Abstract:
Do governments’ military build-ups foster the outbreak of intrastate violence? This article investigates the impact of governments’ arms imports on the onset of intrastate conflicts. There is scant empirical research on the role of the external acquisition of coercive technologies, and even fewer studies explore the respective causal mechanisms of their consequences. We argue that the existing literature has not adequately considered the potential simultaneity between conflict initiation and arms purchases. In contrast, our study explicitly takes into account that weapon inflows may not only c

The defense and peace literature have focused mainly on the military-growth nexus, with little attention paid to the environmental sustainability agenda, which is impacted by increased global arms transfers. The supply of lead-containing ammunition generates complex gas mixtures (including CO2 emissions) and particulates that harm the healthcare sustainability agenda. Based on the significance of the subject matter, the study uses the Indian economy as a case study, with a significant rate of arms transfers associated with higher carbon emissions. Although often conjectured, there is a lack of empirical evidence whether international inflows of military technology render intrastate conflicts more violent. We address this question and argue that expansions in governments’ ability to fight aggravate the lethality of intrastate war. However, we expect this effect to be conditioned by rebels’ military endowments and their choice of tactics. Where rebels are weak, they avoid open combat, and additional governmental arms imports have no effect on the number of casualties. Data on exports and imports is still limited for certain countries and certain types of small arms; it is at times difficult to interpret, so that many contradictions remain; and there is a time lag in reporting (f

Imports of major arms by states in Europe increased by 94 per cent between 2014–18 and 2019–23, while the global volume of international arms transfers decreased marginally, by 3.3 per cent. There were overall decreases in arms transfers to all other regions, but states in Asia and Oceania and the Middle East continued to import arms in much larger volumes than those in Europe. Nine of the 10 biggest arms importers in 2019–23, including the top 3 of India, Saudi Arabia and Qatar, were in Asia and Oceania or the Middle East. Ukraine became the fourth biggest arms importer globally after it rece

Imports of major arms by states in Europe increased by 155 per cent between 2015–19 and 2020–24. However, there was almost no change in the global volume of arms transfers between the two periods (–0.6 per cent) because increases in arms transfers to Europe and the Americas were offset by overall decreases in transfers to all other regions. Ukraine was the world’s largest importer of major arms in 2020–24, as its imports increased nearly 100 times over (+9627 per cent) compared with 2015–19. It was the only European state among the world’s top 10 arms importers in 2020–24. The United States wa

Abstract:
Tense relations between Iran, Qatar, Saudi Arabia and the United Arab Emirates (UAE) are a major cause for concern regarding stability, security and peace in the Gulf region and in the Middle East more generally. These states seek to play a major role in the Middle East and use arms as a key tool in the pursuit of this aim. To illustrate the importance given to military capability in these four states, this fact sheet provides a concise overview of trends and patterns of military expenditure and of arms imports—the main source of modern major arms for these states—in the period 1994–2018.

In September 2010 it was reported that Saudi Arabia had sought the US Government’s permission to purchase large numbers of combat aircraft and helicopters from US companies. This was just the latest indication that Saudi Arabia is planning a new arms-purchasing spree similar to that in the 1990s, raising questions about the possible impacts of military build-ups in the Gulf region, which includes both Iran and Iraq alongside the Arab states of the Gulf. Transparency is poor in most of the Gulf region. This SIPRI Fact Sheet combines data on known military spending and recent and planned arms im

Abstract:
The United Nations Register of Conventional Arms (UNROCA) was established in 1991 as a transparency mechanism with the main goal of preventing potentially destabilizing build-ups of armaments. UNROCA reporting is particularly relevant to South East Asian states, and they are willing to participate. However, after high reporting rates in UNROCA’s first two decades, these states’ reporting rates have been low in recent years. When they report, they give all the required information on their arms imports and much additional, and useful, detail. Moreover, they do not consider UNROCA’s discriminato
