L’administration des douanes fut, depuis sa création officielle le 23 avril 1791, par l’Assemblée nationale, soumise aux évènements politiques, aux accords diplomatiques, à des frontières mouvantes ainsi qu’aux fluctuations de la conjoncture économique. Néanmoins, les recherches universitaires consacrées à ce corps étatique constituent une des lacunes de l’historiographie française et les douaniers qui la composent sont considérés comme des « oubliés ». L’objectif de notre thèse est donc de venir combler ce manque historiographique en contribuant à l’histoire d’une profession, mais aussi d’hommes et de femmes. En s’appuyant sur des sources diverses et protéiformes, cette thèse évoque les conséquences des évolutions du contrôle aux frontières maritimes sur les douaniers. L’adoption d’une méthode prosopographique permettra, tout en mettant en lumière des trajectoires individuelles, de dresser une vue d’ensemble du personnel des douanes (origines sociales, recrutement, mobilités, avancement, sociabilités, etc.). Ce travail cherche aussi à comprendre comment ces agents constituent un véritable corps, en présentant les éléments de leur identité collective. Une partie de la thèse est aussi dédiée à l’étude des restructurations intervenues durant la Seconde guerre mondiale. Il faudra les étudier, les replacer dans des évolutions de longue durée et, dans la lignée des travaux portant sur l’histoire de l’administration sous Vichy. Cette étude se prolonge jusqu’à la fin de l’année 1946 pour suivre l’épuration touchant l’administration, mais aussi la reprise de la navigation maritime, la suppression de l’impôt sur le sel et la fermeture officielle de la frontière franco-espagnole dans le département des Basses-Pyrénées.

Abstract With the capture of Malacca in 1511, the Portuguese became the first European power to engage in maritime Southeast Asian commerce and trade. Malacca was a strategically vital location facilitating trade across the South China Sea, leading to valuable camphor and other spices from Borneo and then to the trade expeditions in the Banda and Maluku Islands. The Portuguese rapidly understood the value of textiles within Southeast Asia maritime trade and among Malay communities, bringing textiles from Cambay and circulating Javanese batik and Sundanese ikat textiles within several port cities across the region. Rather than a colonial settlement, Portuguese Malacca was a commercial entrepôt linking a highly profitable maritime trade route from Goa, Cochin, Ceylon (Sri Lanka), the Coromandel Coast, Malacca, Macao, and Japan. Due to Portuguese diplomacy and trade, significant socio-cultural transformations occurred across the Malay world in Southeast Asia. At the end of the sixteenth-century, Malacca was gradually transformed into a Luso-Malay society. By studying historical documentation, material culture, and a discussion on expressions of tangible and intangible cultural heritage among Luso-Asian communities, this chapter examines the formation of transnational identities and cultural transfers resulting from Portuguese presence in Southeast Asia between 1511 and 1641.

AbstractThe cultural identity of Massachusetts is intrinsically linked to the sea. For hundreds of years, ship-borne trade, migration, whaling, and fishing have tied Massachusetts to a world system of maritime commerce and culture and brought the world back to it through the area that is now Stellwagen Bank National Marine Sanctuary (SBNMS). Established in 1992, SBNMS is an 842-square mile area in the mouth of Massachusetts Bay, located 25 miles east of Boston, 3 miles southeast of Cape Ann, and 3 miles north of Provincetown, Massachusetts. Named for Lt. Henry S. Stellwagen, a nineteenth-century Navy surveyor, the sanctuary protects a productive and diverse marine ecosystem which has been the subject of centuries of fishing activity. It is also estimated that 200 shipwrecks rest on the seafloor within the sanctuary’s boundaries, representing more than 400 years of maritime history, industry, and culture (Fig. 6.1).
