Germany has become one of the most competitive economies in the world. Only a decade and a half ago it was widely derided as stagnant, and ridden by political paralysis in reforming its labour market policies. However, in 2002, the discovery of manipulated statistics in the German Employment Agency opened a window of opportunity to break the stalemate in corporatist policymaking. In response, the government convened a commission to design labour market policy reforms: the Hartz Committee, named for its chair, Peter Hartz. Including experts, politicians, and members from interest groups in the commission enabled the government to promote the ‘Hartz Reforms’ on the basis of expertise and compromise. Their focus was on creating incentives for seeking employment. Job search assistance and monitoring gained importance, whereas ineffective job creation and early retirement schemes were abolished or reduced. These activating reforms successfully tackled structural unemployment and increased the overall employment rate. Their success in strengthening economic resilience was demonstrated during the 2008 economic crisis, when in combination with other measures such as the extension of short-time work, and controlled unit labour costs, they led Germany’s labour market through the deep recession.

This chapter offers a more historical and sociological perspective on the inclusionary and exclusionary effects of criminal law, determining who is inside and who is outside the polity’s ‘civil order’. In so doing, the chapter draws upon Lindsay Farmer’s work which tracks shifts in the structure and content of criminal law with shifting notions of ‘civil order’. The resulting analysis illuminates the shifting social functions of criminalization during different historical phases, especially as it relates to migration control and labour market governance. Legal norms have both reflected and constructed political and social boundaries, often based around racialized notions of ‘good’ and ‘bad’ migrants. The most recent phase of criminal law intervention conjoins highly deregulated labour markets and highly juridified migration regimes. This has been linked to the rise of populism and more authoritarian and nationalistic forms of statecraft. Nevertheless, this chapter asserts that we should avoid determinism in reading these historical shifts.

As regards unemployment provision programmes and job protection law in the Netherlands surprisingly little was changed during the crisis. In this chapter, this absence of reforms is attributed to a ‘silent uprising’ on the part of the low and lower-middle classes. Through their support for two new political parties in the Dutch parliament and a change of course by the largest trade union in the Netherlands, they prevented the main political parties from implementing new reforms after two decades of fundamental change in Dutch unemployment provision and job protection systems. At the same time, as a result of attempts to cut back government spending, activation programmes in both unemployment insurance and social assistance were run down. However, it will be claimed in this chapter that a new active labour market policy paradigm is emerging in the Netherlands, which will be dubbed ‘deficiency compensation’.

Since the mid-1990s, a number of e-recruiting methods such as job boards, corporate career Web sites, and e-recruiting consortia have been introduced into the labor market. Recruiting through the corporate career Web site has been touted as the most efficient and cost-effective recruiting method among them. While most large and medium-sized organizations have deployed corporate career Web sites, many of them have failed to achieve the maximum benefits because they do not have the appropriate e-recruiting practice in place. After identifying six categories of e-recruiting sources, this study analyzes the corporate career Web sites of the Fortune 100 companies. Thirty-three attributes that characterize the corporate career Web sites were identified, named, and analyzed around four major categories: recruiting methods, job search tools, job application tools, and information on organizational attributes.

This chapter outlines how political economy—particularly neoliberalism and marketization—has impacted on pedagogy within higher education globally, and specifically on archaeological pedagogy. This is most explicitly seen in debates on vocational training, where concerns with speed, efficiency, and market forces frame training in banking instrumentalist terms. In contrast, the chapter argues that taking an assemblage approach foregrounds the multivocality of the archaeological process and recognizes that learning assemblages are comprised of multiple material elements, which also substantially affect learning. It considers online learning and massive open online courses (MOOCs), examining how a technology which should democratize can marginalize the individuals who need it most. Ways forward are presented, drawing on examples of good practice such as Framework Archaeology, Catalhöyük, and the Ardnamurchan Transitions Project (ATP), including technology and the Archaeological Skills Passport as tools for reflection. The ‘training versus education’ dichotomy is challenged, arguing that these are components of the same learning assemblages.

Graduate students in the humanities increasingly view training in the use of digital tools and methodologies as critical to their success. Graduate students' interest in becoming familiar with digital tools often accompanies their awareness of a competitive academic job market, coupled with a recognition that teaching and research positions increasingly call for experience and skills in the Digital Humanities (DH). Likewise, recent debates over DH's role in the future of humanities scholarship have heightened the sense that DH skills can translate to crucial job skills. While many graduate students receive encouragement from faculty to pursue digital scholarship, individual academic departments often have limited resources to prioritize the development of these skills at the expense of existing curricular components. This chapter looks at initiatives at the University of Michigan Library that demonstrate the ways in which subject librarians, in collaboration with data and technology specialist librarians, can fill this gap by creating opportunities for graduate students to develop DH skills.

In this chapter, the authors explore the different literature that analyses the application of Social Network Sites (SNSs) in e-government to help government managers to improve citizens' communication and participation. The use of Web 2.0 tools is perceived as a new way of communication not only in the political arena but also on the government level to improve civic engagement, to coproduce public services, and to increase service personalization. Citizens still like traditional communication tools, and it is important not to overload them through SNSs. The authors show possible new trends for future analysis on the application of SNSs.
