In 1930, W. E. B. Du Bois warned of an approaching backlash of racialized crime control and the two-pronged threat this posed to Black civil society. These were not altogether new threats—American criminal law and crime control practices had always been mechanisms of racialized societal exclusion—but Du Bois anticipated unprecedented levels of Black criminalization and incarceration in the second half of the twentieth century, and some of the collateral damage that would ensue. Du Bois's (1930) warning focused on juvenile crime and justice, “a problem which one can easily see among the better colored people of New York and Philadelphia, of Indianapolis and Chicago, of Pittsburgh and Baltimore, and all of our major cities” (p. 352). Du Bois (1916) had long been concerned with issues of child development and youth justice, since the fate of the “immortal child” inevitably defined the prospects and conditions of the race (Diggs 1976).

Анотація:
The paper presents the results of a qualitative research conducted among providers of social and socio-medical services for older persons. The research objectives were to collect opinions with regard to the societal transformations that constitute risk factors for the social inclusion of the elderly; to identify the dimensions of social inclusion of the elderly in Romania most impacted by the societal transformations, as well as measures and actions that could counter acting the negative effects of social exclusion of the elderly. Data collection included semi-structured interviews with experts from social and health care services providers. Technological transformations, the ageing phenomenon, the migration, the negative perceptions regarding the elderly population; the uneven development of urban areas compared to rural areas, are most likely to influence the social exclusion of older persons. Participation in cultural, sports, and voluntary activities, access to appropriate social and health care services and housing conditions may lead to a better social inclusion.

This article explores the experiences of social exclusion of individuals with visual impairment (IWVI) as they negotiate their daily lives in their homes and societal settings in the Oshana and Oshikoto regions of Namibia. Employing qualitative research approach, this research tried to better understand the lived experiences of IWVI. Nine IWVI with ages ranging from 30 to 90 years were initially engaged in focus group discussions, followed by semi-structured in-depth individual interviews. The findings of this research indicated that IWVI experience exclusion from education, employment and social and community participation as well as relationships. Based on these findings, we suggest more inclusive policies to address social exclusion of IWVI. At the same time, this group of individuals should be empowered to participate in community activities to promote interaction with people without visual impairments.

The contemporary persecution of Burma’s Rohingya has rapidly evolved from isolated episodes of communal violence into a global humanitarian crisis. The article analyses the evolution of the recent violence in Rakhine State from 2012 to the present. Specifically, I argue that Buddhist nationalist monks, including members of the ‘969’ Movement and Ma Ba Tha, in concert with the Burmese government, have acted as authoritative voices in society, depicting the Rohingya ethno-religious group as an existential threat to the country’s majority Buddhist population. As such, hate-filled rhetoric has provided a politically unstable Burmese regime with an ideological justification for human rights abuses committed in Rakhine State. This phenomenon is analysed through Barry Buzan and Ole Waever’s securitization thesis as a means of better understanding the discursive relationship among Buddhist nationalist monks, the Burmese government and the Burmese Buddhists. Ontologically, this article focuses on anti-Rohingya discourse and major episodes of violence in western Burma’s Rakhine State from 2012 to 2018. As a discursive process, securitization has not merely amplified Islamophobia within Burma, but significantly endangers future generations of Rohingya civilians.

Much of the literature on social exclusion ignores its ‘spatial’ or ‘mobility’ related aspects. This paper seeks to rectify this by examining the mobile processes and infrastructures of travel and transport that engender and reinforce social exclusion in contemporary societies. To the extent to which this issue is addressed, it is mainly organized around the notion of ‘access’ to activities, values and goods. This paper examines this discourse in some detail. It is argued that there are many dimensions of such access, that improving access is a complex matter because of the range of human activities that might need to be ‘accessed’, that in order to know what is to be accessed the changing nature of travel and communications requires examination, and that some dimensions of access are only revealed through changes in the infrastructure that ‘uncover’ previously hidden social exclusions. Claims about access and socio-spatial exclusion routinely make assumptions about what it is to participate effectively in society. We turn this question around, also asking how mobilities of different forms constitute societal values and sets of relations, participation in which may become important for social inclusion. This paper draws upon an extensive range of library, desk and field research to deal with crucial issues relating to the nature of a fair, just and mobile society.

Background. Researchers often justify excluding some responses in studies eliciting valuations of health states as not representing respondents’ true preferences. Here, we examine the effects of applying 8 common exclusion criteria on societal utility estimates. Setting. An online survey of a US nationally representative sample ( N = 1164) used the standard gamble method to elicit preferences for health states defined by 7 health domains from the Patient-Reported Outcomes Measurement Information System (PROMIS®). Methods. We estimate the impacts of applying 8 commonly used exclusion criteria on mean utility values for each domain, using beta regression, a form of analysis suited to double-bounded scales, such as utility. Results. Exclusion criteria have varied effects on the utility functions for the different PROMIS health domains. As a result, applying those criteria would have varied effects on the value of treatments (and side effects) that change health status on those domains. Limitations. Although our method could be applied to any health utility judgments, the present estimates reflect the features of the study that produced them. Those features include the selected health domains, standard gamble method, and an online format that excluded some groups (e.g., visually impaired and illiterate individuals). We also examined only a subset of all possible exclusion criteria, selected to represent the space of possibilities, as characterized in a companion article. Conclusions. Exclusion criteria can affect estimates of the societal utility of health states. We use those effects, in conjunction with the results of the companion article, to make suggestions for selecting exclusion criteria in future studies.

In the patriarchal society, male is the heads of households and breadwinners and women were confined to household responsibilities.In reality, the assignment of men to the public sphere and women to the family. Regarding this, feminists (1792) started a revolution against male domination all over the world and under the pressure of Feminist Movement this traditional model came to change in the 1960s and 1970s, partly in response to equality issues and to reducing gender bias in mainstream economic knowledge. Manipuri women has unique status and share a major contribution to the state economy, whereas, much of her work is still invisible. The paper is an attempt to analyze the extent to which exclusion of women in the societal and institutional contexts influence the gender division of labour and gender gap in context of Manipur.

Анотація:
This article explores the uses of the terms social exclusion and social inclusion in a mental health context. We briefly describe the origins of the term social exclusion and analyse its connotations in relation to four key dimensions: the relative, multifactorial, dynamic and transactional. We discuss Levitas's three discourses concerning social exclusion (the redistributionist, moral underclass and social integrationist) and present a case in favour of a fourth perspective, societal oppression. Focusing on social inclusion as a remedy for the ills of social exclusion, we discuss implications for contemporary mental health policy, practice and research. We highlight the potential contribution of social psychology to social inclusion theory. We conclude that a better theoretical understanding of causal mechanisms is needed to enable the development of more socially inclusive mental health services.

Research suggests Australian childless women are at risk of pronatalism-driven social exclusion. This exploratory, mixed methods, cross-sectional study described and explored the social exclusion of Australian childless women aged 25 to 44 years, and asked: what are the nature and extent of social exclusion of childless women; and do the nature and extent of exclusion vary for different types of childless women? A total of 776 childless female Australian residents aged 25 to 44 years completed a self-administered questionnaire. Quantitative data were collected on childlessness types, indicators of exclusion and perceived stigmatisation and exclusion due to being childless. Data were analysed using descriptive statistics, One Way ANOVAs and Kruskal Wallis Analysis of Ranks. Qualitative data on childless women’s experiences were inductively thematically analysed. Findings suggest societal-level pronatalism drives exclusion of Australian childless women. While exclusion occurs in all domains of life, childless women experience more exclusion, and perceive more exclusion due to being childless, in the social and civic domains than the service and economic domains. Circumstantially and involuntarily childless women, followed by voluntarily childless women, perceive more exclusion due to being childless than undecided and future childed women. Experiences are influenced by the nature of women’s ‘deviance’ from pronatalism.

Анотація:
The term incel refers mostly to white heterosexual men who live in involuntary celibate.Sweden is estimated to have one of the most frequent number of incels per capita in the world which has led the Swedish government to raise the anti-terror preparedness, as incels are considered a security risk. The aim of this study is to, with help of gender and exclusion theories, develop a deeper understanding of what this type of exclusion may result in and how new types of groups are created out of societal exclusion. To answer this, a discourse analysis of two threads on the Swedish forum Flashback was made and the chosen threads were designed so incels themselves could discuss their opinions and experiences. Previous research shows that societal exclusion results in health problems, hatred and distancing from women, which motivates the need for this study. The results showed that incels maintain bad boys as the hegemonic masculinity through legitimizing it themselves and that incels can be seen as a separate type of masculinity. Incel, as masculinity, is based and dependent on men experiencing exclusion from society and the sexual market. In order to be included in the community and be allowed to call oneself an incel, the individual must be recognized by an already legitimate incel. If the individual does not meet the criteria for being an incel, he is quickly rejected and discredited by the incel community.
Begreppet incel syftar till största del på vita heterosexuella män som lever i ofrivilligt celibat. Sverige uppskattas vara ett utav det inceltätaste länderna i världen, och den svenska staten har höjt den nationella anti terrorberedskapen då incels anses vara en säkerhetsrisk. Studiens syfte är att med hjälp av genus- och exkluderingsteorier skapa en djupare förståelse för vad denna typ av utanförskap kan leda till och hur nya grupper skapas ur samhällelig exkludering. För att besvara detta utfördes en diskursanalys över två trådar i det svenska forumet Flashback där de utvalda trådarna var formade efter att incels själva kunde diskutera sina upplevelser och åsikter. Tidigare forskning har påvisat hur detta utanförskap leder till hälsoproblem, hat och distansering från kvinnor vilket motiverar till varför studien har genomförts. Resultatet visade att incels upprätthåller den hegemoniska maskuliniteten genom att själva legitimera den samt att incels kan ses som en egen typ av maskulinitet. Incel som maskulinitet bygger på och är beroende av att männen upplever en exkludering från samhället och den sexuella marknaden. För att få vara med i gemenskapen och få kalla sig som incel måste individen bli erkänd av en redan legitimerad incel, om individen inte når upp till kriterierna för att vara incel blir den snabbt avvisad och misskrediterad av incels som gemenskap.

Pre-planned, centrally-managed, privatized public space is rapidly replacing the traditional downtowns of our communities and increasingly, the centers of our largest cities--in the form of the shopping mall. This thesis explores some of the powerful implications of this shift: 1) the deepening of a consumer culture; 2) a heightening of socio-economic polarity; and 3) the institutionalization of a new form of subtle, omnipresent, largely consensual control. Three key tools of mall design and private management--illusion, exclusion and control--are examined in case studies of two malls in downtown Boston: the urban mall as megastructure, Copley Place; and the "festival marketplace", Faneuil Hall Marketplace. Then, an exemplar of an illusory, exclusionary and controlled environment is presented: Disney World in Orlando, Florida. Finally, a speculative short story, The Mall Society in 2038,is presented, illustrating the potential society that could develop given the continued mallification of our socio-spatial environment.

Since inception in the mid 1990s, the Internet has become increasingly commonplace, engendering benefits for everyday life across multiple domains, including; information access, education, entertainment, retail and governance. Although such advantages are wide-reaching, access to, and engagement with the Internet is not evenly distributed across physical space or societal groups. Such disparities have been the focus of numerous academic and government studies within the contemporary period, attempting to isolate those physical and socio-economic factors that may impact Internet access and engagement. This thesis is comprised of five empirical chapters and two published papers. The empirical chapters broadly cover; a review of relevant literature, a study of broadband performance and access within the national context, a study of engagement patterns, the creation of a nested typology of Internet use and engagement and an example study demonstrating the application of the nested typology.

Resumo: Trata-se de estudo com visão histórica e do estágio atual da controvertida questão da exclusão de sócios minoritários de sociedade limitada, especialmente daquela que se dá extrajudicialmente. Buscando as origens remotas do instituto e as principais teorias que pretendem explicar o fenômeno, pretende-se a demonstração da possibilidade da exclusão de sócio, ainda que extrajudicialmente, porém dentro de certos limites, suas conseqüências para a sociedade e para o excluído, bem como os meios de defesa deste. A questão, que, em superficial análise, parece ser bastante pontual, toma vulto quando se tem em mente que a sociedade limitada (designação do Código de 2002) é inegavelmente o modelo social mais difundido no direito societário br asileiro, sendo os problemas inerentes à sua constituição e dissolução bastante atuais e até corriqueiros nos meios forenses, facilitados que são, em muito, pelo desenvolvimento da economia e a globalização do comércio cada vez mais ágil e voraz. O estudo, então, inicia pela anotação do atual perfil das sociedades limitadas e conceituação do fenômeno da exclusão de sócio, com distinção de institutos afins. São demonstradas, também, as principais teorias levantadas sobre o tema, bem como a sua regulamentação em países estrangeiros, onde já se inicia o cerne do estudo, com a análise da evolução legislativa, doutrinária e jurisprudencial da questão, que desaguou no regulamento específico do art. 1.085 do Código Civil de 2002. Abstract: It is a study with historical vision and the current level of the contro verted subject of the minority partners' of limited society exclusion, especially of the one that occurs in an extrajudicial way. Looking for the remote origins of the institute and the main theories that intend to explain the phenomenon, the demonstration of the possibility of partner's exclusion is intended, although in an extrajudicial way, however with certain limits, its consequences for the society and for excluded partner, as well as his defense means. The subject, that, in superficial analysis, seems to be quite punctual, increases when we have in mind that the limited society (designation of the Code of 2002) is, undeniably, the most spread social model in the Brazilian corporate law, being the problems concerning its constitution and dissolution q uite current and even ordinary in the forensic environments, facilitated by the development of the economy and the trade globalization which is more and more agile and voracious. The study, then, begins for the annotation of the current profile of the limited societies and conception of the phenomenon of partner's exclusion, with distinction of similar institutes. The main theories on the theme are also demonstrated, as well as its regulation in foreign countries, where the basis of the study has already be gun, with the analysis of the legislative, doctrinaire and jurisprudential evolution of the subject, which got to the specific regulation of the art. 1.085 of the Civil Code of 2002. During the development of the theory it is intended to introduce in the r eader information enough to induce him to the observation that the theme is truly difficult, since it involves the delicate subject of the partner's obligations to the other consorts and the social being, as well as to that of his patrimonial rights. With the objective that the current conquests of years of debates do not get lost for the mere resistance to the new.

The thesis analyzes W. J. Gordon Martin's exclusion from the practice of law by the Benchers of the Law Society of British Columbia in 1948, and the protest raised in response to this action. A conservative legal elite, closely aligned with the provincial state, rejected Martin as unfit due to his Marxian-socialist beliefs and his association with the Communist Labor-Progressive Party. Cold War fears and hostility and a larger conservative campaign against socialism and labour radicalism fuelled the Benchers' actions. Left-wing political and labour groups, students, journalists and civil libertarians protested the Benchers' decision, their conservative elitism, and the legislated discretionary powers which allowed a technically qualified candidate to be rejected for political/ideological reasons. This case occurred during the formative period of the Canadian civil liberties movement, and the protest reflected increased public concern for the fundamental freedoms of the individual. The protest composition, organization, focus, and ultimately its demise, demonstrated the juvenile status of the civil liberties movement. The legal establishment granted Martin "due process," his day in a court where he had no chance of a victory. Civil libertarians chose to grant the procedure and its outcome as conclusive in a period when few safeguards for freedoms existed outside of public vigilance and protest. In the Martin case, the process undermined the principles of civil liberties.

Nos recherches visent a cerner la place que les ouvriers occupent dans le systeme des rapports sociaux qui se dessine aujourd'hui en russie, la part qu'ils prennent a la construction de ces rapports sociaux mais aussi la part de leur experience sociale et de leur identite qui leur est imposee par le systeme. Au carrefour de ces deux orientations theoriques, les ouvriers sont observes dans leurs rapports au passe, dans leurs situations de travail ainsi que dans leurs rapports a l'action collective. Il ressort de ces observations que le passe sovietique pese lourdement sur les representations que les ouvriers se font actuellement d'eux-memes. Ces representations reposent pour une part sur des permanences ou des changements objectifs intervenus dans la vie des ouvriers, mais relevent surtout de la cloture du debat historique qui les empeche de reinterpreter et de se reapproprier leur passe. Quant aux situations de travail, contrastees et diverses, elles morcellent et divisent le monde ouvrier. L'eclatement du groupe ouvrier s'explique d'autant mieux que les conditions de travail les plus repandues sont marquees par une instabilite et un caractere difficilement maitrisable. Elles offrent donc un contexte peu propice a la construction subjective de soi ainsi qu'a l'emergence de solidarites actives. En partie de ce fait, les actions collectives sont relativement peu developpees. Elles sont contrariees par des facteurs d'ordre a la fois subjectif et objectif. Trois mecanismes structurels en rendent largement compte : les mecanismes de l'exclusion sociale, de l'exploitation et de la desubjectivation. L'investigation de ces differentes directions de recherche aboutit a interroger l'existence des ouvriers en tant que groupe social a part entiere et a avancer l'idee d'une deconstruction de ce groupe, portee a la fois par les transformations objectives de la societe russe et par l'evolution concomitantes des representations sociales, politiques et scientifiques

Our research also examines the part of their social experience and identity that is imposed on them by the system. At the crossroads of these two theoretical approaches, this work studies the workers' relations with the past, their work situations and their relations to collective action. From our observations it appears that the soviet past weighs heavily on the representations that the workers have of themselves at present. These representations depend partly on permanencies or on objective changes that have taken place in the workers lives, but they are mainly determined by the closing of historical debate which prevents them from reinterpreting and re-appropriating their past. As for the work situations, they are contrasted and diverse and divide the working class. The breaking up of the working class can be explained especially as unstable and uncontrollable working conditions are widespread. They therefore offer an unfavourable background to the subjective construction of oneself and the emergence of active solidarity. This is partly why collective actions are rather infrequent. They are hindered both by subjective and objective factors. Three structural mechanisms largely explain this phenomenon : social exclusion, exploitation and de-subjectivation. The investigation of these different areas has lead us to question the existence of the working class as an actual social group and advance the idea of a deconstruction of this group, carried by the objective transformation of russian society and the concomitant change in social, political and scientific representations

In this dissertation the internal workings of a colonial settler society are examined· through employing elements of post-colonial theory and whiteness studies. Specifically, the dissertation focuses on the construction of a hierarchical social order in the German colony of German Southwest Africa during the period 1884-1914. It is argued that Gennan colonial rule was underpinned, and informed by a polarised Self and Other dichotomy which distinguished between the European colonisers and the colonised indigenous Africans. The employment of dichotomous categories of identification, based on notions of imagined racial and cultural difference, allowed for the mapping of colonial society and was central to political and discursive practices of social control. Furthermore, this dichotomy justified and informed relations not simply between the colonisers and the colonised, but also amongst the colonisers themselves. The presence of settlers whose cultural practices and behaviour did not match with the nonns attributed to the idealised settler undennined the demarcation of difference. As a consequence undesirable settlers were increasingly perceived by the colonial authorities and interest groups as posing a threat to social control and the future stability of the Southwest. In particular, the dissertation examines the resulting discursive and political strategies of social engineering and identification which sought to include or exclude settlers from settler society based upon an assessment of their economic capacity and cultural competency as measured against the existing categories of identification. What emerged was an increasingly exclusionary settler society. The dissertation is based on extensive archival material from the Bundesarchiv in Berlin as well as a wide range of printed Sources. It allows for an insight into strategies of social control, power and the establishment of social privilege in a settler society. It investigates a construction of a specifically Gennan version of whiteness in a colonial context which enables an insight into the ways in which sections ofthe middle class conceived of Germanness and whiteness. As the lines of cultural and racial difference became increasingly confused, the categories of Black and White were under constant negotiation and re-construction and whilst the category ofthe Black remained an absolute, the category of the White collapsed into a system of gradations of whiteness.

Conceptualizing the role of (unequal) knowledge production in changing socio-energy systems with reference to energy justice research, Rosa Lehmann distils the role of bioenergy-related R&I funding and emphasizes that the national bioeconomy agenda has thus far failed to integrate and reinvigorate the knowledge and practices of civil society actors engaged in cooperative schemes promoting citizen-based bioenergy production. Lehmann argues that the inclusion of these experiences is fundamental to any bioeconomy agenda that not only aims to induce technological change but also to stimulate societal change.

AbstractCombating social exclusion of older adults is a key objective of European social policy. But from the beginning of the debate, social exclusion has mainly been interpreted as arising from economic circumstances. Doubts have been raised as to whether this narrow focus contributes to solving the problems identified. In particular, spatial aspects come to the fore, highlighting the fact that exclusion always happens in a specific place. However, spatial exclusion is often reduced to a territorial concept of ‘where’ the exclusion takes place. – but it is simplistic to state that everything happens in a space. The aim of this chapter is twofold. First, it presents a theoretical model, developed during and through the ROSEnet COST Action. The model integrates dimensions of age, space and exclusion in one perspective – the ASE Triangle. Second, this chapter explores the potential of the ASE Triangle to enhance our understanding of two specific European case studies of older people’s exclusion, in Greater Dublin – Ireland, and Nicosia – Cyprus. By ‘upgrading space’ as a theory-led idea we contribute to and challenge existing (human) gerontological theory of space. Similar to the exploration of a relational vision of space, our model does not only consider “experience” of space exclusion, but offers the possibility to simultaneously encompass it in societal processes.

AbstractMobility is associated with well-being, and an age-inclusive transport system is a prerequisite for satisfactory mobility throughout the life course. Yet a transport system – including the physical characteristics of environments, planning processes, design, and policies – involves more than allowing people and goods to move from one location to another. Rather, it is an arena of everyday life, related not only to direct service accessibility but also to wider social inclusion. If the structures surrounding late life transport mobility can match the changing needs of older adults in a changing society, they have the potential for supporting good ageing and social inclusion. Accessibility problems can be targeted through single-domain interventions, such as online shopping, telemedicine and care at home. However, targeting the loss of social inclusion caused by lack of transportation requires a broader understanding of transport as a social structure. This chapter reviews the scholarship on the links between transport mobility, well-being and social inclusion or exclusion. To demonstrate the mismatch between individual aspirations and surrounding structures, it revisits the concept of “structural lag” from the transport perspective. It also gives an overview of knowledge gaps related to transport and social inclusion or exclusion in late life.

AbstractThe transition from traditional to progressively digitised health systems is leading to new forms of care including, for instance, telehealth and mobile health (mHealth) solutions. On the one hand, such solutions hold the potential for allowing easier, quicker and remote access to health care. On the other hand, digital health technologies can set new challenges for older people, especially for those who are not familiar with such technologies, in terms of receiving the care they need through good access and level of use of services. Furthermore, these services do not necessarily reflect everyone’s preferences and needs. This chapter aims to conceptualise and systematically discuss old-age digital health exclusion. First, we highlight key structural, environmental, individual and socio-technical drivers of the non-use and low-use of digital technologies, considering also the aspect of agency and personal preferences. Second, we point out the main individual and societal implications of old-age digital health exclusion. Third, we provide a conceptual framework for old-age digital health exclusion which includes older people, drivers and implications. Finally, we offer some reflections about digital health technologies in health care, highlighting related issues, risks and challenges for ageing societies.

The report raises the problem of the exclusion of a partner as a penalty consequence for culpable neglect of the obligations arising out of the membership. It supports the thesis that exclusion is a subjective right of the company. Exclusion is defined as having a dynamic actual structure, and three major elements thereof have been examined: grounds for exclusion, procedure, and legal consequences of the termination of membership. Innovation is becoming a fundamental part of many sectors and environments, including universities, not only regarding their research but also how education is approached. In this line, one of the ways to achieve these objectives is based on a collaboration between society, which presents a need to be solved, and the University. This society-university integration is achievable via the Service-Learning methodology (SLM), which has always been based on establishing strong links between the educational world and society. This paper presents a SLM-based project linked to technological development for the health sector during the SARS-CoV-2 pandemic. Specifically, undergraduate chemistry students, and Ph.D. students led by professors have presented part of their technological developments to people in society who are at risk of exclusion to help them understand aspects of infection as well as diagnosis of diseases. In short, the objective is to transfer in an enjoyable fashion, a set of technological developments and knowledge that can help society understand aspects related to the COVID-19 pandemic.

India has a unique and complex religious history, with faith and spirituality playing an important role in everyday life. Hinduism is the majority religion, and there are many minority religions. India also has a complicated class system and entrenched gender structures. Disability is another important identity. Many of these factors determine people’s experiences of social inclusion or exclusion. This paper explores how these intersecting identities influence the experience of inequality and marginalisation, with a particular focus on people with disabilities from minority religious backgrounds. A participatory qualitative methodology was employed in Chennai, to gather case studies that describe in-depth experiences of participants. Our findings show that many factors that make up a person’s identity intersect in India and impact how someone is included or excluded by society, with religious minority affiliation, caste, disability status, and gender all having the potential to add layers of marginalisation. These various identity factors, and how individuals and society react to them, impact on how people experience their social existence. Identity factors that form the basis for discrimination can be either visible or invisible, and discrimination may be explicit or implicit. Despite various legal and human rights frameworks at the national and international level that aim to prevent marginalisation, discrimination based on these factors is still prevalent in India. While some tokenistic interventions and schemes are in place to overcome marginalisation, such initiatives often only focus on one factor of identity, rather than considering intersecting factors. People with disabilities continue to experience exclusion in all aspects of their lives. Discrimination can exist both between, as well as within, religious communities, and is particularly prevalent in formal environments. Caste-based exclusion continues to be a major problem in India. The current socioeconomic environment and political climate can be seen to perpetuate marginalisation based on these factors. However, when people are included in society, regardless of belonging to a religious minority, having a disability, or being a certain caste, the impact on their life can be very positive.

Around the world, people with disabilities can be the most marginalised in society. Having a disability and being a member of a religious minority or an excluded social group can compound the reasons why some people find themselves on the outskirts of social systems which normally provide financial and moral support and a sense of identity and belonging. A recent study from India found that identity markers such as religion, caste and gender can exacerbate the exclusion already experienced by people with disabilities. Taking deliberate steps to strengthen the social inclusion of people with disabilities who also come from minority religious groups and socioeconomically marginalised backgrounds can help them fulfil their potential to fully and effectively participle in society on an equal basis with others, and strengthen community ties, making the society in which they live more inclusive.

The paper traces the development from the medieval, traditional union, through the modern disunion, toward a possible post-modern reunion of the sacred and the profane. It concentrates on the modern disunion and conflict between the religious and the secular, revelation and enlightenment, faith and autonomous reason in the Western world and beyond. It deals specifically with Christianity and the modern age, particularly liberalism, socialism and fascism of the 2Oth and the 21st centuries. The problematic inclination of Western Catholicism toward fascism, motivated by the fear of and hate against socialism and communism in the 20th century, and toward exclusive, authoritarian, and totalitarian populism and identitarianism in the 21st. century, is analyzed, compared and critiqued. Solutions to the problem are suggested on the basis of the Critical Theory of Religion and Society, derived from the Critical Theory of Society of the Frankfurt School. The critical theory and praxis should help to reconcile the culture wars which are continually produced by the modern antagonism between the religious and the secular, and to prepare the way toward post-modern, alternative Future III - the freedom of All on the basis of the collective appropriation of collective surplus value. Distribution and recognition problems are equally taken seriously.

This study is the latest in a series monitoring the evolution of poverty, based on data gathered by The ESRI in the Living in Ireland Surveys since 1994. These have allowed progress towards achieving the targets set out in the National Anti Poverty Strategy since 1997 to be assessed. The present study provides an updated picture using results from the 2000 round of the Living in Ireland survey. The numbers interviewed in the 2000 Living in Ireland survey were enhanced substantially, to compensate for attrition in the panel survey since it commenced in 1994. Individual interviews were conducted with 8,056 respondents. Relative income poverty lines do not on their own provide a satisfactory measure of exclusion due to lack of resources, but do nonetheless produce important key indicators of medium to long-term background trends. The numbers falling below relative income poverty lines were most often higher in 2000 than in 1997 or 1994. The income gap for those falling below these thresholds also increased. By contrast, the percentage of persons falling below income lines indexed only to prices (rather than average income) since 1994 or 1997 fell sharply, reflecting the pronounced real income growth throughout the distribution between then and 2000. This contrast points to the fundamental factors at work over this highly unusual period: unemployment fell very sharply and substantial real income growth was seen throughout the distribution, including social welfare payments, but these lagged behind income from work and property so social welfare recipients were more likely to fall below thresholds linked to average income. The study shows an increasing probability of falling below key relative income thresholds for single person households, those affected by illness or disability, and for those who are aged 65 or over - many of whom rely on social welfare support. Those in households where the reference person is unemployed still face a relatively high risk of falling below the income thresholds but continue to decline as a proportion of all those below the lines. Women face a higher risk of falling below those lines than men, but this gap was marked among the elderly. The study shows a marked decline in deprivation levels across different household types. As a result consistent poverty, that is the numbers both below relative income poverty lines and experiencing basic deprivation, also declined sharply. Those living in households comprising one adult with children continue to face a particularly high risk of consistent poverty, followed by those in families with two adults and four or more children. The percentage of adults in households below 70 per cent of median income and experiencing basic deprivation was seen to have fallen from 9 per cent in 1997 to about 4 per cent, while the percentage of children in such households fell from 15 per cent to 8 per cent. Women aged 65 or over faced a significantly higher risk of consistent poverty than men of that age. Up to 2000, the set of eight basic deprivation items included in the measure of consistent poverty were unchanged, so it was important to assess whether they were still capturing what would be widely seen as generalised deprivation. Factor analysis suggested that the structuring of deprivation items into the different dimensions has remained remarkably stable over time. Combining low income with the original set of basic deprivation indicators did still appear to identify a set of households experiencing generalised deprivation as a result of prolonged constraints in terms of command over resources, and distinguished from those experiencing other types of deprivation. However, on its own this does not tell the whole story - like purely relative income measures - nor does it necessarily remain the most appropriate set of indicators looking forward. Finally, it is argued that it would now be appropriate to expand the range of monitoring tools to include alternative poverty measures incorporating income and deprivation. Levels of deprivation for some of the items included in the original basic set were so low by 2000 that further progress will be difficult to capture empirically. This represents a remarkable achievement in a short space of time, but poverty is invariably reconstituted in terms of new and emerging social needs in a context of higher societal living standards and expectations. An alternative set of basic deprivation indicators and measure of consistent poverty is presented, which would be more likely to capture key trends over the next number of years. This has implications for the approach adopted in monitoring the National Anti-Poverty Strategy. Monitoring over the period to 2007 should take a broader focus than the consistent poverty measure as constructed to date, with attention also paid to both relative income and to consistent poverty with the amended set of indicators identified here.
