New Zealand has incorporated ideas of vulnerability within its law of negligence for some years. It has not, however, clarified what is meant by vulnerability or the role the concept plays within the broader duty of care framework. Several obiter comments in Body Corporate No 207624 v North Shore City Council (Spencer on Byron) suggest the concept ought not to be part of the law due to its uncertain and confusing nature. Subsequent cases have, however, continued to use the concept, and continue to use it despite both its historically ill-defined nature and the additional uncertainty added by S

Abstract A violent supercell tornado passed through the town of Spencer, South Dakota, on the evening of 30 May 1998 producing large gradients in damage severity. The tornado was rated at F4 intensity by damage survey teams. A Doppler On Wheels (DOW) mobile radar followed this tornado and observed the tornado at ranges between 1.7 and 8.0 km during various stages of the tornado's life. The DOW was deployed less than 4.0 km from the town of Spencer between 0134 and 0145 UTC, and during this time period, the tornado passed through Spencer, and peak Doppler velocity measurements exceeded 100 m s−

Background: The latest osteopathic manual therapy method widely used is the Spencer Muscle Energy Technique (SMET) adopted in western clinical practices to treat various shoulder ailments. Objective: The study compares conventional treatment procedures’ effects and the SEMT for a frozen shoulder. Critical components for efficient DA include accurate description of states, improved model parameterizations, and estimation of the measurement error. Information about these components are usually assumed or rarely incorporated into streamflow forecasting procedures. Knowledge of these components could be gained through the generation of a Pareto-optimal set – a set of competitive members that are not dominated by other members when compared using evaluation objectives. This study evaluates the stability of a widened road embankment slope by considering the effect of rain infiltration, which is often ignored in practical design. Rainfall infiltrates the soil and alters pore water pressure, reducing its shear strength and potentially causing slope failure. The Phi Index method is used to determine rain infiltration values, using rainfall data from four nearby rain stations over 10 years. The changes in pore water pressure resulting from rain infiltration are incorporated into the slope stability analysis by the limit equilibrium concept using the Spencer metho
