The major central banks now operate in a regime of abundant bank reserves. As a result, they can only raise the money market rate by increasing the rate of remuneration of bank reserves. This, in turn, leads to large transfers of central banks’ profits to commercial banks that will become unsustainable and renders the transmission of monetary policies less effective. We propose a two-tier system of reserve requirements that would only remunerate the reserves in excess of the minimum required. Heat transfer and flow behavior in the mini rod bank were examined. The tubes are simulated with a 1 mm diameter nickel wire. The tube bank was composed of the 5×5 square-lattice array and the 5×5 staggered array. The tube banks were arranged in the flow channel of 30 mm wide or 15 mm wide, 15 mm high and 480 mm long. Water was used as the test fluid. A flow rate was varied in the range of the Reynolds number Re = uD/ν of 1 ∼ 800, where D is the tube diameter. The approaching velocity of fluid in the channel was in the range of 0.0036 m/s ∼ 0.68 m/s. Experiments were performed at atmospheric p

Martínez, Claudia. Research Insights: Does the Method of Delivery Matter for Cash Transfers? Inter-American Development Bank, 2023. http://dx.doi.org/10.18235/0005335.

Full text
Abstract:
Offering conditional cash transfer (CCT) recipients the option of receiving cash transfers in bank accounts, rather than in cash, does not significantly impact total savings or other long-term outcomes such as assets and trust. However, those with no previous balances experience a significant increase in their savings and transactional account balances after receiving the grants. This evidence suggests that transferring subsidies to bank accounts can be an effective means of incentivizing savings for people with no prior formal savings.

Abstract:
This study compares the implementation of electronic transaction taxes (e-levies) in two West African countries: Ghana (Electronic Transfer Levy (E-Levy)), and Nigeria (Electronic Money Transfer Levy (EMTL)). We employ a multifaceted approach to evaluate differences and similarities in design approaches, focusing on fiscal legal frameworks, policy-making and administration, and observable outcomes, including pricing, market development (usage patterns), and tax revenue. Our findings highlight that the e-levies in Ghana and Nigeria differ due to varying political, economic, and legal dynamics a

We examine the impact of offering conditional cash transfer (CCT) beneficiaries the choice to receive cash transfers in bank accounts instead of cash. We investigate the effects on savings behavior and downstream outcomes such as assets and trust. We find, on average, no significant impact on overall savings or downstream outcomes. However, among individuals with nonpositive balances prior to the offering, we observe an increase in balances in savings accounts and in the transactional accounts in which the subsidies were initially deposited. Abstract:
The IDB has been one of the main supporters of the large expansion of conditional cash transfers (CCTs) in Latin America and the Caribbean over the last 15 years. These programs are designed to tackle poverty by encouraging certain outcomes, such as keeping children in school and attending health checkups, as a requirement for receiving a cash transfer. During 2014 the Office of Evaluation and Oversight (OVE) will conduct a comparative analysis of IDB CCT projects in three lower income countries of the region. The evaluation is expected to provide useful lessons to Bank staff for the design of

The socioeconomic crisis associated with the pandemic put cash transfer programs back at the top of the policy agenda. It showed that the Latin American and Caribbean regions income support systems were both fundamental and insufficient. In this paper, we present novel estimates of the coverage and beneficiary distribution of all non-contributory cash transfers both before and during the COVID-19 crisis. The former is useful to show the degree of preparedness of the region. The latter analyzes the magnitude of the policy response. While the literature presents estimates of coverage and leakage

Abstract:
Cash transfer and other social protection programs in developing countries have often been accompanied by measures to foster financial inclusion, such as the adoption and use of bank accounts and electronic means of payments. Argentina's social benefits are paid in bank accounts and accessed through debit cards. With the simultaneous objective of fostering formality among beneficiaries and stores, the use of debit cards for purchases has been incentivized by means of additional subsidies. We studied the low take-up of these extra benefits by means of a field experiment involving 400,000 benefi

We exploit an expansion in social protection to middle-income households to provide evidence on how middle-income households cope with economic shocks and how to build their resilience. We use a regression discontinuity design around the eligibility cutoff for a program that delivered monthly cash transfers mainly through bank accounts in Colombia. We find no impacts on food security, education, and health outcomes--the target outcomes of antipoverty programs. In contrast, program eligibility increases non-food consumption and reduces debt for routine expenses. Bank account ownership increases

Corporate income tax (CIT) compliance is a critical aspect of maintaining a fair and robust tax system. It ensures that businesses fulfil their legal tax obligations and contribute their fair share to public finances. However, achieving high compliance rates is often challenging due to various factors including, among others, the complexity of the tax system, economic factors (income levels, audit probabilities, liquidity constraints, tax benefits etc.) and businesses’ perceptions about the tax system and government.
