<p>Scholars have proposed numerous explanations as to why the Department of Homeland Security has struggled to mature as an organization and effectively conduct its core mission. We propose an alternative viewpoint that the department lacks key legal authorities and necessitates key organizational transfer in order to rationalize its portfolio. This essay is based on a case study that discusses students’ attitudes and beliefs about parallel language i.e. studying in two languages instead of only one. The study has been carried through by performing interviews with five students on two occasions as well as one interview with one of the educators at the department of Business Administration. Advances in medical technology have altered the need for certain types of surgery to be performed in traditional inpatient hospital settings. Less invasive surgical procedures allow a growing number of medical treatments to take place on an outpatient basis. Hospitals face growing competition from ambulatory surgery centers (ASCs). The competitive threats posed by ASCs are important, given that inpatient surgery has been the cornerstone of hospital services for over a century.
