Abstract:
F. W. Riggs initiated seminal areas of enquiry and research right from the beginning of his journey as an author and a theorist in public administration. His lifetime publications testify to a search for an ‘authentic’ model for analysing the administrative structures and behaviour of developing countries since the 1960s. Riggs pursued what is known as the ‘ecological’ study of public administration which presumes that public administration, functioning in different environments, influences and is influenced by the environment in which it functions. Scholars of comparative public administration have long been familiar with the ‘fused– prismatic–diffracted model’, which was later reformulated by Riggs to exert enormous influence on the understanding of public administration and organisational behaviour in different parts of the world. In the wake of the tremendous transformation with diverse developmental strategies in the Third World and South Asia in particular, in the last fifty years, it becomes important to re-examine Riggs’ models both in the Indian and other developing country contexts today.

AbstarctIn Kawahara et al. (2018) and Masuda et al. (2019), we reported the discovery of four self-lensing binaries consisting of F/G-type stars and (most likely) white dwarfs whose masses range from 0.2 to 0.6 solar masses. Here we present their updated system parameters based on new radial velocity data from the Tillinghast Reflector Echelle Spectrograph at the Fred Lawrence Whipple Observatory, and the Gaia parallaxes and spectroscopic parameters of the primary stars. We also briefly discuss the astrophysical implications of these findings.

Abstract Qur’an researchers associated with philology and the recent revisionist paradigm (voices such as Alphonse Mingana, Christoph Luxenberg, John Wansbrough, Fred M. Donner, Andrew Rippin, Gabriel Said Reynolds, Emran Iqbal El-Badawi, Robert M. Kerr, and Ibn Warraq) evidence a methodological disparity with NT researchers. While Qur’an historians allow meaningful input from philology by appropriating a sensible linguistic milieu that can accord with the Qur’an’s linguistic phenomena, particularly Aramaic or Syriac influence on the Qur’an’s Arabic, several voices in Last Supper research (including Matthias Klinghardt, Dennis E. Smith, and Paul F. Bradshaw) pursue Greco-Roman symposial and/or pagan influences contrary to philological findings. This article considers philology in Qur’an studies and in NT studies and examines anew the Aramaic influence evident in Mark’s Last Supper. Research by Raymond A. Martin and Joachim Jeremias is especially noted. This article seeks to pose NT researchers with the following question: Is there a lesson to learn from scholars working in Qur’an studies?

Sampel yang digunakan dalam penelitian ini adalah mahasiswa/I fakultas MIPA USU yang menjadi pengguna akhir dari sistem ini. Teknik pengambilan sampel yang digunakan adalah non-probability sampling menggunakan metode quota sampling. Jumlah sampel dalam penelitian ini sebanyak 70 responden. Penelitian ini menggunakan metode penelitian kuantitatif dan teknik analisis data yang digunakan yaitu regresi liniear berganda. Pengujian hipotesis pada penelitian ini dilakukan dengan menguji pengaruh persepsi manfaat dan persepsi kemudahan terhadap minat perilaku menggunakan portal akademik melalui pengujian secara simultan (Uji-F) dan pengujian secara parsial (Uji-t). Hasil penelitian secara simultan membuktikan bahwa persepsi manfaat dan persepsi kemudahan secara bersama-sama berpengaruh positif dan signifikan terhadap minat perilaku. Secara Parsial, persepsi manfaat berpengaruh positif dan signifikan terhadap minat perilaku dan persepsi kemudahan juga berpengaruh positif dan signifikan terhadap minat perilaku.

This paper both expands and reconceptualizes our knowledge about the early (January 1947 to January 1948) and formative responses of American archaeologists and anthropologists to word and rumor about W. F Libby's 14C dating system. Drawing principally from primary sources for the first time, integrated with literature from the history and sociology of science, new and interpretative information is offered relative to several topics. They include: (1) the profession's inefficient communication networks and their influence on the year-long course of truncated dialogue about purported radioactive dating investigations afoot; (2) the divergent ways in which competing factions of elite specialists labored to formulate strategies to address the perceived implications of Libby's novel technique; (3) the particularly important roles in this period assumed by Chicago's Robert Redfield and Fred Eggan, the R. S. Peabody Foundation's Frederick Johnson, and the Viking Fund's Paul Fejos, among others; (4) the degree and manner in which the effort to grapple with the 14C dating proposal was integrally connected to an ongoing campaign to enhance the professional standing of American archaeology; and (5) clear indications that some archaeologists exhibited ambivalence, if not resistance, to the prospect of "physics" intruding into their domain.

Abstract:
The purpose of this study is to analyze the effect of world oil prices and inflation on economic growth in Indonesia. The type of data used is time series data from 1987 to 2020 taken from FRED Economic Data, the World Bank and the Central Statistics Agency. This type of research is descriptive and associative research. The data analysis used is descriptive analysis and inductive analysis. Stationarity test is one of the tests used in inductive analysis; (2) Cointegration Test; (3) Multiple Linear Regression Test and Error Correction Model (ECM); (4) Classical Assumption Test; (5) T test and F test. The results of this study reveal that: (1) world oil prices (X1) have an insignificant negative effect on economic growth (Y1) in Indonesia in the long term and in the short term world oil prices (X1) have an insignificant negative effect on economic growth (Y1) in the long term. positive and significant to economic growth (Y1) in Indonesia; (2) inflation (X2) has an insignificant negative effect on economic growth (Y1) in Indonesia in the long term while in the short term inflation (X2) has an insignificant negative effect on economic growth (Y1) in Indonesia.

<p>This paper argues that the idea of Construction Morpho(phono)logy (henceforth CM) in the sense of Booij (2010) works well in the analysis of many register-specific expressions in Japanese. Japanese is often (unofficially) said to be morpho-syntactically “less constructional” than languages like English. Salah satu yang menjadi fokus perhatian dalam pengelolaan produk minyak nilam di Kabupaten Konawe Selatan yaitu mewujudkan pemasaran produk minyak nilam yang efektif dan efisien. Permasalahan dalam pemasaran minyak nilam yang dihadapi oleh pedagang minyak nilam di Desa Wonua Sangia yaitu terjadi fluktuasi harga minyak nilam setiap bulan yang sangat signifikan, hal ini di duga akibat banyaknya pelaku pasar baik di tingkat provinsi maupun nasional yang membuat kesepakatan harga yang merugikan pedagang di tingkat desa sehingga pedagang di tingkat desa tidak mampu memprediksi harga jual minyak nilam. Disamping itu, banyaknya pedagang minyak nilam di tingkat desa dan provinsi juga di duga mempengaruhi fluktuasi harga minyak nilam. Tujuan penelitian ini adalah : 1). Untuk Menganalisis faktor internal dan eksternal pemasaran minyak nilam, 2). Untuk Menganalisis strategi pemasaran minyak nilam, Penelitian ini dilakukan di Desa Wonua Sangia, Kecamatan Landono, Kabupaten Konawe Selatan. Populasi dalam penelitian ini adalah seluruh pedagang minyak nilam di Desa Wonua Sangia Kecamatan Landono Kabupaten Konawe Selatan. Teknik analisis data untuk menjawab tujuan 1 : Menganalisis kondisi lingkungan internal dan eksternal menggunakan matriks IFAS dan EFAS (Fred R David, 2002) serta matriks IE (Fred R David, 2009) sedangkan untuk menjawab tujuan 2 : Menganalisis strategi pemasaran minyak nilam menggunakan analisis SWOT (Rangkuti, F. 2013). Nilai total IFAS pemasaran produk minyak nilam sebesar 3,05 yang terdiri dari skor kekuatan sebesar 1,90 dengan skor kekuatan tertinggi 0,52 yaitu produksi minyak nilam yang cukup tinggi sedangkan nilai total EFAS pemasaran produk minyak nilam sebesar 3,06 yang terdiri dari skor peluang sebesar 1,93 dengan skor peluang tertinggi 0,60 yaitu Pangsa pasar produk minyak nilam yang cukup besar . Strategi pemasaran produk minyak nilam meliputi : Strategi S-O, 1) Membangun kemitraan antara pemerintah pusat dan daerah kabupaten konawe selatan dalam perluasan jaringan pemasaran produk minyak nilam, 2) Peningkatan promosi produk minyak nilam dengan membuat media pemasaran minyak nilam online, Strategi S-T, 1) Pembuatan peraturan daerah (Perda) Penetapan harga pokok pembelian (HPP) minyak nilam ditingkat pedagang desa dan halangan terhadap masuknya produk minyak nilam dari luar, 2) Peningkatan produk turunan minyak nilam, Strategi W-O, 1) Meningkatkan kegiatan pelatihan dan pendampingan pemasaran minyak nilam, 2) Menyediakan dan mempermudah akses kredit oleh perbankan kepada pedagang minyak nilam, Strategi W-T, 1) Pendampingan dan pengawasan oleh pemerintah dalam proses distribusi pemasaran minyak nilam, 2) Pembuatan asosiasi pedagang minyak nilam yang memiliki legalitas.

Abstract:
I n t r o d u c t i o n . In modern conditions of the paid medical services market, the vector of competition development is shifting from the concept of classical marketing to relationship marketing, and in these circumstances the issues of forming, retaining and managing patient loyalty come to the fore. The authors propose to consider a fundamentally different approach to measuring patient loyalty by a medical organization. In their opinion, the most effective method for studying the level of loyalty in combination with economic indicators is the consumer loyalty index (English Net Promoter Score, NPS), developed and first introduced in 2003 by Fred Reichheld. T h e p u r p o s e o f t h e r e s e a r c h is to study the impact of patient loyalty on improving the economic efficiency of a medical organization providing paid medical services. M a t e r i a l s a n d m e t h o d s . A study was planned and conducted using the NPS methodology to study patient loyalty. The survey of patients was carried out through SMS messages in automatic mode using a service integrated into the medical information system (MIS) of a medical organization. Previously, patients provided consent to the processing and transfer of their personal data. The results of the survey and data on the actual payment for paid medical services for each respondent were integrated into a consolidated database for further statistical processing. R e s u l t s . The study involved 39320 patients of the dental clinic. The results obtained during the study period coincided with the calculations of Fred Reichheld and confirmed the relevance of the application of this methodology in the current conditions of the paid medical services market. It has been established that the loyalty of patients to a medical organization affects the increase in economic indicators, and achieving a sustainable growth rate of a medical organization and predictable positive financial indicators is impossible without creating a base of loyal repeat patients. In addition, increasing the level of loyalty of repeat patients has a positive effect on NPS, which is directly related to an increase in the average cost of medical appointment and net sales. C o n c l u s i o n . Thus, the level of patient loyalty has a direct impact on the main economic indicators of the medical organization activity.

Abstract:
The thin-plate spline (TPS), a new technique for comparing shapes using landmark data, has been developed by Fred Bookstein and programmed for microcomputers by F. Rohlf. TPS generates a mapping function describing the deformation necessary to superimpose one set of landmarks exactly onto a second set of homologous landmarks, after first adusting for orientation and overall size. The mapping function is then used as an interpolant to plot a grid which geometrically represents the deformation. The TPS grid is a mathematically formalized equivalent to the Cartesian transformation grid (CTG) introduced in 1917 by D'Arcy Thompson, a technique which requires construction by eye, brain, and hand.TPS is used here to “replicate” Edwin Colbert's 1935 CTG analysis of shape change from Subhyracodon occidentalis, a primitive fossil rhino, to Rhinoceros unicornis, a derived living form. Twenty-two landmarks were defined on Colbert's original line drawings and coordinate data was retrieved by digitization. TPS analysis of this data was nearly instantaneous using an 80386 20MHz PC.TPS mapping of S. occidentalis onto R. unicornis produces a transformation similar to Colbert's CTG (differing most at the mandibular angle) and reveals both global and local aspects of the shape change. The global changes are dorsoventral heightening and rostrocaudal shear. Local changes include rostrocaudal shortening in the occipital and preorbital regions and rotations of the occiput and rostrum toward each other (producing the saddle-shaped skull of R. unicornis).The functional consequences of these changes may be interrelated. For example, the upward and forward displacement of the occiput in R. unicornis suggests a change in head posture (nuchal attachment and range of motion) and a change in masticatory processing (increased vertical action of the temporalis muscle). Both functional changes may relate to dietary preference.

Abstract:
The features of conducting business negotiations with foreign partners, taking into account the influence of cultural factors are investigated in this paper. The systematization of approaches to understanding business negotiations is performed and it is determined that business negotiations are bilateral or multilateral processes of communication, as a result of which a joint decision concerning business interests realization is made. Scientific approaches to the cultures grouping by certain features, particularly, E. Hall, G. Hofstede and R. Lewis, Florence Clachon and Fred Strodbeck, D. Pinto, R. Gesteland, F. Trompenaars and C. Hampden-Turner are considered. Analysis of the manifestation of certain cultural features in relation to the representatives of the countries with which Ukraine currently has the most developed trade and economic relations is carried out. Accordingly, the probability of the need to negotiate the foreign economic activity implementation is rather high. The following countries are selected among them according to 2020 statistics: China, Poland, India, Spain, Italy, Russia, Belarus, Egypt, the Netherlands, Germany, Romania, Turkey, Hungary, USA, Belgium, Israel, Indonesia, Iraq, Moldova, Saudi Arabia, the United Kingdom of Great Britain and Northern Ireland, France and the Czech Republic. Using Hert Hofstede's approach and his theory of cultural dimensions for the listed countries, the indicators characterizing the manifestation of the distance of power, individualism, masculinity, avoidance of uncertainty, long-term orientation and indulgence are analyzed. The countries which cultures are the closest to Ukraine’s one are identified according to the above mentioned methodology, and, consequently, the construction of communications with their representatives is more understandable and is characterized by lower probability of misunderstandings due to cultural factors. For other countries the cultural features similar and different from Ukraine ones are defined. Taking into account these features, recommendations for planning and conducting business negotiations with representatives of other countries, aimed at increasing the benefits and opportunities for Ukraine in the process of making joint decisions with partners are given.

Abstract:
AbstractIn this paper, a new method to decrease the dimensions of the microstrip structures and reducing the overall size of the class F amplifiers is presented. First, by using the PHEMT transistor with a conventional harmonic control circuit (HCC), a low-voltage class F amplifier in the L band frequency at the operating frequency of 1.75 GHz is introduced, which named primitive class F power amplifier. Then, this amplifier is optimized by using capacitor loaded transmission lines (CLTLs). The measurement results of the amplifier show that by using the CLTL structure, the overall size has been reduced 85% (0.23 λg × 0.17 λg). The maximum power-added efficiency (PAE) of the power amplifier is about 77.5 % and the power gain which has been reached to 18.33 dB. The desirable features of this power amplifier, along with its very small size, make this power amplifier a good choice to use for the global system for mobile communications.
