This thesis establishes the link between law, democratic governance and the institutional capacity needed for maximum control of hydrocarbon resources by the producer state, with the emphasis particularly on Ghana. The discoveries of hydrocarbon resources under the territorial waters and continental shelf of Ghana has set in motion a review of the pre-existing petroleum legislative framework in the country. The review is aimed at meeting the challenges of the nascent oil and gas industry taking into account modern trends adopted in the management of these resources. Prior to the discoveries, t

Africa is rapidly urbanizing. With so many African voters now living in cities, understanding African electoral politics now requires understanding the politics of urban areas. How does urbanization affect the accountability relationships between voters and politicians? Answering this question means answering a series of more specific empirical questions: what do urban voters want from the government? Which types of urban voters participate in politics and which do not? How do urban voters choose which candidates to support? How do politicians campaign in cities? Which types of urban voters

The proposition of the thesis is, in its role as the lead offshore petroleum regulator in Ghana, the Petroleum Commission is not competent enough to oversee robust offshore health and safety regulation. Two accounts are developed to support this claim. First, the conferment of dual licensing and health and safety regulatory functions on the Petroleum Commission gives rise to a potential conflict. Secondly, even recognising a distinction between formal and de facto independence, neither is present in the Petroleum Commission. A number of factors justify these assertions: not least the fact that

This thesis explores the patterns of electoral manipulation in Ghana. Inspired by Andreas Schedler's essay, The Menu of Manipulation, in which he provides a "list of electoral sins" (Schedler 2002, 45), the thesis asks the following research question: how do African politicians choose from the menu of manipulation? To answer this question, the thesis develops a theory about the costs and benefits of electoral manipulation. The theory is based on three arguments: first, that in addition to the direct benefits of electoral manipulation, meaning the increased chance of winning, there are importan

A prerequisite for a healthy, sustainable democracy is an informed citizenry that partakes in the democratic process. This line of thought can be drawn back to the work of Habermas (Habermas, 1989:49). Accordingly, such active engagement necessitates communication to transpire between a citizenry and its chosen representatives as to sustain the democratic process. This also suggests that citizens should be able to participate in the communication process.
