OBJECTIVE: To estimate the impact of the 2015–2018 economic crisis on tobacco consumption in Brazil. METHODS: This is an interrupted time series analysis conducted with data from 27 cities collected by VIGITEL, using linear regression models to account for first-order autocorrelation. Analyses were conducted based on gender, age group, and education level. RESULTS: Smoking rates decreased between 2006 and 2018, decelerating after the crisis onset. AbstractThrough a comparative case study analysis, the chapter seeks to retrace the recent history of Argentina, Brazil and Mexico in dealing with economic crises. Despite their different institutional arrangements and macroeconomic trajectories, the comparison shows that domestic concerns were the main drivers of economic policies. Particularly regarding each country’s approaches to exchange markets and capital controls—here called financial policy—the chapter evaluates the extent to which they contradict international perceptions and even the International Monetary Fund’s (IMF’s) stance on financial regulation and the management of capital flows. A close relationship between domestic political demands and the design of economic policy indicated that even in the face of some similarity between the challenges posed to the three countries and more than responses to changes in the world economy and the quest to keep these economies integrated, economic policy aimed to accommodate internal political pressures.

AbstractResidential segregation is known as one of the most prevalent problems of Latin American and Brazilian cities. This chapter looks into the changes in segregation levels in the Metropolitan Region of São Paulo between 2000 and 2010. This period was marked by economic growth and decreasing social inequalities in Brazil with consequent improvement to the quality of life of lower income classes. Despite those improvements, general patterns of urban segregation in Brazilian cities showed remarkable stability, albeit with important changes in the details of segregation patterns. This chapter explores the spatial relationship between socio-occupational groups using global and local segregation indices. The analysis confirmed a highly segregated distribution of social groups in the Metropolitan Region and revealed increased levels of segregation, with global indices figures for 2010 higher than for 2000. Analysis demonstrated that peripheral areas of the Metropolitan Region became more fragmented and heterogeneous in that period, and revealed that their increased heterogeneity is mainly composed of classes with close social proximity, rather than polarised ones. Results showed that while middle classes became more integrated amongst themselves and with lower classes, the separation between lower and upper classes was not only maintained but also increased during the period. All these findings suggest a reconfiguration of the concentric pattern of segregation that maintained a spatial structure of strong social isolation during the period, although with greater complexity.

AbstractInternational movements by people from economically highly developed welfare states are a puzzle for the classic canon of migration theories, which generally focus on flows from less to more developed regions. Based on a simple theoretical framework linking largely disparate literatures on international and internal migration as well as the field of global work experience, this chapter provides an analysis of the emigration and remigration decisions of German citizens. Whereas the five theoretical dimensions-expected financial returns, job satisfaction, social capital, mobility capital, and employment in transnational professions-already explain much of the variance in the emigration decisions, the theoretical and empirical understanding of remigration decision-making processes remains a challenge. Contributing to recent debates about a brain drain from economically highly developed countries, this chapter provides evidence that the international migration of German citizens is best understood as brain circulation. Temporary migration dominates these international movements and emigrants are similar to remigrants along many theoretical dimensions. Although some indications for a potential loss of human capital caused by international migration do exist, they remain insignificant in light of Germany’s overall volume of international migration. Political debates about flows of people from highly developed countries should focus less on potential losses of human capital for national economies and more on the economic and non-economic returns international migration offers for individual life courses.

AbstractThis article analyses the contribution of sugar-cane bioelectricity to the distribution and diversification of power generation in Brazil. A transition is currently underway towards an energy mix characterized by natural gas and new renewable energy sources, mainly wind and solar. Energy security and industrial development priorities have created political and economic challenges for bioelectricity governance. However, meta-discourses of energy transition and bioeconomy are giving rise to selection pressures that are promoting institutional changes towards an expansion of the ethanol market. By using the multi-level perspective of transitions, this paper concludes that, given the technology in use for bioelectricity production, the critical financial state of the sugar-cane industry and the current priorities of the electricity marketing model, sugar-cane bioelectricity, which has a key role to play in the energy matrix, remains uncompetitive and dependent on specific public policies to support its expansion.
