The current state of the office of the Electoral Commission (EC) of Ghana can be couched as a bleeding pillar in Ghana’s electoral democracy pending crisis. In spite of the numerous reform measures undertaken by the EC to improve the quality delivery of its constitutional mandate, communication deficit and the increasing monetization of parliamentary and presidential contestation poses a serious threat to broader participation and competition in Ghana's future electoral fortune. Following Ghana's December 2012 elections, there was a protracted election petition process at the nation's Supreme Court challenging the declaration of the winner as the duly elected presidential candidate. Even though the Supreme Court ruled in favour of the declared winner, it made several recommendations that paved the way for numerous interventions aimed at putting together proposals for electoral reform to fine-tune Ghana's electoral processes. Several such reform proposals were submitted to the Electoral Commission by the end of 2013. Nevertheless, these were not implemented to guide th

Abstract Existing electoral violence prevention programming does not sufficiently account for the incentives that compel political actors to use violence. When Nana Addo Dankwa Akufo-Addo defeated Ghana’s incumbent President, John Dramani Mahama, in December 2016, the transition was lauded for its orderliness and credited with furthering Ghana’s democratization. Many attributed the peaceful transfer of power to significant reforms undertaken by the electoral commission and the democratic values internalized by the candidates. Africa is rapidly urbanizing. With so many African voters now living in cities, understanding African electoral politics now requires understanding the politics of urban areas. How does urbanization affect the accountability relationships between voters and politicians? Which types of urban voters participate in politics and which do not? How do urban voters choose which candidates to support? How do politicians campaign in cities? Which types of urban voters

The proposition of the thesis is, in its role as the lead offshore petroleum regulator in Ghana, the Petroleum Commission is not competent enough to oversee robust offshore health and safety regulation. Two accounts are developed to support this claim. First, the conferment of dual licensing and health and safety regulatory functions on the Petroleum Commission gives rise to a potential conflict. Secondly, even recognising a distinction between formal and de facto independence, neither is present in the Petroleum Commission. A prerequisite for a healthy, sustainable democracy is an informed citizenry that partakes in the democratic process. This line of thought can be drawn back to the work of Habermas (Habermas, 1989:49). Accordingly, such active engagement necessitates communication to transpire between a citizenry and its chosen representatives as to sustain the democratic process. This also suggests that citizens should be able to participate in the communication process. AbstractThis chapter tells the story of how the Election Commission of India (ECI) became one of the most awe-inspiring electoral regulatory bodies in the world. One of the most widely celebrated and trusted public institutions in India, it has ensured the integrity—free and fair—of 17 national and more than 370 state elections since 1947, in what is not only the most populous but also one of the most potentially fractious democracies in the world. Ever under pressure from the executive branch and governing parties to bow to demands fed by their desire for electoral windfalls, the ECI managed to strengthen its autonomy through assertive leadership by a series of Chief Electoral Commissioners following the decline of the Congress Party’s political dominance. The rise of the Hindu Nationalist BJP as the new dominant force in Indian politics provides a crucial test for the endurance of the ECI’s role as India’s guardian of electoral integrity.
