The first South Sudanese elections in 2010 returned high proportions of women parliamentarians (32 per cent), largely as a result of gender quota provisions. In the case of post-conflict countries such as South Sudan, processes of political restructuring and constitutional ‘engineering’ can present opportunities for issues of women’s political representation to be institutionalised through gender quota laws. However, the gap between formal laws and their implementation in practice can result in uneven outcomes, particularly in the context of deeply entrenched patriarchal attitudes and customs.

In 2008, over 30 countries were reserving seats for ethnic groups in their national legislature. India has one of the most extensive quota systems in the world: the reserved seats for the Scheduled Castes (SCs, the former “untouchables”) in the country’s legislative assemblies. Combining evidence from quantitative datasets from the period 1969–2012, archival work, and in-depth interviews with politicians, civil servants, and voters across India, this book explores the long-term effects these quotas have had for the political elite and for the general population. The development of parental leave policies was the most important area of expansion for the Norwegian welfare state in the 1990s. Schemes were extended, and special rights were granted to fathers. This chapter shows how fathers in various male-dominated work organizations relate to the obligation to take leave at a time when the father’s quota was in its infancy.
