Moreover, a case study is presented, using the Centro Hospitalar Lisboa Norte, to assess the impacts of these changes and the inevitable adjustments needed.

The traditional MRO procurement method has the problem of lacking of centralized management, funds, and channels, short of products and information flow. Meanwhile, e-procurement (electronic procurement), due to its advance, has nowadays been introduced to more and more enterprises for procuring mainly MRO materials, which leads to much savings and efficiency.   Purpose: The purpose of this thesis is aiming at throwing light upon two cases: one is BATA shoes in Bangladesh and one is GE aviation group in China, the driving forces and hindrances of their electronic procurement for MRO goods. Thereafter the authors intend to compare both cases according to the empirical findings and draw some future suggestions.   Method: In this thesis, the authors will employ qualitative multiple case studies method in the combination of interview and questionnaires with both cases to create the deep understanding of e-procurement implementation of them.   Results, conclusion: First, the current status of e-procurement implementation for MRO materials will be explained in the within-case analysis. Then, the internal driving forces and hindrances of each case will be thoroughly analysed according to the four sections-perceived benefits, perceived critical success factors, future organizational performance and perceived barriers in the theoretical framework. Finally, the authors will use cross-case analysis comparing both cases´ driving forces and hindrances according to the model, in order to draw systematic future suggestions for BATA shoes in Bangladesh with GE´s successful views.   Future work: The authors find it interesting that in the future if the seller firms´ perspective on e-procurement implementation for MRO materials could be studied.  Also a quantitative study on e-procurement for MRO, its impact on organizational performance would be very interesting subject to focus on.  Moreover, a study in the background of different countries, their cultural influences on e-procurement implementation would also be a suggestion.

This thesis report aims at illustrating and describing how e-procurement can contribute in creating value and reducing overheads associated with the procurement process through adopting and implementing e-procurement systems and applications in the supply chain network of an organization. It is an obvious fact that e-procurement plays a vital role in managing the supply chain especially now that outsourcing has become very common in the business market environment around the world. The main purpose of our bachelor thesis work is to find out how e-procurement can contribute in creating value, reducing cost and gaining more profit out of the procurement process. Since this thesis report is meant to cover the available literature on procurement and e-procurement only limited areas of the supply chain management is presented.When it comes to methodologies, available literatures on procurement and e-procurement have been covered to extract the most plausible information and data related how e-procurement contributes in creating value and reducing costs and overheads in the supply chain management. First a framework of modern procurement processes and stages is given as a basis and then e-procurement is treated being the technologies and key factors in implementation of e-procurement.This thesis work tries to consolidate prevalent ideas as well as facts that have been tested by means of academic researches carried out by scholars of the field and interdisciplinary of industrial engineering.

Abstract:
This exposition summarises research published in several academic articles, in order to meet the requirements of PhD by publication. The focus of the work is on the role of electronic procurement in management of the purchasing function. From the late 1990s a number of independent e-procurement mechanisms were launched which offered potential benefits such as increased order accuracy, transaction efficiency and greater integration between trading partners. At the outset of this programme of research, e-procurement was therefore an emerging phenomenon with little academic research and presented an opportunity to investigate a largely unexplored area. Edmondson and McManus (2007) suggest that for nascent, as opposed to mature areas of research, where few formal constructs or measures exist, an exploratory, qualitative approach is required. This research followed such an approach through the use of case studies, involving observation, participation and interviews with key organisational actors. Each paper makes use of several cases in order to compare and contrast results from different organisations and to draw conclusions from multi-case analysis. The published articles focus on the impact of core applications within e-procurement, including online reverse auctions, electronic marketplaces, online catalogue sites, and buying systems covering the ‘requisition to pay’ cycle. The findings from the papers address a number of core themes in purchasing management. In considering buyer-supplier relationships, it was observed that such dyads are driven by traditional buyer negotiation factors such as segmentation, power and price and that use of eprocurement applications tended to enforce such traditional behaviours. In relation to the potential for integration, the study found that integration between firms was barely affected, as the concept of integration was neither an objective nor a business case driver for e-procurement adoption. This situation reflects the finding that procurement managers pursue functional targets rather than supply chain-level objectives. However, other significant effects from e-procurement adoption were noted such as the tendency by buyers to reduce supplier numbers and a move to re-engineer the procurement function in buying firms, through automating transactional processes. The research finds that e-procurement does not have a deterministic impact on purchasing management, and that it acts as an enabler to more effective management of the function though the way its different mechanisms are deployed. The exposition establishes that e-procurement is used in relation to supply conditions which are characterised by both ‘markets’ and ‘hierarchies’, but that it is the predefined purchasing strategy of the firm, rather than available technology solutions, which determines when markets and hierarchies are used. Additionally, an original model is introduced, focusing on developing an e-procurement policy which can support strategic purchasing goals. This model extrapolates findings from stages in the research, and marries together elements from various papers and frameworks therein, to produce some guidelines for adoption of this technology.

A geração de vantagem competitiva torna-se essencial no posicionamento das organizações frente ao desafio de adaptação à nova ordem mundial. Nesse contexto emergente da tecnologia como sustentáculo da gestão do conhecimento empresarial, os portais corporativos passam a ter importância vital no modelo da organização moderna. A presente dissertação analisa o tema, confrontando as diversas definições disponíveis na literatura acadêmica atual, e suas nuances de aplicabilidade prática com base nos desafios, modelos de negócios, arquitetura desejável e resultados possíveis. No centro da análise dar-se-á foco à utilização de portais com referência aos processos de aquisição corporativa, exemplificando as principais características dessa ferramenta, com base no estudo de caso em uma empresa de energia, na abordagem dos elementos motivadores à adoção, contextos tecnológicos e empresariais, histórico do processo de implantação e as mudanças decorrentes da adoção da plataforma. O estudo foi baseado na vivência do autor com a proximidade à empresa de energia e nas percepções qualitativas colhidas com os executivos da alta administração e colaboradores desta corporação. The globalization process and technological advances from the massive use of internet has brought the need for competitive mechanisms in order to be adressed by the deregulated marketing scenario. The generation of competitive advantage is essential to organizations positioning which are facing the challenge of adapting to the new world order. In this context of emerging technology as a cornerstone of knowledge management business, corporate portals now have vital importance in the model of the modern organization. This dissertation analyzes the subject, comparing the various settings available in the current academic literature and nuances of practical applicability, as its challenges, business models, desirable architecture and possible results. The center of the analysis will give focus to guide the use of portals with reference to the corporate acqusitions processes, illustrating the main characteristics of this type of tool based on a case study in a brazilian energy company, in addressing the motivating adoption factors on the basis of technological and business contexts, history of the deployment process and the changes resulting from adaptation to the technologic model. The study was based on the experience of the author by the proximity to the company and the qualitative insights gathered with executives from top management and employees of this corporation. Finally, as a synthesis of the study are offered insights into the real situation in sustained academic reference, as a further proposal for the analysis of lessons learned, opportunities to gain and future vision into the decision among the choices for the procurement corporate portals.

In the modern competitive business environment, government institutions need to embrace information communications technology to remain competitive. Procurement has been recognized as a priority government agenda by many public sector agencies worldwide. In the same line the Government of Rwanda has taken several initiatives to streamline its public procurement system to bring it into line with the fundamental principles of transparency, competition, economy, efficiency, fairness, and accountability. Seminega the director of Rwanda public procurement authority stated that e-procurement can help the Government of Rwanda to reach to the above-mentioned principles .E-procurement can be described as an electronic way of procuring goods and services as well as other procurement process activities with the help of internet and other information and communication technologies systems. Before the adoption of e-procurement in some institutions in Rwanda, all the procurement activities were done traditionally in their institutions and this procurement method has been criticized for having many deficits, that contributed to huge losses in public funds and lacks transparency, accountability, and fair competition. In this regard, the government of Rwanda decided to adopt an e-procurement system in its public institutions. the e-procurement system was launched in August 2016. The pilot stage started with eight public institutions, ministry of finance and economic planning is one of them and it is a case study used in this thesis research. it has been selected by the researcher because it is a cross-cutting ministry in the procurement process. Different forms of e-procurement have been discussed as well as benefits and challenges associated with the adoption of e-procurement. the purpose of this research study is to examine how the e-procurement system is used and explore the benefits and challenges associated with its adoption in Rwanda’s public institution. Qualitative research was chosen, and a case study was conducted in the ministry of finance and Economic planning. The source of data for the empirical is from personal interviews and second data. The findings of the present study demonstrate that the adoption of the e-procurement system brought several benefits to MINECOFIN but also it presents challenges associated with the adoption of e-procurement

As one innovative way of enhancing public procurement, an attempt to develop and implement electronic tendering system is to be made. In designing the system, not only technological aspects but also issues related to public procurement process improvement are considered. As an analysis and design approach, object oriented methodology was chosen and UML was used. Java as a development language was preferred because the resulting system is expected to be portable. This study also puts forward propositions as to how the government should perform direct purchases to ensure that both public and private sector benefit from e-Procurement to achieve full value.

This dissertation aims at analyze the Engineering, Procurement and Construction Agreement (EPC) and its use as standard form, as presented by the International Federation of Consulting Engineers (FIDIC). The work is divided in two parts. The first, to verify the adequacy of construction agreement (empreitada) rules to the EPC agreement and the possible need for specific ruling on this matter. Analyzes the legal framework of construction agreement (empreitada) stated on Brazilian Civil Code, drawing a parallel with the main characteristics and differences between construction agreement (empreitada) and the EPC from its legal and economic perspective of project finance. The second part analyzes the main characteristics of the FIDIC’s EPC standard form, known as Silver Book, and its application in Brazil considering the peculiarities of our legal system.
Esta dissertação de mestrado visa analisar os contratos de EPC (Engineering, Procurement and Construction) bem como sua utilização em padrões ou formulários, tal como o apresentado pela Federação Internacional de Engenheiros Consultores (FIDIC). O trabalho está dividido em duas partes. A primeira tem como objetivo verificar a adequação das normas da empreitada ao contrato EPC e a eventual necessidade de regramento específico sobre a matéria. Analisa-se o regime jurídico do contrato de empreitada do Código Civil de 2002, traçando um paralelo entre suas principais características e diferenças em relação ao EPC considerando o modelo de project finance como seu racional jurídico. A segunda parte analisa as principais características do contrato EPC no padrão FIDIC, conhecido como Silver Book, e sua aplicação no Brasil diante das peculiaridades de nosso sistema jurídico.

Abstract:
This study aims to investigate factors affecting the adoption of e-procurement in Saudi Arabian SMEs. The study adopted the Gunasekaran and Ngai (2009) model as a theoretical framework and foundation for the research to investigate current status and readiness, perceived benefits, perceived barriers, perceived critical success factors and perceived future organisational performance. Through an extensive literature review and detailed data analysis, the study extended the model to incorporate perceived cultural and external factors that were found to be necessary for the adoption of e-procurement in Saudi Arabian SMEs. Through case studies and AHP analysis, the proposed model elements were validated and prioritised in the Saudi Arabian context. Three different methods were adopted for data collection. First, an exploratory study was conducted to understand the current status of e-procurement and provide an overview of the factors that affect the adoption of e-procurement using the Gunasekaran and Ngai (2009) model. Second, a detailed survey was conducted to find the relative importance of various factors related to each of the five elements of the Gunasekaran and Ngai (2009) model. Third, detailed interviews were conducted across four selected SMEs to gain an insight into the factors that affect the adoption of e-procurement. The results of the exploratory study were helpful in identifying perceived factors that affect the adoption of e-procurement. Detailed survey analysis using AHP validated the theoretical framework and the relevance of the factors of the Gunasekaran and Ngai (2009) model. However, some of the factors were found to be more important than in the Gunasekaran and Ngai (2009) model, while others were less important. Results of the qualitative study (interviews) found additional factors that were relevant to each of the five elements of the GN model. They further suggested that “Current e-procurement activities” was an additional factor in the “current status and readiness” element and “Increased transparency” was an additional factor in the “perceived benefits” element. Similarly, the analysis of the qualitative results found two additional factors in the “perceived barriers” element (i.e. absence of e-procurement specific laws and regulations and lack of trust in the electronic transfer of funds), three additional critical success factors (i.e. cost-benefit analysis of the solution, technical maturity of the marketplace and user-friendliness of the solution) and two additional factors in perceived future organisational performance (i.e. strategic alliance and networking and knowledge management and data warehousing). Further, analysis of the qualitative findings revealed two additional elements (i.e. perceived external and perceived cultural factors). The study thus suggests that organisational culture, cultural inertia and business culture of the country are three important cultural factors that are perceived to affect the adoption of e-procurement, while government support, having one’s own postal addresses and delivery services, providing secure and trustworthy online payment options, low cost and high speed internet connection, suppliers’ willingness and readiness, pressure from competitors, policy and regulations are the seven important perceived external factors that affect the adoption of e-procurement in Saudi Arabian SMEs. The results of the qualitative data analysis led to the development of an extended Gunasekaran and Ngai (2009) model to incorporate perceived culture and perceived external factors. The study has significant implications in terms of further e-procurement research for SMEs in Saudi Arabia and also its adoption in the developing world in general.

Electronic commerce is increasingly applied in commercial fields, no exception to construction procurement process. But coming with it, also creates many problems, many of them remain as hot issues for both researchers and stakeholders in industries and have not been solved, though enormous efforts have been offered from different parties involved, among which, ethics in e-commerce enabled construction procurement process stays on top of all. This thesis investigates ethical issues related to the e-commerce application in the construction industry. Research methods used in this study include a thorough literature review, a questionnaire survey, interviews and a case study. These studies were conducted in August 2004. The samples studied in my thesis included a group of 30 experienced construction professionals who were attending a MBA distance learning programme offered by The Hong Kong Polytechnic University in Beijing. Through these studies, various construction ethical issues such as computer ethics and corruption in the e-commerce enabled construction procurement process are thoroughly discussed and patterns of ethical behaviors were identified. Specifically, through the questionnaire and interviews, it was identified that the majority of the respondents (70%) agreed that ethical atmosphere is almost nonexistent in the China construction industry. The majority (78%) also agreed that there was only a little ethical awareness. However, the majority of respondents (51%) believed that there is a positive relationship between ethical behavior and long-term profitability of the company. On the other hand, the respondents' views were divided when judging the relationship between ethical behaviour and short-term profitability as 40% believed the relationship between ethical behaviour and short-term profitability of the company was uncritical, while 43% believed there was a strong relationship between them. The majority of respondents (63%) also confirmed that ethics was never discussed with companies. When asked on the difficulties encountered in developing a strong ethical awareness in the company, respondents cited various reasons including the lack of support from senior management; prevailing trend in the industry, negative impact on long-term and short-term profitability. The majority of respondents (90%) also chose "keep silent" when asked if they spotted unethical behaviors. Finally, the majority of respondents (90%) believed that unethical behaviors increase the cost of procurement by at least 10%. The interviews and case study reinforced the findings and revealed reasons for the ethical behaviors in China construction industry. Based on these findings, this study has proposed several remedial measures in order to prevent unethical behaviors. In addition, scope for further research is also identified.

This research investigated the issues behind the slow intake of electronic tendering in construction. The study found that organisations are not ready for certain aspects that affect their readiness for electronic tendering. The researchers developed model includes a new hypothesis that could improve the organisation's readiness. The model has been empirically tested in Saudi Arabia. The results confirm that the hypothesis has the most important effect on the organisation readiness toward the uptake of electronic tendering.

Abstract:
The purpose of this thesis is to propose a standardization model for the purchase process of legal professional services leveraging e-Procurement and to validate the benefits brought by the implementation of both, an e-Procurement tool and a new procurement process. The hypotheses of this thesis are applicable to the procurement of legal professional services of large companies with a central legal department in charge of managing the relations with different legal firms (legal services suppliers). The information presented was gathered in a large global manufacturing company with strong presence in Europe. The procurement of legal professional services throughout the entire organization was analyzed and validated by central legal department based in the headquarters. An innovative model for the procurement of the legal services has been proposed based on different findings in the current literature. Also, a model developed by Ronchi et al. was leveraged to quantitatively measure the benefits brought by the implementation of e-Procurement. The model was implemented in the organization with the help of central purchasing and legal departments. The results showed it is possible to standardize the operative procurement of legal professional services for end-users to perceive the same process as the one used for direct purchases of office supplies. In order to accomplish this, some roles and an important transformation within the organization must be carried out. A general model to implement a comprehensive procurement process leveraging e-Procurement is presented in this study. The conclusions are that the specialized procurement literature focuses very little on service procurement standardization and even less in legal professional services or process standardization through e-Procurement, and thus this study and the model introduced might work as a starting point for professional practitioners or academic researchers alike. Further research topics are suggested at the end of this study to continue research on this topic.

O e-procurement prossegue o objetivo de introduzir um maior rigor e celeridade em matéria de contratação pública tendo em conta a relevância da atividade administrativa contratualizada bem como da indispensabilidade de controlo da despesa pública. Mas para isso exige-se que a administração pública, através dos seus agentes de decisão e operacionais, esteja recetiva às mudanças que o e-procurement obriga e que tenha a visão estratégia harmonizada com o inovação que o termo electronic pretende introduzir nas práticas de procurement tradicionais, nomeadamente não acolher o e-procurement como apenas mais um projeto de tecnologia. A dissertação analisa a complexidade da inovação tecnológica que o eprocurement introduziu nas práticas de procurement tradicionais, através de um estudo à realidade autárquica portuguesa. A metodologia de investigação desenvolve-se através de um inquérito que permite construir um cenário de como o e-procurement foi acolhido nas Câmaras Municipais. Esta metodologia permite avaliar a evolução das Câmaras Municipais ao nível dos modelos e estratégias de inovação e impactos na própria estrutura organizacional. A dissertação sugere que os efeitos da inovação por Decreto mostraram-se muito relevantes a vários níveis. A administração pública local não revelou a capacidade necessária para construir respostas que permitam explorar favoravelmente o novo paradigma. A adoção de uma nova metodologia de trabalho revelou-se uma tarefa incompleta face aos desafios e hábitos que invadem as rotinas diárias das Câmaras Municipais; ABSTRACT: The e-procurement as a factor of innovation and decision-making support tool: the municipal paradigm. Traditional procurement practices are characterized by being based on paper, fragmented, and for allowing public purchases without contractual procedures and absence of monitoring of public expenditure. The e-procurement aims to introduce greater rigor and swiftness in the process of public procurement by taking into account the relevance of the contractualized administrative activity and the necessary control of public spending. For this to happen, it is required the the public administration to be receptive to changes required by the e-procurement process and the decision makers be tuned with the strategic innovation goal that the term electronic intends to introduce to the traditional procurement practices, particularly not understanding e-procurement as just another technology project. This study analyzes the complexity of the technological innovation occurred in traditional procurement practices of the Portuguese town halls as a result of the implementation of eprocurement. The study uses a survey specifically designed to capture the way eprocurement has been implemented by the town halls. This methodology allowsthe assessment of the organizations’ models, innovation strategies and impacts on organizational structure over time. The study suggests that the effects of innovation by law might be highly relevant at various levels. Local governments have not shown the ability to to fully exploit the advantages of the new paradigm. The adoption of new working methods has proven to be insufficient to face the challenges and habits pervading the daily routines of municipalities.

Supplier networks today are seeing a complete redirection in their purpose from a decade ago. Supplier networks focused originally on transaction-oriented exchanges for sending purchase orders electronically. However, based on the current increased need to understand business risks, supplier networks are demonstrating a clear shift in emphasis from establishing “transaction-based focus” relationships towards the evolution of network platforms. The Aberdeen Group (2011) demonstrates that 76 per cent of supplier networks increasingly are being used to identify new suppliers and market opportunities. Moreover, with social-networking features similar to Twitter, LinkedIn and Facebook (which are very recent phenomena), supplier networks have become more important in their role of spending management based on the ability to help organisations identify new suppliers while sharing information with other buyer organizations. Therefore, analysing data from supplier networks today has become a necessary strategy for optimizing transaction-focused procurement, in addition to improving supplier relationships. With this in mind, the Social Media Domain Analysis (SoMeDoA) framework has been developed to facilitate the decision-making process for selecting flexible suppliers within the e-procurement-based marketplace and apply it to a real set of data gathered from two social-networking sites (Twitter and LinkedIn). The research contributes a rigorous method that analyses effectively domain concepts and relations between notions from social networks and builds the domain ontology. The effectiveness of the framework, in analysing domain and relations, is evaluated by its application to varying datasets gathered from social networks, including the pharmaceutical domain. This model extrapolates findings from stages in the research and marries elements from various papers and frameworks therein, in order to produce a guideline model for organisations seeking a suitable supplier with whom to work. The results of the evaluation are encouraging, and provide concrete outcomes in an area that is little researched.

Nell'ambito degli approvvigionamenti l'azienda sente la necessità di ristrutturare e digitalizzare il processo di richiesta di offerta (RdO) ai propri fornitori, al fine di consentire alla funzione di acquisti di concentrarsi sull'implementazione della strategia aziendale più che sull'operatività quotidiana. Si procede quindi in questo elaborato all'implementazione di un progetto di implementazione di una piattaforma specifica di e-procurement per la gestione delle RdO. In today's competitive business world, it is important for decision makers to have access to decision support tools. One of these decision making areas is supplier selection in e-procurement. Supplier selection is a multi-criteria decision making process that deals with the optimization of conflicting objectives. If it is not supported by a system, this would be a complex and time consuming process. In spite of the fact that the term "supplier selection" is commonly used in the literature, few efforts have been dedicated to develop a system based on any of these methods. In this thesis, we propose a web based supplier selection decision support system based on the fuzzy analytic hierarchy process (AHP) method. To validate our choice of the Fuzzy AHP model and also to validate the conceptual design of our supplier selection decision support system, we conducted a case study in a local hospital.

Background Supply chain integration is a prevailing issue of current research and influences the competitive advantage of companies significantly. However, construction industries are argued to be the least integrated supply chains of all due to their complexity. e-Procurement is one way to improve integration in a supply chain and has currently been implemented by some actors in the Swedish construction industry. Purpose The purpose of this thesis is to evaluate outcomes achieved and challenges encountered when implementing e-Procurement in the Swedish construction industry in order to generate contributions to literature considering the detected research gaps. Method This study has been carried out according to an abductive approach given its flexibility to simultaneously review existing theory when analyzing the empirical findings. However, outcomes achieved and challenges encountered when implementing e-Procurement in the construction industry, in particular in Sweden, lacks considerably in scientific literature. Thus, an exploratory and qualitative study has been conducted in order to assess the phenomenon in a new light and generate knowledge. The empirical findings have been collected in a single holistic case study of a supply chain in the Swedish construction industry which recently has implemented e-Procurement. The empirical data emanates from semi-structured face-to-face interviews which have been conducted with nine respondents from five different organizations operating in the Swedish construction industry. The data has been analyzed using summarizing, categorizing and pattern matching. Conclusions The Swedish construction industry, at least the investigated supply chain, was and still is rather underdeveloped when it comes to electronic purchasing processes. However, the results of this study show that quite many outcomes and challenges with regard to e-Procurement are similar to other industries. Overall, 15 outcomes and five challenges have been detected for this supply chain. The implementation of e-Procurement in the Swedish construction industry faces positive conditions to be successful and has the potential to change routine working methods.

The importance of small and medium-sized enterprises (SMEs) to the economy is widely accepted. In addition to this, their characteristics of flexibility, lower costs, specialist products, responsiveness, innovation, localisation and high quality of services have been widely acknowledged. Nowadays, "Electronic procurement (e-procurement) has a far greater potential for cost savings and business improvement than online retailing or enterprise resource planning systems (ERP), and will permanently and fundamentally reform the way we do business in the future" (Neef, 2001). However, the adoption of e-procurement in SMEs is far behind their counterparts - the large corporations. As a result, it is essential to assist SMEs with the adoption of e-procurement to reach their full potential. In order to improve e-procurement adoptions in SMEs, several obstacles have been identified from the SME perspective, including limited expertise in procurement improvements and supply chain management, limited resources (e.g. skilled personnel, financial and technical capabilities, etc.), less business channels and opportunities, and lack of strategic frameworks for e-procurement implementations. In this respect, when SMEs attempt to deploy e-procurement technologies, it is fundamental for them to obtain adequate and effective external support from both their supply chain partners (i.e. buyers and suppliers) and intermediate organisations (e.g. governments, consultant companies, distributors, wholesalers, retailers, banks, academic institutes, etc.). In this research, case study method is utilised on the basis of qualitative research. Four case studies are deeply investigated. In the end, a holistic framework is established with a new way of thinking about how SMEs can obtain effective external support for efficient implementation of e-procurement applications across their relevant supply chains. To implement the framework, a new approach is applied and includes the identification of key players, their characters, roles, responsibilities required and relationships fonned based upon e-procurement projects. Meanwhile, the challenges have been identified when SMEs fonn relevant collaboration networks upon related eprocurement projects.

The evolution of Information Technology (IT) - principally the Internet - from the academic realm to the business arena has generated discussions concerning the impact of this process on existing business models. The Brazilian government has been working to adjust its legal framework in order to take advantage of the benefits the new business environment offers the public sector. The primary objective of this study is to identify the benefits accruing to the Caixa Econômica Federal, in terms of improved efficiency, from the implementation of its online shopping site, MRO (maintenance, repair and operation). Using a simplified case study methodology, an analysis of the strategic importance of the implementation of the Caixa Econômica Federal' 5 shopping site is provided, specifically focused on how the relevant technological, organizational, and cultural' aspects have influenced the efficiency of the institution's productive processes. While the results obtained are significant with respect to investmentrecovery time, and promising in terms of the possibilities they offer for reducing the institution's administrative costs, of greater relevance is the site's potential as a mechanism for adding value to the bank's financiai performance. In this context, the Caixa Econômica Federal's challenge is to wed the market opportunities arising from the expertise that has been acquired to the idle capacity generated by productivity gains, and, in this way, to develop a product that provides vast revenue generating potential.
A evolução da Tecnologia da Informação (TI) - mormente da Internet -, deslocando-se do meio acadêmico para a área de negócios, tem gerado discussões sobre seu impacto em modelos de negócios existentes. O Governo Brasileiro vem adequando a sua base legal, de forma a aproveitar os benefícios que esse novo ambiente de negócios pode trazer à estrutura pública. Este trabalho tem como principal objetivo identificar os benefícios alcançados pela Caixa Econômica Federal, no que se refere a melhorias na sua eficiência, ao implantar o seu site de compras MRO (Manutenção, Reparo e Operação). Através de metodologia de estudo de caso simples, busca-se analisar a importância estratégica da implantação do site de compras da Caixa Econômica Federal, investigando como as dimensões tecnológica, organizacional e cultural influenciaram a eficiência de seus processos produtivos. Embora os resultados obtidos sejam expressivos em relação ao tempo de recuperação do investimento, e promissores em relação ao potencial de reduzir custos administrativos da empresa, um fator considerado extremamente relevante é que o site tem grande potencial para agregar valor à performance financeira do banco. Background: One of the major problems that organizations face today is how to bring home savings. E-procurement solutions can be a tool to reach efficiency and reduce costs within organization. One of the biggest spend issues companies wrestle with are indirect material, also defined as MRO products (maintenance, repair, operations).

Purpose: The thesis will examine why companies decide to implement an e-procurement solution and what their expectations are. The purpose of the research was to identify which the success factors are when implementing this type of solution. Eventual problems that may emerge during the implementation and benefits that the implementation might lead to, will also be presented.

Methodology: The thesis has a survey design which studies variables in an e-procurement implementation. The scientific perspective is positivistic and has a deductive approach. The sample contains customers to IBX which use the entire solution, from planning to follow-up. The data has been gathered through a post-questionnaire.

Result /Conclusion: When deciding to implement an e-procurement solution companies base this decision on a number of reasons. The most common reasons are to increase the internal efficiency and reduce the supplier base. There are also other encouraging reasons to the implementation which all concerns saving time and money. Once the decision has been made, expectations on the solution arise and companies expect the solution to bring benefits. Most common expectations are much alike the reasons concerning saving time and money on purchases of MRO-products. Besides the reasons and expectation companies must consider the critical success factors, both before, during and after the implementation. These factors will determine whether or not the implementation will be a success and they can be divided into factors that affect all companies and factors that just affect some. The key factors, affect all, are defining an e-procurement strategy, change management and training and education. Secondary factors will affect some companies, and depending on the situation organizations must take them into their perspective. These factors are i.e. well defined steering group and communication. If companies don´t consider the success factors problems may emerge, where change management is one of the most common problem. Public procurement is the government activity most vulnerable to corruption. Lack of transparency and accountability are recognised as a major threat to integrity in public procurement. Repeated findings by the Auditor- General(SA) on poor document management and lack of compliance with the Public Finance Management Act ( No1 of 1999) by the SCM units in departments of the Eastern Cape Provincial Administration necessitates the use of e-procurement for purposes of accountability and proper documentation of transactions. The study assessed the current status of e-procurement in the Eastern Cape Provincial government. This entailed an overview of IFMS, identifying its implementation and shortcomings. Also reviewed was implementation of the Logistical Information System ( LOGIS) in the Eastern Cape Provincial Administration (Department of Health) as its e-procurement platform, as well as e-procurement at the Department of Social development and Special Programmes .The status of government suppliers’ internet connectivity was also assessed.

Uma estratégia que as empresas têm adotado para enfrentar este novo cenário é a terceirização de atividades da cadeia de valores, fazendo internamente somente as atividades que as diferenciam, as chamadas competências centrais. Outra estratégia adotada pelas empresas têm sido a de fazerem as suas compras através da Internet, usando todo o potencial do comércio eletrônico. Todas estas mudanças tornaram as áreas e processos de compra mais importantes e complexos. Este trabalho de pesquisa visa propor um processo estruturado de compra estratégica, que, com o auxílio das ferramentas de compra eletrônica, ajude as empresas a enfrentar este novo cenário competitivo. Este processo será estruturado em oito fases interligadas com os mercados eletrônicos e as ferramentas de compra eletrônica. Adicionalmente, apresentaremos um estudo de caso da aplicação conjunta do processo de compra estratégica e das ferramentas de compra eletrônica, numa empresa brasileira.
The changes in world economy over the last years resulting from globalization, lifting of trade barriers, market deregulation, e-commerce expansion, among others, have made markets increasingly competitive. To face this new scenario, companies have adopted the strategy of outsourcing value chain activities and only the activities that differentiate them - called core competencies - are carried out internally. Companies have also adopted the strategy of purchasing through the Internet, making use of the enormous potential provided by the e-commerce. All of these changes increased the importance and complexity of purchasing areas and processes. The objective of this research is to propose a structured process for strategic sourcing, which combined with the e-procurement tools, will help companies face this new competitive scenario. This process is structured in eight phases interconnected with the e-marketplace and e-procurement tools. In addition, a case study will be presented, involving the joint use of strategic sourcing process and e-procurement tools in a Brazilian company.

This thesis aims to predict the impact of trust on customer adoption of e-Procurement within the oil industry by extracting the moderating effect of trust with both the e-hub and the organisation. The primary constructs for capturing customer's adoption of e-Procurement were intentional to customer's management and on-line transaction behaviour. Following the social network theory, Vroom's theory, games theory and the theory of reasoned action (TRA), as applied to a technology-driven environment, this thesis describes a theoretical model (The Combined Trust Model) for investigating these main research questions: What constitutes trust in e-procurement? How is the strategic adoption of e-procurement cut across cultures? What are the impacts of trust on the adoption of e-procurement in the oil industry? To what extent is trust a moderator of behaviour measured in terms of both the organisation and customers? What factors influence the level of customers trust in e-Procurement? What could cause users to leave the adoption of e-Procurement? Based on the Combined Trust Model and research questions, a comprehensive set of hypothesis were formulated and a methodology for testing them is outlined. Some of the hypotheses were tested empirically to demonstrate the applicability of the Combined Trust Model. The findings indicate that WOM referrals, structural assurances and the tendency to trust were major positive determinants to e-Procurement adoption. As an extension, we explored e-Procurement manager's paradigms from different oil companies whose aim were to discuss the practices, successes and standards of e-Procurement within a forum, by conducting an interview process. The findings from the interview process revealed that perceived risk could reduce e-Procurement adoption. Furthermore, we performed an experimentation to determine the most used e-Procurement technology solution within the oil industry. We were also engaged in a participant observation process, to determine if cultural complexities could be an issue with the a-adoption and retention of e-Procurement transactions. The results revealed that SAP is the most used technology solution, seconded by ARIBA and the findings of the participant observation process indicates there could be cultural issues with e-Procurement adoption and retention but appropriate change management protocol supported by effective communication could enhance the e-Procurement transaction within the oil industry.

Nesta ótica esta dissertação diz respeito à implementação de sistemas e-business, em específico de sistemas e-procurement, onde se procura explorar os benefícios e as barreiras decorrentes da implementação deste tipo de ferramentas. Para esta dissertação foi apresentado um estudo de caso com base numa empresa de prestação de cuidados de saúde, a Luz Saúde, tendo por base entrevistas com um dos responsáveis pela plataforma de e-procurement da empresa. Por fim, as conclusões revelaram que a empresa em estudo apresentou bastantes melhorias ao nível operacional, financeiro, entre outros, visto que os benefícios superaram as barreiras que surgiram durante o processo de implementação.
The Globalization with the growth of competitiveness led to new challenges for companies. Today, companies need to be constantly changing to keep up with competition. Thus, the automation of processes is essential to achieve greater efficiency and reduce costs especially when we are talking about the procurement department of any company. This study deals with the implementation of e-business systems, specific e-procurement systems, which seek to explore the benefits and barriers resulting from the implementation of such tools. This thesis presents a case study based on a provision of health care company, Luz Saúde, based on interviews with those responsible for e-procurement platform of the company. Finally, the findings revealed that the company found enough improvements in operational area, financial area, among others, and the benefits overcome the barriers that existed during the implementation process.

In the late 1990s, early 2000s, academic literature considered electronic marketplaces as a game changer in truck transportation services procurement. Early enthusiasm was followed by skepticism regarding e-marketplaces' usefulness and the popularity of e-marketplaces appeared to wane both in industry and in academic literature. However, recent sources argue that almost half of the freight currently transported by truck in the USA is subject to transactions conducted in e-marketplaces. This dissertation intends to fill a gap in the academic literature by showing that truck transportation e-marketplaces necessitate renewed dedicated research efforts, by exploring the strategies implemented by e-marketplaces in this specific industry and by linking these strategies to marketplaces' performance. First, transportation and non-transportation e-marketplaces are compared in chapter 2 with regard to their usage of mechanisms designed to generate trust among users. Results show that truck transportation e-marketplaces use these trust mechanisms differently than non-transportation e-marketplaces, which supports a call for research on e-marketplaces in the specific context of truck transportation services procurement. In chapter 3, a database inventorying the usage of 141 features by 208 e-marketplaces is then created to initiate the empirical exploration of these specific e-marketplaces. Thanks to that database, a new typology (a way of classifying objects based on several simultaneous classification criteria) is developed in chapter 4 that identifies three main truck transportation e-marketplace strategies (two with sub-divided into two sub-strategies). The typology provides a state of industry and puts in perspective the specificity of truck transportation e-marketplaces with regard to their structure along 11 dimensions known to the general e-marketplace literature. Finally, the link between e-marketplace strategies and performance is investigated in chapter 5. Performance is measured with three traffic metrics: number of unique visitors per day, number of page views per day, and website ranking. Results show that third-party-owned e-marketplaces that provide auction mechanisms with a fairly high level of user decision and transaction support are more successful than other e-marketplaces. This dissertation provides a picture of existing e-marketplaces for the procurement of truck transportation services, challenges components of existing theories and provides ground for further research.

I en omgivning som ställer allt högre krav på korta ledtider, hög kvalitet och en hög grad av flexibilitet har synsättet på inköp och anskaffning av varor som en strategiskt viktig funktion och kostnadsdrivare fått stor utbredning inom de flesta branscher. I takt med att den teknologiska utvecklingen under de senaste två årtiondena har tillgängliggjort internetbaserade lösningar för att ta emot och lägga order och söka lämpliga leverantörer har intresset för e-procurement-system ökat allt mer. Även Sveriges offentliga organisationer har uppmärksammat de potentiella effekter som ett införande av ett dylikt system kan medföra. Forskningen på området är dock sparsam och den forskning som är tillgänglig berör främst privata företag i tillverkningsbranschen. Syfte: Att identifiera och beskriva effekterna av att implementera ett e-procurement-system i en offentlig organisation samt jämföra om dessa överensstämmer med de effekter som presenteras i forskning utförd på privata organisationer. Metod: I arbetet har en kvalitativ fallstudie av Växjö kommun genomförts. Empirisk data har samlats in genom semistrukturerade intervjuer med dels inköpare ute på Växjö 3 kommuns enheter men också med en anställd centralt i kommunen som ansvarar för e-handeln. Teoretisk data har samlats in genom litteraturstudie. Slutsats: Många av de effekter som finns presenterade i det teoretiska ramverket kunde även identifieras inom Växjö kommuns verksamhet. Resultaten visar att Växjö kommuns inköpare generellt spenderar mindre tid på inköpsrelaterade aktiviteter än vad de gjorde innan implementationen av e-procurement-systemet INES. Det uppmärksammades dock att tidsåtgången för dessa aktiviteter kunde reducerats ytterligare om integreringen av leverantörernas lagersaldo och prisinformation hade fungerat bättre. Från centralt håll har bättre kontroll och överblick över inköpen erhållits sedan implementeringen av INES och mängden administrativt arbete har reducerats kraftigt.

Um número cada vez maior de empresas está utilizando e-procurement (EPT) em seus processos de aquisição de materiais. Essas empresas buscam aumento de competitividade através da redução dos custos administrativos, redução do preço de compras, aumento de eficiência, melhor visibilidade de gastos, entre outras vantagens. Um dos problemas encontrados para o uso de EPT se relaciona aos fornecedores, que muitas vezes possuem dificuldade em cooperar, falta de infraestrutura, imaturidade tecnológica e resistência em absorver custos extras. O objetivo desse trabalho aplicado é estudar as dificuldades e os motivadores de fornecedores de MRO (manutenção, reparo e operação) no mercado brasileiro para utilização de e-procurement nas transações negócio-a-negócio (B2B) com seus clientes. Um segundo objetivo é elaborar uma lista de recomendações para facilitar o engajamento dos fornecedores no uso dessas ferramentas. O primeiro passo para atingir esse propósito foi revisar a literatura existente a respeito do processo de compras de MRO, sobre e-procurement, incluindo dificuldades e motivadores para sua utilização. A seguir foi realizado uma pesquisa exploratória qualitativa com estudo de casos múltiplos com fornecedores de MRO que utilizam o EPT no relacionamento comercial com seus clientes. As informações coletadas a partir do estudo de caso foram analisadas e comparadas com a literatura existente, gerando quatro proposições que podem ser estudadas futuramente. Como contribuição prática, a partir das informações obtidas foi elaborada uma lista de recomendações que pode ser utilizada por profissionais de empresas compradoras, consultorias, provedores de soluções de tecnologia de informação, além dos próprios fornecedores, para reduzir as barreiras e melhorar a eficiência de uso dessas ferramentas, beneficiando toda a cadeia com ciclos mais rápidos e menores custos.
An increasing number of companies are using e-procurement (EPT) in their purchasing processes. Their goal is to increase competitiveness through the reduction of administrative costs, lower purchasing prices, increase efficiency and improve spend visibility. One of the problems found for using EPT is related to suppliers which sometimes have difficulty to cooperate, lack of infrastructure, technological immaturity and resistance for bearing extra costs. The goal of this master's thesis is to study the difficulties and motivations for MRO (maintenance, repair and operation) suppliers in the Brazilian market for adopting eprocurement in their business-to-business (B2B) transactions with their clients. A second goal is elaborate a list of recommendations to increase supplier engagement in the adoption of these tools. The first step to achieve this goal was a literature review about MRO purchasing process, e-procurement, including barriers and motivations for both buyers and suppliers. After that it was performed an exploratory qualitative research using multiple case study with MRO suppliers that use EPT in their commercial transactions with clients. The data collected from the case study was analyzed and compared with existing literature generating four propositions that can be studied in the future. As a practical contribution, based on the evidence collected it was also prepared a list of recommendations for professionals of buying companies, consultancy groups, IT solution providers, besides the suppliers, in order to mitigate barriers and improve efficiency for using those tools, benefiting the whole chain with faster cycles and lower costs.

This study intends to identify, within the framework of the Diffusion of Innovation (DOI) theory, an e-procurement adoption pattern in an emerging economy that will be applied in the government sector of the United Arab Emirates (UAE). The UAE is a small country in the Middle East that has an open economy with a high per capita income and a sizable annual trade surplus. It consists of seven states or "Emirates", most of which have their own e-government sites though they vary in their levels of sophistication. The literature review investigates the work related to the identification of factors that influence adoption of innovations in e-government and e-procurement; the scope is then narrowed down to the practice of complex information systems in relation to e- procurement. Prior research into the adoption of e-procurement is then examined in detail to determine which factors have particular significance. A review of diffusion of innovation theories and approaches supported by these theories is conducted to clarify how users of e-procurement can be best supported through governmental strategies. The research defines the current e-procurement environment in the UAE as a domain context for the emerging economy. The research addresses the problem of the lack of a rigorous way by which the governmental units adopt e-procurement for efficiency and effectiveness. A method is devised after identifying the factors that drive the successful e- procurement adoption in the UAE and the relative impacts of these driving factors. A development of the method is endorsed by using case studies, a survey questionnaire, and semi-structured interviews. The data collected are analysed by using two types of statistical inference to carry out the hypotheses test: one way is the analysis of variance (ANOVA), and the other is the T-test by means of two independent samples. The method is validated internally by using pattern matching and externally by using focused interviews. It is expected that the method will be disseminated in the government units in the UAE. The findings of the study show that the use of e-procurement is becoming more widespread in the UAE. The UAE has been ranked 49th out of 184 with a total e- government index of 0.535 against a world average of 0.441 in the UN e-government 2010 survey. A comparative analysis of the survey shows that the UAE has an online services index of 0.251 against a world average of 0.286; an infrastructure index of 0.543 against a world average of 0.236; a human capital index of 0.819 against a world average of 0.797; and an e-participation index of 0.129 against a world average of 0.205. The development trend of the e-government readiness index of the UAE is changing between 0.4736 and 0.5349 in the period from 2004 to 2010. The strongest e-readiness factors in the UAE are the infrastructure and human capital and the weakest factors are the e-participation and online services. The infrastructure and human capital are the leading factors in technology development. However, the adoption of e-government is different from state to state within the UAE, for several reasons including leadership, management, infrastructure, and human factors that vary across this heterogeneous country. Thus several factors affect the diffusion of e- government in one state more than in another. A sample study was conducted, consisting of 170 persons who were selected from the purchasing departments of organisations that have e-procurement systems in their work in the UAE, and their characteristics and patterns of e-procurement adoption are depicted. In order to investigate whether there is any effect by each of the components of individual readiness and/or organisation readiness on e-procurement adoption characteristics, several tests are conducted. The e-procurement adoption characteristics are measured in five groups: relative advantage, compatibility, ease of use, triability, and observability. The Individual Readiness components are measured in two ways: by measuring the basic computing knowledge, and measuring the individual category according to Rogers' model. It has been found that most of the individuals in the sample (99.4%) have basic computing knowledge. The individual categories include 15.3% laggards, 32.4% late majority, and only 4.1 % innovators. In order to explore the effect of Individual Readiness on the e-procurement Adoption, ten preliminary hypotheses are tested. The results show that there are difference among age classes, education levels, the category of using new technologies, those who have spent more years in service, those who have or do not have a computer qualification, classifying decision classes, those who have or have not attended training courses in the area of e- procurement, annual salary classes and those who have or have not attended training courses in the area of e-procurement before implementing it, in their responses on the impact of e-procurement. At the same time the results show that there are no differences among genders in their responses on the impact of e-procurement, In order to explore the effect of Organisation Readiness on the e-procurement Adoption, five preliminary hypotheses are tested. The results show that there is no difference among locations of organisations, in their responses on the impact of e-procurement, At the same time the results show that there are differences between local and federal participants, between applying an electronic procurement system and the old traditional way of purchasing, and between those who welcomed and showed enthusiasm towards implementing the adopted e-procurement system, and those who did not, and classifying category classes, in their responses on the impact of e-procurernent. The results of testing these fifteen preliminary hypotheses guide the development of a Structural Equation Model (SEM) that depicts the causal relationships among factors affecting e-procurement adoption in the UAB. The SEM assumes that the "Organisational Readiness" and the "Perceived Attributes of e-procurement Usage" predict the "Successful Implementation of e-procurement." The model explains 77% of the latent variable "Successful Implementation of e-procurernent," with a satisfactory model fit. A larger sample size is recommended whenever it is available. The SEM model results verify the following hypotheses: (1) Organisation Readiness has a significant positive effect on the e-procurement Successful Implementation, which is not rejected, (2) Perceived Attributes have a significant positive effect on the e-procurernent Successful Implementation, which is not rejected, and (3) Organisation Readiness and Perceived Attributes are positively correlated, which is rejected. The rejection of the third hypothesis, that Organisation Readiness and Perceived Attributes are positively correlated, shows that as the Perceived Attributes increase, the efforts for improving Organisation Readiness decrease. The two factors meet together at the point of successful adoption. The SEM results show that the Individual Category and the Availability of Information and Communication Technology Facilities (ICTF) have the highest impact on Organisational Readiness but the Pre-preparing and training factor has less impact on it. The ratios of the three observable variable impacts are 0.97: 0.94: 0.65. The impact of the relative advantage of using e-procurement and the compatibility of e- procurement with the system do not go along with the impacts of Ease of Use, Observability and Trialability on the Perceived Attributes of using e-procurement, The relative impacts of Ease of Use, Observability and Trialability on the Perceived Attributes of using e-procurement are 0.83: 0.96: 0.87. The Individual Satisfaction reflects the Successful Implementation of e-procurement more than the Organisational Satisfaction does. These results can guide the development of governmental policy for successful e- procurement implementation in the UAE as well as other similar countries. It will encourage more research into the area and influence the governments of emerging economies to make appropriate strategic decisions to improve the level and rate of successful adoption of e-procurement systems in their countries.

My thesis covers the electronic procurement currently existing, mainly the nonproduction purchase part of it. Since all companies make non-production purchase, this thesis reaches different sectors of the industry. Non-production procurement includes maintenance, repair, and operation, common called MRO, as well as service and outsource purchase. This work is also recommended for those who are interested in a general e-procurement, in an integrated supply-chain management over the Internet, in a Just in Time application, in a vertical and virtual integration, and in a business-to-business e-commerce application. My main goal is to help those who are interested in using e-procurement understand what the industry is doing, what kind of technology is available, and provide a model for implementation. In order to achieve those goals this work is divided into two main parts: An Industry Analysis and an Implementation Plan. The industry analysis covers the three major software providers in the actual US market: Ariba, Commerce One, and Oracle. The work is illustrated with a case study in order to provide a better understanding of the benefits and challenges faced by those who are deploying e-procurement. The implementation plan focuses on a strategy to be followed in order to install eprocurement in the service industry. A Brazilian bank, Itau, is used as an example to develop the plan, since Itau is a large corporation with national presence in South America.

It is not easy to apply XML in e-commerce development for achieving interoperability in heterogeneous environments. One of the reasons is a multitude of XML-based Frameworks for Internet Commerce (XFIC), or industrial standards. This thesis surveys 15 frameworks, i.e., ebXML, eCo Framework, UDDI, SOAP, BizTalk, cXML, ICE, Open Applications Group, RosettaNet, Wf-XML, OFX, VoiceXML, RDF, WSDL and xCBL.

This thesis provides three models to systematically understand how the 15 frameworks meet the requirements of e-commerce. A hierarchical model is presented to show the purpose and focus of various XFIC initiatives. A relationship model is given to show the cooperative and competitive relationships between XFIC. A chronological model is provided to look at the development of XFIC. In addition, the thesis offers guidelines for how to apply XFIC in an e-commerce development.

We have also implemented a B2B e-procurement system. That not only demonstrates the feasibility of opensource or freeware, but also validates the complementary roles of XML and Java: XML is for describing contents and Java is for automating XML documents (session handling). Auction-based dynamic pricing is also realized as a feature of interest. Moreover, the implementation shows the suitability of e-procurement for educational purposes in e-commerce development.

The thesis aims to provide a way to identify better matches between buyers and suppliers who are using an e-procurement platform provided by a US based worldwide online market company. The goal is to enhance the shopping experience of the clients, increase the retention rate and grow the customer base of the company. We establish two logistic regression models. The first model is to predict the probability of suppliers winning an RFQ (request for quote). From the calculated probabilities, we are able to rank all the suppliers and tell the buyers who may be the most qualified providers for them. Also, the suppliers will be aware of their odds of winning among all the competitors. Our model shows that price is the most decisive factor for winning, and geography and prior business relationships with the buyer are also important. The second model is used to estimate the probability of successfully awarding an RFQ. We model how likely the RFQ is to be awarded by the buyer. Such information will be especially helpful to suppliers. The process of the RFQ and the relation and intention of the buyer seem to be the most influential factors.

A crescente globalização e o surgimento da internet conduziram ao aparecimento de novos desafios às empresas. Assim, estas necessitam de estar constantemente recriarem-se de forma a obter vantagem competitiva e diferenciarem-se dos seus concorrentes. Para as áreas de compras, a implementação de ferramentas de e-procurement pode assumir um papel preponderante no que se refere a obtenção de maior eficiência. Este estudo apresenta um estudo de caso numa empresa do setor bancário procurando analisar os benefícios e barreiras inerentes à implementação do e-procurement bem como em que medida é que a implementação destes sistemas afetaram os relacionamentos com fornecedores. Conclui-se que a empresa apresentou bastantes melhorias quanto à redução de custos, acesso a um número mais alargado de fornecedores, melhor coordenação e maior transparência nos processos, e que os benefícios superaram as barreiras que emergiram da implementação do e-procurement. O impacto que a implementação destes sistemas teve nos relacionamentos com os fornecedores foi pouco significativo porque embora se verifique a automatização dos processos, os relacionamentos cliente-fornecedor são baseados em confiança.

They need to constantly recreate themselves in order to obtain a competitive advantage and differentiate from their competitors. For purchasing areas, the implementation of e-procurement tools can take a leading role in terms of achieving greater efficiency. This study presents a case study in a banking sector’s company which analyzes the benefits and barriers inherent to the implementation of e-procurement, as well as the extent to which the implementation of these systems affected relationships with suppliers. It is concluded that the company has presented considerable improvements in cost reductions, access to a larger number of suppliers, better coordination and greater transparency in the processes, and that the benefits have overcome the barriers that have emerged from the implementation of e-procurement. The impact that the implementation of these systems had on the supplier relationship was not very significant because although there is automation of processes, the customer-supplier relationship is based on trust

Viešiesiems pirkimams yra naudojama apie 30 procentų nacionalinių biudžetų ir kitų visuomeninių lėšų, todėl racionalus ir taupus jų panaudojimas yra vienas iš svarbiausių valstybės valdymo tikslų. Net iki 75 milijardų eurų Europos sąjungos lėšų ir apie 250 milijonų litų Lietuvos biudžeto pinigų galima sutaupyti perkėlus viešuosius pirkimus į elektroninę erdvę. Public procurement system is a very important part of economy of every European country. National budgets spend almost 30% of its money on public sector procurements as well as other public spending. That is why it is very important every country has a goal of spending its money rationally and cutting its costs as much as possible. It is believed that the new e-procurement system would save at least 75 billion euros in Europe, and around 250 million litas of Lithuanian budget. The basis of public e. procurement law is set in the directory of European Parliament and Council, 2004/17/EB (directory of public procurement, water, energy, transport and post services coordination), and 2004/18/EB (directory that coordinates work services, goods and public sector procurement agreements). All these above mentioned directories are provided in Public Procurement law of Lithuania, on December 15, 2005. All European Union countries are undergoing the process of implementing public e. procurement system. New information systems of public procurement, central Web portals, the Procurement Monitoring Bureaus are being created. On 2004, April 25, EU Commission has set a goal in Communique of implementing a plan of action of public e. procurement system until 2010 in Europe. The goal of the presented thesis is to screen market and to assess the Procurement application solutions provided in cloud with focus on SMB companies. Understanding of Procurement process is base for identification of key functions and requirements on Procurement applications. Market research results in initial high level picture about the Procurement applications available with attention to cloud. Procurement applications assessment determines conclusions on market evolution and trends. The first part of the thesis introduces theoretical background of Procurement process and cloud computing. This part is completed by the list of key functions and requirements, of expected benefits, and of the steps that are important during assessment and selection of Procurement application in business. The second part investigates the Procurement application market and vendors. The screening is oriented on application features, client set, delivery models, and on other characteristics. Eight Procurement application solutions were selected for detailed assessment: Bellwether ePMX, Compleat Spend Control, Coupa, eBid eXchange, Ion Wave Technologies, PurchaseControl, Trade Interchange (ARCUS), and Xtenza. Assessment of the applications results in comparative data that are presented in predefined structure. The primary focus is on application features and Procurement functions supported. Other important evaluation categories are delivery models, security, underlying infrastructure, approval workflows, and commercials. Communication with application vendors contributed to the assessment. Since its creation, one of the European Union big premises is creating the proper conditions for their member states unification on several levels. Therefore, efforts have been carried out to unify the European Union into a single market. On the actual economic context, it is undeniable the information technology impact upon the way company conduct business, especially regarding buying and selling of goods and services. Thus, Vortal (Portuguese market leader on electronic procurement and having strong intentions to expand internationally, with its Vortal Next> platform), is closely following the strategic changes occurring within the European Union, regarding electronic procurement. A big change will happen by 2016, where all public procurement procedures will have to be carried out electronically by then. Under the referred measure, it is expectable for procurement platforms to be created, or at least, more users joining the existing ones. Having then more users on the market, it can be seen as a business opportunity, if there is a way to overcome the existing interoperability problems between procurement platforms. That would allow the users residing in a certain platform to be able to conduct business with users residing in other platforms on a transparent fashion. Having the need for a solution that solves the interoperability problem between procurement platforms, three E-Procurement Open Standards are analyzed and compared: cXML, XVergabe and PEPPOL. It is presented then the architecture of an integration solution, called Driving E-Procurement, where an Open Standard is used in order to attain interoperability between Vortal Next> platform and every platform using cXML. However, the solution is thought and design for the future possibility of integration with platforms using other Open Standards such as XVergabe or PEPPOL. With this kind of solution, it would be possible to bring the market entities together in a transparent, flexible and effective fashion.
Desde a sua criação, uma das grandes premissas da União Europeia é criar condições para a unificação, a vários níveis, dos seus estados membros. Consequentemente, muitos esforços têm sido feitos no sentido de unificar a União Europeia a nível do comércio. No actual contexto económico, ninguém poderá negar o impacto das tecnologias de informação na forma como as empresas conduzem negócios hoje em dia, nomeadamente na compra e venda de bens e serviços. Assim sendo, a Vortal está atenta às mudanças estratégicas, no contexto da contratação electrónica, na União Europeia. Uma grande mudança acontecerá em 2016, onde todos os procedimentos públicos de contratação, terão de ser feitos obrigatoriamente de forma electrónica. No âmbito da referida medida, é expectável que surjam no contexto da União Europeia mais plataformas de contratação electrónica, ou pelo menos, mais utilizadores a aderirem às plataformas existentes no mercado. Havendo mais entidades no mercado, esta situação poderá apresentar-se como uma oportunidade de negocio, se houver maneira de ultrapassar os problemas de interoperabilidade entre as plataformas e as entidades presentes numa determinada plataforma serem capazes de conduzir negócios com entidades noutras plataformas, apenas estando, cada entidade, registada numa plataforma. Havendo a necessidade de uma solução que permita resolver o problema de falta de interoperabilidade entre plataformas de contratação electrónica, são estudados e comparados três Open Standards de contratação electrónica: cXML, Xvergabe e PEPPOL. É apresentada uma solução onde um Open Stardard é peça fundamental para resolver o referido problema de interoperabilidade. Por fim, é apresentada a arquitectura de uma solução de integração, chamada Driving E-Procurement, onde é utilizado o Open Stardard de forma a atingir interoperabilidade entre a Vortal Next> e todas as plataformas que usem o cXML. Contudo, a solução está pensada e desenhada para que no futuro seja possível atingir interoperabilidade com plataformas que usem outros Open Standards, como o Xvergabe ou o PEPOOL. Desta forma, será possível aproximar as entidades no mercado duma forma transparente, flexível e eficaz para essas mesmas entidades.

The procurement function used to operate is not suitable for the supply chain management today. This study is trying to consider that how to create a new planning mode of procurement strategy under the e-procurement environment by the formation and change of procurement strategy in order to rising the procurement function of business. This study combined the theories exploratory and case study in the way of thinking the difference in the environment which can be refer to build up the planning mode of procurement strategy. The part of theory probing has been included the meaning of procurement, patterns of procurement strategies, formation and change of procurement strategy, supply chain management, and e-procurement. By these sections, we will understand how to adjust the planning of procurement strategy. In the case study, the research is on Taiwan IBM, Compaq, Hp and action by collection of static data and inductive analysis. Finally combine the results of theories exploratory and analysis of case study to be the authority of building reference model. This reference model provides the steps and the main point to consider that needs in the process of formation and change of procurement strategy. It includes the concepts of benefit sharing, collaboration of procurement partners, share of resource and information, and systems integration. These abstractions can be helpful on the top-down changes of procurement strategies for implementing basic purchasing operations by business and also help the business when they are facing the changing of the environment and the demand of collaborative supply chain management. This mode can be the authority of re-planning and readjust its procurement strategy.

O presente relatório intitulado “O Procurement e a Seleção de Fornecedores” tem como base o estágio curricular decorrido no âmbito do Mestrado em Gestão pela Faculdade de Economia da Universidade de Coimbra, realizado na STRA S.A. no período de Fevereiro a Junho. Numa fase inicial do estágio foram apresentadas as várias tarefas desempenhadas no departamento financeiro da empresa, havendo um foco especial no Processo de Procurement, ou seja, todos os procedimentos que envolvessem fornecedores, incluindo a sua gestão e/ou controlo e, posteriormente, a função compra.O objetivo principal do estágio passou pelo controlo da função compra, envolvendo dessa forma todo o Processo de Procurement que é necessário de realizar antes de qualquer aquisição de um produto e/ou serviço. Com isto, o contacto com os fornecedores, a troca de informação, a negociação, a análise dos mesmos e, por fim, o contrato, foram realidades presentes no meu dia a dia, que levaram à elaboração e, posteriormente, à implementação de um Processo de Procurement na Stratio.No sentido de melhorar o processo em vigor na Stratio, comecei por realizar uma revisão da literatura, através da qual verifiquei que não existe um consenso na definição do termo procurement e que a integração dos diferentes conceitos não está consolidada. Assim, procurei clarificar as diferenças entre supply management, buying e procurement. Com a revisão de literatura foi possível identificar possíveis modelos a utilizar na seleção de fornecedores. Com base nestes modelos, efetuei um teste numa situação real. Tendo em conta a literatura e os resultados da aplicação dos Modelos de Análise Matemática elaborei um Processo Interno de Procurement para a Stratio, que permitirá otimizar este processo.Além do meu contributo para o desenvolvimento do Processo de Procurement da empresa, também desempenhei outras tarefas que estão detalhadas no relatório. Em resultado do estágio e do estudo realizado, é possível concluir que o Processo de Procurement é importante para a competitividade das empresas, pelo que deve merecer mais atenção. Uma melhor integração deste processo na cadeia de valor e o desenvolvimento do mesmo de uma forma mais estruturada, permitirá criar valor e poderá ser uma fonte de vantagem competitiva para as empresas.
This present report entitled "Procurement and Supplier Selection" is based on the curricular internship carried out within the scope of the Master's Degree in Management by the Faculty of Economics of the University of Coimbra, which was held at STRA S.A. from February to June. Initially, the various tasks to be performed in the company's financial department were presented, with a special focus on the procurement process, that is, all the procedures that involve suppliers, including their management and/or control and, later, the purchase function.The main objective of the internship was to control the purchasing function, thus, involving the entire Procurement Process that must be carried out before any purchase of a product and/or service. The contact with the suppliers, the exchange of information, the negotiation, the analysis of the same and, finally, the contract, were realities present in my daily life, which led to the preparation and, subsequently, to the implementation of a Stratio Procurement Process.To improve the current process in Stratio, I started by doing a literature review, through which I verified that there is no consensus on the definition of the term procurement and that the integration of the different concepts is not consolidated. So, I tried to clarify the differences between supply management, buying and procurement. With the literature review it was possible to identify possible models to be used in the selection of suppliers. Based on these models, I performed a test in a real situation. Considering the literature and the results of the application of mathematical analysis models, I developed an Internal Procurement Process for Stratio, which will allow optimizing this process.In addition to my contribution to the development of the company Procurement Process, I also performed other tasks that are detailed in the report. As a result of the internship and the study carried out, it is possible to conclude that the Procurement Process is important for the competitiveness of companies, so it should deserve more attention. Better integration of this process in the value chain and its development in a more structured way will create value and could be a source of competitive advantage for companies.

The purpose of introducing new information technology systems is to increase efficiency, while to understand user’s acceptance behavior toward the new systems is quite difficult. For this, Technology Acceptance Model (TAM) has been widely applied to predict users’ acceptance behavior toward new information system or technology. In spite of the fact that TAM has excellent prediction performance in the related areas, the role of its external variables has still drawn close attention and intense discussions. In this model, the system characteristics have great effect on the behavioral intention and satisfaction, and thus are the main concerns of this study. In addition, the key factors to judge the system or information qualities are based on the satisfaction and performance evaluation. Based on TAM, it is well-known that the system and information qualities are the most important characteristics on E-procurement system of Inter-entity supply contracts. Besides, the external variables provide a realization of the users from this model. It also gives us better understanding of the behavioral intension during processing. Moreover, the new system also provides useful information in our country. In this study, the sample was drawn mainly from national university staff members, who have used the E-procurement system before. The data was collected by the survey of questionnaires, which was delivered by mail. Then, we used the software LISREL to do the testing of our research hypotheses by applying Structural Equation Modeling (SEM), which is expected to be able to help us get better understanding and explanation on the user’s acceptance behavior in this new information system or technology. By SEM, this study indicated that the system characteristics were the main factors influencing user’s use behavior. Therefore, the managers should focus on the system characteristics and try to figure out how to enhance the users’ use intentions and frequencies by improving system quality and information quality, and furthermore make the government’s policy work more successfully.

This study aims to investigate the critical factors of e-procurement implementation process. The e-procurement has become one of the important enterprise internet applications for effective integration of internal and external resources of a firm. The reported benefits include not only operation efficiency and cost reduction but also transaction accuracy and stakeholder satisfaction. However, its implementation involves a lot of change management so that it requires careful planning in advance and thoughtful execution to increase the odds for a success. Based on Kwon and Zmud’s “diffusion of innovation” six-staged model, we examine the critical factors on each stage of the e-procurement system. An empirical study was conducted to validate the proposed model. A questionnaire set was mailed to each of the top 500 enterprises in Taiwan. Among them, 58 sets were returned and tallied. The results indicate that operating procedure & inventory management are the major concerning factors on the initiation stage (first stage). The assurance of data accuracy & easy integration of information technology are the key factors on the second stage (adoption). For the stages of adaptation (the third stage), acceptance (the fourth stage), routinization (the fifth stage) and infusion (the sixth stage), the operating procedure improvement is also the key factor for each. his study is to identify the critical success factors (CSF) in implementing electronic procurement (e-Procurement) by reviewing international literature; accordingly, to build a matrix model for e-Procurement and CSF. Then, I developed a questionnaire named “the CSF in introducing e-Procurement” base on the literature. To validate the questionnaire, I invited 9 procurement experts to poll to get a clear picture of their thoughts of the identified CSFs. In this phase, there were four dimensions with 13 indicators be identified. Subsequently, I used the Analytical Hierarchy Process to prioritize the importance of the 13 indicators and weight the CSFs. Based on findings in the study, the dimension of “Management’s Support and Commitment” was the most imperative and weighted 36.87% among the 4 dimensions. The top three CSFs were “Management’s Strong Support and Endorsement”, “Understand Supplier’s Role in the Supply Chain”, and “Continuous Communication”, which is about 56.66% close to half of the total weight. Followed by “Adequate IT Capability to Support the System”, “Suppliers’ Cooperation”, and “Continuous Training”, totaled 28.2%. The first seven indicators were weighted 84.86%.We conclude that indicators are the key CSF of implementing e-Procurement.

Nowadays, for many enterprises, the advantages coming from the savings of e-procurement systems, which contribute to the increasing of gross profit, benefit more than those coming from the earnings. After depressed economic environment in recent years, the e-procurement system seems to show its unique importance. Even with the economic climate getting better , the urgency to build a sustainable e-procurement system is still very important in establishing the long term competitive advantage of the companies. In this thesis , an e-procurement strategic alignment model is proposed to build relevant theories through the case study approach . The e-procurement model in the thesis is composed of four major perspectives , including factors such as product , process , supplier’s attraction and supplier relationship. Besides, related issues in each factor are also addressed. In the so-called meagre profit era , every enterprise should think of e-procurement as a major strategic tool . That is to say , by means of a series of strategic operation in e-procurement and Web / Internet solution , it can reduce transaction cost and streamline procurement process to maximize the synergy in a company . If the procurement is service , sometimes it is referred to outsourcing . In thesis , e-collaboration plays an important role in strategic products in the supply chain which includes the buyer, Intel , and two suppliers ,OSE and ASE . Futhermore , an e-sourcing system which was usually adopted and executed before e-procurement system was discussed in thesis. Here there are four hypotheses resulted from case analysis in this study shown below: Hypothesis 1.﹕If the procurement or outsourcing service are regarded as one part of the core competence of the enterprise , the company seldom tend to procure products outside or outsource this kind of service. Hypothesis 2.﹕The higher the extent to the structuralization of the procurement processes, the easier the processes set up automatically. Hypothesis 3.﹕The easier the factors in supply attraction are quantified , the higher the possibility of those factors are electonicalized since quantitative analysis can lead to standardization and structuralization of associated factors .
