विचारों से परिमार्जन, परिवर्तन एवं परिवर्द्धन होता रहता हैं। यह सब भाषा का ही परिणाम हैं। आज से लगभग 197 वर्ष पूर्व अर्थात् 1802 में, जबकि अंग्रेजी शासन का सितारा बुलंदी पर था, तत्कालीन गर्वनर जनरल लाॅर्ड वेलेजली ने यह कहा था कि भारत की राष्ट्रभाषा हिन्दी अथवा हिन्दुस्तानी होनी चाहिए। सन् 1803 में गवर्नर जनरल ने एक कानून बनाकर यह आवष्यक कर दिया था कि हिन्दी भाषी क्षेत्रों में लागू होने वाले कानूनों के हिन्दी अनुवाद सरकारी तौर पर उपलब्ध किए जाएँ। 1852 से आगरा प्राॅंत का सरकारी गजट हिंदी में प्रकाषित होने लगा था। इसके अतिरिक्त 3 जुलाई, 1805 को लाॅर्ड लेक ने मथुरा और ब्रज क्षेत्र में गोवध निषेध क
