This is an account of the Brazilian collective Margens Clínicas (Clinical Margins), committed to thinking about the interfaces between psychological suffering and the pathologies of social structure, and working to create clinical/psychoanalytic methods aiming at repairing the damage done by state violence. The author discusses the Brazilian colonial-slavery matrix and its psychic and social forms. This study examines the political career of Maurice Edwin "Moon" Landrieu from his election to the Louisiana legislature in 1960 to the end of his first term as mayor of New Orleans in 1974. Landrieu was a white southern liberal who vigorously supported the agenda of the civil rights movement. Local elections are often contested on the grounds of public safety, but do elected officials have any power to curb crime? Black mayors have particular interest in the issue because Black communities are victimized by high levels of crime and fragile police-community relations.
