Abstract:
This Handbook tells the story in 25 chapters of how Japan’s HE system has become what it is now, ending with a very tentative glimpse into the rest of the 21st century. A variety of themes are covered by scholars—both established, senior figures and younger researchers with their own fresh look at current circumstances. Chapters that concentrate on governance look at the distinction between "national," "public," and "private" institutions; others consider important topics such as internationalization, student recruitment, faculty mobility. More innovative topics include "Women of Color Leading

This chapter draws a distinction between rough and precise colors. Rough colors are picked out by such basic color terms as “red,” “blue,” “pink,” “gray,” and so on. Precise colors, on the other hand, correspond to precise locations in standard color spaces. There is a natural temptation to suppose that the prospects for a realism about precise colors are inseparably yoked to the prospects of a realism about rough colors. But despite the tempting simplicity of this view, the chapter argues that the most realistic version of color realism would hold that only rough colors can ever truly be pred

This chapter presents an account of color constancy that explains a well-known division in the data from color-constancy experiments: So-called “paper matches” exhibit a much higher level of constancy than so-called “hue-saturation matches.” It argues that the visual representation of objective color is the representation of something associated with a function from viewing circumstances to color appearances. Thus, a relatively robust constancy in the representation of objective color is perfectly consistent with a relatively less robust level of constancy in color appearance. The account also

This chapter discusses the creation of the federal census. The US census was created to put into operation the system of checks and balances. It attributed to each state through apportionment, a number of representatives in proportion to its population as well as a level of tax contribution, while the Three-Fifths Compromise required that slaves be counted as less than free people. The first US census took place in 1790, framed by a law passed by Congress, the First Census Act. This law inaugurated a tradition that continued up to the census of 1930: the list, the order, and the text of the qu

This chapter discusses developments relating to the national census 1800–1830. The questionnaire of the 1800 census differed from that of 1790 as it classified white men and women into five classes by age: less than ten years old; ten to under sixteen; sixteen to twenty-six; twenty-six to forty-four; and over forty-five. No distinction by age was made for free blacks, who were thus counted only for the needs of apportionment, and not out of concern for collecting demographic information on this part of the population. The census of 1820 marked an initial break with the tradition begun in 1790,

For Travis, these examples play a central role in his arguments for occasion-sensitivity. But how, exactly, do these examples work?
