Abstract:
Based on the results of the study, a scientific and applied problem was formulated, a hypothesis (multifactorial) was advanced, and partial scientific tasks were identified to develop a holistic methodology for strategic planning of the development of the Armed Forces of Ukraine based on capabilities.
 The relevance of the study is due to the emergence of new problems in the field of defense and military development, a decrease in the objectivity of strategic decision-making in determining and adjusting the development strategy of the Armed Forces in the long term, and the effectiveness of strategic planning for the development of the Armed Forces as a whole through the introduction of capabilities-based planning methodology in the defense forces.
 The requirements of modern regulatory legal acts of Ukraine regarding the introduction of planning based on the capabilities, functions of the Ministry of Defense of Ukraine and the General Staff of the Armed Forces of Ukraine, as well as the tasks of the Interdepartmental Working Group on the Defense Review (a temporary subsidiary body of the Ministry of Defense of Ukraine) are analyzed.
 The reasons for the emergence of problems in the construction and development of the Armed Forces are investigated, as well as contradictions in the definition and adjustment of the strategy for the development of the capabilities of the Armed Forces for the long term are revealed. The strategic planning of the development of the Armed Forces and defense planning are differentiated according to the goal, results and responsibility between the subjects of planning.
 The scientific and applied problem lies in the need to develop a concept of strategic planning for the development of the Armed Forces of Ukraine based on the capabilities, a set of special methods, techniques and approaches to determine and adjust the strategy for the development of the capabilities of the Armed Forces in the long term. A research hypothesis (multifactorial) about the conditions for achieving the effectiveness of strategic planning for the development of the Armed Forces of Ukraine on the basis of capabilities is put forward and partial scientific tasks are identified, which will be devoted to further research.

Abstract:
The study results have made it possible to devise a methodology for the formation and adjustment of the Defense Forces Capabilities Catalog using cluster analysis and the developed tree-like system of basic indicators characterizing groups and subgroups (clusters). That enables stakeholders to form and adjust the Defense Force Capabilities Catalog with the proper quality, according to the uniform developed algorithm and defined identifiers (features). The methodology is intended for use by members of the Inter-Departmental Working Group on Defense Review, as well as working groups in the course of a separate review or capacity assessment. The Defense Force Capabilities Catalog was deconstructed into five levels of hierarchy, each of which contains interdependent typical tasks, organizational structures, and means (systems, complexes). The procedure is to analyze and clearly cluster individual capabilities of the defense forces according to certain features (requirements, characteristics) to group them and include them in the relevant groups, subgroups, and functional capabilities groups. A system of the indicators for the formation and adjustment of the Defense Forces Capabilities Catalog has been proposed, as well as a conformity criterion based on the generalized indicator, which defines the level of formation (adjustment) of the Defense Forces Capabilities Catalog. Seven steps of the procedure have been defined: from identifying individual capabilities based on their description (step 1) to verifying the acceptability of the results obtained (step 7) using the evaluation criterion and specially designed tables. The methodology was tested during a passive experiment in 2020 on the analysis of the current Defense Forces Capabilities Catalog, which made it possible to identify a series of significant shortcomings in its structure and content.

Today in Ukraine there are active attempts to transform the defense planning system to NATO standards. One of the important elements of such a transformation is the transition of the functioning of Ukraine&#39;s defense planning system to planning using the &quot;capability-based planning method.&quot; One of the imperfections of the existing system of defense planning in the Armed Forces of Ukraine is the system of indicators and criteria for evaluating the existing and prospective capabilities of the Armed Forces. Abstract:
The article, analyzing the theoretical and legal state of threats to national security of Ukraine, based on the capabilities of military formations and law enforcement agencies, describes the measures to respond to crises aimed at protecting the lives of citizens, security of society and state, inviolability of state values and interests. peacetime and wartime. It is proved that the problems in the field of defense forces in the current and potential threats remain critically undefined, which is due to the imperfection of Ukrainian legislation in the field of defense, incomplete creation of a joint command of defense forces and military management in the Armed Forces of Ukraine. with the inability to respond effectively to the growing number of threats in cyberspace and the lack of operational capacity of the defense forces to respond effectively to current and projected threats. It is noted that the security and defense sector should be considered one of the key areas for improving its functioning, which will necessitate the consistent continuation of defense reform and the purposeful development of the necessary capabilities of military formations and law enforcement agencies. Given the current state of development of the security and defense sector and the transition to capacity-based planning carried out only in the last year, it is stated that the quantitative characterization of crisis response capabilities threatens national security due to the number of tasks assigned by authorized security and defense sector and are included in the content of relevant decisions. It is determined that the central executive bodies in ensuring the national security of Ukraine as authorized to lead the security and defense sector, based on capacity-building planning methodologies should enshrine such a unity of approach in the relevant regulations, and the National Security and Defense Council, as the main coordinating body of the security and defense sector, to initiate the development of a joint legal act that would contain a single description of functions (capabilities) to respond to crisis situations threatening national security as integrated security categories, including activities various supranational security entities (EU, NATO, etc.).

Abstract:
Improving the decision-making efficiency in defense planning based on the capabilities of military forces and means for performing purposeful tasks requires new methodological approaches and their implementation in the form of software information-analytical tools. Given the complex information environment of defense planning, it is appropriate for the variants of capabilities development options to be chosen by experts on the methodological basis of multicriterial analysis. The research result is the development of a procedure, in which it is proposed to generate criteria and evaluate alternative options by integrating ontology, the Analytical Hierarchy Process, and the method of directed graphs. The ontological representation of the data ensures the construction of the hierarchical taxonomy of a domain and the formation of the criteria vector. The Analytical Hierarchy Process is used to conduct an expert evaluation of capabilities by their pairwise comparison against determined criteria. Experts&rsquo; judgments are visualized and controlled using directed graphs. Application of the procedure will make it possible to ensure efficiency, versatility, and simplicity of technical implementation of a procedure of decision making support. The procedure was tested on the example of choosing a capability to conduct reconnaissance for the benefit of ground artillery. It was shown that the evaluation process in the expert activity is considerably simplified due to the graph visualization. The proposed procedure introduces an innovative tool to achieve strategic goals and accomplish the basic tasks of the defense reform, which is relevant for many countries. The versatility of the procedure creates the basis for its application not only in defense but also in other force departments

CHDS State/Local<br>Approved for public release, distribution is unlimited<br>The planning methodologies used today by most U.S. fire departments are excellent for traditional missions, but wholly inadequate for the threats posed by terrorism. Planning in the fire service and the rest of the first responder community historically has relied on a one-dimensional approach that uses a scenario-based planning (SBP) methodology. This thesis argues that the fire service and others in the first responder community will be able to contribute to homeland security missions much more effectively, and efficiently, by switching to specially adapted versions of capabilities-based planning. This thesis proposes a new integrated planning methodology that combines the planning strengths of scenariobased planning, threat-based planning, and capabilities-based planning. The new method identifies capabilities that could be used to manage and mitigate the consequences of the different types of contingencies within the various response spectrums. It allows an organization to perform analysis and efficiency studies to evaluate the different spectrums of contingencies against existing capabilities and create a menu of capabilities necessary for the first responder to respond to all its missions, including immediate threats and terrorism, in the most efficient and cost-effective manner.<br>Battalion Chief, Fire Department City of New York

На сучасному етапі розвитку досить гостро постала проблема ефективного використання коштів державного бюджету на Збройні сили України. Ефективність забезпечення потреб на оборону держави неможлива без якісного фінансового планування, що має включати в себе: правильне визначення потреб для даної сфери, своєчасне надання коштів до визначених законодавством органів, забезпечення планового, господарсько-доцільного та економно обгрунтованого витрачання отриманих коштів. Функціонування силових структур є принциповою основою реалізації політики національної безпеки. Серед комплексу проблем цієї сфери однією з найголовніших є проблема забезпечення належного рівня фінансування силових структур. Метою дипломної роботи є обґрунтування та вдосконалення фінансування видатків державного бюджету на національну оборону в Україні. Об’єктом дослідження є фінансове забезпечення національної оборони. Предметом дослідження є видатки з державного бюджету на оборону та механізм їхнього здійснення. Методологічний апарат дослідження складають: загальнонаукові методи дослідження (абстрагування; індукції та дедукції, метод аналізу і синтезу) та спеціальні економічні методи (структурного й динамічного аналізу, прогнозування, методи коефіцієнтів). Інформаційною базою дослідження є чинні законодавчі та нормативноправові акти України, статистичні матеріали Державного комітету статистики України, Міністерства фінансів України, Державної казначейської служби України, Рахункової палати України, Національного банку України, економічні звіти науково-дослідних центрів, статистичні щорічники, бюлетені, огляди міжнародних фінансових організацій, наукова, монографічна й періодична вітчизняна і зарубіжна література. Фінансування національної оборони наразі знаходиться на критично низькому рівні та є недостатнім для повноцінного використання потенціалу вітчизняного оборонно-промислового комплексу у забезпеченні потреб модернізації Збройних Сил України. В умовах військової агресії проти України ці видатки мають бути збільшені за всіма напрямами, і на поточні потреби армії, і на технічну модернізацію.<br>На современном этапе развития довольно остро стоит проблема эффективного использования средств государственного бюджета на Вооруженные силы Украины. Эффективность обеспечения потребностей на оборону государства невозможно без качественного финансового планирования, которое должно включать в себя: правильное определение потребностей для данной сферы, своевременное предоставление средств, определенных законодательством органам, обеспечение планового, хозяйственно-целесообразного и экономно-обоснованного расходования полученных средств. Функционирование силовых структур является принципиальной основой реализации политики национальной безопасности. Среди комплекса проблем этой сферы одной из главных является проблема обеспечения надлежащего уровня финансирования силовых структур. Целью дипломной работы является обоснование и совершенствование финансирования расходов государственного бюджета на национальную оборону в Украине. Объектом исследования является финансовое обеспечение национальной обороны. Предметом исследования является расходы из государственного бюджета на оборону и механизм их осуществления. Методологический аппарат исследования составляют: общенаучные методы исследования (абстрагирование; индукции и дедукции, метод анализа и синтеза) и специальные экономические методы (структурного и динамического анализа, прогнозирования, методы коэффициентов). Информационной базой исследования являются действующие законодательные и нормативно-правовые акты Украины, статистические материалы Государственного комитета статистики Украины, Министерства финансов Украины, Государственной казначейской службы Украины, Счетной палаты Украины, Национального банка Украины, экономические отчеты научно-исследовательских центров, статистические ежегодники, бюллетени, обзоры международных финансовых организаций, научная, монографическая и периодическая отечественная и зарубежная литература. Финансирование национальной обороны в настоящее время находится на критически низком уровне и является недостаточным для полноценного использования потенциала отечественного оборонно-промышленного комплекса в обеспечении потребностей модернизации Вооруженных Сил Украины. В условиях военной агрессии против Украины эти расходы должны быть увеличены по всем направлениям, и на текущие нужды армии, и на техническую модернизацию.<br>At the present stage of development, the problem of the effective use of state budget funds on the Armed Forces of Ukraine was quite acute. Effectiveness of providing state defense needs is impossible without qualitative financial planning, which should include: the correct definition of the needs for this sphere, the timely provision of funds to the bodies specified by the legislation, the provision of planned, economically feasible and economically sound spending of the funds received. The functioning of the security forces is a fundamental principle of the implementation of the national security policy. Among the complex of problems in this sphere, one of the most important is the problem of ensuring an adequate level of financing of security structures. The purpose of the thesis is to substantiate and improve the financing of the state budget expenditures for national defense in Ukraine. The object of the research is the financial provision of national defense. The subject of the study is the expenditures from the state budget for defense and the mechanism for their implementation. The methodological apparatus of the research consists of: general scientific methods of research (abstraction, induction and deduction, method of analysis and synthesis) and special economic methods (structural and dynamic analysis, forecasting, methods of coefficients). The information base of the research is the current legislation and normative acts of Ukraine, statistical materials of the State Statistics Committee of Ukraine, the Ministry of Finance of Ukraine, the State Treasury of Ukraine, the Accounting Chamber of Ukraine, the National Bank of Ukraine, economic reports of research centers, statistical annual reports, newsletters, reviews of international financial organizations, scientific, monographic and periodical domestic and foreign literature. The financing of national defense is currently at a critically low level and is not sufficient for the full use of the potential of the domestic defense-industrial complex to meet the needs of the modernization of the Armed Forces of Ukraine. In the context of military aggression against Ukraine, these expenditures should be increased in all areas, both for the current needs of the army and for technical modernization.

Os resultados sugerem algumas deficiências na pragmatização do PBC que resultam do efeito sinérgico entre fatores estruturais, conjunturais, doutrinários, falhas em ferramentas e metodologias, indicando que o modelo implementado terá de evoluir para configurar um PBC como definido concetualmente. As disfuncionalidades e/ou insuficiências em metodologias e ferramentas tendem a gerar soluções ad hoc e a distorcer a racionalidade do planeamento. Os dados também apontam para a inexistência de um efetivo mecanismo de avaliação que não tem possibilitado incorporar as lições aprendidas. Outras questões identificadas foram a coexistência de sistemas de gestão e a excessiva rotação dos Recursos Humanos que colocam limitações ao acesso de Recursos de Informação. O estudo permite, ainda, aferir restrições persistentes em Recursos Materiais e Recursos Financeiros, evidenciando uma programação do investimento de curto prazo, num quadro de marcada restrição de recursos. A análise aos processos da FAP indica que a prestação de contas tem sido influenciada por uma utilização insuficiente da plataforma de gestão de projetos, parcialmente afetada pelo reduzido número de efetivos e escassa formação e por apoiar as atividades num modelo de organização do trabalho que fragmenta a informação.<br>This study seeks to determine the factors that limit the Military Capability Based-Planning (CBP), which in turn, influence the programming of the Portuguese Air Force (PAF) investments, as well as the factors that have an effect on the efficiency of the internal processes. For this purpose, data was collected by triangulation. The sample consisted of 18 interviewed, military and ex-military personnel. The results suggest some shortcomings in the materialization of CBP, which result from a synergistic effect between structural, conjunctural, doctrinal, flaws in toolset and methodologies, indicating that the implemented model will have to evolve, in order to configure a CBP as conceptually defined. The dysfunctionalities in methodologies and tools tend to generate ad hoc solutions and to skew the logic behind the planning. The data also indicates the lack of an effective evaluation mechanism of the CBP, which makes it impossible to incorporate the lessons learned. Other issues identified were the coexistence of management systems and excessive rotation of Human Resources, which appear to limit access to Information Resources. The study also allows to determine persistent restrictions in Material Resources, and Financial Resources, showing a schedule of investment on a short-term, within a framework of marked resource constraints. The analysis of the processes of the PAF indicates that the external reporting has been influenced by an insufficient use of the project management platform, partially affected by the lack of Human Resources and training, and by supporting its activities in a model of work organization, that fragments the information.<br>info:eu-repo/semantics/publishedVersion

As tecnologias radicalmente novas geram lucros por meio da conversão eficiente em processos, produtos e serviços. Entretanto, para esta conversão, empresas necessitam desenvolver novas capacidades e aprimorar as existentes para tornarem-se empresas aptas ao desenvolvimento e comercialização de novos produtos. Esta tese apresenta uma sistemática para a avaliação da evolução e (re)configuração das capacidades para a gestão do Processo de Conversão de Tecnologia em Produtos e Serviços (PCTPS). Este tipo de avaliação adequa-se no contexto de projetos de desenvolvimento radicais, como o que ocorre em novas empresas de base tecnológica, com destaque às empresas do tipo spin-off acadêmico. A sistemática foi representada por meio de um framework de forma a atender as premissas identificadas a partir da literatura. Para fins de avaliação das capacidades, foram elaborados constructos de níveis de desenvolvimento e de ajuste de capacidades e, a partir destes, foram propostas métricas para avaliação. A sistemática e seus componentes foram validados através da avaliação junto a especialistas, análise experimental e simulação e aplicação em um estudo de caso de um empreendimento liderado por uma spin-off acadêmica para análise de usabilidade. Para operacionalizar a sistemática proposta, métodos, formulários e índices foram incorporados em uma ferramenta. Esta ferramenta apresenta-se como um método de decisão multicriterial, com uma estrutura de combinação dos índices e de elaboração de relatórios. A sistemática auxilia as empresas a avaliarem suas capacidades e identificar como combiná-las e desenvolve-las para criar uma estrutura organizacional com políticas e rotinas definidas para coordenar e (re)configurar suas capacidades na condução do PCTPS.<br>Radically new technologies only generate returns by their efficient conversion into processes, products and services. However, enterprises need to develop new capabilities and improve the existing ones to become able to the development and commercialization of new products. This thesis presents, in the context of process of technology conversion to products and services, a model for performance measurement through the capabilities evolution and (re)configuration. This kind of evaluation is adequate in the context of radical development projects, as ones occurring in new technology based companies, with distinction to academic spin-off companies. The model was initially composed by a framework that incorporated and attended the promises identified from the literature. This framework was then embodied with tools and practices. To enable the capabilities evaluation, were defined the constructs for measurement of capabilities adjustment and development levels. From these constructs, the metrics for evaluation were proposed. The model was validated by evaluation with specialists, experimental and simulation analysis and usability test in a case. Methods, forms, and indexes were incorporated in a tool to enable the model operationalization. This tool was designed as a multi-criteria decision method that presents a structure for index combining and for report elaboration. The model supports the companies to evaluate their capabilities and identify how to combine them and develop them to create an organizational structure. This evaluation is understood as a guide for policies and routines definition in the process of coordination and (re)configuration of capabilities during the conduction of the new technologies conversion into processes, products and services.

Portfolio management is an integral component of project activity and includes a set of interrelated organizational processes and methods that allow to manage projects, project programs and other activities (hereinafter referred to as portfolio components) aimed at realizing the goals of defense programs in the most effective way. Portfolio management provides a consistent approach to the management of portfolio components, which allows: aligning costs with the goals and performance indicators of defense programs; optimize the use of resources; maximize benefits from the resources involved; define and agree on the expectations of interested parties; ensure transparency of implementation of portfolio components and their status. Portfolio management is a continuous decision-making process whereby the list of portfolio components is subject to periodic review to align with defense program objectives. Portfolio components can be changed, accelerated, delayed or discontinued. The need to implement best practices in portfolio management in military management bodies is due to the need to reform the defense management system and bring it closer to Euro-Atlantic principles and standards. For this purpose, taking into account the specifics of the defense sector, military strategy and public administration, the manuscript substantiates the application of a comprehensive portfolio management approach in the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other components of the defense forces, which combines strategic, systemic, project and process-oriented approaches , as well as risk management and focus on results) and portfolio management implementation methods and tools (capacity analysis, project priority matrix, value-complexity matrix, scenario analysis, key performance indicators, benefit tracking, portfolio dashboard, balanced scorecard, "bubble chart", portfolio archive). In order to develop effective recommendations for the implementation of portfolio management in military administration, the factors that can complicate this process are outlined (systematic underfunding of the defense sector, shortage of qualified personnel, lack of modern information systems, corruption, post-Soviet corporate culture). In addition, the PPBE model is proposed (development and use in the daily activities of the Ministry of Defense of Ukraine of project management architecture – PPBE; architecture of defense programs based on existing organizational structures and functional groups of capabilities; architecture of project management, programs through portfolios by their types and functions; architecture planning and development of projects through their creation, development and implementation, utilization; architecture of capabilities of types, branches of troops, commands). Recommendations were given on the implementation of portfolio management taking into account the proposed PPBE model (development of the regulatory framework, organizational and administrative documents on portfolio management; creation and reorganization of project portfolio management functions; improvement of staff qualifications; organization of providing the portfolio of projects, programs and individual projects with the necessary resources; development of leadership qualities of individual project, program and project portfolio managers; creation and modernization of infrastructure for project portfolio management).

AbstractThis chapter explores conceptual, organizational, and technological development of AI in Singapore’s defense and military innovation paths and patterns. It argues that Singapore’s thinking about defense AI is driven through broader technological innovation and defense management imperatives, not only in meeting the Singapore Armed Forces future operational requirements but perhaps more importantly, sustainment of these technologies and capabilities in synergistic applications within Singapore’s civil-military innovation ecosystem. In the process, the development of AI in defense is conditioned by policy imperatives for responsible innovation and AI governance—responsible, reliable, robust, and safe AI in defense innovation and military use. These are embedded in Singapore’s ‘Ops-Tech’ model of defense innovation, which fosters a deep operational understanding, technology expertise, and collaborative culture between the varying actors in Singapore’s defense ecosystem. Equally important are also organizational aspects such as collaborative defense planning that relies on diverse networks within and outside the defense ecosystem– the military, government agencies, and increasingly private tech companies sharing data and best practices to tackle Singapore’s complex security challenges and risks in novel ways. Finally, the chapter highlights Singapore’s implementation of AI-oriented defense and military innovation, focusing on specific examples of SAF’s digitization, robotization, and sensor revolution in the context of the SAF 2040 transformation.

Abstract This research aims to explore the application of deep learning in autonomous driving computer vision technology and its impact on improving system performance. By using advanced technologies such as convolutional neural networks (CNN), multi-task joint learning methods, and deep reinforcement learning, this article analyzes in detail the application of deep learning in image recognition, real-time target tracking and classification, environment perception and decision support, and path planning and navigation. Research results show that the proposed system has an accuracy of over 98% in image recognition, target tracking and classification, and also demonstrates efficient performance and practicality in environmental perception and decision support, path planning and navigation. The conclusion points out that deep learning technology can significantly improve the accuracy and real-time response capabilities of autonomous driving systems. Although there are still challenges in environmental perception and decision support, with the advancement of technology, it is expected to achieve wider applications and greater capabilities in the future potential.

AbstractGermany’s defense AI path is caught in a “master and servant” logic. Germany struggles to readjust its input-driven strategic culture, which puts greater emphasis on the socio-political acceptance and legitimization of military power than on the effects it can achieve. As a result, Germany considers defense AI as a tool—the humble servant—subordinate to humans, who must always remain in the loop. Incrementalism dominates, which makes it difficult to assess what defense AI is expected to achieve and whether it delivers on this expectation. As a result, most German defense AI development projects focus on decision-making support and gradual improvements of other technologies in the fields of Command, Control, Computers, and Communications (C4) and Intelligence, Surveillance, Reconnaissance (ISR). An open-source intelligence system for crisis early warning, AI-based warning receivers for helicopters, and intelligent image processing for missiles feature among the more prominent, publicly known examples of fielded defense AI capabilities. In parallel to adapting defense structures, Germany has stepped up defense funding. While an aggregate number of German defense AI spending is not available, we contend that the country spends around €50M per year on AI-related software development. As defense AI also affects military education and training, the Bundeswehr’s Command and Staff College as well as the University of the Bundeswehr in Hamburg are preparing to adapt existing curricula and setting up new degree courses. Individual military services also explore opportunities for AI-enhanced simulation-based training, while different initiatives have been launched to train defense AI algorithms.

AbstractVolatile markets and production request for assembly systems adaptable to changes of product types, production capacity, and product order. Computer-aided decision support systems facilitate scheduling, planning, and controlling adaptive and flexible assembly systems. Formal description models of resources and their capabilities, assembly tasks and their requirements are necessary for automated decision-making. This paper contributes a conceptual CAPabILity-based resource AllocatioN Ontology (CAPILANO). The ontology is tailored as a uniform description of heterogeneous assembly resources and their (combined) capabilities, connected to a capability-based task allocation approach. The intended application of the resulting framework is the identification of suitable assembly resources in Line-less Mobile Assembly Systems (LMAS) and their allocation to assembly tasks, based on a unified and formal description. To date, ontologies in assembly have been limited to querying resources and their capabilities; here, subsequent task allocation is presented as an integral component of a tailored framework. The resulting framework consists of a model of heterogeneous resources and their capabilities in an ontology created in Protégé in OWL, SPARQL-based querying, and a consecutive and availability-aware task allocation in Python. The development of the ontology-based task allocation framework, including ontology taxonomy, querying and task allocation, is discussed. Its applicability in LMAS is demonstrated through linear scalability of task allocation and future advances are discussed.

&lt;p&gt;This research discusses the technical roadmap and prototype development for replacing the human inspectors for bridge visual inspection by autonomous robots. The envisioned mobile robotic system first navigates and collects high-quality image data of critical structural components based on its own visual recognition of the bridge inspection scenes. The collected data is further post-processed to provide information about structural conditions. Preliminary results in structural component recognition and navigation planning steps are presented. Then, ongoing work to integrate those subsystems into a prototype autonomous system in the laboratory environment is discussed. Finally, the challenges that need to be addressed to realize such a complex autonomous system that performs tasks in the field environment are discussed. This work will motivate further investigations to accelerate the ongoing transformation in autonomous structural inspection.&lt;/p&gt;

In an environment of limited and dynamic defense funding, affordable approaches are needed to maximize deployment of innovative capabilities across entire fleets of military aircraft. The United States (US) Department of Defense (DoD) is supporting the use of new open system architecture solutions such as the Future Airborne Capability Environment (FACE™) Technical Standard for use on their respective platforms. The goals of the FACE Standard include reducing lifecycle costs and enabling rapid integration of innovative capabilities in the form of software applications that are reusable across multiple aircraft platforms, both current and new; regardless of the manufacturer or supplier. This paper describes technical methodologies to incorporate FACE technologies into existing platforms using a software-only upgrade approach. The US DoD currently has a large inventory of fielded platforms with avionics solutions based on Rockwell Collins Flight2™ Open Systems Architecture (OSA) - an architecture reused on over 50 platforms including Army Rotary Wing platforms along with Navy/Marine, Coast Guard, Air Force and International rotary and fixed wing aircraft. A subset of these Flight2 OSA platforms is better known as Common Avionics Architecture System (CAAS). A comparison of the FACE architecture with the Flight2/CAAS architecture is provided along with an example of integrating a FACE application providing RNP RNAV capabilities. This approach maximizes previous DoD system investments to enable rapid and affordable deployment of reusable applications that align to the FACE Standard.

Ever-increasing modeling and simulation capabilities and the desire to use simulations in support of system qualification, regulatory compliance, and other critical decision-making roles, raises the bar on the need for rigorous V&amp;V of all aspects of the models used to create the simulation data. US Department of Defense Directives and Instructions, and emerging regulatory and industry standards on Modeling and Simulation in a Digital Engineering context require rigorous M&amp;S Verification, Validation, and Accreditation (M&amp;S VV&amp;A). These specifications aim to create trusted and credible simulation data that can be used in critical decision-making roles on complex systems. Implementing a well-defined, structured, model-based and standards-based M&amp;S VV&amp;A Process early in the program lifecycle facilitates collaboration and documented buy-in on M&amp;S VV&amp;A for program with customers and/or regulatory agencies. This collaboration increases acceptance throughout the program and product lifecycles. Abstract:
This paper presents a distributed algorithm to track a desired target while fostering the emergence of a swarm formation and providing obstacle avoidance capability to deal with unknown scenarios. The proposed approach is based on the merge between a Flight Management System for global path planning and the definition of virtual forces through a custom Artificial Potential Field to prevent drones collisions between each other, with external objects and to provide cohesion of the swarm configuration. Each drone independently computes its global route and adjusts its path based on an optimal control action to minimize a potential energy function induced by its neighbors and obstacles. This approach results in a high cost-effective strategy to enhance UAVs autonomy level by managing a large group of drones, guaranteeing a low cost per unit thanks to the low computational effort and low-budget sensor suit while providing all the capabilities to accomplish the desired mission.

Capabilities Based Planning is a current concern in all modern defense systems. This concept has grown steadily in recent years, especially at the politic-military level. Although this concept is already over 10 years old, its implementation faces a series of challenges, related to the fact that a clear and comprehensive understanding of the process is not widespread within all the defense planners, being confined to a more restricted number of people who deal with it on a direct basis. In the same time, the concept of Capabilities Based Planning does not register a higher implementation dynamic because most of those involved in the process do not use the same terminology and do not understand the concept of Capabilities Based Planning in a unified way. All these challenges are enhanced by the fact that currently there is no organized system of education and training to effectively disseminate knowledge and best practices in the field. Through this article I wish to propose some variants for Advanced Distributed Learning to contribute to an increased dynamic and efficient implementation of Capabilities Based Planning through the development of education and training systems aimed at a quick and effective contribution to raising the level of understanding of the concept of Capabilities Based Planning and of the integration of those involved in this process. One of the main advantages of using Advanced Distributed Learning in the area of Capabilities Based Planning related training is derived from the fact that it offers a more flexible and accessible approach to the information and documents supporting the process.

The defense of the Republic of Serbia as a function of national security consists of two segments: military and civil defense. Planning, organization and implementation of military and civil defense in peace, war and state of emergency is realized through the defense system. Defense planning identifies the forces, their capabilities, and the structure required to respond to a wide range of situations, usually expressed as a combination of concurrent planning scenarios and determinants derived from ministerial guidance. Infrastructure (critical infrastructure) is one of the indicators of the variables on which defense planning is based. In order to understand the correlation between the concepts of defense and critical infrastructure, research was carried out in the paper, the aim of which was to use several scientific methods, with an emphasis on the application of the content analysis method, to arrive at a conceptual definition of critical infrastructure of special importance for the defense of the Republic of Serbia.

Acquisition of new capabilities, especially non-Programs of Records (PoR), has become more difficult to demonstrate and field based on a set of complex factors which include unique and special build requirements, more options for components, cost and schedule constraints, and quality risks of unprecedented systems. In this paper, we document the process on how Enterprise Architecture (EA) methodologies can be effectively used to incorporate critical structures within the Systems Engineering Process to streamline the requirements and architectures development for a non-PoRs. We then explore the dimensions of strategic planning, testing, and data collection that are needed to determine basis of issue requirements and Capability Set Architectures from EA methodologies. We conclude by presenting the results from the EA methodology integration into the Department of Defense Architecture Framework views for the CBM+ Communication Architectures.&lt;/p&gt;

In the future, war will mainly settle in the sphere of the politics and economics and will have as general purpose to aim at major economic projects, such as: control over strategic raw materials, from the point of view of their exploitation, access routes and trade markets; restricted access to high performance technologies; political and military control over some of the world's "hot spots" etc.. Basically, war will become an informational confrontation based on the use of certain mechanisms of distribution and combination of ways and means to support the conflict, falling within the politics area and hardly requiring any use of armed means. Transformation is a strategic imperative. At NATO member states defense ministries level, modernization needs to be shaped and influenced by the imperative realities specific to the competition in the information age. This is the age when power will directly depend on such aspects as: increased information dissemination capacity, easy access to information and increased decision-making speed. Military transformation involves changes in the doctrine, organization and structure of forces, capabilities, business intellingence, training, education and procurement, human rtesources management and budgetary programming which become the main areas where modernization of the military occurs. The strategies that define transformation cover three major areas: military culture, capabilities planning and capabilities transformation. NATO's credibility degree is and will also be depending on its military capabilities. Therefore, the final goal of the military organization transformation is to create new military capabilities that enable the armed forces to carry on operations across the entire spectrum of conflicts

CREATE™-AV Helios is a high-fidelity coupled CFD/CSD infrastructure developed by the U.S. Dept. of Defense for aeromechanics predictions of rotorcraft. This paper discusses new capabilities added to Helios version 11.0. A new fast-running reduced order aerodynamics option called ROAM has been added to enable faster-turnaround analysis. ROAM is Cartesian-based, employing an actuator line model for the rotor and an immersed boundary model for the fuselage. No near-body grid generation is required and simulations are significantly faster through a combination of larger timesteps and reduced cost per step. ROAM calculations of the JVX tiltrotor configuration give a comparably accurate download prediction to traditional body-fitted calculations with Helios, at 50X less computational cost. The unsteady wake in ROAM is not as well resolved, but wake interactions may be a less critical issue for many design considerations. The second capability discussed is the addition of six-degree-of-freedom capability to model store separation. Helios calculations of a generic wing/store/pylon case with the new 6-DOF capability are found to match identically to calculations with CREATE™-AV Kestrel, a code which has been extensively validated for store separation calculations over the past decade.

The Nordic countries share many cross-sectoral targets at the national level to meet ambitious environmental, social, sustainable and innovative development goals and standards. When it comes to spatial planning, central governments in the Nordic countries often have limited power to influence local-level priorities, particularly with respect to regulating land use and adopting a range of policies that impact sustainable urban development. In parallel, various new planning approaches, as well as a range of nationwide support mechanisms have emerged in the Nordic countries, often with the aim of supporting and steering municipalities’ efforts to achieve sustainable urban development. Our report aims to better understand such initiatives and how they are connected to spatial planning efforts in Nordic municipalities by examining one national support initiative in each Nordic country, illustrated with learnings from municipal case studies. We examined FutureBuilt in Norway, the Partnership for Vibrant City Centres in Denmark, the Borgarlína project in Iceland, the Sustainable City programme in Finland and Visions: in the North in Sweden. As shown by the findings from our case studies, different perspectives on external governance – such as state intervention versus municipal self-governance in Nordic countries – highlight challenges in influencing local urban development due to limited state mandates. National support initiatives emerge as an alternative means to guide local development. They may serve to foster collaboration and inclusivity, particularly when inspiring local, strategic spatial planning, as seen in the Swedish case study. National support initiatives are viewed as complementary tools to spatial planning that support sustainable urban development processes and projects. Though they take various forms, their purpose and impact should be understood within the overall context. Collaboration and lessons learned from national support initiatives have the potential to enhance legislation or state intervention. However, an imbalance in municipalities’ access to support poses a challenge in each Nordic country. It is therefore crucial to assess the appropriateness and purpose of support, recognising that municipal pathways are influenced by the way in which support is designed. Striking a balance with respect to state-municipal governance is essential. In short, we can draw the following recommendations: A partnership-based approach with collaboration between various stakeholders enhances inclusivity. New ways of working that are agile and flexible and focus on the local context should be emphasised for effective outcomes. The importance of long-term commitments and policy coherence in the field of sustainable urban development should be emphasised at both national and municipal levels. Efforts should be made to ensure continuity in sustainable urban development initiatives beyond the duration of the given programme. A more formal and institutionalised way of obtaining government funding for sustainable urban development projects at the local level should be developed in some countries. That could level the playing field for municipalities with varying resources, knowledge and lobbying capabilities. In other countries, capacity building – including training and resources – can be provided to help municipalities navigate support options and apply for them. It is beneficial to create platforms providing information about support for sustainable urban development and to make municipalities aware of upcoming calls well in advance.

This research effort aimed to create an operational prototype of the Geomorphic Oscillation Assessment Tool (GOAT) v1.0, developed by the US Army Engineer Research and Development Center, as a part of the US Army Corps of Engineers’ Model Interface Platform (UMIP). This platform is a web-based software that allows for easy and rapid construction and deployment of spatial planning and analysis capabilities. The prototype tool in UMIP represents the science embedded in GOAT while providing a user-friendly interface for interaction and spatially referenced result viewing. It also includes user access control, data storage, and integration with a long-term data management system, enabling users to access, share, and interrogate past analyses through profile management and result persistence. The prototype tool incorporates surface roughness into terrain suitability assessment tools used in the forward arming and refueling point (FARP) site-selection process.

The US Army Engineer Research and Development Center (ERDC) and the 20th Engineer Brigade, 27th Engineer Battalion, executed the Joint Airfield Damage Repair Symposium from 5 to 14 June 2023. The event was a training experience for personnel executing pavement-repair tasks and a planning and coordination exercise for senior military and civilian leaders developing technologies and plans for airfield damage repair (ADR). The participants included 14 trainers, 8 staff members, 48 observers, and 145 trainees from the US Army, Air Force, Navy, and Marines. The Military Occupational Specialty of most Army trainees was 12N, Horizontal Construction Engineer. The symposium also included a workshop attended by more than 20 organizations representing all branches of the US Military. Breakout sessions were used to develop strategies to address gaps in ADR materials, training, and doctrine. At the end of the symposium, the 27th Engineer Battalion identified needs for an updated joint doctrine detailing the capabilities residing within each service branch and defining their roles and responsibilities, equipment up-grades based on commercially available products that would enhance efficiency for ADR missions, positioning ADR materials in strategic locations to reduce the logistical burden of delivery, and lighter, more expeditionary ADR kits across each service.
