Abstract:
When should a regulator prefer criminal sanctions over administrative sanctions? What procedural protections should apply if a process is labeled civil but the sanctions are, in fact, criminal in type? And can the state justifiably conduct parallel proceedings for punitive sanctions against the same person or entity for the same conduct? Throughout the years, judges and scholars alike have tried to understand and classify administrative sanctioning. Common to all of these conceptions is their failure to provide a complete normative framework for this unique body of law, which in turn makes it

Patent applicants must satisfy a variety of requirements to obtain a patent from the U.S. Patent and Trademark Office (USPTO). The definiteness requirement forces applicants to describe their inventions in unambiguous terms so that other inventors will understand the scope of granted patent rights. Although the statutory provision for the definiteness requirement has been stable for many years, the Supreme Court’s decision in Nautilus v. Biosig Instruments altered the doctrine. Abstract:
An extended abstract of this report was submitted to the Seventh International Conference on Principles of Knowledge Representation and Reasoning (KR2000). When reasoning in description, modal or temporal logics it is often useful to consider axioms representing universal truths in the domain of discourse. Reasoning with respect to an arbitrary set of axioms is hard, even for relatively inexpressive logics, and it is essential to deal with such axioms in an efficient manner if implemented systems are to be effective in real applications. This is particularly relevant to Description Logics, whe

Abstract:
The tax reform of 1965 in Brazil sought to streamline state taxation, replacing the old tax on sales and consignment (IVC) with a modern value added tax on the circulation of goods (ICM) as part of a profound change that aimed to build a national tax system. During the process of drafting the 1988 Constitution, the foundation of the ICM was expanded to include services and renamed ICMS. However, these changes have created increasing problems for the economy and the federation, which have worsened as successive attempts at reform have failed. Repeated attempts to improve the Brazilian tax syste

Abstract:
Executive Summary “People don’t understand probabilities” – or do they? Weather forecasting science has long been developing ensemble forecasts as a way to improve forecast capability and provide better information to support users’ decisions. The science is well proven and, indeed, the Met Office will soon move to an ensemble-only NWP (Numerical Weather Prediction) system. Ensemble forecasts can be used in a number of ways, but fundamentally they provide a probabilistic picture of the weather forecast including a most likely outcome and information on the confidence, uncertainty or risks asso

Abstract:
This study investigates how farmers, rural residents, and urban residents compare when it comes to perceptions and understanding of climate change, as well as willingness to make changes in their lives to reduce greenhouse gas (GHG) emissions. The study takes place in a context where there is an urgent need to act together to reduce GHG emissions across multiple sectors of the economy, yet any real or perceived divisions in society – between farmers and non-farmers, between rural and urban residents – can threaten collective action to curb climate change. The study has two primary motivations.

Abstract:
The increasingly strict air emission regulations may require implementing Non-Selective Catalytic Reduction (NSCR) systems as a promising emission control technology for stationary rich burn spark ignition engines. Many recent experimental investigations that used NSCR systems for stationary natural gas fueled engines showed that NSCR systems were unable to consistently control the exhaust emissions level below the compliance limits. Modeling of NSCR components to better understand, and then exploit, the underlying physical processes that occur in the lambda sensor and the catalyst media is no

Abstract:
To increase our understanding of induced seismicity, we develop and implement methods to enhance seismic monitoring capabilities in northeastern British Columbia (NE BC). We deploy two different machine learning models to identify earthquake phases using waveform data from regional seismic stations and utilize an earthquake database management system to streamline the construction and maintenance of an up-to-date earthquake catalogue. The completion of this study allows for a comprehensive catalogue in NE BC from 2014 to 2020 by building upon our previous 2014-2016 and 2017-2018 catalogues. Th

Abstract:
In a world exposed to uncertainty and upsets, the development of organizational resilience is often proposed to improve performance. Intended as a complement – but also sometimes as a counterpoint – to management approaches based on anticipation and preparedness, resilience-based approaches aim to improve the ability of professionals to react in an opportune manner to extraordinary and unexpected situations. Despite increasing interest for this change in paradigm, few concrete case studies have been documented. The work presented in this document explores the possibilities offered by new train
