This article examines key issues in how new technologies are impacting upon how we teach, learn and collaborate, and uses an educational research project called GRAIL (Graduate Researcher's Academic Identity Online) under development to illustrate some fundamental issues in adopting new technologies. A significant challenge to the effective use of new technologies in education is the evolution of social practices around those technologies and the discrepancies between broader social uses of new technologies and how those same technologies can be used in educational contexts. The article describes challenges to design along the dimensions of public/private and individual/collaborative and uses data from a series of project research studies to illustrate the nature of these challenges and possible solutions. The taking up of new technologies in new ways requires the evolution of social practices of use – these practices simultaneously reflect and change our culture, and the evolution of such processes takes time.

In this article, I discuss problems associated with new technologies, digital communications and the future of analog interaction models. I also analyze the development possibilities of artificial intelligence and neural networks based on analog computhttping systems. The transformation today, involves a radical change in existing models and the rediscovery of the benefits of some traditional approaches, which in another context can be much more effective than existing information and digital tools. In this case, it is the analog approaches of quantum computing in combination with new technologies that lead to better results, development of society and the creation of a more human environment.

The article provides a review of studies assessing the effects of digital communication technologies on the political participation of citizens. Political participation is understood as civic engagement. The author considers the changes in the forms of political participation of citizens in the transition of digital communications from unidirectional information technologies Web 1.0 to interactive technologies Web 2.0 used in social media. Evaluation of the impact of digital communications on public activity is shown from various well-founded positions of ‘cyber-pessimists’ and ‘cyberoptimists’. Pessimists note the negative effects of the increased use of digital communications, which consist of social disunity, the erosion of social capital and, as a result, in a decrease in civil and political activity. In turn, optimists argue that the intensive use of digital communications has opened up opportunities for access to the necessary information and the creation of new forms of political participation, significantly reducing the cost (time, effort) of mobilising supporters and coordinating action. Moreover, digital media has created conditions for the implementation of creative and non-political formats of participation, which are often transformed into political actions. Based on the metadata, the author concluded it is necessary to strengthen and diversity of the effects of digital communication on civic and political participation.

The rapid spread of information and communications technologies is accelerating the development of our economy and society. While information and communications technologies have become an important development tool that reshapes many aspects of the world’s activities, digital inequality emerges on a worldwide scale due to difference in access to and use of information and communications technologies. Digital inequality, which is a new phenomenon in the current information era, will widen the gap between developed and developing countries/regions. China has witnessed rapid informationization along with its booming economic growth over the past decade. However, digital inequality, as an important aspect of social inequalities in China, has received only scant attention currently. Based on the technique of cartogram, Figures display provincial information and communications technologies development index (IDI) values in 2010 and 2015 in China, exhibiting high inequality. Regions of the highest information and communications technologies levels are distributed along China's eastern coast. On the contrary, the provinces in the west present very low information and communications technologies levels. The coefficient of variation of IDI values dropped from 0.30 to 0.18, indicating declining digital inequality in China. A causal bidirectional relation probably exists between the economic development and information and communications technologies levels.

The advent of the digital age has become a serious challenge for researchers in various fields of scientific knowledge. Among others, this refers to sociology, which tried to give an adequate answer to the question of how the world is changing. The purpose of this article is to outline the contours of a new sociological field — digital sociology, which has been actively developing in recent years. The article provides an overview of Russian and international studies that have contributed to the formation of the scope of research and research objectives of digital sociology. It focuses on digital society, which appears due to the development and implementation of modern technological infrastructure represented by key digital technologies (communication networks, big data technologies, algorithms and complex algorithmic systems, platforms, artificial intelligence technologies, cloud computing, augmented and virtual reality technologies, etc.). This extremely complex infrastructure has a decisive influence on the emergence of new social practices, on identity, on the everyday life of both the individual and society as a whole. Digital sociology aims to theorize critically about digitalization, datafication, algorithmization, and platformization, and to determine the social implications of these processes. Moreover, digital sociology offers a range of methodological techniques and tools based on digital technologies that provide new possibilities for quantitative and qualitative sociological research. Digital sociology is also seen as a professional sociological practice which includes teaching the discipline, carrying out scientific communications, and sharing the results of sociologists’ scientific work.

Abstract Machine learning (ML) and neuromorphic computing have been enforcing problem-solving in many applications. Such approaches found fertile ground in optical communications, a technological field that is very demanding in terms of computational speed and complexity. The latest breakthroughs are strongly supported by advanced signal processing, implemented in the digital domain. Algorithms of different levels of complexity aim at improving data recovery, expanding the reach of transmission, validating the integrity of the optical network operation, and monitoring data transfer faults. Lately, the concept of reservoir computing (RC) inspired hardware implementations in photonics that may offer revolutionary solutions in this field. In a brief introduction, I discuss some of the established digital signal processing (DSP) techniques and some new approaches based on ML and neural network (NN) architectures. In the main part, I review the latest neuromorphic computing proposals that specifically apply to photonic hardware and give new perspectives on addressing signal processing in optical communications. I discuss the fundamental topologies in photonic feed-forward and recurrent network implementations. Finally, I review the photonic topologies that were initially tested for channel equalization benchmark tasks, and then in fiber transmission systems, for optical header recognition, data recovery, and modulation format identification.

This article shows that digital technologies can play an outsized role in populist discourse because the imagined “voice of the people” gains its authority through the appearance of continuities and consistencies across many iterative communication events. Those iterations create an observable aggregate volition which is the basis of vernacular authority. Digital technologies give institutions the ability to generate those iterative communications quickly. Through example analyses, I show three different ways that institutional actors deployed digital technologies to promote their populist political agendas by manufacturing “the will of the people.” Each of these examples suggests that digital technologies hybridize communication in ways that suggest the elite are always already part of “the people.”

Problem and goal. In the context of digital globalization traditional forms of communication at the university are forced to transform in order to meet educational objectives. However, the established practice of building communications in universities in new formats has revealed a number of problems of ineffective interaction between participants in the educational process. The article aims to identify the main features of the transformation of the forms of communication in distance learning at the university. Particular attention is paid to the conditions for the formation of an effective digital dialogue in the university-student-teacher triad. Materials and research methods. The study of the transformation of communication is considered from an economic, pedagogical, and philological (semiological) point of view. The economic approach includes consideration of resource constraints that prevent the development of various forms of communication in the educational space, and an assessment of the effectiveness of the communication process. The pedagogical approach allows to evaluate the technologies and formats of communication in online learning. The semiological approach is focused on the choice of techniques and schemes that are adequate to digital dialogue. The empirical research was carried out using the questionnaire. The survey involved 2–4-year students at the Ural Federal University named after the first President of Russia B. N. Yeltsin. Research results. In the 2020–2021 academic year, students were able to adapt to rapid inclusion in distance learning and the use of digital technologies, but half of the students prefer to return to the traditional format of education, 39% of students for a mixed (blended learning) format. It was found that if the verbal forms of communication when transferring the course content from the teacher to the students were not transformed taking into account the digital environment and online learning, then this could lead to unnecessary complexity for perception (according to 54.5% of respondents), the appearance of information noise, as a consequence, the appearance of discomfort (for 40% of the respondents) and attempts to avoid communication (for 18%). 52% of students indicated that their opinion about distance improved over time. Discussion and conclusions. The authors concluded that digital skills today mean more than digital literacy. In communication, it is important to develop new technologies, techniques and tools that are adequate to new educational and upbringing tasks. And in modern conditions, burdened by pandemic threats, other ways of digitalizing the university with the construction of effective communications are rather impossible.

The technological revolution of the past two decades has changed communication, higher education, and the global society. As a result, there exists a wide gulf between the unlimited use of technology and higher education, particularly with respect to digital communications between professors and students. Web 2.0 digital technologies convey information in a different manner than before and allow for interaction with distance participants. Personal use of digital technologies for social media communication is one thing; social media use by professors for communication with students is another. Both aspects should be examined in detail to determine the future directions for global learning.

Purpose The purpose of this paper is to explore a non-technical overview for leaders and researchers about how to use a communications perspective to better assess, design and use digital health technologies (DHTs) to improve healthcare performance and to encourage more research into implementation and use of these technologies. Design/methodology/approach Narrative overview, showing through examples the issues and benefits of introducing DHTs for healthcare performance and the insights that communications science brings to their design and use. Findings Communications research has revealed the many ways in which people communicate in non-verbal ways, and how this can be lost or degraded in digitally mediated forms. These losses are often not recognized, can increase risks to patients and reduce staff satisfaction. Yet digital technologies also contribute to improving healthcare performance and staff morale if skillfully designed and implemented. Research limitations/implications Researchers are provided with an introduction to the limitations of the research and to how communications science can contribute to a multidisciplinary research approach to evaluating and assisting the implementation of these technologies to improve healthcare performance. Practical implications Using this overview, managers are more able to ask questions about how the new DHTs will affect healthcare and take a stronger role in implementing these technologies to improve performance. Originality/value New insights into the use and understanding of DHTs from applying the new multidiscipline of communications science. A situated communications perspective helps to assess how a new technology can complement rather than degrade professional relationships and how safer implementation and use of these technologies can be devised.

The opportunities afforded through digital and communications technologies, in particular social media, have inspired a diverse range of interdisciplinary perspectives exploring how such advancements influence the way we live. Rather than positioning technology as existing in a separate space to society more broadly, the ‘digital society’ is a concept that recognises such technologies as an embedded part of the larger social entity and acknowledges the incorporation of digital technologies, media, and networks in our everyday lives (Lupton 2014), including in crime perpetration, victimisation and justice. In this article, we explore potential for an interdisciplinary concept of digital society to expand and inspire innovative crime and justice scholarship within an emerging field of ‘digital criminology’.

Today, wireless technology forms the communications backbone of many industries—including aviation, transportation, government, and defense. The era of the Next Generation Air Transportation System, (NextGen), is upon us. The Federal Aviation Administration, in collaboration with industry, is deploying NextGen technology on the ground, in the air, at air traffic control facilities and in the cockpit. These new technologies in aviation represent a global, transformative change. NextGen blends new and existing technologies, including satellite navigation and digital communications, to improve safety outcomes, increase on time performance, offer reduced fuel burn and positively impact aviation's adverse environmental concerns. Significant growth in technologies like global connectivity and cloud computing over the last few years has begun to unlock potential for seamless wireless communications, improved training processes, real-time weather and navigational displays. While technology has spurred improvements in aviation, basic hands-free wireless communication between flight attendants and pilots is still viewed as inadequate by industry professionals.

The pace and scope of changing technologies are constantly challenging social structures and the need for dexterous policy framework is becoming more and more indispensable. While technological evolution and market forces have driven the information and communication revolution, the European Union has played a significant role in creating an effective framework for the maintenance and development of this progress. In order to regulate the market and keep pace with the ICT (Information and Communications Technology) environment, the EU has introduced rules that ensure fair access to all EU citizens and stimulate competition for companies. The Body of European Regulators for Electronic Communications (BEREC) serves entirely this function, becoming a pan-European regulatory agency. Aside the regulatory role, EU's economic growth strategy involves a great number of policies and measures to capitalize on digital revolution. The Digital Agenda for Europe (DAE) targets not only on citizens, but businesses of Europe as well, to benefit from the technological revolution. The former and the new goals of the renewed agenda raise the bar of smart, sustainable and inclusive growth. Finally, to ensure the maximization of use of information technologies, EU has supported the expansion of e-business and online public services. E-government services have facilitated interaction between government, citizens and businesses, while it simplified all facets of operations of governmental organisations. This article is looking at EU's role in digital environments, examining the three initiatives as platforms of technological evolution in Europe. The three case studies used, the BEREC, DAE and e-Government initiatives, will provide an analysis of the services with a prospective evaluation of the technological strategies involved, while the qualitative and quantitative data in each case will help us analyse the quota and draw conclusions on the functionality and effectiveness of the services. We expect to evaluate the levels of digital growth and online adaptation of the Union and/or the need for further expansion. The study is discussing EU's technological competiveness and the analysis targets the policy initiatives taken towards this direction, while it provides multipolar, but useful information for EU citizens and businesses.

The growing interest in citizen science has resulted in a new range of digital tools that facilitate the interaction and communications between citizens and scientists. Considering the ever increasing number of applications that currently exist, it is surprising how little we know about how volunteers interact with these technologies, what they expect from them, and why these technologies succeed or fail. Aiming to address this gap, JCOM organized this special issue on the role of User Experience (UX) of digital technologies in citizen science which is the first to focus on the qualities and impacts of interface and user design within citizen science. Seven papers are included that highlight three key aspects of user-focused research and methodological approaches. In the first category, "design standards", the authors explore the applicability of existing standards, build and evaluate a set of guidelines to improve interactions with citizen science applications. In the second, "design methods", methodological approaches for getting user feedback, analysing user behaviour and exploring different interface designs modes are explored. Finally, "user experience in the physical and digital world" explores crossovers with other fields to improve our understanding of user experiences and demonstrate how design choices not only influence digital interactions but also shape interactions with the wider world.

This paper examines what happens when young learners in a primary school in Hong Kong start from learning about information and communication technologies (ICTs) to learning with and through ICTs. The authors focus on how students used learning technologies when an H1N1 outbreak closed the school for three weeks and teachers were required to use ICTs to initiate at-home learning. This gave the researchers an opportunity to assess the capacity of young students using Web 2.0 technologies to support learning and the impact that these tools have on teacher views and practice. Data includes interviews with teachers and examples of students’ work. Findings demonstrate how confident and comfortable young learners are with new technologies, raising questions about prevailing assumptions that young students have the capacity to easily use the existing school-based learning management system and Web 2.0 applications. The authors provide evidence that students can effectively engage with ICTs and demonstrate very high levels of skills. However, students did not do so automatically, and required assessment tasks were often key drivers for initiating student engagement and learning.

In response to rapid changes in the communication environment, nonprofits are increasingly relying on digital technologies to achieve their communication goals. We examine factors influencing nonprofits’ digital-based external communication based on a survey of communications directors at transnational nonprofits, with an analysis of each organization’s characteristics as described on its Internal Revenue Service (IRS) Form 990 and website. Our results show that, at the organizational level, nonprofits with stronger leadership support concerning social media activities were more likely to use different digital platforms and value more various functions of social media for external communication as compared with those lacking such support. At the individual level, communications directors’ perceived ease of social media use and time in their current position significantly influenced their emphasis on different functions of social media. This research fills a gap in the literature by analyzing both organizational characteristics and individual communications director’s attributes in assessing nonprofits’ social media use.

The implementation of the national program “Digital Economy of the Russian Federation”, the use of distance technologies in the educational process require teachers to have digital competencies. At the moment in the Russian Federation, there are no formulations of digital competencies of a teacher. Although different models of digital competencies and skills have been created, they are rather complementary to each other. An organization can integrate a ready-made model, but it may not fully meet all the characteristics of the organization, its architecture and internal structure. In Russia, in the field of education, the formulation of digital competencies is spontaneous. In Russian science, digital competence refers to the use of digital technologies in professional activities, training, and social communications. Digital competencies are skills for effectively solving problems of a professional, social, personal nature using various types of information and communication technologies. Using the Delphi peer review method, the authors developed the teachers digital competencies and their indicators. The value of the results obtained lies in the fact that when conducting competitive procedures for filling vacant teacher positions, it is possible to assess the level of formation of digital competencies.

The article addresses the issue of civic participation in online communities. It is shown that modern network technologies make it easy to combine institutionalized forms of civic participation with informal practices through social media. In today’s digital world, unique activities have appeared that were not feasible before the introduction of online technologies: hacktivism as a new type of civil disobedience, Internet propaganda, the viral launch of hashtags and challenges in TikTok, monitoring of electoral procedures for webcams, etc. According to the author of the article Numerous publications by scientists about the deep crisis of civil society institutions, in fact, do not describe the decline in civic participation, but its complication and reorientation to more non-hierarchical and creative practices with t ud amenable to analysis by customary methods. According to the author, the increasing influence of information and communication technologies on the political process has contributed to a refocusing of civic activism towards the mediation of politics and media activism. The article emphasizes that the capabilities of Internet technologies contribute to the alienation of citizens from real problems, the rooting of virtual imitation of civic participation, forming the so-called foci of fake activism. The article presents an analysis of a new form of citizen activity – online rallies. The April case of online rallies in 2020 is analyzed in detail using the “Talkers” service of the popular car navigator from Yandex. It is concluded that online rallies will gradually be introduced into the Russian political process. In this regard, online space is becoming more polarized and politically dangerous. It is proved that the self-organization of citizens in online communities contributes to the slow transformation of the existing institutional framework.

As the Internet of Things (IoT) develops, applying machine learning on optical communications has become a prospective field of research. Scholars have mostly concentrated on algorithmic techniques or specific applications but have been unable to address the distribution of machine-learning technologies and the development of its applications in optical communications from a macro perspective. Therefore, in this paper, machine-learning patents in optical communications are taken as the analytical basis for constructing a patent technology network. The study results revealed that key technologies were primarily in data input and output devices, data-processing methods, wireless communication networks, and the transmission of digital information in optical communications. Such technologies were also applied to perform measurement for diagnostic purposes and medical diagnoses. The technology network model proposed in this paper explores the technological development trends of machine learning in optical communications and serves as a reference for allocating research and development resources.

The purpose of this article is to identify the risks, threats, and challenges associated with possible social changes in the processes of digitalization of society and transformations of traditional communication practices, which is associated with the emergence of new digital subjects of mass public communication that form the pseudo structure of digital interaction of people. The primary tasks of the work were to identify the potential of artificial intelligence technologies and neural networks in the field of social and political communications, as well as to analyze the features of “smart” communications in terms of their subjectness. As a methodological optics, the work used the method of discourse analysis of scientific research devoted to the implementation and application of artificial intelligence technologies and self-learning neural networks in the processes of social and political digitalization, as well as the method of critical analysis of current communication practices in the socio-political sphere. At the same time, when analyzing the current digitalization practices, the case study method was used. The authors substantiate the thesis that introducing technological solutions based on artificial intelligence algorithms and self-learning neural networks into contemporary processes of socio-political communication creates the potential for a wide range of challenges, threats, and risks, the key of which is the problem of identifying the actual subjects of digital communication acts. The article also discusses the problem of increasing the manipulative potential of “smart” communications, for which the authors used the concepts of cyber simulacrum and information capsule developed by them. The paper shows that artificial intelligence and self-learning neural network algorithms, being increasingly widely introduced into the current practice of contemporary digital communications, form a high potential for information and communication impact on the mass consciousness from technological solutions that no longer require control by operators – humans. As a result, conditions arise to form a hybrid socio-technical reality – a communication reality of a new type with mixed subjectness. The paper also concludes that in the current practices of social interactions in the digital space, a person faces a new phenomenon – interfaceization, within which self-communication stimulates the universalization and standardization of digital behavior, creating, disseminating, strengthening, and imposing special digital rituals. In the article, the authors suggest that digital rituals blur the line between the activity of digital avatars based on artificial intelligence and the activity of actual people, resulting in the potential for a person to lose his own subjectness in the digital communications space.

Abstract Research on digital communication is best served by concentrating not on current technological tools, but rather on the novel processes of social and communicative change to which such technologies are often closely linked. Thus, scholarship should consider contemporary technologies mainly as manifestations of underlying phenomena rather than as particular objects of study and should cultivate a focus on the capabilities that span technologies. Theories in this domain, in turn, must concentrate on what is exceptional about technologies in terms of the psychological, social, and behavioral mechanisms that help to comprehend them in the long term. Seen this way, the key to understanding technological mediation is remarkably consistent even in the face of radical technological change.

The paper examines the stages of society informatization (automation, informatization and digitalization) in historical retrospect and their impact on education. It also defines changes in the activity of a teacher in a digital society and education digitalization: specifics of the teachers activity in a digital society due to changes in the object (virtual learner), subject (digitized data, digital traces of the students educational activities) and tools of activity (digital technologies and platforms, video conferencing, information processing technologies); the peculiarity of the teachers activity due to the teachers remote interaction with students (online and offline communication); difficulties and problems of the teachers communication interaction with students. The theoretical conclusions are supported by the results of a pilot study in which teachers of educational institutions of higher and secondary vocational education participated. The empirical data obtained revealed difficulties affecting the quality of knowledge transfer in online and offline communications, problems of information flow management, as well as a tendency to reduce problems related to compliance with the rules of network ethics.
