Анотація:

In this article the research of theoretical and methodological approaches to ensuring the sustainable development of the agrarian sector within the region based on the methods of state regulation was conducted. Regulatory and legal measures of the agrarian sectors sustainable development within the regions in crisis where conditions have been developed. The structural scheme of the system of state regulation for pricing of the products in the agrarian sector has been developed. The algorithm for the state regulation of prices for the agrarian market is proposed. It is proposed to construct of an effective management system of sustainability agrarian sector development of the region to combine all actions of management subjects of agrarian relations by the following elements: state regulation, market self-organization, management of agrarian sector. Currently the most optimal agrarian sectors of the region have an innovative development scenario in which innovative resources are used, shifting resource-technological equilibrium in the direction of production growth through more efficient use of natural, financial and other resources as an additional source of sustainable development of the regional agrarian systems. A targeted model of sustainable development of the Vinnitsa region agrarian sector has been developed on the basis of an innovative scenario that envisages achieving this by giving the agrarian sector of the region the main and basic guidelines of development by means of organizational and rational interaction of agroindustrial regional system with the external environment, ensuring its ability to self-development, efficiency of functioning, flexibility and adaptability.

Penelitian ini ingin menjawab keberadaan hukum pertanahan setelah otonomi daerah. Pemberian otonomi pada pemerintah daerah dan pemerintahan kabupaten/kota setelah reformasi merupakan upaya untuk memberi pelayanan secara cepat dan tepat pada masyarakat bidang pertanahan. Dengan melakukan studi dokumen, ditemukan bahwa otonomi dibidang pertanahan justru berdampak pada hukum agraria. Undang-Undang Peraturan Dasar Pokok-Pokok Agraria yang mengandung prinsip kewenangan dibidang pertanahan bersifat sentralistik, dengan sendirinya harus berubah. Pemerintah di daerah harus memberikan pelayanan dibidang pertanahan pada era otonomi daerah ini. Agrarian Law of Land After Regional Autonomy This study aims to answer the existence of land law after regional autonomy. Giving autonomy to the regional government and district/city government after reform is an effort to provide quick and precise services to the land sector community. By conducting document studies, it was found that autonomy in the land sector had an impact on Agrarian Law. The Basic Law of Agrarian Principles which contains the principle of authority in the land sector is centralized, and must naturally change. Governments in the regions must provide services in the land sector in this regional autonomy era.

Анотація:

The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. Анотація:

The fact that the development of information and communication technologies (ICT) is a key factor of development of individuals, regions, sectors and whole countries is well known at the beginning of the 21st century. The real situation of ICT utilization is very different in particular sections and it fails to reach standards that we would expect. The sphere of the agrarian sector of the Czech Republic is a very good example. The Information and Consulting Centre FEM at the University of Agriculture in Prague (IPC) has been participating on research of the utilization ICT in agriculture for three years. According to the latest data from July 2002, 55% of agrarian enterprises are connected to the Internet, which is much less than in other sectors.

Анотація:

At present, the system of ensuring economic security of the agrarian sector of Ukraine is not effective enough. This is primarily due to the fact that at the state level, there are no clear national decisions on ensuring the economic safety of the agrarian sector. The study established that development of economic safety system for the agrarian sector should take into account its resistance to external and internal factors, which could lead to systemic crisis in the agrarian sector development. In this regard, the category of the agrarian sector’s economic safety can be interpreted as the state of agrarian economy sector protection from all kinds of threats, which enables it to form and implement its own economic policy in the field of regulation and stimulation of the agrarian sector development in the indicative limits established by the state, as well as to provide economic stability and the ability of the agrarian sector to reproduce and develop. The strategic goal of building a comprehensive system of agrarian sector economic safety is to create the necessary conditions for the development of agrarian sector enterprises and to provide economic stability and territory socio-economic development stability. In order to achieve this goal, a task tree and an algorithm for building an integrated system of Ukrainian agrarian sector economic safety have been developed.

Анотація:

The author considers the development of theoretical and methodological foundations for research of agrarian corporations and the corporatization process of the agrarian sector of Ukraine’s economy. It is found that the current domestic legislation does not contain a single and comprehensive definition of a corporation in general and an agrarian corporation in particular. Meanwhile, their existing definitions show some inconsistency in the interpretation of the definition of a “corporation” in various legislative acts. Formation of corporations is inseparable from the processes of concentration and integration. The main features of the institutional unit affiliation with the corporate sector are: the pooling of resources (capital and/or property), internal structuring and separation of property rights from the rights of management (control). The corporation is an economic system with certain social functions. The corporate segment in agriculture is formed of agricultural enterprises, their associations and cooperatives. At the same time, agrarian corporations should not formally include the state and private enterprises with a sole proprietor, as well as farms. The agrarian corporate system is not homogeneous either in composition or in the nature of regulation. It should be structured according to certain characteristics (for example, according to the size of land-use and/or livestock). Accordingly, the development trends of various segments, their impact on the dynamics of macroeconomic indicators and the effectiveness of the state regulation of the industry should be examined. Ukraine’s agrarian corporate sector demonstrates a generally positive development dynamics. It produces almost half of all agrarian output and more than half of plant-growing. Agricultural corporations make the main contribution to ensuring a positive balance of foreign trade in agricultural products. At the same time, corporations are responsible for distorting the structure of exports, namely for the prevalence of several groups of commodities in exports. Holding entities, whose activities are not legalized, dominate in the agrarian corporate sector.

Анотація:

The conditions for ecological safety and economic growth of Ukrainian agrarian complex are analyzed, as well as the factors effecting on present-day state of agrarian sector are considered and ecological components in a system of Ukrainian agriculture are assessed. Effects of state regulation on ecological and economic development of domestic agrarian sector are characterized. Анотація:

nalysing the current situation of agriculture is very important because the economy in a lot of regions is based on this sector. For this reason, the present scenario in many regions mirrors that of agriculture. Farms and their structural evolution over the last decade allow us to see the effects of factors such as the economic crisis and the changes in Common Agrarian Policy (CAP) on this sector and the economies of some regions.In this sense, European countries compiled agrarian censuses in 2009 and 2010 to comply with the legal regulations established by the European Council in order to obtain a framework or directory of farms that could serve to carry out sampling designs for sectorial agricultural surveys. These censuses have been elaborated in Spain since 1982 and are the main source of primary sector information.Thus, in this paper we have used the agrarian census data from 2009 to analyse the current situation of farms. In addition, information from the 1999 agrarian census has been used to ascertain the main changes that have taken place in these farms during this decade. This analysis has made it possible to determine the main effects that the worldwide economic crisis has had on farm structure and, therefore, on the hard-hit agrarian economy.

The agro-industrial complex of Ukraine with its basic component – agrarian sector is a system-forming element of the national economy. The Ukrainian agrarian sector has a production potential, which far exceeds the needs of the internal market. It is a link that can become the engine of development of the national economy and its effective integration into the world economic space. The purpose of this research is to determine the approaches to ensure sustainable development of the agrarian sector of Ukraine in the context of globalization and integration processes strengthening. The main task is to determine the problems of ensuring the sustainable development of the agrarian sector of Ukraine in the process of its integration into the world economic space. The category of “sustainability of agrarian sector development” has been considered and improved. It has been suggested to include in the classification of “sustainability of the agrarian sector” an element of the description of global integration processes. It has been proved that the sustainability of the agrarian sector development lies in the balanced combination of industrial, economic, social, environmental, intellectual and globalization processes.

Ефективність функціонування аграрної сфери також залежить від екологічної політики. В Україні національну екологічну політику визначено в "Основних напрямах державної політики України у галузі охорони довкілля, використання природних ресурсів та забезпечення екологічної безпеки", затверджених постановою Верховної Ради України від 5 березня 1998 p. № 188/98-BP. На час затвердження державної екологічної політики Верховною Радою для України це був важливий крок у формуванні нового екологічного світогляду і плану дій. Реалізація державної політики у сфері підтримки аграрного сектора економіки пов’язана з численими проблемами, які потребують наукового вирішення. Зокрема, розробка практичних рекомендацій щодо удосконалення державної підтримки сільськогосподарських підприємств з урахуванням регіональних особливостей потребує ретельного вивчення перш за все практичного досвіду її застосування. Для цього нами запропоновано застосування методу експерних оцінок, у основу якого покладено твердження, що на підставі думок фахівців можна визначити основні цілі та критерії, виявити найбільш важливі фактори і взаємозв'язок між ними, обрати альтернативні варіанти в певній галузі знань. Даний метод досить широко використовується в різних сферах управління виробництвом, проте відсутні дані про його застосування у сфері аналізу державної підтримки в сільському господарстві.

Дисертація присвячена поглибленню теоретичних і методичних засад інституційно-аналітичного забезпечення розвитку аграрного сектору та розробці практичних рекомендацій щодо його удосконалення. Досліджено генезис теорії і практики інструментів інституційно-аналітичного забезпечення розвитку аграрного сектору. Запропоновано концептуальні положення формування системи інституційно-аналітичного забезпечення розвитку аграрного сектору, які виходять із відповідних завдань і принципів та визначають, що провідними теоретичними засадами функціонування такої системи мають бути положення методології управління проектами в аграрному секторі і проєктування інформаційних систем. Обґрунтовано науковометодичний підхід до оцінювання розвитку аграрного сектору України та його взаємозв’язку з результативністю інституційно-аналітичного забезпечення шляхом розрахунку інтегральних показників. Доведено, що для конкретизації шляхів реалізації системи інституційноаналітичного забезпечення розвитку аграрного сектору необхідною є розробка відповідного комплексного механізму. Запропоновано організаційнометодичний підхід до використання аналітичного інструментарію оцінки стану та перспектив розвитку аграрного сектору в Україні.
Диссертация посвящена углублению теоретических и методических основ институционально-аналитического обеспечения развития аграрного сектора и разработке практических рекомендаций по его усовершенствованию. Исследован генезис теории и практики инструментов институционально-аналитического обеспечения развития аграрного сектора. Предложены концептуальные положения формирования системы институционально-аналитического обеспечения развития аграрного сектора, которые выходят из соответствующих задачи и принципов и определяют, что ведущими теоретическими основами функционирования такой системы должны быть положения методологии управления проектами в аграрном секторе и проектирования информационных систем. Обоснованно научнометодический подход к оценке развития аграрного сектора Украины и его взаимосвязи с результативностью институционально-аналитического обеспечения путем расчета интегральных показателей. Обосновано, что институционально-аналитическое обеспечение состоит из трех неотъемлемых и взаимосвязанных составляющих: институциональноправовой; институционально-организационной и методической. Обоснованные стратегические доминанты модернизации механизмов институционально-аналитического обеспечения развития аграрного сектора в Украине: 1) институционально-правовые, которые ориентированы на разработку и совершенствование нормативно-правовой базы по развитию аграрного сектора в части реализации системы сельскохозяйственного консультирования, повышения результативности функционирования саморегулируемых организаций, адаптация отечественного законодательства с требованиями ЕС; 2) институционально-организационные, действие которых ориентирована на совершенствование механизмов сотрудничества всех стейкхолдеров аграрного сектора, развитие системы аграрной логистики и мелкотоварного аграрного производства, повышение результативности использования инструментов регулирования отечественного аграрного рынка; 3) методические, которые предусматривают использование совокупности методов. Доказано, что для конкретизации путей реализации системы институционально-аналитического обеспечения развития аграрного сектора необходима разработка соответствующего комплексного механизма, который включает предложения по перечню методов и инструментов в соответствии с положениями архитектурного подхода, группировка их по основным управленческими функциями (планирование, мотивация, организация и контроль). Предложено организационно-методический подход к использованию аналитического инструментария оценки состояния и перспектив развития аграрного сектора в Украине, который предусматривает осуществление анализа деятельности субъектов аграрного бизнеса для идентификации факторов влияния на ее результативность, разработку, ранжирование, оценку эффективности и согласования со стейкхолдерами. Разработаны методические положения по оценке состояния и перспектив развития аграрного сектора в Украине, предусматривающих осуществление анализа деятельности субъектов аграрного бизнеса для идентификации факторов влияния на ее результативность, разработку, ранжирование, оценку эффективности и согласования со стейкхолдерами. Для обеспечения эффективности использования информации и аналитических методов в системе информационно-аналитического обеспечения развития аграрного сектора предложено использовать метод DMADV концепции «Шесть сигм», который включает инструментарий проектирования, совершенствование и управления процессом развития аграрного сектора.
The dissertation is devoted to deepening of theoretical and methodical bases of institutional and analytical maintenance of development of agricultural sector and development of practical recommendations concerning its improvement. The genesis of the theory and practice of tools of institutional and analytical support for the development of the agricultural sector is studied. Conceptual provisions for the formation of a system of institutional and analytical support for the development of the agricultural sector, which are based on the relevant tasks and principles and determine that the leading theoretical foundations of such a system should be the provisions of project management methodology in the agricultural sector and information systems design. The scientific and methodological approach to assessing the development of the agricultural sector of Ukraine and its relationship with the effectiveness of institutional and analytical support by calculating integrated indicators is substantiated. It is proved that to specify the ways of implementing the system of institutional and analytical support of the agricultural sector it is necessary to develop an appropriate comprehensive mechanism, which includes proposals for a list of methods and tools in accordance with the architectural approach, grouping them by basic management functions (planning, motivation, organization and control).

В роботі досліджено концептуальні засади фінансового забезпечення аграрного сектору. Проведено теоретичний огляд інструментів фінансового забезпечення аграрного сектору в Україні. Здійснено аналіз основних показників функціонування аграрного сектору в Україні. Обґрунтовано необхідність перегляду фінансового забезпечення на основі розробки науково-методичного підходу оцінки впливу аграрного сектору на рівень економічного розвитку.
В работе исследованы концептуальные основы финансового обеспечения аграрного сектора. Проведен теоретический обзор инструментов финансового обеспечения аграрного сектора в Украине. Осуществлен анализ основных показателей функционирования аграрного сектора в Украине. Обоснована необходимость пересмотра финансового обеспечения на основе разработки научно-методического подхода оценки влияния аграрного сектора на уровень экономического развития.
In this work the conceptual principles of financial provision of the agrarian sector are investigated. A theoretical review of financial support instruments of the agrarian sector in Ukraine was conducted. The analysis of the main indicators of functioning of the agricultural sector in Ukraine is carried out. The necessity of revision of financial support is grounded on the basis of development of scientific and methodical approach of estimation of influence of agrarian sector on the level of economic development.

Надзвичайно важливою складовою економіки України є агропромисловий комплекс (далі – АПК), де виготовляється життєво необхідна для суспільства продукція та зосереджений величезний економічний потенціал. Його розвиток значною мірою визначає рівень добробуту країни, оскільки продукція АПК складає близько 85% всіх товарів народного вжитку. АПК України має світове значення. Саме тому особливу увагу необхідно приділити аналізу стану АПК як на рівні країни, так і на рівні кожного окремого регіону.

Анотація:

The agricultural sector of the economy is system-forming for Ukraine, guarantees the provision of food security of the state, forms the basis for the development of rural territories, influences environmental security, stimulates the development of other sectors of the economy. The level of financial security of the agrarian sector of the Ukrainian economy is caused by a number of factors, such as seasonal nature of production, limited shelf life of products, price disparity, low profitability, etc. Therefore, the purpose of the article is to analyze the development of the agro-industrial complex of Ukraine and the activities of the leading agroholdings of Ukraine, as well as to develop proposals for strengthening the financial security of the agricultural sector based on the results obtained. The goal of the study is based on a systematic approach and comparative economic analysis. The methodological basis is the general scientific methods and mechanisms for ensuring the financial security of enterprises. The conducted research has made it possible to establish that in recent years the financial security of the agricultural sector in Ukraine is carried out mainly through a set of programs, each of which is aimed at improving production efficiency. Over the past five years, capital investment and credit in agriculture have increased significantly. The article substantiates the need to manage the financial security of agro-industrial enterprises at the present stage of socio-economic development of Ukraine. The practical significance of the obtained results is determined by the fact that the conclusions and proposals can be used in the formation of the financial security strategy of the agricultural sector and the development of a mechanism for its implementation.

Agrarian sector occupies a special place in the structure of the economy. The article presents the characteristics of this segment and its infrastructure in Ukraine. The transition to a market economy requires the formation of an appropriate market environment, without which the civilized market and agrarian, in the first place, cannot work normally. Agrarian producers independently choose channels for selling their products, forms of sales and sales of resources and use various intermediary structures in their economic activities. All these activities lead to the need to collect, accumulate and process growing information streams that farms have to use efficiently and in a timely manner. The harmonious development of the entire system of social production and food security of the country depends on the effective functioning of all available infrastructure components. Based on the foregoing, it is possible to understand that this topic is extremely important and require the research. The goal of the article is to investigate the condition of the agricultural market and its infrastructure in Ukraine. It was described the main problems of agriculture. To make the research about the topic, it was necessary to use data from the official site of State Statistic Service of Ukraine. It was analyzed the project Strategy for the development of the agrarian sector in Ukrainian economy for the period up to 2020. This project is developed by the Ministry of Agrarian Policy and Food of Ukraine. Also, it was needful to use synthesis, analysis, deduction, induction, and comparison methods. As a result of research, we described possible ways to resolve main problems in this sphere, made the analysis of the main statistical data which are related to the agrarian sector.

El boom de los arándanos peruanos es una indudable historia de éxito. El país pasó de exportar virtualmente nada en el 2014 a exportar USD1000 millones, y ser el mayor exportador mundial de arándanos, solo 5 años después. Ese fenómeno se dio gracias a condiciones excepcionales para la producción de arándanos (alta productividad, períodos de crecimiento extremadamente cortos, amplias extensiones de tierra disponibles), a un sector privado muy profesional y a un conjunto de buenas políticas públicas (el buen funcionamiento del SENASA, los TC los proyectos de irrigación, la ley de promoción agraria, etc.). En este documento estudiamos tres empresas determinantes en este éxito. Camposol es la empresa pionera, una de las dos mayores exportadoras del cultivo y la primera multilatina agroexportadora del Perú. Inkas Berries es un empresa mediana, con fortaleza en genética, que trajo los arándanos al Perú y sigue desarrollando nuevas variedades. Hortifrut es una empresa chileno-peruana que tempranamente decidió que el Perú iba a ser un jugador importante a nivel mundial e invirtió fuertemente en el país.

Land and resource conflicts in India have deep implications for the well-being of the country’s people, institutions, investments, and long-term development. These conflicts reveal deep structural flaws in the country’s social, agrarian, and institutional structures, including ambiguities in property rights regimes and institutions. In 2014, a study focusing primarily on reports in the national media reflected the gravity of these conflicts. There was great interest in this narrow exercise, which prompted a more rigorous and detailed data collection on conflicts and creation of an interactive web portal on land and resource conflicts in India. While the exercise is ongoing, this brief provides an interim analysis of approximately 289 conflicts for which data was collected thus far, covering the period between January-September, 2016. This analysis provides a powerful instrument to understand land resource conflicts in India. The emerging patterns from the analysis of the 289 conflicts provide inferences about sectoral and spatial distribution of conflicts. Based on these patterns, our assessment is that this brief has captured roughly 25- 40 percent of active and substantive land conflicts in the country.
