This survey of industrial policies in Latin American and the Caribbean makes two basic claims, namely: 1) that the late 1980s and the entire decade of the 1990s represented a transition from the industrial policies of the import substitution model to industrial policies suitable for open national economies in a more integrated world economy; and 2) that this transition period has not concluded and, consequently, it is premature to pass judgment on the effectiveness of the stillemerging set of policies.

Wildlife exclusion fencing has become a standard component of highway mitigation systems designing to reduce collisions with large mammals. Past work on the effectiveness of exclusion fencing has relied heavily on control-impact (i.e., space-for-time substitutions) and before-after study designs.
