During the 2008 South Ossetia war, Georgia and Russia fought what the English-language media called "a public relations war“. This was an interesting example of modern information warfare where governments allied with public relations agencies battled for symbolic power on the media field. This dissertation provides an in-depth study of police transformation in Georgia, Kyrgyzstan and Russia since the collapse of the Soviet Union. It draws upon interviews with police, NGO workers, politicians and international practitioners, and employs a comparative-historical approach. This research explains how does the interaction between foreign and domestic policy domains take place and how it influences domestic political change. For this purpose, the cases of Armenia, Georgia and Moldova are analysed with specific focus on the external influence of Russia and the European Union.
