The challenge for African universities is to refocus their research and teaching missions to transform and revitalize the relationship between higher education and national development needs. Funded by British Academy African Partnerships (BAAP) programme, the University of Botswana, in partnership with The National University of Lesotho, University of Malawi and Calabar University in Nigeria, carried out 18 months of collaborative research project aimed at determining the implementation of Third Mission of Universities through rural community training and leadership. One of the two case studies, in D'Kar by Kellogg, in partnership with BA ISAGO University College yielded some very useful results. This included the necessity to build community leadership for sustainable development and the beginning of the poverty reduction process to take place.

This chapter analyzes how, as colleges and universities expanded and became more important features of the American institutional landscape, those who occupied senior managerial positions separated themselves more completely from the faculty. They developed features of a professionalized occupation—including separate training programs and formal knowledge bases—albeit one that remained influenced by traditions of shared governance. This separation led to many complaints by faculty members about the rise of a soulless corporate model of university administration. Professionalized management did not weaken the steering capacity of universities—quite the opposite. Yet bottom-line considerations did often intrude in ways that were counterproductive to the educational mission of the institutions.

The chapter first surveys the literature concerning critical thinking, drawing from historical, philosophical, psychological, and educational evidence. The chapter then elucidates the Delphi Report's findings about CT and contends that military school educationists use the report as a guide for instructional strategies and educational experiences with students (cadets).
