AbstractThe South African Astronomical Observatory (SAAO), formerly known as the Royal Observatory, Cape of Good Hope, will be 200 years old in 2020. Also, South Africa (SA), formerly a British colony known as the Cape of Good Hope, will celebrate her 100-year anniversary as an International Astronomical Union (IAU) member in 2020, following the IAU centenary in 2019 that this IAU Symposium 349 celebrates. In light of all this, particularly in anticipation of the 200-year anniversary of SAAO in 2020, the SA National Research Foundation (NRF) has developed a Roadmap for the History of Astronomy in South Africa. As part of this we are conducting an oral history of astronomers to complement the historical celebrations of the institutions and science relating to astronomy in SA, supported by the SA NRF. Primarily drawing on literature and setting the scene for this work, here we present a snippet of the on-going oral histories, to glean the role of the IAU in astronomy in South Africa and show the potential of the oral histories to inform and complement written history.

The South African Astronomical Observatory (SAAO) Library and Information Service (LIS) forms part of the SAAO - which is a business unit of the National Research Foundation (NRF) in South Africa. Until recently each business unit had a library service that operated independently. With the formation of the NRF Knowledge Center (KC) this is set to change. Previously it was possible for a library service to conduct its processes and procedures in isolation as long as the LIS aligned with the business unit. This paper covers the study that investigated the needs and possible guidelines for an e-Strategy for the SAAO LIS that is both aligned to the broader NRF strategy but which also incorporates recommendations to upgrade the library products and services offering. The pool of Information and Communication Technology (ICT) -based products and services is growing. ‘Upgrading’ therefore requires that it is acknowledged that ICT provides essential infrastructure for the relevant the library. Library focused trends show continuous development. Bringing the SAAO LIS up to standard will require that these developments are continuously monitored for relevance and incorporation. This paper provides information about the SAAO LIS and its history. Both ‘SWOT’ and ‘PESTEL’ analyses were used to direct the discussion on the internal and external influences on the SAAO LIS. The analyses also provided insight into the challenges the SAAO LIS faces, the strengths that could be capitalized and the opportunities that could be exploited. The paper recommends that the SAAO LIS, before engaging in a strategic change, addresses the challenges of sustainable funding and accessibility to core resources. It is also recommends that the SAAO LIS uses its e-Strategy to ‘fast track’ the process of bringing it up to the standard required of world-class astronomy libraries.

The Nguni breed of South Africa is small, hardy, disease-tolerant, thrives on poor pasture, and was regarded as an inferior breed in the past. For optimizing routine fresh and freezing of Nguni bull semen analysis, 3 different concentrations of glycerol (7, 10, and 14%) were examined. Ten ejaculates were collected from each 6 Nguni bulls using electro-ejaculator at ARC, Irene, South Africa. Following semen collection, semen was examined for macroscopic (volume, pH, and concentration) and microscopic (motility) parameters. The semen was extended with Tris + 10% egg yolk diluent at a ratio of 1 : 2 (v/v) and frozen at different concentrations of glycerol (7, 10, and 14%). The semen was then evaluated using the sperm class analyzer (SCA; CASA system) for progressive motility parameters. Fresh and frozen-thawed were fixed and stained with Nigrosin-Eosin for morphology (dead and live). Data were analyzed by ANOVA. There was a significant difference among individual Nguni bull spermatozoa volume and concentration. Analyzed frozen-thawed Nguni spermatozoa resulted in a significant (P < 0.05) difference of spermatozoa motility parameters frozen in 10% glycerol (68%) compared with 7 (41%) and 14% glycerol (30%). In conclusion, Nguni spermatozoa can be cryopreserved successfully when 10% of glycerol concentration is used. The results of this study will improve the viability of cryopreserved Nguni bull spermatozoa following the development of a South African semen cryo-gene bank. The benefits of school feeding have been well documented. As such, school feeding programs have continuously gained popularity in developing countries. However, challenges and potential opportunities persist, calling for a review of school feeding for long-term sustainability. South Africa has an opportunity to improve their National School Nutrition Program (NSNP) by including an energy-dense snack that would increase the recommended dietary allowance (RDA) of school children to meet at least 25% of their energy requirements. The objective of this scoping review was to conduct a review and an appraisal of studies on snack food development for school feeding programs in Africa. Eligible studies had to report snack development for school feeding programs in Africa. We conducted an electronic search in National Research Foundation (NRF) NEXUS, Elton B. Stephens Company (EBSCO), International Food Information Service (IFIS), Nutrition and Food Sciences Center for Agriculture and Bioscience International (CABI.ORG), and Google Scholar. Of the 429 articles identified, nine studies were included in the final review—five from within South Africa and four from elsewhere in Africa. Data extracted included the study design, intervention, outcomes, relevant findings, and limitations. Results were presented in a narrative summary. The review findings showed that energy-rich staple foods and food fortification were commonly used in snack development. The popular snack products developed included porridges and biscuits. While most studies reported nutritional outcomes, few studies reported on sensory acceptability tests and only two studies conducted a cost analysis. This review of previous snack development initiatives for school feeding programs in Africa underscores the importance of establishing the sustainability of any food product developed. The findings of this review have the potential to inform future snack product development for school feeding programs.

In an attempt to optimize germplasm and reproduction biotechnology IVF laboratory conditions in South Africa, we compared the effects of 2 triple-gas incubation systems, a tri-gas thermo incubator and a modular chamber with premixed gas, on the development of bovine embryos in vitro. After aspirating ovaries collected from a local abattoir, 778 oocytes were matured for 24 h in M-199 supplemented with 10% FBS, and 1 μg mL–1 of FSH and LH at 39°C in 5% CO2. Oocytes were then fertilized in vitro in Brackett and Oliphant (BO) medium at 39°C in 5% CO2. Presumptive zygotes were randomly allocated to the tri-gas thermo incubator or the modular chamber with premixed gas and cultured in synthetic oviductal fluid (SOF) medium at 39°C in 5% CO2, O2, and 90% N2. Total cleavage (Day 2), 8-cell (Day 2), morula (Day 6), and blastocyst (Day 7) rates were recorded postfertilization. Data were analyzed by ANOVA. There was no statistical difference in total cleavage rate between the 2 incubation systems. However, the 8-cell, morula, and blastocyst rates were significantly higher for the modular chamber group compared with the tri-gas incubator group (Table 1). In summary, this study suggests that the modular chamber with premixed gas was a better system for culturing zygotes of South African domestic animals to the blastocyst stage. The knowledge economy is driven by entrepreneurship, and the entrepreneurial university takes on the role of an important catalyst for regional economic and social development. Academics represent key agents of knowledge and technology transfer from university to society. Previous research suggests that academics’ successful engagement in entrepreneurial activities can positively contribute to the development of local society and economy. However, evidence on the antecedents of academic engagement and commercialisation is scarce. This study examines whether aspects related to academics’ human, physical and organisational capital resources influence their engagement in consulting, sponsored research, licensing/assignment of intellectual property (IP) and spin-off creation with industry, government and civil society. The analysis is based on a new and unique data set of 398 individual academic researchers affiliated to South African universities who were awarded a quality rating by South Africa’s National Research Foundation (NRF) and covers the full spectrum of academic disciplines. Data analysis employed generalised linear models (GLMs) and demonstrated that the availability of human, physical and organisational resources relate to the four entrepreneurial activities in different ways. The findings support the concept that individual factors are more significant than institutional factors in determining entrepreneurial activities. A key finding is that academics’ engagement in entrepreneurial activities is primarily influenced by their prior entrepreneurial experiences. The study provides scholars investigating academic entrepreneurship, policy makers and university administrators with the key resource drivers of entrepreneurial activities and may assist them in establishing the appropriate role of institutions and organisations in promoting entrepreneurial activities of academics.

This study undertook to derive share repurchase trends from a small sample of JSE-listed companies over the nine years, 1999 – 2008. The study also draws attention to the particular obstacles to be overcome when conducting research into the unique South African share repurchases environment.The study finds that 33 companies made 71 repurchase announcements (47 general and 24 specific) via the Securities Exchange News Service (SENS) over the period July 1999 until financial year-end in 2008. On average, 59,0% of the total number of shares (and 49,3% of the total value) repurchased under a general authority is not included in the 3% SENS announcements. General share repurchases represent 47,9% of total repurchases in volume (and 60,5% in terms of value). The total number of shares repurchased (excluding share trust purchases) by the 33 companies shows that 56,8% were repurchased by subsidiaries and 17,1% were subsequent repurchases by companies from subsidiaries. (In value, these repurchases represent 53,7% and 17,2%, respectively.)This study therefore concludes that research based on only the 3% SENS announcements of general share buy-backs results in significant understating of actual total share buy-back activities, and that the South African share repurchase environment presents unique challenges. The main obstacle for future South African research in this field however is the lack of comprehensive and accurate share repurchase data as supplied by South African financial data sources.This material is based upon work supported financially by the National Research Foundation. The present study was undertaken to determine whether the source of oocytes (slaughterhouse ovaries from feedlot cows or naturally grazing indigenous cows) would affect in vitro bovine embryo production. Bovine oocytes (n = 1047), aspirated from slaughterhouse ovaries from feedlot cows and naturally grazing indigenous cows were randomly allocated to Sanyo, Forma, and Thermo 5% CO2 incubators. Oocytes were then in vitro matured in TCM-199 plus 10% fetal bovine serum, 1 μg mL–1 for both FSH and LH at 39°C for 24 h, and fertilized in Brackett and Oliphant (BO) medium per treatment group at 39°C. Presumptive zygotes were cultured in vitro per treatment group. Total cleavage and blastocyst rates were recorded postfertilization. Data were analyzed by ANOVA. Preliminary results demonstrated that there was no effect of incubator or source of oocytes on cleavage and 8-cell embryos. However, the cleavage and embryo developmental rate tended to be lower for the feedlot group, regardless of the incubator used (Table 1). In conclusion, this study suggests that slaughterhouse ovaries obtained from South African indigenous cows from a feedlot resulted in a lower blastocyst formation rate. Further studies are currently underway to count the cell numbers and to conduct embryo transfer. The Durban Natural Science Museum (DNSM) is located in the city of Durban in KwaZulu-Natal province, South Africa. Its entomology collection is one of three main collections at the museum. The collection consists of 141,000 dried specimens and encompasses 25 of the 29 known insect orders. Most of the specimens originate from South Africa however there is also a small percentage which has international origins. Collection growth is perpetuated by field collection trips and donations. In the recent past, DNSM was afforded the opportunity, through the South African National Research Foundation (NRF) via the Natural History Collections (NHC) Funding Instrument, to digitise insect type specimens and move the entomology research database from Microsoft Access to the web-based data management system, Specify 7. These developments have improved accessibility to the collection especially by those who do not have direct contact and access to the collection. In preparation for the migration to Specify 7, the specimen data was cleaned and standardised by means of an open source online tool, OpenRefine. The tool enabled the analysis and correction of data using an automated process which allowed for maximum productivity. Henceforth, we will ensure that the errors encountered during the data cleaning process will not be repeated. This will be achieved by training data capturers on correct formatting standards and using pick lists in the new database management system to foster consistency. On-going collections care is a core component of the DNSM, however a collections management policy is lacking and therefore such procedures differ somewhat across the three core departments. With regards to the entomology department, temperature and humidity monitoring efforts and mould prevention, detection and collection recovery occur regularly. Durban is a coastal city, and the characteristic high humidity is of great concern because it facilitates mould development on the specimens. Regular monitoring procedures mitigate such outbreaks. The DNSM has joined South Africa’s newly launched Natural Science Collections Facility (NSCF) which is a network of institutions which maintain zoological, botanical and paleontological collections. The NSCF, in consultation with institution representatives, has initiated the development of a collections management policy document which will be adopted by the DNSM as one of its sub-policies once it has been passed. The Durban Natural Science Museum will continue to strive for international best practises in collections management.

This study aims to establish whether the repurchasing of treasury shares by a holding company is a regular occurrence for companies listed on the Johannesburg Stock Exchange (JSE); whether these repurchasing companies have complied with the relevant legal and reporting requirements; and what their stated motivations were for these repurchases.In a sample of 251 companies listed on the JSE from 1999 till their 2009 financial year-end, 120 (47,8%) companies executed share repurchases. Thirty-six (30%) of the 120 companies repurchased treasury shares from their subsidiaries in 55 different transactions, representing 22% of the total number of shares repurchased.Companies which repurchase treasury shares do not always comply with the legal requirements (such as obligatory Security News Agency (SENS) announcements and circulars); and the accounting requirements of International Financial Reporting Standards (IFRS) (relevant to the disclosure of the reconciliation of the number of shares in issue) are applied in an inconsistent manner in annual reports. The most common reason for the repurchase of treasury shares was that the 10% limit (on treasury shares held by subsidiaries) had nearly been reached. Various business purposes were also given. Income tax implications did not seem to be a conclusive motivation for repurchasing treasury shares.The repurchase of treasury shares by the holding company is not allowed in most other countries, like the UK, and presents unique challenges to the South African share repurchase environment. More stringent application of the JSE Listing Requirements, as well as better guidance on the IFRS disclosure requirement on the reconciliation of the number of shares in issue, is needed in South Africa. This will enable stakeholders to make better-informed decisions and will also assist research on share repurchases.This material is based upon work supported financially by the National Research Foundation. This thesis reports on two aspects of interpersonal meaning in peer reviewer reports for eleven researchers in the Animal and Veterinary Sciences awarded NRF ratings in A1, B1, C1 and Y1 rating categories. These aspects are the evaluation of the researcher applying for a rating, and the instruction to the NRF as to the rating the researcher ought to receive. A full APPRAISAL Analysis (Martin & White 2005) complemented by an investigation of politeness strategies (Myers 1989) is used to analyse the reports and show how the various systems of interpersonal meaning co-function and to what effect. The analysis reveals that there are clear differences between the evaluative and instructive language used in the reports. Those for the A1 rated researchers are characterised by only positive evaluations of the applicant, frequently strengthened in terms of Graduation and contracted in terms of Engagement. Overall there is less Engagement and politeness in these reports rendering them more ‘factual’ than the reports for the other rating categories. The A1 rated researcher is therefore construed as being, incontestably, a leader in his/her field of research, worthy of a top rating. The reports for the B1 and C1 rated researchers are characterised by the increasing presence of negative evaluations. In addition, there are more instances of softened/downscaled Graduation, dialogic expansion and deference politeness, showing that there is more perceived contention about the evaluations made. The reports for the Y1 rated researchers (a category for young researchers) focus on the applicant’s demonstrated potential to become a leader in the field. In addition to a high incidence of negative evaluations, downscaled Graduation, dialogic expansion and deference politeness, the Y1 reports are also characterised by a high incidence of advice and suggestions from the reviewers concerning the applicant’s work and standing. At a broader level, the analysis reveals that the language used in the reports has a profound influence on the outcome of the rating process. The reports are crucial, not only for evaluating the applicant but, also, more subtly, in directing the NRF towards a specific rating category. It offers insights into what is valued in the scientific community, what is considered quality research, and what leads to international recognition. The research also adds uniquely to current thinking about the language of science and, more particularly, highlights the nuanced understanding of evaluative and instructive language in the reports that is possible if one draws on the full APPRAISAL framework, and insights into politeness behaviour.

ENGLISH ABSTRACT: The changing South African policy context since 1994 (new science and innovation policies), and institutional changes at the National Research Foundation (NRF) have had an effect on different funding instruments and related modes of knowledge production. In this study we compare the modes of knowledge production utilized by researchers funded by the NRF and those funded by industry. We also compare the level of scientific productivity of these groups. This study makes two major contributions: first, we provided a reconstruction of the history of research funding in South Africa from 1918 (through the Research Grant Board – RGB), to date (through the NRF established in 1999 as a result of the merger of the Foundation for Research Development (FRD) and the Centre for Science Development (CSD). The second major contribution of this study concerns the relationship between funding sources and modes of knowledge production and dissemination. We found evidence that there is an increase in third stream funding for university research in South Africa. The study shows that respondents who received funding from both the Focus Areas and THRIP, concurrently, produced more average annual research outputs than those who received funding from either the Focus Areas or THRIP only. When we compared respondents who only received the Focus Areas or THRIP grant, we found that those who received the Focus Areas grant published more outputs annually than THRIP-funded researchers, despite the fact that those who received the THRIP grant had larger grant amounts, on average, than their Focus Areas-funded counterparts. We also found that industry/THRIP funding is utilised on problem-solving type of research, i.e. applied research, while public/NRF funding is utilised on basic/fundamental/curiosity-driven research. Overall, the findings show that there is no clear cut conclusion about the influence of funding on the mode of knowledge production. We could not prove that the two factors, that is, funding and mode of knowledge production, are related in a linear fashion. This is a much more complicated situation that requires more investigation.
AFRIKAANSE OPSOMMING: Die veranderende Suid-Afrikaanse beleidskonteks sedert 1994 (nuwe wetenskap- en innovasiebeleid), sowel as institusionele veranderinge aan die Nasionale Navorsingstigting (NNS), het 'n uitwerking gehad op verskillende befondsingsinstrumente en verwante vorme van kennisproduksie. In die lig hiervan vergelyk die huidige studie die vorme van kennisproduksie van navorsers wat deur die NNS befonds word met dié van navorsers wat deur die bedryf befonds word. Die twee groepe se onderskeie vlakke van wetenskaplike produktiwiteit word ook vergelyk. Die studie lewer twee belangrike bydraes. In die eerste plek bied dit 'n rekonstruksie van die geskiedenis van die finansiering van navorsing in Suid-Afrika, vanaf 1918 (deur die Navorsingstoekenningsraad), tot en met vandag (deur die NNS wat in 1999 tot stand gekom het met die samesmelting van die destydse Stigting vir Navorsingsontwikkeling – SNO – en die Sentrum vir Wetenskapsontwikkeling – SWO). Die tweede belangrike bydrae van hierdie studie is die ondersoek na die verband tussen befondsingsbronne en verskillende vorme van kennisproduksie en -disseminasie. Die resultate van die ondersoek dui op 'n toename in derdegeldstroom-befondsing wat universiteitsnavorsing in Suid-Afrika betref. Daar is ook gevind dat befondsing deur die bedryf/THRIP gebruik word vir navorsing wat gerig is op probleemoplossing, d.w.s. toegepaste navorsing, terwyl publieke of NNS-befondsing aangewend word vir basiese/ fundamentele/nuuskierigheid-gedrewe navorsing. Die algehele beskouing is dat geen duidelike gevolgtrekking gemaak kan word met betrekking tot die invloed van befondsing op die vorme van kennisproduksie nie. Daar kan nie onomwonde gestel word dat die twee kernfaktore van ondersoek, naamlik befondsing en vorme van kennisproduksie, reglynig met mekaar verband hou nie. Die situasie is meer kompleks en vereis verdere navorsing.

ENGLISH ABSTRACT: The Centre of Excellence for Invasion Biology (C+B) is a research centre that provides bursaries for post-graduate students to study in the field of "Invasion Biology". One of the goals of the centre is to ensure that 50% of the funded students are from previously disadvantaged groups. However, since its inception in 2004 it has consistently been unable to meet this goal. The researcher, who has insight in the centre's marketing activities and has knowledge of marketing, is of the opinion that the reason for this failure is due to the lack of knowledge of the target market and the lack of a targeted marketing strategy. As background this report investigates the theory related to marketing and whether this is applicable to a centre such as the C-I-B. The conclusion that the marketing theory is relevant to the C-I-B, lead to a market research project that informed the development of a marketing strategy suggestion which the researcher believes will address the stated problem. The report concludes with recommendations to other stakeholders who should address the deeper lying problems which surface at secondary school level.
AFRIKAANSE OPSOMMING: Die Sentrum van Uitnemendheid vir Indringer Biologie (S-I-S) is 'n sentrum wat beurse voorsien vir nagraadse studente wat studeer in die veld van "Indringer Biologie". Een van die sentrum se doelwitte is om te verseker dat 50% van sy studente deur voorheen benadeelde groepe verteenwoordig word. Sedert sy ontstaan in 2004 kon die sentrum nog nooit hierdie doel bereik nie. Die navorser, wat insae het in die bemarkingsaktiwiteite van die sentrum en kennis dra van bemarkingsbeginsels, is van mening dat hierdie probleem die gevolg is van gebrekkige kennis van die teikenmark en 'n gebrek aan 'n gefokusde bemarkingsstrategie. As agtergrond ondersoek hierdie verslag die teorie ten opsigte van bemarking en of hierdie teorie relevant is vir 'n sentrum soos die S-I-B. Die gevolgtrekking was dat die teorie wel relevant is vir die S-I-B en het gelei tot 'n marknavorsingsprojek wat bygedra het tot die ontwikkeling van 'n bemarkingsstrategie voorstel, wat die navorser glo die probleem sal aanspreek. Die verslag sluit af met voorstelle aan die ander belanghebbendes wat verantwoordelikheid behoort te neem vir die dieperliggende probleme wat op sekondere vlak geidentifiseer is.

Electrochemiluminescence (EeL) is applied for industrial applications that have considerable potential, such as clinical diagnostic, analytical chemistry, and light-emitting devices, due to selectivity, sensitivity for detection and quantification of molecules through generation of fluorescence light when electric current is applied on the materials. In EeL the electrochemical reaction allows for precise control over the time and position of the light emitting reaction. The control over time allows one to synchronise the luminescence and the biochemical reaction under study and control over position not only improves sensitivity of the instrument by increasing the signal to noise ratio, but also allows multiple analytical reactions in the same sample to be analyzed using an electrode array. The EeL generation fluorescent materials are based on inorganic semiconductor materials for light-emitting devices. Further progress in this EeL field mainly depends on discovery of new advanced materials, interfacial films and nanoparticle coatings, advances in microfluidics leading to total increase in EeL properties. There has been extensive use of polymers for enhancement of EeL properties. Electrochemiluminescent conjugated polymers constitute a new class of fluorescent polymers that emit light when excited by the flow of an electric current. These new generation fluorescent materials may now challenge the domination by inorganic semiconductor materials for the commercial market of light-emitting devices such as lightemitting diodes and polymer laser devices (PLDs).

In South Africa and neighbouring countries such as Zimbabwe, Botswana, Angola, and Namibia, most river systems are non-perennial due to semi-arid or arid climatic characteristics. In such river systems, the interaction between groundwater and surface water is of significance in terms of developing appropriate methods for determining ecological water requirements among others. However, the interaction is not well understood in terms of the influence on the volume and quality of water on the gaining and losing water bodies. In past research, the importance of non-perennial rivers (NPRS) was neglected because these river systems were considered as systems of low ecological importance and economic value. However, an improved understanding of these systems illustrated that they provide habitat for diverse and unique flora and fauna. Therefore, the main research question that was posed for the study was what is the influence of river-aquifer interactions in non-perennial river systems in the semi-arid environment? The central argument was that unless we assess the interaction between surface water and groundwater in NPRS, we cannot improve on understanding of the role of groundwater on the NPRS. The aim of the study was therefore, to assess surface water-groundwater (river-aquifer) interactions in non-perennial river systems to provide an insight regarding how these water resources interact in semi-arid environments. To achieve the aim, three specific objectives were formulated, namely, to establish the groundwater contribution to the river system, to investigate the role of the river in recharging the underlying aquifer, and to develop a regional hydrogeological conceptual model of recharge mechanisms. To achieve the objectives of the study, samples were collected from boreholes, a dug well, springs, surface water and cumulative rainfall collectors during the summer and winter seasons. The samples were analysed for hydrochemistry and stable isotopic signatures (δ2H and δ18O). The intention was to identify where and when do river-aquifer interactions occur in the study area. Secondary data from records review and field data from hydrometric methods, ERT geophysical surveys and tracer techniques were also used to address the third objective.

The vision, values and critical success factors incorporated in the balanced scorecard (BSC) have to support the organisational strategic goals. The Learning and Growth Perspective, the foundation of the BSC, assesses organisational capital, information capital and the skills and capabilities of the Research and Innovation Support Advancement (RISA), a division of the National Research Foundation (NRF). This allows the organisation to gain insight into and understanding of what is effective and which learning and growth systems need changing. The RISA’s balanced scorecard (BSC) does not demonstrate how the Learning and Growth Perspective addresses the organisational strategic objectives. In this study, the researcher wished to identify the critical success factors (CSFs) of the Learning and Growth Perspective of RISA so as to achieve its strategic objectives. A cross-sectional, survey-based research approach was adopted. The questions formulated examined the CSFs in five critical areas of the Learning and Growth Perspective namely, information technology, leadership, organisational culture, human resources management and talent management. Two critical success areas, namely talent management and HRM were identified as having an impact on the Learning and Growth Perspective of RISA. In addressing these areas, the organisation will be able to align its organisational capital, information capital and human capital with its overall strategy.

The study investigated whether the South African Research Chairs and the research programmes of the Department of Science and Technology and the National Research Foundation Programme (DST/NRF programmes), have made an effective contribution towards the acceleration of transformation in Higher Education Institutions (HEIs) in South Africa. The study argues that the implementation of the Higher Education (HE) policies by HEIs and the South African Research Chairs are seriously undermined by legacies of colonialism and apartheid. It is further contended that unless more funds are made available to black students to study full-time, the pillars of democracy of social justice, redress and equality remain meaningless ideological slogans. Guided by the insights provided by literature review on CDA, the study focuses more on the top-down relations of dominance (policy) that fuels continuing racial discrimination in higher education institutions, which the 2008 Final Report of the Ministerial Higher Education Committee isolated for criticism. The study posits that the thematic structural unifier, which links all the pieces of the multiplicity of the competing ideas and voices and threads through the whole study, is the endless probing and unravelling of the cultural and historical factors that continue to undermine the higher education transformation agenda. The findings of this study suggest that the policy implementation of the HE transformation agenda continues to be constrained by mismatch between policy objectives and implementation results. The findings also indicate that although the research-driven performance of South African Research Chairs has progressively improved each year and student support and research outputs increased between the 2008/09 and 2009/10 financial years, the direct impact of the SARChI programme can only be determined when performance is measured against the South African Research Chair Holders‟ baseline performance. The data also suggest that despite access to educational services at HEIs improving, the existence of various forms of discriminatory 15 practices, are still employed, a major challenge attributed to the “great man” leadership styles adopted by many university‟s vice chancellors and councils. This evaluation study utilises a small-scale purposive sample composed of three experts, with unstructured in-depth face-to-face interviews conducted with the experts.

This paper details the ongoing research conducted by Milwaukee School of Engineering senior undergraduate students in South Africa under the third year of the Research Experiences for Undergraduates grant EEC-1460183 sponsored by the National Science Foundation (Principal Investigator Dr. Kumpaty). Andrew Gray and Kevin Sivak conducted research in summer of 2017 under advisement of Dr. Kumpaty and his South African collaborators, Dr. Esther Akinlabi, Dr. Mutiu Erinosho and Dr. Sisa Pityana. They extended the work of Paoli (reported in IMECE2017-71037), with varying percent of Mo (0–15%) in the combination of Ti64-Mo deposited on Ti64 substrate at laser powers of 1500 and 1700 W for a select scan speed. Laser metal deposition was completed at the CSIR – National Laser Center, in Pretoria, South Africa and the material characterization was performed at the University of Johannesburg as in the previous year. Hardness decreased with addition of Mo. Lowest hardness was observed in 10% Mo layers, and greater percent of Mo led some agglomeration issues due to its melting temperature being much higher than that of Ti64. Corrosion tests were also attempted. Etching challenges were present as percent of Mo varied in the same sample. Results are directly applicable to biomedical industry in evaluating functionally graded materials. An alumnus of MSOE, Peter Spyres served as a liaison for our international REU participants as he engaged them during the weekends in a cultural immersion which otherwise would not have been possible. Gray and Sivak were able to spend July 4th at the U.S. Consulate in Pretoria. While the research collaborators have generously provided support, it is the care taken by Peter’s remarkable household, which enhanced the beneficial value of this international research enterprise.

Elizabeth worked on varying the percent of Mo from layer to layer deposited (5%, 10%, 15%) and characterized these functionally graded samples for biomedical applications. Laser metal deposition was completed at the CSIR – National Laser Center, in Pretoria, South Africa and the material characterization was performed at the University of Johannesburg as in the previous year. An alumnus of MSOE, Peter Spyres was an important liaison for our international REU participants as he engaged them during the weekends in a cultural immersion which otherwise would not have been possible. This paper presents the characterization studies conducted by Milwaukee School of Engineering senior undergraduate students in South Africa under the Research Experiences for Undergraduates grant EEC-1460183 sponsored by the National Science Foundation (Principal Investigator Dr. Kumpaty). Robert Mueller and Christopher Reynolds conducted research in summer of 2015 under advisement of Dr. Kumpaty and his South African collaborators, Dr. Esther Akinlabi and Dr. Sisa Pityana. The foreign collaborators’ excellent support was pivotal to the success of our U.S. students. Ti-6 Al-4 V is a titanium alloy that accounts for about 80% of the titanium market. The Ti-64 alloy contains 6 wt% Aluminum and 4 wt% Vanadium, an almost equal ratio of α + β phases. Through the laser surface modification process known as Laser Meal Deposition, this alloy offers the optimum combination of enhanced properties. This research focuses on the application of adding a combination of molybdenum (Mo) and Ti-64 powders to a Ti-64 substrate surface in order to improve the durability for various biomedical/aerospace applications. Deposition of the powders was completed at the CSIR - National Laser Center, in Pretoria, South Africa. The characterization studies were carried out at the University of Johannesburg. The results of the hardness tests showed that the addition of molybdenum to Ti-64 increased the hardness of the deposited material compared to that of the substrate. This verifies that the addition of Mo to metals can affect the mechanical properties to better suit various applications. While Robert Mueller studied the effect of laser power on the properties of laser metal deposited Ti-6Al-4V + Mo for wear resistance enhancement, Christopher Reynolds investigated scanning velocity influence on the evolving properties of laser metal deposited Ti-6Al-4V + Mo. The results of this promising research and various options for further investigation are presented. The beneficial value of such a global research enterprise on the budding engineers will be apparent and the paper details the process of the international component of the Research Experiences for Undergraduates.

The National Research Foundation (NRF) requested the Academy of Science of South Africa (ASSAf), on behalf of South African Radio Astronomy Observatory (SARAO) and the Square Kilometre Array (SKA), to undertake an independent and objective evaluation of potential alternative telecommunication technologies for the areas of the Karoo Central Astronomy Advantage Areas (KCAAA). The study encompasses regulatory, public sphere, and technical dimensions to explore options for maintaining the functionality of the telescope while, at the same time, delivering appropriate connectivity solutions for local communities.The objectives of this study are as follows: 1) Assess the technologies currently being, or planning to be, deployed through existing alternative communications programs managed by SARAO, including whether these technologies are comparable with market available technologies that could feasibly be deployed in the KCAAA; and 2) Assessment of current and future telecommunication technologies that may act as suitable replacement and/or improvement (functional and feasible) for existing detrimental technologies, utilised in the KCAAA. This report provides a critical background into the relationship between the SKA and local communities as it relates to ICTs in the area. Based on this understanding, potential technology solutions are proposed to ensure residents of the KCAAA are still afforded valuable access to information and communication technologies (ICTs) within the parameters of affordability, desirability and feasibility.
