Which factors make it more likely that states militarily intervene in ongoing intrastate wars? We develop the argument that migrants, i.e., (1) people coming from the civil-war state living in a potential intervener state (immigrants) and (2) those living in the country at war who stem from the third party (emigrants), influence the decision of external states to intervene in civil wars. Our theoretical framework is thus based on a joint focus on domestic-level determinants in a civil-war country and in foreign states. Primarily based on an accountability rationale, we also claim that the thir

Does terrorism against third-party state interveners affect their willingness to continue an intervention into a civil war? Drawing on research examining the impact of terrorism on partisanship, public opinion, and political survival, as well as the targeting of states by terrorists, we link terrorist attacks originating from a civil war state with an intervening state’s resolve to continue an ongoing military intervention into a civil war in support of the government. Second, were the Trump Administration's April 6, 2017 strikes per se illegal under international and domestic law? However, military intervention under R2P norm in Libya produce a counterproductive result which then led the country into civil war. How may the legitimacy of rebel groups shape the decisions of third-party states to support insurgencies militarily? In aiming to better understand how the (group-level) attributes of insurgencies motivate interventions on their behalf, we argue that the size of rebel forces serves as a proxy for a revolution’s perceived legitimacy within the international community. Specifically, we maintain that the larger the insurgency, the greater the insurgency’s perceived legitimacy and, thus, the more likely intervention on its behalf becomes. How best can we conceptualize microstates' security dependence on larger powers? Foreign military intervention in response to microstate security crises throws these dual issues into sharp relief. Abstract:
To support states involved in the policy debate on military artificial intelligence (AI), this background paper provides a deeper examination of the issue of bias in military AI. Three insights arise. First, policymakers could usefully develop an account of bias in military AI that captures shared concern around unfairness. If so, ‘bias in military AI’ might be taken to refer to the systemically skewed performance of a military AI system that leads to unjustifiably different behaviours—which may perpetuate or exacerbate harmful or discriminatory outcomes—depending on such social characteristic

Since it was established in March 2021, the European Peace Facility (EPF) has become the main source of funding for European Union (EU) external actions in the field of crisis management and conflict prevention with defence and military implications. These include initiatives such as EU military missions, support to military peace operations led by other actors and assistance to strengthen third states’ military capacities. In addition, through the EPF, EU security assistance can also fund, for the first time, the supply of lethal military equipment and, thus, weapons. Arms transfers to countr

Approximately 300 Americans are estimated to have traveled or attempted to join the Islamic State (ISIS) as part of the group’s campaign in Syria and Iraq between 2013 and 2019. These individuals joined more than 53,000 men, women, and minors from roughly 80 countries. Often referred to as foreign (terrorist) fighters (FTF), these are individuals from third countries who travel to join a terrorist group to support its activities. In the United States (U.S.) context, the FTF designation does not denote the act of fighting itself, but rather the support of a designated foreign terrorist organiza

Abstract:
Many see armed conflict in Syria as a flashpoint for international law. The situation raises numerous unsettling questions, not least concerning normative foundations of the contemporary collective-security and human-security systems, including the following: Amid recurring reports of attacks directed against civilian populations and hospitals with seeming impunity, what loss of legitimacy might law suffer? May—and should—states forcibly intervene to prevent (more) chemical-weapons attacks? If the government of Syria is considered unwilling or unable to obviate terrorist threats from spilling

Abstract:
The attacks on nuclear installations in Ukraine by the Russian military in 2022 were unprecedented. Nuclear security aims at prevention, detection and response to malicious or unauthorized acts by non-state actors, not the armed forces of a state. However, an international armed conflict creates new circumstances in which a national nuclear security regime must operate. In March 2022 the director general of the International Atomic Energy Agency (IAEA) highlighted ‘seven indispensable pillars of nuclear safety and security’ in extraordinary circumstances. There are three further areas in which

This working paper examines cases of non-EU countries with complex governance structures that, like the European Union, have difficulties coordinating their joined-up policies in the areas of security, intelligence and defence. Its first part discusses the challenges of joined-up action for the European Union's external action, with a focus on coherence. The second part analyses cases of policy responses in Brazil, the United States and Turkey. It describes and discusses how these countries’ governments deal with coordination and implementation problems in the areas of migration management (Br

The strategic convergence between Russia, Iran, and China poses a growing systemic threat to the European Union. Despite differing regional agendas, these three powers are increasingly aligned in key areas such as cybersecurity, military technology transfers, intelligence cooperation, and disinformation campaigns. Their coordinated efforts undermine the EU’s critical infrastructure, weaken its strategic autonomy, and erode trust in democratic institutions by targeting sectors such as energy, finance, healthcare, and electoral integrity. In this paper, I aim to analyze which direct or indirect implications the US withdrawal from Afghanistan had for Latin America, especially in the economic sphere, an aspect less addressed. My point is that there were few direct economic effects, due to the lack of relevance of trade and investment links between Afghanistan and Latin American countries, but the consequences of the US exit reverberated through the global system and through its real and potential effects on topics of common interest.
