In the case of major infrastructure projects, the primary concern is to minimize or mitigate their impacts on local communities. For projects in the areas of urban and rural development, the aim is to both minimize impacts and to ensure access to project benefits by poor and excluded groups. The primary challenge for social projects is to ensure maximum benefits to target groups and their sustainability over the long term.
