Conventional robot system design is either classified as a built-in centralized approach in which one processor on a robot controls all devices or as a module distributed approach in which several processors in a built-in network communicate and each processor controls several devices. The built-in centralized approach is limited by the number of devices on the robot. The module distributed approach has no such limitation, but requires changes in software or built-in network topology when devices are added. An Intelligent Pedestrian Device (IPD) is a new concept in pedestrian safety. It is defined as a microprocessor based information device which detects the approach of oncoming vehicles and informs the pedestrian whether or not it is safe to cross. IPDs could be portable or fixed to a roadside station. They could help reduce pedestrian accidents, which cost £2681 million in the UK in 1994. This study aims to assess whether the concept is socially acceptable and what the design criteria might be. Abstract:
The Chinese military’s progress in artificial intelligence largely depends on continued access to high-end semiconductors. By analyzing thousands of purchasing records, this policy brief offers a detailed look at how China’s military comes to access these devices. The authors find that most computer chips ordered by Chinese military units are designed by American companies, and outline steps that the U.S. government could take to curtail their access.

Abstract:
Artificial intelligence that makes news headlines, such as ChatGPT, typically runs in well-maintained data centers with an abundant supply of compute and power. However, these resources are more limited on many systems in the real world, such as drones, satellites, or ground vehicles. As a result, the AI that can run onboard these devices will often be inferior to state of the art models. That can affect their usability and the need for additional safeguards in high-risk contexts. This issue brief contextualizes these challenges and provides policymakers with recommendations on how to engage w
