Abstract Through a critical analysis of primary and secondary sources, this paper reconstitutes the PAIGC’s main strategies and processes of diplomatic communication and engagement towards the states of the communist bloc, which were the main backers of the liberation enterprise. This article argues that the diplomacy of the Democratic Republic of Vietnam came closer to failure than we have thought. Between 1945 and 1950, Vietnamese communists had a remarkably hard time joining the internationalist communist movement. Stalin, above all, was wary of Hôô Chíí Minh, whom he considered untrustworthy for having "dissolved" the Indochinese Communist Party in 1945. AbstractThe British Mandate over Palestine did not prevent France from exercising its cultural influence over the Melkite community. This chapter analyses the ways in which the French deployed cultural diplomacy in relation to the Melkites, attempting to use culture as a means to politically influence the Melkite community in Palestine. It highlights the role of Archbishop Gregorios Hajjar (1875–1940, in post 1901–1940), a central figure in the Melkite Arabic community as well as a francophone and francophile personality. In particular, it considers Hajjar’s efforts to expand education for Melkite children in northern Palestine, and how both Hajjar and the French used aspects of cultural diplomacy to achieve their respective aims in funding the building and staffing schools, versus the expansion of francophone education in Mandate Palestine.

AbstractThis chapter explores the history of the Greek diasporic community of Jerusalem in late Ottoman times and the formative years of the British Mandate. It focuses on the creation of the Greek Colony and its central community institution, the so-called Greek Club, as well as the role of Greek cultural diplomacy both with the Greek community and with Arabs of the Greek Orthodox denomination, in its development. It addresses the establishment and development of the Jerusalem Greek diaspora; its relation to the Greek state; and its links to the Orthodox Patriarchate. Overall, the chapter suggests that Greece could influence, but not control, the decision-making process within the community. The Greek diaspora was excluded from systematic influence in Church administration, lacking power over communal education, and hence politically dependent on the Church.
