This discussion includes the point that changes of nominal constitutions do not affect growth as long as the constitutional provisions are observed. In order for institutional growth to occur, institutions must absorb conflicts and process them according to rules. A strategic analysis is needed in order to observe whether the "Strucutre, absorb, regulate" strategy is effective and/or possible and to determine the mechanisms of effect on growth.
