Анотація:

Risk is a complex phenomenon that has physical, monetary, cultural and social dimensions. Every company wants to save money, time, increase quality, optimise manufacturing, but each factor may involve different risks with different influence to company, its reputation. The aim of the research is to find better risk management improvement decisions, using techniques that could help to reduce risk impact in wood-based nonstandard production with shorter project time, smoother design process, lower costs, better project coordination, increased ability to manage problems, technical solutions. Santrauka Rizika – tai reiškinys, turintis fizinių, finansinių, kultūrinių irsocialinių aspektų. Kiekviena įmonė nori sutaupyti laiko, pinigų,gerinti produkcijos kokybę, optimizuoti gamybą, tačiau kiekvienasveiksnys gali būti susijęs su įvairiomis rizikomis, skirtingaiveikti įmonės veiklą ir jos reputaciją. Šio tyrimo tikslas – rastitinkamesnius rizikos valdymo tobulinimo sprendimus, naudojantmetodus, padedančius sumažinti rizikos poveikį nestandartiniųmedienos gaminių pramonėje, esant trumpesniam projekto laikotarpiui,sklandesniam projektavimo procesui, mažesnėmsišlaidoms, tobulinant projektų koordinavimą, rizikų valdymą irtechninius sprendimus.

Анотація:

Several criteria must be considered while preparing the schedule of a construction project. The completion time and project cost are analyzed in most cases. Additionally, the risk related to the criteria has to be taken into account as well. Thus, project planning problem can be denned as a multicriteria decision problem under risk. In this paper, a project scheduling problem including time‐cost trade‐offs is analyzed. We assume that various resource allocations can be considered. A new technique based on computer simulation and interactive approach is proposed. In the first step, simulation experiments are performed to evaluate decision alternatives with respect to the criteria. An interactive technique INSDECM is employed for generating the final solution of the problem. The procedure uses stochastic dominance rules for comparing decision alternatives with respect to the criteria. A numerical example is presented to illustrate the applicability of the technique. Santrauka Rengiant statybos projekto įvykdymo grafiką reikia įvertinti keletą kriterijų. Daugeliu atvejų analizuojamas projekto baigimo laikas ir sąmatinė kaina. Taip pat gali būti įvertinama rizika. Taigi projekto planavimo problema gali būti apibūdinama kaip daugiakriterinė sprendimo problema įvertinant riziką. Straipsnyje analizuojama projekto planavimo problema, suderinant projekto įvykdymo laiką ir kainą. Remiamasi prielaida, kad galimi įvairūs išteklių paskirstymai. Pasiūlyta nauja metodologija, pagrįsta kompiuteriniu modeliavimu ir interaktyvaus metodo taikymu. Pirmuoju etapu imitaciniais modeliais įvertinamos sprendimo alternatyvos. Antruoju etapu galutiniam problemos sprendimui taikoma interaktyvi INSDECM metodologija. Šioje procedūroje, siekiant palyginti sprendimo alternatyvas pagal kriterijus, taikomos stochastinės dominavimo taisyklės. Naujos metodologijos taikymą iliustruoja skaitmeninis pavyzdys.

Анотація:

Straipsnyje siekiama atskleisti klimato kaitos – kaip nūdienio aktualaus globalaus socialinio ir politinio klausimo – suvokimą Lietuvos visuomenėje pastaraisiais metais. Tyrimu siekiama atsakyti į klausimus: kokios Lietuvos gyventojų nuostatos, požiūriai į klimato kaitą, jos priežastis bei sprendimo galimybes; koks diskursas artikuliuojamas Lietuvos žiniasklaidoje klimato kaitos tematika; kaip žiniasklaidos diskursas siejasi su Lietuvos gyventojų viešąja nuomone. Sociologinė pastarųjų klausimų analizė nagrinėjama rizikos ir aplinkosaugos sociologijos teorijų kontekste, interpretacijas pagrindžiant visuomenės nuomonės apklausos, atliktos VMSF remiamo projekto RINOVA 2008 m. duomenimis ir analogiško laikotarpio žiniasklaidos turinio monitoringo tyrimų rezultatais. Straipsnio išvadose konstatuojama, kad nors pasauliniame kontekste klimato kaitos klausimai yra socialinio ir politinio diskurso centre, Lietuvoje globalias rizikas užgožia vietos problemos, o klimato kaitos klausimai, ypač žiniasklaidoje, neretai paliekami paraštėse.

Анотація:

Contractor evaluation is a vital part of the project management cycle and deals with risk and risk management. One of the most important phases in the construction industry is the bidding process. In order to select the most appropriate contractor for the project and prepare the most realistic and accurate bid proposal, stakeholders have to know all financial, technical and general information about these contractors. The information can be determined as qualitative, quantitative or verbal data. This paper presents the multi‐attribute contractors ranking method bay applying Ordering of feasible alternatives of solutions in terms of preferability technique. This method allows dealing with qualitative and quantitative data as well as with data expressed in words (verbal data). Finally, an illustrative example of contractor selection is used to demonstrate the feasibility and practicability of the proposed model. Santrauka Rangovų vertinimas – gyvybiškai svarbi projekto vadybos ciklo dalis, susijusi su rizika ir rizikos valdymu. Viena svarbiausių projekto įgyvendinimo dalių – kainos nustatymas konkurso tvarka. Investuotojai siekia pasirinkti geriausiai jų tikslus atitinkantį rangovą, realiausią ir tiksliausią kainos pasiūlymą. Tam reikia turėti išsamios informacijos apie finansinę rangovo būklę, techninį pasirengimą ir kvalifikaciją. Straipsnyje aprašomas daugiatikslis rangovų parinkimas taikant įmanomų sprendinių alternatyvų rangavimo prioriteto požiūriu metodą. Šio būdo sprendimų priėmimo matricos informacija gali būti aprašoma kokybiniais, kiekybiniais ir verbaliniais (žodžiais reiškiamais) duomenimis. Pateiktas straipsnio pabaigoje rangovų parinkimo pavyzdys parodo šio modelio taikymo tikslingumą ir praktiškumą.

Risk analysis and management is nowadays a critical factor to successful construction project management, as construction projects tend to be more complex, dynamic, always unique, and competition increasingly tougher. risk management helps the project participants—client, contractor or developer, consultant, and supplier—to meet their commitments and minimize negative impacts on construction project scope, cost, schedule (and quality, as a Result). The benefits of the risk management process include identifying and analyzing risks, and improvement of construction project management processes and effective use of resources. This paper reports the research that aims to discover how construction companies perceive the significance of the construction projects risks they face and the extent to which they employ potential risk responses. Santrauka Šiandien rizikos analizė ir valdymas yra svarbūs sėkmingam statybos projektų valdymui, nes statybos projektai tampa vis sudėtingesni, dinamiškesni, visada unikalūs, o konkurencija tarp statybos bendrovių taip pat didėja. Rizikos valdymas padeda projekto dalyviams—užsakovui, plėtotojui, rangovui, konsultantui ir tiekėjui—vykdyti savo įsipareigojimus ir sumažinti neigiamą taką statybos projekto apimčiai, išlaidoms, tvarkaraščiui ir kokybei kaip rezultatui. Rizikos valdymo proceso metu sistemingai nustatomi, analizuojami ir reaguojama į potencialius rizikos veiksnius, todėl statybos projektai valdomi efektyviau, veiksmingai naudojami ištekliai. Šiame straipsnyje trumpai pristatomas tyrimas, kuriuo siekiama sužinoti, kaip statybos bendrovės suvokia statybos projektų rizikos veiksnius, su kuriais jiems tenka susidurti, ir kokią reagavimo strategiją ir atsakomuosius veiksmus jos renkasi.

The project Is effective if the goals and defined benefits of the project are appropriately set, the risks are assessed in detail with the subsequent implementation of measures to minimize them and the correction of project activities. Effective risk assessment and management requires the interaction of several factors and functions that will keep the implementation of the project in the right direction regardless of the problem addressed. During the project activity, project managers must follow appropriate methods and procedures in the field of risk assessment and management. The choice of an appropriate method depends on the nature of the project as well as the knowledge of the project manager, but it is essential that risk management is implemented in project management from the very beginning of the project idea and purpose to its implementation and sustainability. The aim of the article is to provide managers with an overview of the methods and procedures used in project risk management that will help prevent the difficulty of meeting the set project boundaries and objectives.

Анотація:

Abstract Risk assessment is an integral part of the assessment of an investment project. Underestimating risks may lead to erroneous conclusions with negative impacts on the economy of the project. With regard to the level of investments and the time factor under mining company conditions, the issue of risk gains importance. The evaluation of existing practical experience shows that managers of mining companies more often approach to the risk assessment based on intuition, than through exact methods. The article is devoted to the risk assessment itself whose procedure is illustrated on a model example of assessing continuous and discontinuous alternatives of exploitation of loose overburden materials during large-scale coal mining operations in progress at pit quarries.

Анотація:

The article analyses the possible influence of third-party rights infringed during construction planning on the implementation of an investment project. In a construction project, judicial disputes are an unwanted risk factor, which may disrupt the entire project. It is therefore necessary to plan and apply preventive measures for the mitigation of such risk in the initial planning stage of a construction project. The article, for that purpose, presents modelling a dispute between investors and third persons on allegedly violated third-party rights with the help of a tree that illustrates the possible actions of the dispute parties. A mathematical model for dynamic programming the dispute on allegedly violated third-party rights has been developed; it helps to determine the optimal investor's strategies for each situation that involves decision-making. Santrauka Nagrinėjama, kaip trečiųjų asmenų teisių pažeidimai, planuojant statybas, gali veikti investicinio projekto įgyvendinimą. Įgyvendinant statybos projektą, teisminio ginčo atsiradimas yra nepageidaujamas rizikos faktorius, galintis sužlugdyti visą projektą. Todėl vykdant statybos projektą jau pradiniame projekto planavimo etape būtina numatyti ir taikyti prevencines priemones tokios rizikos mažinimui. Siekiant šio tikslo straipsnyje atliktas ginčo tarp investuotojų ir trečiųjų asmenų dėl galbūt pažeistų trečiųjų asmenų teisių modeliavimas, sudarant ginčo šalių elgsenos variantų formavimo medį. Sudarytas ginčo proceso dėl galbūt pažeistų trečiųjų asmenų teisių dinaminio programavimo matematinis modelis, leidžiantis nustatyti optimalias investuotojo strategijas kiekvienoje situacijoje, kai reikia priimti sprendimus.

Public-private partnership may cover various forms of partnership, viz. as the property of the private sector in the state of municipal activities or information and consultations between the public and private sectors, also as an unconventional method of public procurement when the public and private sectors enter into a long-term contract on the establishment of public infrastructure or the provision of public services. The most important thing in implementing PPP projects is to properly draw up the contract between the public and private partners, which should explicitly state all terms and conditions, undertakings and liabilities, evaluate risks, determine the payment mechanism and dispute settlement procedure, etc. In order to reduce any risk associated with such projects, a proper legal framework should be developed, which would provide liabilities and undertakings of both parties of the project (the private and public sectors), and more information should be disbursed as to how such projects are being implemented, what the structures of financing are, and what the benefit of such projects is. Santrauka Viešojo ir privačiojo sektorių partnerystė gali apimti įvairias partnerystės formas: kaip privačiojo sektoriaus nuosavybė valstybės ar savivaldybių veikloje ar informavimas ir konsultavimas tarp viešojo ir privačiojo sektorių, taip pat kaip netradicinis viešujų pirkimų būdas, kai sudaroma ilgalaikė sutartis tarp viešojo ir privačiojo sektorių dėl viešosios infrastruktūros sukūrimo ar viešųjų paslaugų teikimo. Vykdant VPP projektus būtina tinkamai parengti sutartį tarp viešojo ir privataus partnerio, kurioje turi būti vienareikšmiškai apibrėžtos visos sąlygos, įsipareigojimai, atsakomybė, įvertintos rizikos, atsiskaitymo mechanizmas, konfliktų sprendimo tvarka ir t. t. Siekiant sumažinti bet kokią su tokiais projektais susijusią riziką, reikia suformuoti tinkamą teisinę bazę, kuri numatytų abiejų projekto šalių - tiek privačiojo, tiek valstybinio sektoriaus - atsakomybes ir įsipareigojimus, bei teikti daugiau informacijos, kaip tokie projektai vykdomi, kokios finansavimo struktūros, kokia gaunama nauda.

Анотація:

The thesis deals with project management with a closer focus on risk management in the selected company. First it was necessary to establish cooperation with the company. The work is divided into two parts: theoretical and practical. First I describe the approaches of existing methodologies using common professional literature in the theoretical part. Then in the practical part I start with characterizing the company. I study current state of project management that I determine on the basis of internal corporate methodology, my own observation, and interviews with the Head of Strategic Projects Unit. I also study the status of project risk management that I determine on the basis of my own observation, structured collection of information, and follow-up interviews with employees. After that I design Project Risk Maturity model in the company. At the end of my work I evaluate existing information and propose improvements: risk management methodology for the company.

Анотація:

The diploma thesis introduces processing of an analysis that is realized within an engineering company that had decided to transfer its production from Nordic countries such as Norway and Sweden to the Czech Republic. The company decided to deal with the transfer without any use of project management and planning according to project management and its techniques. Therefore the diploma thesis is supposed to present how the project could look like if it was done by project methodology. The main parts of project are analysis of time, sources, costs and risk analysis. These are preceded by situation analysis which is resulted into SWOT. Factors mentioned in SWOT are used as inputs into risk analysis. Subsequently the risks are identified, evaluated and the proposals for reducing the risks are presented.

Анотація:

The objective of the thesis is to analyze numerous project financing possibilities in the Czech Republic. The thesis introduces the framework of project finance, together with its definition and fundamental characteristics. Furthermore it aims to identify the issues of risk analysis and risk management. The final section of the thesis provides an overview of the current global project finance trends and identifies the situation in the Czech Republic. Additionally, the thesis includes a case study of the first Czech energy finance project - ECKG Kladno.

Анотація:

Šiame straipsnyje nagrinėjama saulės elektrinių plėtros ir jų integracijos į dabartinį elektros tinklą problema. Straipsnio tikslas yra išnagrinėti ir įvertinti investicijų į saulės energetikos projektus išmaniuosiuose elektros tinkluose efektyvumą. Analizuojama išmaniųjų tinklų koncepcija ir saulės energetikos galimybės juose. Pateikiami projektų investicijų efektyvumo ir rizikos vertinimo metodai, labiausiai tinkantys atsinaujinančios energetikos projektams. Projekto efektyvumas apskaičiuojamas analizuojant investicijų į saulės elektrinę sukuriamus pinigų srautus ir finansinius rodiklius. Skaičiuojant vertinamos suinteresuotos šalys ir jų gaunama vertė, nagrinėjamas dabartinių saulės energetikos projektų potencialas kartu su jų integracija ir pinigų srautais išmaniuosiuose tinkluose. Pabaigoje įvertinama suinteresuotų šalių gaunama vertė, pinigų srautai ir finansiniai rodikliai.
