This article explores precarity as a conceptual framework to understand the intersection of migration and low-waged work in the global south. Using a case study of cross-border migrant domestic workers in South Africa, I discuss current debates on framing and understanding precarity, especially in the global south, and test its use as a conceptual framework to understand the everyday lived experiences and strategies of a group that face multiple forms of exclusion and vulnerability. I argue that a form of negotiated precarity, defined as transactions which provide opportunities for survival but also render people vulnerable, can be a useful way to make sense of questions around (il)legality and (in)formality in the context of poorly protected work, insecure citizenship and social exclusion. Precarity as a negotiated strategy shows the ways in which people interact with systems and institutions and foregrounds their agency. But it also illustrates that the negative outcomes inherent in more traditional notions of precarity, expressed in physical and economic vulnerability, and discrimination in employment relations, mostly hurt the poor. This suggests the importance of an intersectional approach to understanding precarity in labour migration studies.

Abstract:During South Africa's first decade of democracy, policies of social inclusion and social citizenship have emphasized productive employment and the work ethic in a context of fiscal discipline and public spending thrift. The government's institutional discourse contrasts, however, with a social reality in which most black workers have confronted growing economic precariousness and the inability of waged occupations to provide stable livelihoods above poverty levels. The article discusses workers' responses to these conditions with case studies of private and public employment. It finds that official rhetoric about the centrality of productive employment does not reflect the diversity of practices and discourses with which workers address the crisis facing wage labor.

This article will bring together the social glue concept of social reproduction and a feminist analysis of civil society to the study of nonprofit care work in order to cast analytic light on the dynamics of care work in the nonprofit sector and contribute to theorizing care work, to identify and theorize aspects of nonprofit care work which reproduce and sustain social glue, and to supplement theory on civil society. Drawing on qualitative interviews with nonprofit care workers in South Africa and Scotland, this article argues that care work, in general, and nonprofit care work, more specifically, are key components of civil society and central to the gendered social glue that holds societies together. We argue that nonprofit care workers are part a distinctive but porous set of social relations and have their own unique way of sustaining social bonds in the context of late neoliberalism. The article looks closely at three dynamics of social glue in nonprofit care work, namely, empowerment, emotional/personal costs, and unpaid work. We argue that nonprofit care workers find micro ways of resisting the erosion of social glue and reweaving the social fabric through care and relationship and further that these forms of resistance may sustain much needed social bonds until larger social transformation is possible.

Emerging adulthood is an exciting time, filled with possibilities while remaining supported. However, care leavers’ journeys into adulthood are compressed and lacking educational, financial, and social support. In South Africa, this is exacerbated by contextual factors and the absence of mandated services for care leavers. A qualitative study was conducted with four Child and Youth Care Centers in a town in the Eastern Cape, South Africa. Focus groups were held with young people in care and their care workers. Discussions focused on preparation for leaving care and aftercare services and the evaluation of these by each group of participants. Care leaving preparation consisted of independent living skills programs. Aftercare services were provided on an ad hoc basis, and there was no policy with respect to services to care leavers. The findings suggest that ongoing experiential learning and implementation of in-house policies may better prepare care leavers for emerging adulthood.

AbstractDeclining electoral support for South Africa's ruling party, the African National Congress (ANC), suggests a potential weakening of the anti-apartheid nationalism that defined the immediate post-apartheid period. Using two surveys of voters in primarily poor and working-class black areas, conducted during the 2014 (national) and 2016 (local) elections, as well as three case studies of protest by workers, poor communities and students, this article examines the social cleavages and political dynamics that underpinned deepening political competition. Results show that voting decisions varied according to gender, age, ethnicity and receipt of welfare benefits. Different public provisions mattered most during national versus local elections, demonstrating that voters paid close attention to government operations. Underscoring political fluidity, some instances of protest reinforced ANC dominance while others fed into support for the opposition. The findings challenge notions of uncontested one party dominance, revealing instead that some poor black voters are critically evaluating the ANC's performance and developing oppositional political identities.

PurposeThe nature of paid domestic work is changing, with the growth in companies delivering domestic cleaning services. Few studies have looked at why people opt to use these services and the underlying drivers. As with the outsourcing of non-core tasks in businesses, outsourcing domestic work is motivated by similar, yet different reasons, which have to do with the personal and private nature of domestic employment. This study aims to establish the reasons why “clients”, who were former employers of domestic servants, opted to outsource domestic work to a domestic cleaning service provider.Design/methodology/approachGiven the limited research on domestic cleaning services in South Africa, a mixed-methods research approach is used.FindingsThe findings showed that there are three key motivations: the nature of the domestic cleaning service supplier, the services rendered by domestic workers and the tripartite employment relationships. These three benefits imply that clients have access to functional and numerical flexibility, unlike employing a domestic worker directly. This study contributes to the literature on outsourcing and domestic work by showing that clients not only look to change the economic structure of the relationship with domestic workers, but it allows them to psychologically and emotionally distance themselves from domestic workers.Research limitations/implicationsThis study shows that some people are no longer willing to have a relationship with the people who clean their homes, and that they believe it is simply not worth the effort to maintain a relationship. This is an aspect that needs further research, as this is the one sphere where women are united in their plight, albeit from different worldviews. Thus, a limitation is that this study only focuses on clients' views of outsourcing. Have domestic workers employed by the outsourced domestic cleaning service supplier become just like assembly-line workers, where they are anonymous to their clients, performing routine tasks with little recognition from those whose homes they are servicing? Future studies could focus on domestic workers' views on outsourcing and the effects it has on their working conditions and employment relations.Originality/valueFirstly, studies mainly focus on the Global North where domestic work and outsourcing have different dynamics, regulation policies and social changes when compared to South Africa. Secondly, few studies have sought to establish why people shift from employing a domestic or care worker directly to an outsourced domestic agency when direct domestic help is available and affordable. Considering these shortcomings, this study aims to provide a better understanding of domestic cleaning service suppliers from the perspective of clients, often omitted from the literature. Accordingly, this study aimed to establish what the benefits are for clients (former employers of domestic workers) who use domestic cleaning service suppliers.

Learning outcomes This trio of cases is appropriate for upper-level undergraduate classes or for postgraduate programs in non-profit management, leadership and community development, international development, global studies, women’s and gender studies and social entrepreneurship. It allows the instructors and students to engage with classical leadership tenets and emerging social entrepreneurship literature. Upon completion of the case study discussion and assignments, students will be able to: identify diverse obstacles that African women face in starting social enterprises; understand the ways that African women leaders build a social dimension to their enterprise; and identify characteristics of women’s leadership and critique the value of women’s leadership for establishing sustainable social enterprises. Case overview/synopsis The case stories of the three African social enterprises portray how female leaders have fostered sustainable organisations through prioritising social, over economic and governance investments. Martha Letsoalo, a former domestic worker, founded the Heartfelt Project in South Africa, which now employs fifteen women, ships products all around the world and enriches the community of Makapanstad with its workshop, training and education centre. Victoria Nalongo Namusisi, daughter of a fisherman in rural Uganda, founded Bright Kids Uganda, a thriving care facility, school and community centre that educates vulnerable children, empowers victims of gender-based violence and distributes micro-loans to female entrepreneurs. Gertrude, abandoned in Lusaka, Zambia, founded Chikumbuso, a home of resilience and remembrance to educate children and offer women employment in a cooperative business. Each case documents the founding years of the social enterprise and outlines some of the shared women’s leadership approaches. ABSTRACTThe structural conditions associated with increased inequality amidst rapid change brought about by growing financialization and efforts to get the ‘unbanked’ sections of society into the formal financial system have created the conditions under which illegal pyramid and ponzi schemes, fake investment schemes, and legal multi-level marketing companies have been able to flourish. In contemporary Johannesburg and Soweto the originators of money multiplication schemes and the agents who ‘work’ to recruit new members position themselves in this context as financial entrepreneurs and brokers who embody a range of seemingly contradictory discourses, drawing on discourses of ‘empowerment’, ‘self-help’, ‘entrepreneurship’ and ‘religiously sanctioned wealth and prosperity’ in the course of their risk taking in the field of finance. Based on a series of case studies of female agents of ‘push-push’ schemes, the article shows how many of these discourses reflect some of the conditions of contemporary capitalism: citizens are expected to be active investors, active entrepreneurs and hard workers who are able to work from home and without a boss. Moreover, the schemes use sophisticated technologies, marketing strategies and other practices which simulate formality, legality and sincerity – echoing religious practices and discourses. At the same time a set of cultural values and social logics that are not necessarily produced by neo-liberal capitalism and financialization, but are certainly activated by them, makes it hard for citizens to recognize or admit the forms of deception involved, unless deception is seen to be central to the operation of the modern state or the present ‘get-rich-quick’ culture. Risk taking, and pursuit of social mobility, originate in dual economy legacies, with their unfulfilled expectations, wealth disparities and frustrated class aspiration. Participants in pyramid schemes have ideologies combining ‘progress’ with ‘imminent doom’, entrepreneurship with greed: contradictory attitudes reflective of financialization in the broader world.

Abstract Pre-exposure prophylaxis (PrEP) is an effective HIV prevention strategy. Few studies have explored adolescents and young people’s perspectives toward PrEP. We conducted 24 group discussions and 60 in-depth interviews with males and females aged 13–24 years in Uganda, Zimbabwe, and South Africa between September 2018 and February 2019. We used the framework approach to generate themes and key concepts for analysis following the social ecological model. Young people expressed a willingness to use PrEP and identified potential barriers and facilitators of PrEP uptake. Barriers included factors at individual (fear of HIV, fear of side effects, and PrEP characteristics), interpersonal (parental influence, absence of a sexual partner), community (peer influence, social stigma), institutional (long waiting times at clinics, attitudes of health workers), and structural (cost of PrEP and mode of administration, accessibility concerns) levels. Facilitators included factors at individual (high HIV risk perception and preventing HIV/desire to remain HIV negative), interpersonal (peer influence, social support and care for PrEP uptake), community (adequate PrEP information and sensitization, evidence of PrEP efficacy and safety), institutional (convenient and responsive services, provision of appropriate and sufficiently resourced services), and structural (access and availability of PrEP, cost of PrEP) levels. The findings indicated that PrEP is an acceptable HIV prevention method. PrEP uptake is linked to personal and environmental factors that need to be considered for successful PrEP roll-out. Multi-level interventions needed to promote PrEP uptake should consider the social and structural drivers and focus on ways that can inspire PrEP uptake and limit the barriers.

Background The environment where people live, work or play can influence health and disability outcomes. People with spinal cord injury are at risk for secondary health conditions, with this increasing readmission rates and decreasing quality of life. Studies on preventative care for secondary health conditions and factors influencing the prevention of secondary health conditions are scarce in low to middle-income countries. Aim To explore environmental factors influencing the prevention of secondary health conditions in people with spinal cord injury. Setting This study was based at a public rehabilitation hospital, South Africa. Methods Explorative qualitative design was used. Semi-structured interviews were conducted with 21 therapists, 17 people with a spinal cord injury and six caregivers. The interviews were transcribed verbatim. Analysis was conducted using content analysis. Results The categories that emerged included the impact of social support, inaccessible built environment and transport system, and an inefficient health care system. Sub-categories for the inefficient health care systems were: Shortage of resources, health workers lack of knowledge on prevention of secondary health conditions and inadequate patient care approach. Conclusion Environmental factors influencing the prevention of secondary health conditions are complex and multifactorial. When developing rehabilitation and prevention programmes, environmental factors must be considered.

This thesis is an investigation of the call centre labour process focusing on both the way work is organised and experienced by the operators and the management of employee relations inside a local government workplace – The City of Johannesburg (COJ) Call Centre. The City of Johannesburg is used to understand labour process dynamics in local government. Johannesburg was recently named the ‘World’s Second Most Inspiring City’ (by Global City Index, 2014) possessing economic and political influence within and around South Africa. Johannesburg is the economic hub of the country, contributing nine per cent to the South African GDP. But it needs to be emphasised that the focus of this thesis is on the labour process rather than the City of Johannesburg. The nature of work in the COJ local government call centre involves answering calls about water, electricity, refuse removal, accounts and other general municipal services. The government’s objective was to have a more customer centred service delivery plan in compliance with the Batho Pele (People first) framework (RSA, 1997, White Paper on Local Government). This resulted in a shift in the government ‘mantra’ and philosophy from viewing Johannesburg residents as customers rather than citizens. This shift from public administration to New Public Management (NPM) has meant the introduction of private sector business principles into public services. This seeks to improve organisational and individual performance to enhance service delivery within South African municipalities. This is also meant to promote responsive and performance management culture. The study uses Labour Process Theory set out in Labour and Monopoly Capital (LMC-1974) by Harry Braverman to argue for the need to contextualise the labour process debate within the socio-political understanding of work in South Africa. In developing the argument about the narrow analysis of public sector call centres based on economic lines I have reviewed literature on call centres which is influenced by Michel Foucault and Harry Braverman to understand the public sector call centre labour process. Inspired by Adesina (2002) and Mafeje (1981) this study uses a ‘complementarity’ approach to knowledge. This means the local context tends to complement the global trends though not without contradictions within the local context. The case study approach was used for in-depth analysis of the local context through different methods (semi-structured interviews, focus group discussions, observations and survey questionnaires) to collect data from different stakeholders within the City of Johannesburg between 2010 and 2013. The concept of a ‘(dis)connecting city’ is fitting for the COJ as this city connects the rest of Sub-Saharan Africa and South Africa to the world through its commerce and political influence. Based on the challenges experienced in this local government call centre I attempt to show the the politicised nature of the public sector call centre labour process. I use the differential power relations in the frontline between customer and Joburg connect workers to illustrate this point. The lack of emphasis on the politicised nature of public sector call centres within literature is informed by the de-contextualised nature of these call centres. In the end, I argue that public sector call centre labour process is multilayered, contradictory and complicated because of these workers’ role as citizens, customers, community members and service providers from a politicised community environment.

ENGLISH ABSTRACT: The study of case management of sexually abused children by social workers was conducted in the Moses Kotane District Municipality, because of the following reasons: firstly, there is an escalation of reported cases that are referred from various service organizations to the Department of Social Services; secondly the statutory policies alone cannot be the absolute protection for children against sexual abuse; thirdly, as communities seem to ignore their roles in protecting children against this problem. The social workers end up carrying the ultimate responsibility to protect children. An exploratory study was therefore undertaken to investigate how social workers in the Moses Kotane District Municipality intervene in these cases. It is crucial for professionals to have the necessary knowledge, skills and correct attitude when they intervene in child sexual abuse cases. The study explored the various dynamics that motivate this problem as well as the circumstances that can expose children to the risk of child sexual abuse. Motivation to abuse children in the Moses Kotane District Municipality emanated from the family circumstances, characteristics of the abusive father(s) as well as a lack of community child care resources The social workers need to have insight in various risk factors of this problem. These may include the circumstances surrounding the child, community factors, societal factors, family factors and the attributes of professionals dealing with child sexual abuse cases. The knowledge of the dynamics and risk factors assists social workers to assess whether the child has been abused and to do risk assessment as well as need assessment of the victims and their families. Such information can assist the social workers to make a safety plan of action regarding the child victims. It is therefore vital that the social workers identify the nature of case management style through which they render services to sexually abused children. Direct service delivery, which is preferred by most social workers in the agency, and indirect service delivery are the two types of case management styles that social workers can employ, depending on whether they work in a generic social work setting or private child welfare agency. Although social workers may have the expertise and skill to intervene effectively in child sexual abuse cases, their interventions may be affected by various challenges and result in ineffective service delivery to the victims and perpetrators of child sexual abuse. These challenges may include working conditions that are adverse, community trials of cases of child sexual abuse and unresponsive agency management. Other challenges may include resistance from clients, lack of supervision, lack of training in child sexual abuse work as well as the demanding nature of child sexual abuse work. Throughout the process of case management the social workers need to liaise and cooperate with the multi-professional team comprising of the police (CPU), medical personnel, the prosecutor(s), a psychologist as well as the family members. The team may vary from one agency to the other, however, the social worker, police and medical personnel need to be available at all the team meetings. None of these professionals is supposed to assess victims alone, because the assessment should be focused on the social, medical, psychological, legal, physical and material needs of sexually abused children. It is imperative that social workers are aware of how their attitudes, beliefs, emotions, perceptions and feelings affect the effectiveness of service delivery to these children. The professionals therefore need to be skilled to react responsively and professionally to the victims. Social skills are important for creating worthy client - worker relationships and to enhance accountability in role relationships between the clients and the professionals. By applying interactional skills, the social workers can create a child-friendly atmosphere during intervention, as the social worker can be able to listen empathetically and deal with feelings that surface during the interviews. By applying cognitive skills, the professionals can be in a position to "read" subtle emotions and feelings of the clients and assess the level of their cognitive functioning. The application of theory in practice is vital during intervention as decisions; judgement and interventions should be professional and not haphazard. The social worker thus needs to have knowledge of the perspectives, theories and models of social work. This study has provided such a framework to guide social workers in managing cases of child sexual abuse.
AFRIKAANSE OPSOMMING: Die studie oor hoe maatskaplike werkers gevallebestuur van seksueel gemolesteerde kinders doen, is in die Moses Kotane Munisipale Distrik onderneem om die volgende redes. Eerstens is daar 'n toename in die gerapporteerde gevalle van seksuele molestering wat deur verskeie diensorganisasies verwys word na die maatskaplike werkers in diens van Departement van Welsyn. Hierdie faktore kan verband hou met die omstandighede van die kind, gemeenskapsfaktore, samelewingsfaktore, gesinsfaktore en die kenmerke van die professionele persone wat die gevalle van kinders wat seksueel molesteer is, hanteer. Kennis van die dinamika van seksuele molestering en die risiko faktore van seksuele molestering van kinders, sal maatskaplike werkers in staat stelom te assesseer of kinders gemolesteer is en om risiko-assesserings, sowel as behoeftebepalings van die slagoffers en hulle gesinne te doen. Sodanige inligting sal die maatskaplike werker help om 'n veiligheidsplan van aksie vir kinderslagoffers op te stel. Dit is derhalwe noodsaaklik dat maatskaplike werkers die aard van hulle gevallebestuur styl deur middel waarvan dienste aan seksueel gemolesteerde kinders gelewer word, sal kan identifiseer. Die toepassing van kognitiewe vaardighede sal die professionele persoon ontvanklik maak vir subtiele emosies en gevoelens van die kliënt en instaat stelom die vlak van hulle kognitiewe funksionering te assesseer. Die toepassing van teorie in die praktyk tydens intervensie is noodsaaklike omdat besluite en beoordelings tydens intervensie professioneel moet wees. Die maatskaplike werker benodig dus kennis van relevante perspektiewe, teorieë en modelle van maatskaplike werk wat vir die doel benut kan word. Die studie bied sodanige raamwerk aan wat as riglyne vir maatskaplike werkers kan dien en gebruik kan word om gevalle van seksuele molestering van kinders te bestuur.

As primary caregivers (such as residential youth-care workers) are the first teachers of children and spend much more time with the child than any other service provider, educational psychologists need to implement programmes that include primary caregivers in actively working with the youth in their care. This calls for educational psychologists to gain a rich understanding of the experiences of youth-care workers in order to work collaboratively in rehabilitating youth at risk within the youth’s ecosystem. The study attempts to explore the experiences of youth-care workers in residential facilities, using the ecosystemic perspective. A proposed outcome of the research is to contribute to the skills and interventions educational psychologists can use in collaborating with and supporting youth-care workers in residential facilities to rehabilitate youth who are at risk successfully. Qualitative research within the interpretive/constructivist paradigm was employed as the research design. Research was based at two residential facilities in an outlying area of Cape Town, from which four youth-care workers and two youths were drawn as a sample. The data was collected through six semi-structured interviews, observations over a 10-month period at one of the facilities, and photographs of youth-care workers and children. The review of literature and the findings of this research uncovered many experiences that appear to typify residential youth care. These experiences include the multifaceted nature of the role that youth-care workers fulfil in a residential facility; three types of emotional affect experienced by youth-care workers working in facilities; the significance of healthy youth-care worker-child relationships and the importance of these relationships in the successful rehabilitation of youth at risk; and the levels of support and training required in order to perform the task of successfully rehabilitating youth at risk in residential settings.

ENGLISH ABSTRACT: Community work fulfils definite functions within the social work milieu and develops according to a process. The SANDF does not possess any definite guidelines regarding community work. The resultant consequence is that community work is not utilised to its full potential in that the client system does not always receive a quality service. The purpose of this study was to compose a framework for the Directorate of Social Work within the SANDF, which can serve as a guideline for the possible formulation of a policy document on community work within social work practice. The objectives of the study are firstly to provide theoretical and practical guidelines which social workers in a military setting can follow when utilising community work as a social work method of intervention. Secondly, to explore the knowledge and skills of social workers in the military within the SANDF regarding community work. Thirdly, the need for guidelines with regard to community work within the SANDF, was explored. This study was confined geographically to the social workers in the military of the Western Province. An exploratory study was executed in order to achieve the stated goal and objectives. The research methodology was a quantitative design being a data collection instrument in the form of a questionnaire. The questionnaire was used to probe skills, knowledge perceptions and attitudes relating to community work and to determine the impact of existing community programmes. The empirical study enabled the researcher to draw certain conclusions. Although certain misconceptions were evident, the respondents understood the term developmental social work, community and community work, as well as the systems involved in the community work process and the practice models. The most utilised social work method was casework. The respondents who utilised community work made use of a community work process. Most of the respondents utilised the social community education model in the military. Most of the respondents indicated that guidelines for community work within the SANDF would be helpful. Approximately thirty percent of the respondents experienced problems while making use of community work as a social work method of intervention. A number of recommendations stem from the findings and conclusions. The social workers knowledge with regard to community work needs to be updated. Practical opportunities need to be provided to afford the social worker the opportunity to implement the newly acquired knowledge. Community work guidelines need to be determined within the SANDF, and need to be formulated into a policy document. Specific community work posts, which include all disciplines, need to be created within the SANDF. Post-graduates studies should be undertaken by social workers before being promoted into managerial positions.
AFRIKAANSE OPSOMMING: Gemeenskapswerk is een van die drie primere metodes van maatskaplike werk. Gemeenskapswerk is 'n proses wat mense help om hulle probleme en behoeftes duidelik te identifiseer en wat die gemeenskap verder help om potensialiteite en vermoëns te ontwikkel om probleme en behoeftes self te kan hanteer, op te los en te voorkom. Gemeenskapswerk het 'n bepaalde funksie binne die maatskaplike werk milieu en verloop volgens 'n proses. Die SANW beskik nie oor geskrewe riglyne vir gemeenskapswerk nie. ENGLISH ABSTRACT: The aim of this study is to develop a theoretical and practical framework which can be utilised as a guideline for performance appraisal of occupational social workers employed by local authorities within the Cape Metropole. The study was preceded by a comprehensive literature study whereby the term performance appraisal was explained, the necessity and purpose of performance evaluation, were identified. Furthermore, the characteristics of performance appraisal in social work have been described. These characteristics serve as a basis for this study. An empirical study was then undertaken, which entailed an exploratory study to achieve the aim of this study. The social workers, who are employed by the local authorities within the Cape Metropole, were included in the study. The study was conducted by means of a group administrative questionnaire. Occupational social work is regarded as a relatively new area of specialisation in social work and very little has been written about it. Therefore a brief overview of occupational social work is provided, with specific reference to the U.S.A., Europe and South Africa. Furthermore emphasis is placed on the structural and functional characteristics of an organisation that influences occupational social work. The nature and scope of the social worker's service rendering, as well as the knowledge and skills that is required to render effective services, is discussed. The evaluation of work performance of social workers, the frequency thereof and the persons involved therein, were investigated to determine the nature and scope of the performance appraisal systems that are implemented. Performance appraisal requires the participation of both the supervisor and the social worker. The nature of communication during performance evaluation was identified and the manner in which communication should take place were also obtained. Social workers' opinions in terms of the manner in which they should be allowed to participate during supervision and performance appraisal were also obtained. Social workers' opinions of the valuable aspects of performance appraisal were explored to determine the value of performance evaluation for them. Hence it could be deduced that they experience performance appraisal as valuable and that they have insight into the fact that performance appraisal could contribute to their professional development. The social workers' opinions in terms of the type of principles that should be implemented during performance appraisal were also explored and the outcome of the study showed that the same principles as identified in the literature, are also viewed as important to them. The respondents' opinions in terms of the importance of guidelines for performance evaluation and that it should be conducted in terms of a specific process has been explored, and the results of the study showed that the respondents were positive about the use of guidelines for performance appraisal, which should amongst others include the utilisation of an educational model, evaluation and program. In conclusion, the responses from the occupational social workers of local authorities in the Cape Metropole are discussed and compared with relevant literature. This serves as basis for the recommendations that are made and can be utilised to establish guidelines for performance appraisal for social workers at local authorities within the Cape Metropole. The most important recommendation is that management of local government should utilise the results of this study to establish guidelines for performance appraisal for their occupational social workers.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om 'n teoretiese en praktiese raamwerk daar te stel wat as riglyn benut kan word vir prestasiebeoordeling van bedryfs-maatskaplike werkers by plaaslike owerhede binne die Kaapse Metropool. 'n Omvattende literatuurstudie is ten aanvang van die studie gedoen en hiertydens is die noodsaaklikheid en doel van prestasiebeoordeling in maatskaplike werk geïdentifiseer. Verder is die eienskappe wat prestasiebeoordeling in maatskaplike werk kenmerk, beskryf. Hierdie kenmerke dien as onderbou vir die studie. Na die literatuurstudie is 'n empiriese studie onderneem wat behels het dat 'n verkennende studie gedoen is. Die bedryfs-maatskaplike werkers in diens van die plaaslike owerhede binne die Kaapse Metropool is by die ondersoek betrek. Groepgeadministreerde vraelyste is as ondersoekmetode gebruik. ENGLISH ABSTRACT: Juvenile delinquency is currently reaching alarming proportions and the number of juveniles within the prison population is on the increase. The crimes committed by male juvenile offenders, are often of an aggressive nature and include crimes such as murder and rape. The high rate of crime and the nature of the offences make it essential for social work services to be rendered to the juvenile offender. The purpose of the study was to establish guidelines for the social worker with the male juvenile offender in the Department of Correctional Services. The literature study dealt with the development of the juvenile offender as adolescent and a profile of the offender was compiled. Those factors both within the family and in the environment that contribute to criminal behaviour in the male juvenile offender were discussed. Furthermore the social work intervention process based on behaviour therapy was described. An exploratory descriptive study was undertaken in order to determine the knowledge that social workers have with regard to social work intervention to the male juvenile offender. An empirical study was done based on the literature study. A sample comprised of ten social workers that work with juvenile offenders at the youth centres of the Department of Correctional Services were involved in the study. With the help of the empirical study the knowledge and skills of social workers regarding the nature of social work intervention to the juvenile was examined. The findings of the study reveal that social workers require more knowledge on the development of the juvenile offender and on those factors that contribute to criminal behaviour, as well as skills with regard to the social work intervention process with the male juvenile offender. In order to render effective social work intervention to male juvenile offenders, social workers must possess adequate knowledge about the juvenile offender and about the skills needed to apply the social work intervention process.

This dissertation provides an account of 'Batho Pele' (People First) and 'new public management' as applied in two government call-centres in the Eastern Cape. Focusing on the workers at these call-centres, this research examines the workplace organisation of these call-centres based in the Nelson Mandela Metropolitan Municipality. The study involved interviews with managers, call-centre operators and trade unionists. The findings show how the work environment is not conducive to the goals of customer satisfaction as presented in the Batho Pele policies. The research investigates the conditions of workers as one explanatory factor for poor call-centre service. If workers are a key element in the success of the 'new public management', their work environment and conditions have to facilitate their job satisfaction and their improved customer service. The research demonstrated the evident lack of professionalism in the call-centre, customer care designed as a matter of compliance rather the need to change the culture and the persistent lack of discipline and supervision. The call centre operator's experiences include issues of surveillance, stress, emotional labour, lack of training, internal conflicts and bad 'customer service' as perceived by the citizens of the Metro.

This study deals with corporate social responsibility (CSR) and focuses on managerial perceptions of CSR at McDonald’s South Africa (SA) and how social responsibility is translated into social practices. The key objectives of the research are: to analyse McDonald’s both internationally and locally in South Africa to establish whether CSR policies exist, then to investigate how these policies are perceived and integrated by outlet managers. Lastly to investigate what kind of social responsibility (SR) involvement, if at all, occurs at outlet level. The research site covers three regions in South Africa, which are the Eastern Cape, Western Cape and Gauteng. The total research sample is 38. 33 interviewees were outlet managers, who were purposively selected, and 5 additional interviews took place with: 2 McDonald’s SA Head Office representatives, 2 interviews with beneficiaries of McDonald’s SR involvement and 1 with the trade union SACCAWU. The research was carried out through questionnaires and semi-structured interviews. The design of this research is based on an interpretive social science approach. The aim of the research was to investigate outlet managers’ perceptions of CSR and social practices present at McDonald’s SA outlets. The key findings of the research indicate that: CSR policies at McDonald’s SA head office are not communicated sufficiently to outlet managers, SR involvement is evident, especially for initiatives focusing on children’s welfare, but far too little occurs at the outlet level. There are also too few checks on social involvement by head office and no formal reporting system is available to the outlets except through an internal magazine, called the Big Mag. There is no official CSR report at McDonald’s SA. The fact that no report exists makes this study more relevant since this research investigates matters pertaining to CSR and social practices. The overall significance of the study is that it brings to the forefront the importance of internal company and external broader regulation which is part of the greater debate of CSR. This is because the analysis of managerial perceptions and implementation of CSR shows some unwarranted discrepancies between policies and practices, locally, nationally and internationally even within the same organisation.

ENGLISH ABSTRACT: The thesis is an analysis of the strikes at Volkswagen SA during the period 1999-2000 and its social and political outcomes. Seen from a broader perspective, it is a case study of social conflict in a young democracy after the formal demise of apartheid in 1994. By the time (i.e. early in 2000) events reached a climax, the company had lost millions of Rand in revenue and more than 1300 workers their jobs. The thesis wants to explain how this came to be - despite attempts by the company to establish a pluralistic industrial relations culture that go back to the early 1990s and after, ostensibly, gaining the consent of the shop stewards committee at the factory and the NUMSA leadership for a lucrative ("A4") export agreement. After studying the literature and the press, interviewing key actors in the "drama", and closely following the proceedings of the CCMA and the Labour Court, the thesis comes up with an explanation more complex than the "conventional" ones offered during and after the strike. The immediate cause of the strike action was the nonacceptance of the terms of the export agreement by 13 shop stewards and their supporters. These shop stewards had been elected onto the VW shop steward council after their union (i.e. NUMSA) and the company had concluded the agreement. When they came out in open defiance of the agreement, they were suspended by the union for their unconstitutional action. They subsequently tried to rally their followers for their own reinstatement. However, the thesis shows that the strikes of 1999 and 2000 were merely two more outbursts of shop floor tension and conflict that had been dormant for a long time. Before and after 1994, there existed informal structures and factions at the shop floor level which refused to tow the official NUMSA "line" - a policy which increasingly started to embrace the ethos of "reconstruction" and economic competitiveness. Neither the union leadership, nor company management were able to deal with these informal structures and bring the dissident faction under control. Although the potential for more cooperation and trust did exist, both the union leadership and management failed to turn this into "social capital". The thesis suggest that this may have been possible, if there had been more direct forms of worker participation (over and above the shop stewards committee). Also, the haemorraging of the union leadership after 1994, and the increasing bureaucratisation of industrial relations did nothing to improve the situation. To make matters worse, the thesis argues, the terms ofthe export agreement were not properly communicated to the union rank and file. To top it all, the thesis provides ample evidence that the VW workers could not record any extra material gains in exchange for more flexible working arrangements in the wake of the shift from "Fordism" to "Lean Production" at the Uitenhage factory. Here, "wealth creative" industrial relations did not accompany the shift to lean production, as post-Fordist theory would like to suggest. When the 13 shop stewards and a certain percentage of the VW workforce came out in protest against this arrangement, no special efforts were made to mediate the conflict. The "fallout" of the conflict includes hundreds of millions of Rand in lost company revenue, more unemployment in one of the poorest regions of South Africa, a drawn out legal process and political divisions in worker ranks and in the Uitenhage community. Although NUMSA admits to a "wakeup call", the relationship between the COSA TU affiliated union and the state is as close as ever. In the eyes of the thesis, however, the case of the VW strike, including the direct intervention of the head of state, is proof that the young, post-settlement democracy is not yet able to deal with social conflict in a mature way.

Gesien vanuit 'n breer perspektief, is dit 'n gevallestudie van sosiale konflik in 'n jong demokrasie na die formele be'indiging van apartheid in 1994. Teen die tyd (vroeg in 2000) wat gebeure 'n hoogtepunt bereik het, het die maatskappy honderde miljoene Rande in inkomste verloor en meer as 1300 werkers hul werk. ENGLISH ABSTRACT: Limited academic work has paid attention to the memories generated by claimants engaged in the restitution process. My thesis thus sought to investigate the role of memory in urban land restitution, with specific focus on the Stellenbosch context. In my discussion, I highlight how claimant memories are not only generated by the restitution process but how the master narrative of restitution shapes the memories produced. I argue that claimant memories function and gain wider meaning within the collective memory, through which the master narrative of restitution shapes how they remember – and in so doing, how claimants reconstruct the place from which they were removed. My thesis elucidates how, through the individual narratives of removal and dispossession (and thus, the making of place), claimants position themselves as part of a particular and new form of “imagined community” of land claimants. The context of my research is focussed on the area previously known as Die Vlakte which was located in urban Stellenbosch. Dispossessed and displaced to the outskirts of Stellenbosch town in the early 1960s, the advent of democracy provided the former residents of Die Vlakte the opportunity to claim the land lost. The qualitative methodology of five selected case studies, sought to explore the following objectives of my study: Firstly, to examine how claimants remember and reconstruct the places from which they were removed (that is, the making of place); and secondly, to investigate whether these memories or individual narratives of place are shaped by the master narrative of restitution. By means of engaging prominent theorists and scholars on memory and the master narrative of restitution, my study analyses the various aspects of memory construction and reconstruction within the collective framework. The research points to the interdependent relationship between individual memory and that of collective memory. It is argued that individual memory can only function as part and in reference to the collective memory. Within the restitution process, research shows that the master narrative of restitution not only shapes but controls and organises memory on a collective and hence, individual level. My thesis argues that the individual memories of dispossession and removals of the claimants are similar to national narratives and hence, my thesis illustrates, that the five claimant memories of the place from which they were removed in Die Vlakte is shaped by the master narrative of restitution. Through relaying these narratives of removals and dispossession they thus draw on the master narrative of restitution (from which they derive legitimacy), in order to legitimise their own claim to land and in so doing, placing themselves within the “new” form of imagined communities of land claimants.
AFRIKAANSE OPSOMMING: Beperkte akademiese werk het aandag geskenk aan die herinnering wat deur eisers, wie betrokke was in die restitusieproses, gegenereer is. AbstractLabour in Global South countries often has meagre social security protections and almost no representation in domestic legislatures. To address this deficit, labour law’s clear orientation towards “distributive justice” and emphasis on constitutionally protected freedom of association and collective bargaining rights have been core values for workers and labour movements in the South. Over the course of the last century, labour law has increasingly sought to assure “distributive justice” by departing from the confines of “corrective justice” and the slippery “ethical” basis of private law in both civil and common law systems. This chapter asks how both multinational corporations’ (MNCs) recent turn toward the use of codes of conduct in regards to labour and working conditions (labour codes) and, correspondingly, activists’ increasing reliance on the private law doctrines of tort and damages to resolve labour disputes, dilutes labour law’s focus on “distributive justice.” What problems and challenges do these shifts cause for labour law practice and theory? Taking the KiK case as an example, this chapter applies a critical legal perspective to address these questions.

AbstractThe book “Urban Socio-Economic Segregation and Income Inequality: a Global Perspective” investigates the link between income inequality and residential segregation between socio-economic groups in 24 large cities and their urban regions in Africa, Asia, Australia, Europe, North America, and South America. Author teams with in-depth local knowledge provide an extensive analysis of each case study city. Based on their findings, the main results of the book can be summarised as follows. Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries, which leads to a convergence of global trends. In many cities the workforce is professionalising, with an increasing share of the top socio-economic groups. In most cities the high-income workers are moving to the centre or to attractive coastal areas, and low-income workers are moving to the edges of the urban region. In some cities, mainly in lower income countries, high-income workers are also concentrating in out-of-centre enclaves or gated communities. The urban geography of inequality changes faster and is more pronounced than city-wide single-number segregation indices reveal. Taken together, these findings have resulted in the formulation of a Global Segregation Thesis.

This chapter explores how female entrepreneurship is a growing phenomenon in Africa. Particularly, the chapter critically examines the use of the instrument of rotating savings and credit associations (ROSCAs) in as far as it has influenced business growth and social mobility across the region. The implications are that, largely, it is an instrument that gives agency towards achieving gender parity at business and household levels, respectively. In trying to answer pertinent questions, the study engages country-based case studies. The countries used include Botswana, South Africa, Egypt, Ethiopia, Sudan, Kenya, Ethiopia, Nigeria, and Cameroon. These have been chosen because of their differential demographic, political economies, ideological, and religious foundations. Some have experienced serious and tectonic macro-economic challenges which may have worked to cement or to destroy efforts in building female entrepreneurship let alone the utility of ROSCAs as a tool towards business stability and wealth building.

This chapter examines how the human development approach and the capability approach can be used to inform policy formulation by considering the case of social insurance for informal workers in South Africa. It begins with a discussion of the nature of the human development approach and the capability approach and the ways they can be used in the formulation of social policy. It then describes a short background study of poverty and problems in contemporary South Africa before outlining a policy proposal for social protection of informal workers in South Africa, based on human development and capability expansion. This proposal involves a savings plan based on the Mbao scheme in Kenya that might alleviate poverty. The chapter argues that this savings plan may help address the cycle of over-indebtedness among the poor and the emerging lower middle class in South Africa.

The South African National Arts Festival (NAF) is in its 42nd year and has evolved to be one of the largest cultural festivals in Africa. The value of cultural festivals extends well beyond the financial (that is, economic) impact, including such things as building social cohesion, cultural capital and identity. Significant advances in measuring such values, using both qualitative and quantitative techniques, have been made in the past 30 years. Nevertheless, economic impact studies are still one of the most widely used valuation methods for cultural events, largely because they demonstrate to funders, government and artistic producers the monetary contribution of the events to the city or region in which they take place. Economic impact studies are thus a powerful tool for arts proponents in arguing for increased resources and demonstrating the impact of this sector of the cultural industries. Using research undertaken at the National Arts Festival, this chapter discusses the measurement of festival impacts, describing the method and results, and pointing out how festival organisers used the information. It also demonstrates how impact studies, if conducted in multiple years, can track changes in festival audience composition, which can be useful for event management and organisation.

This chapter, by Erik Eklund, focuses on the gold-mining industry from the middle of the nineteenth century through to the 1930s, with a focus on the role of company formation, working conditions, and state intervention. Utilizing case studies from Canada, South Africa, Ghana, Fiji, and the Australian colony of Victoria, it explores the rise of “industrial mining” over this period. Industrial mining involved larger, more heavily capitalized enterprises, in which workers became wage laborers and owners became shareholders. Industrial mining gendered and racialized the workforce in different ways according to local circumstances, which are explored in each case study. State intervention either underpinned the rise of industrial mining or worked to create uneasy accommodations between industrial work and older traditional patterns of subsistence.

The ideal arts festival represents a carefully crafted mixture of artists, a variety in its programming, being visually spectacular, and also meeting its social objectives (The Guardian, 2015). Art festivals in general are important for many reasons, some of which are to grow the regional and local economies, to promote the specific destination, to contribute to the livelihood of the artists and the local community, displaying different forms of art and to create specific images of the destinations. An art festival should therefore not only exist or take place; it should make some form of contribution to its stakeholders (Getz and Andersson 2010). When art festivals are, therefore, hosted in a specific area the lives of the local community become affected by it either in a positive or in a negative way. Art festivals have various impacts (socio-cultural, environmental, political and economic) on stakeholders, and on one of the most important stakeholders, that is, the local community. For years festival impact studies have mainly focused on the economic, environmental and socio-cultural impact of festivals on the local community, but a limited number of researchers have conducted studies to measure the impact of art festivals on the overall quality of life of the community members and the community as a whole. In order to do this, it is important to look at which socio-demographic variables influence the quality of life of the community and its members.

Анотація:
According to the World Bank (2015) Africa’s urbanization rate has surpassed other parts of the world. It is believed that by 2030, over 50% of Africans will reside in Urban Centres. Kenya is among the African counties that has experienced a tremendous increase in her urban population. This is most visible in the capital, the primate city of Nairobi. The growth has led to increased pressure on basic needs like housing, transport, water, education and security. Coupled with unequal economic development and social benefits, the result has been the tremendous expansion of informal sectors across fields. To respond to some of this pressure, the central government has vowed initiate large projects in housing, transport, water and others (Republic of Kenya, 2018). Newly enacted legislation also provides for the establishment of multi-sectoral urban boards to oversee the delivery of some services. Among the major projects coming up include Affordable Housing schemes and Mass Rapid Transport investments such as Bus Rapid Transit and expanded commuter rail systems. However, experience from the past both in Nairobi and other Cities has taught us the importance of inclusion, empathy and participation in such projects. Recent times have shown that public projects tend to ignore these and other key elements leading to massive failure of investment. The paper investigates case studies from similar projects in other parts of Africa, Bus Rapid Transit Projects in Lagos, Dar es Salaam and South African Cities; past Slum Upgrading and Housing Projects in Nairobi and other parts of the continent. The research methods also involve data collection on inclusion and participation from those who are affected directly by these proposed projects as well as the impacts that previous projects have had. The results from the study show that without proper communication and participation there are several misunderstandings on liveable spaces in cities. These include misinterpretations of the challenge’s citizens face, on the intentions of proposed solutions as well as the socioeconomic decision-making process of citizens. The implication of this leaves an unhealthy competition between existing informal ‘structures’ in various sectors against the new government driven proposals. The results are that those meant to benefit end up not being the primary beneficiaries. In conclusion, the role of putting people primarily as the centre objective of planning remains critical and key. For African planners, diverting from this will increase the existing inequalities and lead to further social divisions.

The current COVID-19 epidemic is both a health and societal issue; therefore, groups historically excluded and marginalised in terms of healthcare will suffer if COVID-19 vaccines, tests, and treatments are to be delivered equitably. This rapid review is exploring the social and cultural challenges related to the roll-out, distribution, and access of COVID-19 vaccines, tests, and treatments. It highlights how these challenges impact certain marginalised groups. Case studies are taken from sub-Saharan Africa (the Democratic Republic of Congo, South Africa), with some focus on South East Asia (Indonesia, India) as they have different at-risk groups. Lessons on this issue can be learned from previous pandemics and vaccine roll-out in low- and mid-income countries (LMICs). Key points to highlight include successful COVID-19 vaccine roll-out will only be achieved by ensuring effective community engagement, building local vaccine acceptability and confidence, and overcoming cultural, socio-economic, and political barriers that lead to mistrust and hinder uptake of vaccines. However, the literature notes that a lot of lessons learned about roll-out involve communication - including that the government should under-promise what it can do and then over-deliver. Any campaign must aim to create trust, and involve local communities in planning processes.
