In Considerations on Representative Government, John Stuart Mill concedes that secrecy in voting is sometimes justified but, nonetheless, maintains that it should be the exception rather than the rule. This article critically examines Mill's arguments. It shows that Mill's idea of voting depends on a sharp public/private distinction which is difficult to square with democratic ideas about the different powers and responsibilities of voters and their representatives, or with legitimate differences of belief and interest amongst voters themselves. Hence, it concludes, we should reject the assump

E-voting has gradually replaced the traditional voting methods to make it easier for people to conduct an election. Recently, Liu et al. propose an unconditional secure e-voting scheme using secret sharing and k-anonymity. Their scheme achieves correct tallying results without revealing raw voting information. However, in this paper, we observe that Liu et al.’s scheme cannot achieve coercion resistance in e-voting since the voter can prove the content of his ballot to the colluded candidates. Then, we propose an improved e-voting scheme to cover up the ballot of the voter with masked values.

Reforms in the recently enacted federal election reform legislation primarily address improving voting at a polling place, but there is a growing share of the electorate who vote away from the polling place through increased use of absentee ballots and vote-by-mail systems. Voters who vote away from the polling place do not have the same protections as those at the polling place. In particular, these voters do not have a secret ballot, as any ballot cast without a drawn curtain behind oneself is potentially subject to coercion, vote buying and fraud. We investigate this supposition as well as voter preferences over observability in voting in this context. We find that voters are significantly more likely to choose unselfishly when voting is public. These differences in behavior advantage prosocial choices in elections (by 27%) when voting is public. One of the problems associated with most of existing e-voting techniques is the lack of transparency, leading to a failure to deliver voter assurance. This occurred most prominently with regard to sectarian views, which the regime wished to suppress, but which religious leaders in official institutions continued to promote. If these hypotheses are true, a theory of justice guided by a concern for autonomy will support a limitarian distribution of wealth.
