts the status of indigenous languages and their literature without annihilating English were made. The level of development for English should illuminate and challenge the heights to which African languages can be developed.

Abstract:
Social cash transfers (SCTs) are part of social protection instruments aimed at reducing poverty and vulnerability. SCTs are among the most evaluated social protection interventions. Most designs and much of the current evidence give limited attention to effects of SCTs on social capital. Greater attention has been devoted to economic and human capital outcomes. The purpose of this study was to explore and analyse the effects of Zimbabwe’s Harmonised Social Cash Transfer (HSCT) on social capital in a rural and a peri-urban settlement. To achieve this, the study first identified and analysed design and operational features of the HSCT. The analysis drew from the perspectives and experiences of beneficiaries and other stakeholders. The study was based on a mixed methods design. The theoretical framework was informed by social capital and social network theories. The results confirm and in other cases contradict findings from previous research, and there are areas where new insights were found. The results indicate that HSCT’s features particularly targeting and selection methods, complementary services and the payment method have effects on social capital. Additionally, findings indicate that the HSCT affected a diverse set of social relations with positive effects on bonding and linking social capital. There are positive psychosocial effects, limited evidence on bridging social capital, and inconclusive results on collective action. The HSCT seems to strengthen trust between beneficiaries but has negative effects on social relations between beneficiaries and non-beneficiaries. Social networks created through the HSCT are exclusionary. There were isolated cases of domestic violence in some households. The HSCT has unintended effects particularly the exclusion of some beneficiary households from access to other benefits; women’s empowerment; and social and economic risks to beneficiaries. Evidence from this study confirms that unconditional cash transfers go well beyond their primary goal of consumption smoothing, and have positive and negative effects on social capital. This provides a strong case for the design and implementation of SCTs to embed explicit objectives and strategies that promote the strengthening of social capital. There is greater need for collaborative efforts between economists, sociologists and anthropologists in the design and analysis of SCTs.

Abstract:
South Africa and Zimbabwe are both well endowed with mineral resources. Both countries share a history of colonization by white settlers with Zimbabwe getting its independence in 1980, followed by South Africa in 1994. Like most countries in Sub-Saharan Africa, they rely on their natural resources for sustenance. In their case, the mining industry has therefore contributed significantly to their development. This study has illustrated the different mineral legislation and regulatory mechanisms in place for managing this important sector. In addition, to its mining and mineral legislation, South Africa has developed the Mining Charter and its associated regulations, to regulate its mining industry. A comparative analysis of the mineral rights and tenure has been in the two jurisdictions has been made. Zimbabwe’s mineral regime has been found to be lagging behind not only South Africa, but to most of the region’s regimes. Issues of adhering to the rule of law and respecting international laws and covenants have been highlighted especially in the case of Zimbabwe. Black economic empowerment programmes in the two countries were discussed, with Zimbabwe again coming short. Recommendations for Zimbabwe following South Africa’s example were proffered. The same applies to environmental issues and sustainable development, Zimbabwe need to follow a more coherent path. Harmonisation of mineral regimes within the SADC region was recommended. Further recommendations to achieve this goal were put forward.

Abstract:
The concept of strategy has advanced significantly from when the emphasis fell on comprehensive, systematic and rational planning. However, many of the assumptions that were embedded in traditional strategy models were deemed to be inadequate and outdated as we approached a new competitive milieu (Maritz, 2010). Strategic Management is still a comparatively young field and the existing toolbox of concepts and techniques remains woefully inadequate (Grant, 2010). This reality should force a re-examination of the traditional strategy paradigms (Maritz, 2010). The literature review has confirmed the observations by Maritz (2010) and Grant (2010) that indeed current strategic management paradigms or approaches were inadequate for unique business environments obtaining in a developing country in Africa, such as Zimbabwe. The motivation for this research, therefore, was to identify and recommend strategic management approaches or paradigms applicable to banks operating in a turbulent and chaotic environment. Based on an extensive literature review, in-depth interviews were conducted with six commercial banks (three that survived the turbulence and three that failed) during the period under review. The study established that the banks that survived the turbulence had a different strategic management approach from the traditional designed ones. It was also noted in this study that in turbulent environments, strategy-making is birthed through an emergent process. When events are moving at an unprecedented speed, as was happening in Zimbabwe, the time intervals between obtaining information, analysing information, taking decisions and implementing those decisions need to be tightly compressed. The researcher coined this process Strategic Intensity (SI). On the other hand, diversification as a strategy was found to be very risky for businesses that did not have a strong foundation and that were lacking in the appreciation of the risk complexion of the businesses into which they were diversifying. This research makes a significant contribution by identifying and recommending Strategic Management approaches applicable to businesses operating in a turbulent and chaotic environment in developing markets such as Zimbabwe. Furthermore, this research also contributes towards the current debate in academic literature amongst practitioners of strategy, about how strategy is really made in organisations (Maritz, 2010). The debate centres around two opposing views: one associated with strategy-making as a formal, deliberate plan, and the other associated with strategies as evolving, ever-changing sets of outcomes that are eventually realised. Finally, the researcher proposes that further studies be conducted at the end of this study.

The thesis focuses on the social policy dimension of Zimbabwe’s Fast Track Land Reform Programme (FTLRP). Interrogating land reform in the context of Transformative Social Policy (TSP) is a critical lacuna in Zimbabwe’s land reform and dominant social policy literature, implying the absence of a wider vision of social policy. This vision emphasises the consideration of the five tasks of social policy (production, redistribution, reproduction, protection and social cohesion); and acknowledges the symbiotic link between social policy and development. The thesis asks, how did the FTLRP and land occupations unfold; what is the new agrarian structure and, forms of social organisation in the aftermath of the fast track land reform; and how has the programme played out in relation to redistribution, production, social protection, reproduction and social cohesion? The thesis is based on a qualitative-dominant mixed methods research approach, and is complemented by predominantly quantitative data gathered by the African Institute for Agrarian Studies (AIAS), now Sam Moyo African Institute for Agrarian Studies (SMAIAS); and a sample of 150 A1 land beneficiaries drawn from Dalkeith, Whynhill and St Lucia Farms. Using grounded empirical data gathered in an eight (8) months-long ethnography in Zvimba district, Mashonaland West Province; and transcending ideological and epistemological debates, the thesis argues that, despite shortcomings, the fast track land reform is a crucial social policy ‘instrument’ with immense potential to transform lives. Across the district, land is a core economic, social and political resource that is central in enhancing wellbeing. The centrality of land reform in transforming lives is hampered mainly by land use and production constraints, and as the study results show, this dimension has the least positive outcomes. Diverse targeted support services that are mainly crystallised around land use and production, value chains and markets, are essential. If the farmers are appropriately supported, the benefits of land reform are potentially immense. Overall, land reform must be understood as a transformative social policy initiative and fast track is the case study for demonstrating this. The thesis contributes primarily to approaches and literature on land reform and social policy.

Despite decades of development efforts to combat desertification processes in southern Zimbabwe, a development deadlock occurs. Using the local knowledge systems as a basis, and making an effort to strategically facilitate the revival of their capacity for checks and balances as a development approach, endogenous development could become more realistic. The actor-oriented RAAKS.methodology offers relevant tools for a case study'in which an insight into the processes of innovation is obtained in order to confirm this. The Charurnbira case study shows that many local interfaces hinder development. Although the facilitation of platform processes could enhance endogenous development, the external environment provides a serious constraint. The method employed did ndt permit broad conclusions, but a deeper examination of recent experiences suggested that by giving local people a greater say in natural resource use, local knowledge could be utilized more effectively and better use could be made of traditional management structures.

Abstract:
The study was an exploration of how internal savings and lending (ISAL) influenced the way in which persons affected by HIV and AIDS earned and spent income. The researcher engaged with the life stories of participants belonging to HIV and AIDS support groups that practised ISAL in rural Bikita district in Zimbabwe. The negative changes brought about by HIV and AIDS were found to influence the way participants generated and spent their income. The initial illness of family members reduced the participation in productive activities of the ill and family members providing care. Compounding effects included reduced attention to and increasing abandonment of productive activities, reduction in the scale of production, the use of inappropriate inputs, forced disposal of assets, increased household debts, reliance on social networks, and dependence on begging and piecework for income. The low productivity from activities meant that households generated less produce and income. This triggered changes in the prioritisation of spending, with healthcare and associated transportation needs superseding all, followed by spending on food. Expenses that were not prioritised during the period of illness included the purchase of improved agricultural inputs, spending on education and clothing and, in some cases, food purchases. In the findings, ISAL is associated with restoring past and starting up new productive and income-generating activities. Regular access to loans allowed storytellers to invest in activities that improved the levels and frequency of income that they earned. Loans were used to directly cover daily family needs, reducing reliance on risky coping mechanisms. Lump sum payments and bulk grocery purchases helped storytellers to invest and manage their cashflow. Overall, households that practised ISAL improved and increased their incomes and ability to spend on healthcare and satisfy other daily needs to levels similar to and better than those experienced before they had to cope with the effects of HIV and AIDS. Recommendations from the study include enabling persons testing HIV positive to access social protection, adapted agriculture technologies and financial education tailored to those affected by HIV and AIDS. Areas for potential further research include a quantitative and qualitative analysis of income and expenditure changes for persons affected by HIV and AIDS and the effects on children of dropping out and being re-enrolled at school.

The study sought to explore possibilities of using ChiShona as a medium of instruction in the teaching of Mathematics in primary schools. The aim was to compare the use of English as a medium of instruction with ChiShona as medium of instruction in the teaching and learning of Mathematics to Grade 4 class. The other objective was to examine the people’s attitudes towards the use of mother tongue instruction in the teaching and learning of Mathematics in Zimbabwe primary schools. A practical teaching experiment was used to investigate the feasibility of using ChiShona as medium of instruction in the teaching and learning of Mathematics to Grade 4 class. In addition a descriptive survey research design which used questionnaires and interviews as data collection methods was employed for its usefulness in exploratory studies. A total of 750 people participated in the research and these were 40 Grade 4 learners (used for teaching experiment) 260 teachers/lecturers, 250 parents and 200 college/university learners. Data gathered was subjected to both quantitative and qualitative analysis resulting in data triangulation for validation. Major findings of the research indicated that the use of ChiShona as a medium of instruction in the teaching of Mathematics to primary school children is possible and that the use of the mother tongue instruction (ChiShona) impacted positively in the teaching of Mathematics to Grade 4 learners. The use of ChiShona as a medium of instruction in teaching Mathematics was effective and comparatively the learners who used ChiShona performed better than those who used English as a medium of instruction. However the research further concluded that people preferred that English remain the only medium of instruction from primary up to university level as English offers them better opportunities for employment compared to ChiShona. The study concludes that the continued use of English as medium of instruction means that African languages such as ChiShona will remain underdeveloped and fail to find their way in the classrooms as languages of instruction in education. The study finally recommends the need for an all-inclusive multi-lingual policy that uplifts the status of indigenous languages and their literature without annihilating English.

This thesis explores questions of gender equality in social welfare theory; methodologies; approaches and policymaking in the Global South in the context of land reforms. This stems from the realisation that gender equality issues in social welfare are increasingly receiving greater attention in the context of the Global North and less in the South. By adopting a Transformative Social Policy framework, the research departs from hegemonic livelihoods, poverty reduction and the ‘classical models’ of land reforms often designed from the mould of the neoliberal discourse of individual tenure to focus on land reform as a relational question. Empirical data was gathered using a sequential explanatory mixed-methods approach involving survey questionnaires; in-depths interviews; focus group discussions; key informant interviews and field observations. A total of 105 randomly selected households, comprising 56 male-headed households (MHHs) and 49 female-headed households (FHHs) participated in the quantitative component of the study, comprising a control group of nonland reform beneficiaries. Additionally, 30 purposively selected in-depths interviews comprising 20 FHHs and 10 MHHs were conducted in resettlement study sites. Findings from this this study indicates that despite the country’s depressed economic environment and the effects of climate change, transfer of land enhanced the productive capacities of individuals and rural households, including those headed by females. At micro-level, in-kind transfer of land to rural households proved to be a more superior social protection measure compared to either food or cash transfer. However, social relations and institutions proved resistant to change, posing a greater obstacle to social transformation. And more importantly, from a social reproductive perspective, the same land reform that enhanced the productive capacities of women, inadvertently, increased their social reproductive work with implications on the welfare of women relative to men. The thesis makes a contribution to social policy debates in Africa, which hitherto have been dominated by the introduction of cash transfers as witnessed in many countries across the continent. The transformative social policy approach brings novelty to the study of land reforms. By Conceptualising gender as a relational and social construct, the study adds knowledge on the nexus between gender, land reform and welfare using the Fast Track Land Reform Programme (FTLRP) as reference. With the FTLRP––as a leftist policy in a liberalised economy––there is a need for the government to re-align its social and economic policies to avoid inconsistencies in the country’s development path. On the gender front there is need to legislate resettlement areas as outside the jurisdiction of traditional structures; promulgate statutory instruments dealing with land and setting up designated land claims courts linked right up to the Constitutional Court. Specifically, for Chiredzi, there is a need to establish a corporate body to administer the affairs of Mkwasine following the pulling out of the Estate. This study sought to establish the business strategies employed by Mobile Company X Zimbabwe (MCXZ) for it to survive the challenging economy. A qualitative research and a case-based approach involving MCXZ were used. Semi-structured interviews and secondary data were used to produce qualitative data and for triangulation of findings. Data was analysed and managed through qualitative coding and Atlas.ti program. The findings of the study showed that MCXZ employed growth business strategies through market penetration, product development, market development and strategic alliances. In addition, the study found that banking crisis, high competition, rapid technological changes, consumer preferences, shrinking markets and unfavourable government policies are the main threats in the challenging economy. However, MCXZ managed to survive and grow due to the integration of business strategies and the key success factors (KSF) in the industry. The KSF are organisational agility, research and development, quality and affordable mobile phones and effective after sales service and accessories.

Too often, literature on participation in community development is void of the rationale for the participation of teachers; the roles they may play; factors for and against their participation; and strategies for inviting and sustaining their participation. This study examines what could be done to ensure the participation of rural based teachers in community development activities, by exploring these issues. A qualitative design and purposeful sampling are used. The sample consists of information-rich informants from the following five categories: officials of the Rural District Council, non-governmental organisation workers, rural based school teachers, Village Development Committee Chairpersons, and ordinary community members. Interviewing is used as the major instrument of data collection. The study reveals that rural based teachers should participate in community development activities, since they have a wide knowledge base and transferable skills, and they are part of and trusted by the community. It reveals that rural based teachers' participation is deterred by political factors, lack of supportive policies, attitudes, conservativeness, lack of specialized training, and labour issues. Twenty two roles are identified for rural based teachers in community development activities. Strategies for inviting them to participate are: the use of policy, change of attitudes, use of media campaigns, training, and inclusion of community development in tertiary education in general, and teacher education in particular. Strategies for sustaining their participation emerge as: the use of incentives, free time or days off and holding responsible offices. Sixteen recommendations are finally presented.

This dissertation was carried out to try to understand the role of social capital in the migration of Zimbabwean migrants to Botswana. It describes elements and types of social capital Zimbabwean undocumented migrants used to come to Botswana. Questionnaires and in-depth interviews were used to obtain data from respondents. Though the influence of macro factors initially pushed migrants to migrate, there was evidence of the existence of social networks. Findings showed the use of social networks by Zimbabwean undocumented migrants. Though kinship networks were dominant in the initial migration stages there was a wane in the destination as migrants reverted to friendship networks for flexibility. Linking existed at both the place of origin and destination. Social control, channelling and negative social capital were discovered among migrants. Migrants developed mechanisms to counter the Botswana’s enforcement policy.

This study sought to critically investigate the contribution of the ordinary people in the creation of a language policy and its subsequent implementation in Zimbabwe. The study was prompted by the realisation of the near-absence of a coherent language policy framework in Zimbabwe. The language policy situation in Zimbabwe is not clearly stated. A hotch-potch of statutes support the status, creation and implementation of languages that are spoken by the citizens of the country. The country’s supreme law, the constitution is silent about the necessity of a broad-based language policy in Zimbabwe. Only three languages Shona, Ndebele and English are considered to be major in a country with 16 known languages. This situation does not support the development of languages particularly the indigenous languages. Indigenous languages are not considered as a suitable medium of instruction from the third year of primary schooling up to tertiary level. Indigenous languages play a critical role in culture, economics and politics. The study argued that ordinary people have creative ways of contributing to the development of a language policy because these people are constantly creating new words and vocabulary that they implement in their day to day struggle with nature and other social classes. Authorities in Zimbabwe are yet to view the role of indigenous languages in development as a cornerstone of socio-economic and political progress. African languages, particularly the Shona language that was the main unit of analysis in this study revealed its capacity to handle complex ideas. It was recommended that when Shona and other indigenous languages are accorded the status of official languages of the country and then provided with the financial resources and linguistic expertise to develop them then, a coherent language policy can become a living reality in Zimbabwe.

This study examines the mediation of multilingualism, localism and the nation in the Zimbabwe Broadcasting Corporation, henceforth, ZBC as the local content and multilingual broadcasting policies subsumed in the Broadcasting Services Act (2001) and the Broadcasting Services Amendment Act (2007) respectively translated into radio and television programming. This purpose is pursued by analysing the language choices and practices on the ZBC radio and television stations and programming. This study is informed by an eclectic approach within the critical theory tradition and therefore it disapproves the domination, marginalisation and exclusion of the indigenous African languages in the ZBC as a public sphere. Against this backdrop, the study envisages the promotion of linguistic diversity and indigenous African languages in the ZBC broadcasting. Data for this study was gathered from the ZBC employees, academics and the ZBC audience using questionnaires, interviews, and focus group discussions. As the local content and multilingual broadcasting policies translated into ZBC programming, this study detected a hierarchical organisation of the languages spoken in Zimbabwe on the radio and television stations where English is the most dominant language, while Shona and Ndebele dominate the minority languages, Shona dominates Ndebele and the supremacy of the Zezuru dialect in the Shona language is easily felt. This is a confirmation of the fragility of Zimbabwean linguistic nationalism in the ZBC which is convoluted by the ideological and political nature of the media, electronic colonisation, the political economy of broadcasting, the transformation of the ZBC public sphere by the market and state interests, the influence of the global media firms, and the relentless hegemony of the western countries in the world system. This study established that broadcasting in indigenous African languages is obligatory if the informative, communicative and symbolic functions of the public service broadcasting are to be achieved. However, this study contends that it is remarkably insufficient for linguists to minimally identify, lament and deplore the marginalisation and exclusion of the indigenous African languages in the ZBC without taking into account the economic, political and technological factors which contribute to the marginalisation and exclusion of these languages in the ZBC broadcasting in the context of the local content and multilingual broadcasting policies. Therefore, this study implores scholars in the discipline of language studies to ameliorate their sophistication by espousing a multidisciplinary approach to the study of language if they are to make meaningful arguments which can influence meaningful language policy outcomes instead of parroting.
