When project sites consist of substandard design elements according to standards set by the Federal Highway Administration (FHWA), design exceptions are implemented. The goal of this thesis is to analyze a sample set of 18 design exceptions taken from a total of 467 design exceptions approved in Georgia from 1995 – 2012. An optimization model is formulated that extends previous work by allowing stochastic travel times, unequal vehicle utilizations, and backup service.
