The objective of the current network optimization system (NOS) model used by the Arizona Department of Transportation is to minimize the annual cost over the planning period. An NOS model with the objective of maximizing a network's pavement performance is presented. In this performance-oriented NOS, the annual budget is given as a constraint that is distributed evenly over the planning period. This NOS model aims to provide an approach simulating a possible scenario in a state department of transportation by effectively using a given budget in the planning period. Maintenance and rehabilitation (M&R) is necessary to keep pavement networks in good condition. Due to the capital intensity, M&R funding is always insufficient. The annual budget, determining the available funding, is a critical criterion when planning M&R treatments. To fill the gap, this paper focuses on both the determination of annual budgets and the budget allocations, and therefore enhances the network-level decision-making on M&R by developing a Multi-Objective Optimization (MOO

In this paper, we concentrate on computing several critical budgets for interdiction of the multicommodity network flows, and studying the interdiction effects of the changes on budget. More specifically, we first propose general interdiction models of the multicommodity flow problem, with consideration of both node and arc removals and decrease of their capacities. Then, to perform the vulnerability analysis of networks, we define the function F(R) as the minimum amount of unsatisfied demands in the resulted network after worst-case interdiction with budget R. Three distinct criteria: Achievement of the optimal use level: to maximize social welfare achieving an optimum use/pollution level. Improvement of cost-effectiveness: to minimize social costs at a certain use/pollution target. Generation of revenue: to raise enough revenue to meet a certain budget requirement.

Abstract:
We present Any-Precision Deep Neural Networks (Any- Precision DNNs), which are trained with a new method that empowers learned DNNs to be flexible in any numerical precision during inference. The same model in runtime can be flexibly and directly set to different bit-width, by trun- cating the least significant bits, to support dynamic speed and accuracy trade-off. When all layers are set to low- bits, we show that the model achieved accuracy compara- ble to dedicated models trained at the same precision. This nice property facilitates flexible deployment of deep learn- ing models in real-worl
