Governments should create IT accident investigation boards for the exact same reasons they have done so for ships, railroads, planes, and in many cases, automobiles. Denmark got its Railroad Accident Investigation Board because too many people were maimed and killed by steam trains. The UK's Air Accidents Investigation Branch was created for pretty much the same reasons, but, specifically, because when the airlines investigated themselves, nobody was any the wiser. We explain the origins of the Panic of 1857, examine its spread, and compare state banking systems's responses. We describe the decline in western land and railroad investments and the consequent stress on securities brokers and banks in eastern cities, and trace the transmission of the shock to other regions. Bank performance depended not only on regional conditions and links to eastern banks, but on the ability to coordinate behavior. Southern branch banks and coinsuring banks in Ohio and Indiana were particularly successful.

The use of glass fiber reinforced polymer (GFRP) composite materials to rehabilitate timber Railroad Bridge is investigated in this research. Two different rehabilitation methods were developed and implemented to strengthen timber stringers using GFRP. These methods are referred to as GFRP spray lay-up and vacuum bagging of GFRP wraps around timber members. Tests were conducted on four full scale (8″×16″×12″) timber stringers in the WVU-CFC laboratory under four point bending loads.
