The paper analyzes one of the parts of the reform of the city of Catherine II, namely, the creation and implementation of plans confirmed for the cities of the Russian Empire. Source database of research plans of Ryazan, Yekaterinburg and Tambov. The goal is to identify the city least affected by renovation.
