The expressiveness of Brazilian livestock is unquestionable. According to data from the United States Department of Agriculture (USDA), in 2021 Brazil was the worlds largest exporter of beef. Bovine brucellosis is one of the most worrying diseases for the sector. In Brazil, bovine brucellosis causes annual losses of around 448 million dollars. Several factors threaten the establishment of actions of the current animal defense programs in Brazil, the main ones being: lack of distinct guidelines for the diagnosis of brucellosis cases, infected animals remain asymptomatic when infected, extensive

The United States utilities started preparing for external events that could lead to a loss of all ac power in the 1980’s, when the Station Blackout (SBO) rulemaking was first introduced by the United States Nuclear Regulatory Commission (USNRC). Following the events at the Fukushima Dai-ichi nuclear power plant on March 11, 2011, the USNRC established a senior-level agency task force referred to as the Near-Term Task Force (NTTF). The NTTF was tasked with conducting a systematic, methodical review of Nuclear Regulatory Commission (NRC) regulations and processes to determine if the agency shou

Examples of the decline in the mastery of engineering fundamentals and the ability to apply these fundamentals to real world problems are presented. There are enhanced abilities in today’s graduates and these are discussed. No attempt is made to assign blame for the decline in capabilities since there are many contributors to this change. Some of the factors contributing to the decline include student evaluations of instruction, misuse of homework, diminished reading comprehension, pressure on faculty to be productive in research, and the decrease in mastery required in the accreditation proce

This working paper examines cases of non-EU countries with complex governance structures that, like the European Union, have difficulties coordinating their joined-up policies in the areas of security, intelligence and defence. Its first part discusses the challenges of joined-up action for the European Union's external action, with a focus on coherence. The second part analyses cases of policy responses in Brazil, the United States and Turkey. It describes and discusses how these countries’ governments deal with coordination and implementation problems in the areas of migration management (Br

Escalating wildfires across the Western United States threaten water resources for millions of people. By altering how precipitation and water move through ecosystems, wildfires can increase the risk of erosion and landslides and disrupt water quality and availability. Climate change is expected to further worsen wildfires, but local, state, and federal actions can help protect against the threats these fires pose to water resources. Reductions in heat- trapping emissions, active forest management, and investments in climate-resilient water infrastructure would limit the risks wildfires pose t

Environmental temperature is a key factor driving various biological processes, including immune defenses and host-pathogen interactions. Here, we evaluated the effects of environmental temperature on the pathogenicity of the emerging fungus, Batrachochytrium salamandrivorans (Bsal), using controlled laboratory experiments, and measured components of host immune defense to identify regulating mechanisms. We found that adult and juvenile Notophthalmus viridescens died faster due to Bsal chytridiomycosis at 14 ºC than at 6 and 22 ºC. Pathogen replication rates, total available proteins on the sk

Preventing non-communicable diseases (NCDs) in an effective and sustainable way will require forward-looking policy solutions that can address multiple objectives. This was true pre–COVID-19 and is even more true now. There are already examples from across the globe and within the United States that show how these may be possible. Although there are still many unknowns around how the design, targeting, level, sequencing, integration, and implementation of fiscal policies together can maximize their NCD prevention potential, there is already clear evidence that health taxes and particularly sug

Based on the analytical framework advanced in ENGAGE Working Paper 18, this article assesses the European Union's (EU) ability to implement integrated external action in conflict prevention, mediation and resolution. The article builds on the analysis of four crisis/conflict theatres around the world (Kosovo, Somalia, Iran and Colombia), where the EU became involved at different phases of the conflict cycle. Each section thus considers the rationale of the EU’s engagement in the specific type of conflict or crisis, as well as its main objectives and interests; then reviews the instruments depl
