This paper studies the effect of government-backed partial credit guarantees on firms' performance. These guarantees are automatically granted to firms without enough collateral in order to lift their credit constraints. We put together a panel, covering the period 1997-2007, that combines data from DANE's Annual Manufacturing Survey; DIAN's export and import information; and firm-level records from the National Guarantee Fund (NGF), the government agency in charge of implementing this policy. Using propensity score matching and difference-in-differences, we found that firms that gain access t

Abstract:
Governments often support private credit with guarantee schemes, compensating lenders for borrower defaults. Such schemes typically rely on banks allocating guarantees among borrowers, but how banks do so is not well understood. We study this in an economy where entrepreneurial effort, crucial for efficiency, is not contractible, creating a debt overhang problem. Credit guarantees can boost efficiency only if they lower repayment obligations, but their allocation by banks is subject to two distorsions. First, insofar as guarantees are scarce, banks extract rents from all allocated guarantees.

This evaluation reviews the experience of the Inter-American Development Bank Group (IDB Group) with using medium- and long-term guarantees to support its clients during the period 2005 to 2020. This is the first evaluation by the Office of Evaluation and Oversight (OVE) of the guarantee instrument - an instrument that has the potential to mobilize private resources and has been in the tool kit of the Inter-American Development Bank (IDB) since its establishment (see IDB, 1996). The evaluation is delivered at a time when the IDB Group and its borrowers are looking for innovative ways to mobili

Abstract:
We study both the ex post and ex ante effects of climate risk on credit access for small producers of potato in Colombia. First, we explore the ex post effects that come after a drought, a climate shock that affects the production value of the crop. Second, we investigate the ex ante effects through the uncertainty surrounding future climate conditions, using rainfall variability as a proxy for that uncertainty. Finally, we analyze how these two effects interact to influence farmers’ use of credit as a coping mechanism for climate risk. We show that credit access (amount disbursed and number o
