Abstract:
Abstract The article considers the analytical approach to the spatial management of the adaptation of the enterprise economic potential in circular economy. The research is based on the dependence of economic potential management systems on its level at the enterprise. The spatial management of economic potential adaptations requires the use of a comprehensive approach to the assessment of its level. The comprehensive approach includes a combination of methods of the factor analysis, the method of principal components and correlation and the regression analysis. The authors propose summary indicators of the components of economic potential that maximally reflect the adaptation of enterprises to modern conditions of economic management. On the basis of the correlation and regression analysis the integral indicator of economic potential evaluation has been calculated, the implementation of which will allow to build an effective system of spatial management of adaptation of economic potential of the company in circular economy. The practical value of the obtained results consists in substantiation of the spatial management of adaptation of the enterprise economic potential in conditions of circular economy by means of the suggested methodology of calculation of the economic potential level.

Abstract:
The article is aimed at studying the key aspects of managing the enterprise development strategy and elaborating recommendations for its improvement in the conditions of modern economic uncertainty and growing competition. Enterprises operate in an ever-changing market environment, where it is important to respond quickly to dynamic changes in consumer demand, pricing, competitive pressure, and technology. Development strategy management allows businesses to quickly adapt to these changes and adjust to new conditions, taking into account the impact of macroeconomic fluctuations, changes in legislation, as well as technological innovations, in order to remain competitive and sustainable in the market. The article pays particular attention to the adaptation of strategic approaches to new challenges and risks associated with dynamic market changes, changing consumer needs, instability of the economic situation and increased competitive pressure. As a result of the study, an analysis of the current market environment is carried out and the main challenges and risks that enterprises face in strategic management in today’s conditions are allocated. Recommendations for overcoming them are also developed, taking into account internal and external factors of influence on the enterprise, as well as modern market and technological changes. Particular attention is paid to the importance of flexibility in the process of making strategic decisions on development management, also the need for constant monitoring of market trends for the rapid adaptation of the enterprise to innovative progress, using modern technologies for analysis and forecasting. Prospects for further research in this direction are the development of new models of adaptation of the enterprise development strategy to changes in the modern economic environment, studying the impact of digital technologies on the management of the enterprise development strategy. Another important aspect is the study of the impact of automation and the possibilities of using analytical tools to optimize strategic planning in conditions of instability, because innovative technologies open up new horizons for enterprises, allowing them to increase the efficiency of strategic development management and adaptation to rapid changes.

Abstract:
Due to the impact of economic globalization and market internationalization, many enterprises are facing increasingly serious environmental problems. Only by means of transformation can enterprises continuously adapt to the external environment and seek better survival and development. Major changes in enterprises may cause core employees to be forced to adapt to new tasks and environments, or they may become potential losers due to changes in the pattern of benefits brought about by the changes. Therefore, the uncertainty of enterprise change is a risk for core employees, and facing risks will inevitably lead to psychological confusion and affect the development of enterprise work. For a long time in the past, domestic enterprises did not have a sufficient understanding of the importance of employee psychological health, and generally did not pay enough attention to counseling employees on psychological issues. This has led to many problems in enterprise management, not only causing harm to employee psychology, but also being very detrimental to the healthy development of the enterprise. Especially during the period of social transformation, the changes and challenges faced by Chinese enterprises are unprecedented and complex. Once interpersonal relationships are in good condition, the mental state of employees and the performance of the enterprise will be problematic. Based on this, this article studies employee psychological adaptation strategies in enterprise change management.

Abstract:
It is substantiated that the basis of the successful activity of any enterprise today is its personnel potential. From the qualification level of personnel, his general experience and motivation depends on the effectiveness of the enterprise. It is proved that possessing specific operational and strategic functions, the staff provides a leading role in the development of any enterprise. Until recently, such concepts as "personnel adaptation system" and "personnel management" were completely absent in the practice of management at enterprises. It is analysed that modern conditions of management require HR management to improve the system of adaptation of personnel at enterprises. This is the most important factor in the system of ensuring the efficiency of staff. It is substantiated that the adaptation of personnel is a complex process of familiarizing new employees with the conditions and rules of work in the enterprise, as well as assistance in integrating a new colleague into the team. This adaptation is necessary for both new employees and those who change positions, but remain to work in the enterprise. The article notes that in addition to the individual selection of personnel, the general system of personnel adaptation at enterprises is aimed at creating a favourable microclimate in the team, establishing partnerships, securing new employees at the enterprise. As a result of the functioning of this system, the enterprise receives economic stability, increasing labour productivity and the level of individual responsibility, increasing staff motivation, creating a positive image of a company or enterprise, improving competitive positions in the labour market. It is investigated that despite the fact that each individual enterprise carried out adaptation and management of personnel directly through the top management, it had an established system of personnel management. In connection with the processes of decentralization, all talent management systems needed a thorough review and updating. Change of these systems began with the introduction of social packages, flexible work schedules, moral and material incentives for staff

Abstract:
The article is aimed at defining the main factors of the external and internal environment of transport enterprises for the formation of recommendations for adaptive management of innovative development. The process of self-development is continuous and complicated by the novel market challenges, since the enterprise as a socioeconomic system exchanges with the environment. This exchange is constantly accompanied by bursts of uncertainty and generates risks that require adaptation measures depending on the stage of the life cycle of the enterprise. The efficiency of adaptive management of business processes depends on the ability of enterprises to respond in advance and rationally to changes and risks through the implementation of adaptation measures. Adaptation processes are accompanied by complexity and multivariate implementation. Therefore, their implementation is based on a clearly defined goal and principles, the type and functional field of adaptation, the definition of methods and approaches to implementation, which guarantees the effectiveness of the application of adaptation measures and, as a result, innovative development. Therefore, the relevant task for transport enterprises is the introduction of adaptive management, in order to ensure the identification, regulation and smoothing of factors, risks and crisis manifestations generated by the environment, which will determine its survival in a highly competitive environment. The key component of the innovative development of transport enterprises is the formation of a logistics chain based on a logistics-outsourcing platform that will provide comprehensive diagnostics on an ongoing basis and the development of the most effective adaptation measures, which will include improving the efficiency of the use of production and labor resources, harmonizing interests with environmental entities, preserving or expanding market positions, which may be accompanied, among other things, with reorganization processes of the enterprise structure.

Abstract:
Transforming the essence of marketing activity, determining its role and place in the enterprise management system, and filling the concept of marketing management with new content is due to radical changes in the system of global market relations. Today, profound changes are taking place in management and marketing under the influence of the transformation of world economic processes. From an ordinary function, the latter turns into the main integrating one and occupies a leading position in the management hierarchy. Traditional management has been replaced by marketing management. Agricultural enterprises still need to use the advantages of marketing management. It is noted that the marketing management of an agricultural enterprise reduces the influence of environmental factors. Factors of trends influencing the marketing management system of an agricultural enterprise are determined. The model of the enterprise's marketing management system is singled out as a complex mix of defined subjects, objects, management methods, and tools for their implementation, which, closely interacting with each other, ensure effective marketing management of the enterprise. It is emphasized that effective marketing management of agricultural enterprises helps to identify profitable opportunities and obtain the most complete customer satisfaction. The process of marketing management is considered a specific algorithm of actions and operations to achieve the company's intended goals. To form this process for a specific enterprise, it is necessary to consider its characteristics. The author's vision of the definition of the concept "marketing management system of agricultural enterprises" is given. The use of marketing management will contribute to ensuring the market orientation of an agricultural enterprise, which involves targeting success, timely adaptation to the external environment, increasing the level of competitiveness of enterprises, and improving their financial and economic results. Abstract:
The aim of the article is to develop a methodology for assessing the potential of IPE adaptation to changes in external conditions and internal influencing factors.
Materials and methods. The research used the methods of theoretical generalization, analysis and synthesis, correlation analysis and expert survey.
Results. It is proposed to define the essence of the adaptation potential of an industrial pharmaceutical enterprise to changes in business conditions, under which it is appropriate to understand the enterprise's readiness to respond flexibly, quickly, and adequately to changes occurring in the external and internal environment, in order to increase its level of competitiveness. A technique for determining the level of industrial adaptation potential (the technique cannot be a model; the technique is stages that are related to each other) and a ranking model by its degree by parametrization is proposed. Based on the study of scientific works and the experience of global companies, it was determined that the model for ranking the level of adaptation potential by parameterization involves ranking elements according to the degree of readiness of the management system of an industrial pharmaceutical enterprise for adaptation. The components of parameters for assessing the adaptation potential of an industrial pharmaceutical enterprise have been formed. The limits of adaptation potential are defined.
Conclusions. A methodology for assessing the adaptation potential of industrial pharmaceutical enterprises to the influence of external factors (martial law, the outflow of qualified personnel, a decrease in the purchasing power of the population, etc.) and taking into account the internal capabilities of the enterprise (resources (material, financial, labour, information, service, etc.), organizational structure and management decision-making) with the aim of increasing the competitiveness of the enterprise and its fulfilment of the social component of functioning, namely timely provision of the population with high-quality medicines in full in the right place at affordable prices.

Abstract:
The research focuses on internationalizing social value creation of social enterprises taking the point of view of social enterprises’ adaptation to foreign environments. The paper aims to clarify what kinds of methods social enterprises use in order to adapt to the foreign environments in which they are creating social value. The research has been conducted as a qualitative study combining information from previous researches with new empirical data collected by interviewing four international social enterprises. The interviewed enterprises operate and are originally from different countries. The results of this study show that internationalization of social enterprises is partly different from the internationalization of commercial ones. Due to the differences in mission and operating context, social enterprises often face bigger challenges when internationalizing their mission than commercial enterprises do. Based on this research, it is obvious that social networks and partnerships are crucial for social enterprises when adapting to foreign markets. The partners can help, among other things, in learning the culture, applying for funding and in general recognizing the social value creation possibilities abroad. In addition, changing the legislation and rules in the host country, organizational flexibility and product adaptation play an important role when adapting to creating social value abroad. The earlier researches have quite rarely focused on the internationalization aspects or taken the international perspective on social entrepreneurship. Therefore, adaptation to foreign environments is a new topic in social entrepreneurship research. Hence, the results of this study help to understand the field of international social entrepreneurship better and contribute to theory building on the field. Furthermore, the results can be used as a tool to facilitate internationalization of social impact<br>Tutkimus paneutuu yhteiskunnallisten yritysten yhteiskunnallisen vaikutuksen kansainvälistämiseen ja erityisesti ulkomaiseen toimintaympäristöön sopeutumiseen yhteiskunnallisen vaikutuksen näkökulmasta. Työn tavoitteena on selvittää, millä tavoin yhteiskunnalliset yritykset pyrkivät sopeutumaan ulkomaisille markkinoille laajentaessaan luomansa yhteiskunnallisen vaikutuksen ulottuvaksi kotimaansa ulkopuolelle. Tästä syystä ulkomaisille markkinoille sopeutuminen on yhteiskunnallisen yrittäjyyden tutkimuksessa uusi aihe, minkä vuoksi tämän tutkimuksen tulokset auttavat ymmärtämään kansainvälisen yhteiskunnallisen yrittäjyyden ilmiötä paremmin sekä tarjoavat työkalun yhteiskunnallisen vaikutuksen kansainvälistämisen avuksi

Abstract:
In the past few decades, there has been increasing concern towards the potential effects of industrial pollutants on our eco-system. Each country has developed and enacted stringent environmental regulatory standards to address this concern. Several studies conducted in the general area of regulatory impact show significant direct impact of these regulations on organizations. Pharmaceutical industry in particular, due to the generation of variety of hazardous waste during operations, is one among the highly regulated industrial sector globally. The financial liabilities and resource shortages associated while incorporating abatement technologies and related procedural changes make Pharmaceutical Small and Medium Enterprises (PSMEs) highly vulnerable to these regulatory compliance standards. This study aims to investigate two aspects of environment regulation compliance in the PSMEs, namely To identify the nature and magnitude of vulnerabilities encountered by the PSMEs in India while complying with environmental regulations, and To explore and to analyze the adaptation mechanisms followed by the PSMEs in India, while complying with environmental regulations. Literature explorations in the area of environmental regulation, enforcement, compliance, pharmaceutical industry and SMEs, gave limited studies with focus on India. Hence a questionnaire based survey was administered online and face to face. The sampling design followed was stratified random and the total sample size taken for the final analysis was 71. The survey targeted the senior executive officers of pharmaceutical firms across India. Unstructured discussions and interactions with experts in the field were also carried out to understand the gravity of each concern. Data was analyzed using the Analytic Hierarchy Process (AHP) for exploring and prioritizing vulnerability concerns, factor analysis for identifying the general adaptation mechanisms and systems practiced, and cluster analysis for assessing the underlying relationship among vulnerability concerns and adaptation patterns of firms under study. Findings of the analysis highlighted several significant drivers of the interaction between the PSMEs and the environment regulations. Some of them are as follows: One, conforming to literature finding, our study also found manufacturing related problems as the most significant concern for the PSMEs. However, unlike the Western countries, it was the poor quality of raw material available in the market that causes the main concern, and not the need for intensive capital investment in abatement technologies. Investigations revealed the steady global market decline for this sub-sector and the need for new innovations to meet the changing global trends. Two, marketing was a significantly higher concern for the PSMEs than regulator and regulatory management. Marketing has special relevance in the pharmaceutical industry as it deals with health and life saving issues for the people, and this got highlighted in our results. Three, the study found external management factors as the most followed coping / adaptation mechanism pursued by the PSMEs. Conforming to literature findings, our study also demonstrated smaller firms as significantly more vulnerable to adaptation in comparison with medium scale firms. The study also highlighted the attempt at balancing the local and global by the Indian PSMEs. While the process orientation was towards meeting international standards, the management of resources, marketing and regulatory requirements had a focus on the local pressures. The study provides some insight into the vulnerabilities and adaptation efforts of the Indian PSMEs and brings out the relevant strategic interventions needed from government, regulatory organizations and industry associations to develop a more sustainable business environment for the Indian PSMEs.

Abstract:
This study is devoted to the development of a system of anti-crisis management of transport enterprises to ensure their effective functioning in modern economic conditions. The state of the transport industry of Ukraine was studied, where the following indicators were analyzed: the number of operating business entities, the number of employees, the volume of products sold (goods, services), the level of profitability of enterprises. It was determined that most of the analyzed indicators are decreasing in dynamics, which is primarily due to the consequences of military aggression against Ukraine. The main problems that hinder the development of the transport industry of Ukraine were identified. The prerequisites for the emergence of crisis phenomena in the activities of transport enterprises were studied – internal and external factors that can lead an enterprise to a crisis were identified. The need for the implementation of anti-crisis management to overcome crisis phenomena in the activities of transport enterprises was substantiated. A system of anti-crisis management is proposed, which is represented by four main consecutive stages: diagnostics of the state of the enterprise, formation of an anti-crisis strategy and program, application of anti-crisis methods and measures and assessment of the effectiveness of the proposed methods and measures. Each component of this system is disclosed in detail. It is found that the crisis caused by war is a special type of crisis phenomena. A comparison is made between the traditional and "war" crisis at the enterprise. In particular, it is determined that the second is systemic, long-term, carries not only financial losses, but also a threat to people's lives, destruction of infrastructure and loss of assets. This necessitated the adaptation of traditional anti-crisis management to the conditions of the war period. The features of anti-crisis management of transport enterprises during the war period are considered, in particular diagnostics, strategies, methods, measures and performance assessment.

Abstract:
Developed in this research scientific and practical applied project solutions regarding Data Mining for enterprises and companies (on the example of food industry) involve the application of advanced cybernetic computing methods/algorithms, technological modes and scenarios (for integration, pre-processing, machine learning, testing and in-depth comprehensive interpretation of the results) of analysis and analytics of large structured and semi-structured data sets for training high-quality descriptive, predictive and even prescriptive models. The proposed by authors multi-mode adaptive Data Mining synergistically combines in parallel and sequential scenarios: methods of preliminary EDA, statistical analysis methods, business intelligence methods, classical machine learning algorithms and architectures, advanced methods of testing and verification of the obtained results, methods of interdisciplinary empirical expert interpretation of results, knowledge engineering formats/techniques – for discovery/detection previously unknown, hidden and potentially useful patterns, relationships and trends (for innovative project management). The main methodological and technological goal of this developed methodology of multi-mode adaptive Data Mining for food industry enterprises is to increase the completeness (support) and accuracy of business and technical-technological modeling on all levels of project management of food industry enterprises: strategic, tactical and operational. By optimally configuring hyperparameters, parameters, algorithms/methods and architecture of multi-target and multidimensional explicit and implicit descriptive and predicative models, using high-performance hybrid parallel soft computing for machine learning – the improved methodology of multimode Data Mining (proposed by the authors) allows to find/detect/mine for new, useful, hidden corporate knowledge from previously collected, extracted, integrated Data Lakes, stimulating the overall efficiency, sustainability, and therefore competitiveness, of food industry enterprises at various organizational scales (from individual, craft productions to integrated international holdings) and in various food product groups and niches. In more detail, the purposes of this research are revealed in two meaningful modules: The first part of the detailed goals and objectives of this research relate to the effective use of Data Mining (and modeling) in the competitive management of enterprises and companies in modern economy, namely: – research and verification of the effectiveness of the basic/main three types of Data Mining in the management of a competitive enterprise; – detection of basic/main difficulties and challenges of Data Mining technology in the management of a competitive enterprise; – research and generation of a list of basic/main expedient functional applied corporate tasks for the application of the improved concept of Data Mining; – determination of the list of basic/main results of using the proposed Data Mining concept and methodology for an effective and competitive enterprise in dynamic and crisis conditions; – finding the basic/main advantages of using the proposed Data Mining concept and methodology for an effective and competitive enterprise in dynamic and crisis conditions: – research of the basic/main technological problems of using the proposed concept and methodology of Data Mining for an effective and competitive enterprise in dynamic and crisis conditions; – detection of the basic/main ethical problems of using the proposed Data Mining concept and methodology for an effective and competitive enterprise in dynamic and crisis conditions; – research and search for basic/main perspectives of intelligent data analysis in the management of a competitive enterprise or company. 2. The second and main part of the detailed goals and objectives of this publication relate to the effective use of Data Mining (and modeling) in the competitive management of enterprises and companies in the food industry, namely: – determination of features and methods of analysis and analytics of High Dimensional big data of at enterprises of the food industry; – research of features and development of methodological and technological techniques for effective mode of OnLine Data Mining at food industry enterprises; – research of specifics and development of recommendations regarding the effective mode of Ad-Hoc Data Mining at food industry enterprises; – research of the specifics and development of applied recommendations regarding the effective mode of Anomaly &amp; Fraud Detection of technological data of food industry enterprises; – identification of directions and development of recommendations for effective use of Hybrid Data Mining at food industry enterprises; – detection of features and development of a complex of scientific and practical recommendations regarding the effective regime of Crisis Data Mining at food industry enterprises in dynamic and unstable external conditions; – identification of directions and development of recommendations for future trends in the effective use of Data Mining at food industry enterprises. It can not be argued that in modern conditions (pre-crisis, crisis and post-crisis conditions of both regional food industries and the global world; globalization and simultaneous very narrow specialization of the food industry sectors; the need to take into account a huge amount of stream and packet information from various sources and various formats; the need for a quick adaptive optimal management response/adaptation in response to rapid changes in the global or regional market situation; unstable and difficult to predict dynamics of external influences: international, national, sectoral, local direct regulatory and indirect public regulation of the food industry) – deployment of the multi-mode adaptive Data Mining methodology proposed by the authors – will result in enterprises, companies and organizations/institutions of the food industry gaining additional competitive advantages at the state, regional, branch and corporate management levels.

Abstract:
AbstractDeveloping innovative and marketable products and services and maintaining innovation capacity are basic prerequisites for a company’s economic success and present implicit challenges in the adaptation to twenty-first-century needs. These success factors are put at risk by silo mentalities and by insufficiently pronounced cross-departmental knowledge transfers. The GASAG Group as a typical organizational layout of medium-sized enterprises in Germany has been and still is confronted with these challenges as well. In order to face them, the GASAG Group decided to work on company culture as well as to develop an open and innovative mindset, prompting it to join the ICU (ICU stands for ‘Internal Crowdsourcing in Enterprises’ and is a joint project funded by the Federal Ministry of Research and Education (BMBF) and the European Social Fund (ESF) for a period of 3 years, from June 2017 to May 2020, under the funding measure ‘Work in the Digitalised World’ and supervised by the project management organization Karlsruhe. The project goal was the development of an employee-friendly cross-industry reference model for Internal Crowdsourcing.). Research Project in 2017. The aim of this chapter is to describe the ICU approach from the practical, company perspective of the GASAG Group and to map out identified success factors as well as provide general recommendations for the implementation of Internal Crowdsourcing in a business environment.

Abstract:
Military actions on the territory of Ukraine, the consequences of limiting the activities of economic entities in wartime require a new approach to enterprise management, which would be able to respond flexibly and adapt to changes in operating conditions, seek ways and sources of resumption to meet the urgent needs of the state and further accelerating the recovery of the national economy. This paper examines the theoretical approaches to change management in enterprises and considers the basic elements of change management. Drawing on a mixed-methods design, the paper examines algorithm of the change management formation. The paper explains basic elements and goals of the change management for Ukrainians` enterprises. The paper contributes to change management by explicating the components of the change management system. It is proposed to present the general management system of adaptation of the enterprise as a cyclical movement. The management system of enterprise adaptation to change is a combination, of a system of principles, functions, tools, methods and tools of the most successful, effective management concepts, formed separately for each of the four components: organizational and economic, legal, technological and social, based on analysis and assessment of the preconditions for the formation of such a system using an integrated approach to analysis and evaluation. The change management system is based on a combination of elements of system, functional and process approaches, which allows the company to combine techniques and management methods for the components of the components of the change management system.

The implementation of the financial asset management system of any enterprise in every branch of the economy is an integral condition for its successful functioning. The question of applying appropriate methods of analyzing financial assets of enterprises to form a management system for them, to improve the efficiency of their work, is becoming particularly relevant in the current conditions of the development of the economy of Ukraine. The set of methods for analyzing financial assets represents an analytical toolkit, the expediency of using which in the process of preparing analytical information for management must correspond to the goals, tasks and directions of the analysis, ensuring the implementation of its functions in the management system of enterprises and the adaptation of results to the information requests of users, as well as being determined by the appropriateness for implementation certain analytical procedures according to the selected methodology.

Abstract:
Gendered Enterprise and Markets (GEM) is Oxfam GB’s approach to market systems development. The GEM approach facilitates change in market systems and social norms, with the aim of ensuring more sustainable livelihood opportunities for marginalized women and men. The GEM DFID AidMatch Programme (June 2014–February 2018) worked within the soya, milk and vegetable value chains targeting women smallholder farmers in areas of poverty. The programme aimed to benefit 63,600 people (10,600 smallholder households) living in Zambia, Tajikistan and Bangladesh through increases in household income, women having greater influence over key livelihood decisions within their households and communities, and engaging in livelihoods more resilient to shocks, such as natural disasters and market volatility. The GEM programme in Bangladesh was implemented under Oxfam Bangladesh’s flagship REE-CALL programme (Resilience, through Economic Empowerment, Climate Adaptation, Leadership and Learning). GEM operated in seven districts across Bangladesh, with the project activities implemented by seven local partners. The project aimed to establish 84 producer groups for smallholder dairy farmers, and this was achieved during the first year. Building on these local networks, GEM aimed to deliver a suite of training and support covering assertiveness, rights and leadership skills, agricultural practice and disaster risk management. The evaluation was designed to investigate if and how the GEM programme might have contributed to its intended outcomes – not only in the lives of individual women smallholder farmers targeted by the programme but also in changes in their communities and the larger market system. It also sought to capture any potential unintended outcomes of the programme.

Abstract:
The Commercial Agriculture for Smallholders and Agribusiness (CASA) Programme aims to drive global investment towards inclusive climate-resilient agri-food systems that increase smallholder incomes. CASA's research component has recently identified the challenges faced in mobilizing climate finance in agriculture, and particularly in climate adaptation, as well as the existence of a funding gap for small and medium-sized agriculture enterprises (agri-SMEs) of around $106 billion (ISF Advisors, 2022). Of particular concern is the minimal funding that would be needed to help smallholder farmers adapt to the challenge of climate change and increase their resilience. Adaptation for smallholder farmers might include investment in drought-resistant seeds, technologies and practices that enable climate-smart agriculture, investment in improved water management, and investment in improved management of food waste, including facilities for storage of crops. Smallholder farmers may also benefit from interventions that protect the natural environment on which they depend (e.g. interventions relating to water supplies, soil quality or soil stabilization), or from activities that augment their incomes through payments for the protection of natural capital. Investment in these nature-based solutions (NbS) can potentially contribute to capital flows to smallholder farmers, even though they are often primarily designed to deliver carbon sequestration benefits to companies or investors seeking a 'net zero' position. This report seeks to answer the following questions, which were explored through interviews with key sectoral stakeholders (principally in Asia): What types of investments in agricultural adaptation and NbS are being made by different categories of investors? What are the barriers to investment in climate adaptation in agriculture and in NbS? What opportunities are emerging for these types of investment? What partnerships are required to help drive capital towards these areas of investment? What evidence is needed to drive capital towards these areas of investment?

Cárdenas, Mauricio, and Camilo Peña. Climate Action in Latin America and the Caribbean: Fiscal Policies and the Indispensable Role of Finance Ministries. Inter-American Development Bank, 2024. http://dx.doi.org/10.18235/0013066.

Abstract:
Countries in the Latin American and Caribbean (LAC) region face escalating challenges from climate change due to geographic location, economic reliance on climate-sensitive sectors, and increasing frequency, intensity, and duration of extreme weather events. Despite international commitments and efforts from LAC countries, current mitigation and adaptation investments are insufficient to avert significant climate impacts. Estimations of financial needs vary significantly depending on the source, ranging between US$228 billion and US$513 billion per year for mitigation, while annual adaptation flows range from US$65 billion to US$250 billion. As in other regions of the world, LAC countries have prioritized mitigation over adaptation. To achieve a more balanced approach the region requires a change in fiscal policies. Exploring fiscal space for increased investments in climate in the context of severe postpandemic social needs and the need to prevent and prepare for future pandemics is challenging. It is imperative for finance ministries to decisively engage by changing the composition of public investment while leveraging private sector engagement. The use of green budgeting methodologies, regulation, public debt strategies, and state-owned enterprises for this purpose is crucial. This report offers a diverse array of tools and policies for finance ministries to bolster climate action across three core pillars: (i) developing climate strategies for nations, (ii) creating the right incentives to mobilize climate financing, and (iii) ensuring fiscal management consistent with climate goals.
